Corporate Strategic Planner Headquarters, U.S. Marine Corps, Washington, DC Aug 2010 – Jul 2013

Light Armored Reconnaissance Advocate (LAR): Selected in 2010 by the Light Armored Reconnaissance Operational Advisory Group to serve as the first ever LAR

community advocate in Headquarters Marine Corps. Served as the HQMC Light Armored Reconnaissance subject matter expert on all manning, training, equipping,

employment and Program Objective Memorandum (POM) issues. Oversaw DOTMLPF processes. Lead Strategic Planner for the Corporate Directorate on all policies concerning personnel, training, and resourcing for

the Light Armored Reconnaissance community consisting of in excess of 3500 people. Managed the Light Armored Vehicle (LAV) Portfolio consisting of six variants, totaling an Acquisition Objective

Authorization (AOA) of 1009 vehicles. Required requirements oversight, negotiations, and adjudication. Successfully negotiated with Marine Corps Combat Development Command (MCCDC) and Marine Corps Systems

Command (MARCORSYSCOM) to revise all LAV variant mission requirements. Restructured requirements were used to justify current and future expenditures on the Family of LAVs (FoLAVs). Efforts aligned requested expenditures withan acquisition strategy that provided a future vision of LAVs and their role in the USMC until 2035. This work was performed in both the Secret and FOUO realms.

Successfully advocated for, and preserved, the mission requirements of the LAR community during sequestration. Balanced the need to reduce costs across all Marine Corps acquisition projects while preserving personnel numbers. Effectively preserved already paid for equipment acquisitions, assigned personnel, and associated training pipeline.

Managed a corporate acquisition and sustainment portfolio of in excess of $300m annually during three fiscal cycles. Successfully advocated for funding that allowed USMC Systems Command, LAV Program Manager, to broker a deal to

purchase obsolete Stryker suspension systems from US Army to upgrade USMC LAVs. Deal saved the USMC in excess of $55m on a single acquisition line number.

As the Occupational Field Manager for the LAR community, I revised training requirements to obtain the Military Occupational Filed Specialty (MOS). Authored USMC policy that outlined new requirements to achieve the 0303 (Light Armored Reconnaissance Officer) MOS. Efforts resulted in reassignment of MOS holders back into the community. Result will be the saving of millions of dollars in sustainment and training costs incurred by USMC to create LAR Officers.

Led multiple strategic level conferences and seminars to ensure the Light Armored Reconnaissance community interests were preserved or enhanced. Advocated for multimillion-dollar projects, preservation of manning levels, and ensuring all Man, Train, Equip mission readiness needs were met.

This position required me to analyze data, collect facts, project costs, negotiate, and develop solutions regularly briefed up to the 3-star general officer level regularly.

Counterinsurgency and Stability Operations Advocate: Selected by Headquarters Marine Corps to serve as the first Counterinsurgency and Stability Operations Advocate.

Served in this capacity simultaneously due to expertise. Served as the USMC’s Subject Matter Expert (SME) on all matters concerning USMC in Counterinsurgency and

Stability operations to interagency, joint and internal organizations. Analyzed DoD strategic guidance and policies, USMC Policy, and joint service policies and interpreted into USMC

Irregular Warfare policy. Policy affected the training and equipping of the entire 182K Force. Result was integration of biometric equipment, Law Enforcement Professionals, Contracting Agents, Intelligence Personnel, Unmanned Arial

Authored the USMC Policy on Irregular Warfare. Policy defined USMC roles and responsibilities, unit and service Title IX requirements. Policy impacted on the entire 182K Marine work force preparing to globally deploy in support of Counterinsurgency, Stability, Unconventional Warfare, Counterterrorism and Foreign Internal Defense operations.

Directed the oversight of all operational and administrative issues for (6) teams in all (6) regions of Afghanistan. Responsible for 85 personnel, civilian and military, from 8 NATO contributing nations.

Led multiple strategic coalition and Afghan Government meetings to develop and implement education and training into Afghan police, Army, and Government personnel courses. Required team building and negotiations with Chief of Mission USAID Afghanistan, Afghan Ministers to include Defense, Education, and Police, as well as coalition partners SES and above from multiple NATO nations. Result was embedding educational products into all Afghan National Security Force and government training curriculums.

Led development of Train-the-Trainer curriculum for Afghan Army. Result was an increase the number of Afghan personnel capable of instructing counterinsurgency best practices. Long-term result was a 100-fold increase in the number of certified instructors in the Afghan National Security Forces capable of conducting stand-alone instruction of the counterinsurgency curriculum.

Developed NATO Train-The-Trainer curriculum and personally trained in excess of 300 personnel, from 23 contributing NATO nations, to enable them to return to their home countries and implement curriculum into their respective national armies training in support of the coalition mission in Afghanistan. Result was the promulgation of a common framework of COIN best practices that enhanced the mission effectiveness of countless NATO allies. Also led to “by name” request from SHAPE Headquarters, and Royal Prince of Saudi Arabia to instruct COIN to senior level officers.

Represented the strategic interests of the CTC-A in strategic level meetings across a wide spectrum of topics including women’s issues, building local governance capabilities, education of government workers, anti-corruption, and human rights education for Afghan government officials.

Responsible for the training of all NATO Ministerial Level Advisors in Counterinsurgency and Stability operations. Developed curriculum designed for the executive level. Planned and executed the curriculum on 6 occasions, classes of 25-50 personnel. Result was the successful training of in excess of 250 NATO personnel who advised Afghan government officials in every ministry of the Afghan Government.

Successfully mentored an Afghan staff of 25 Afghan Army officers to assume the duties of Afghan National Army’s Counterinsurgency Center of Excellence. Resulted in linking the central educational facility with every major command in the Afghan National Army and Afghan National Police Force. Additionally resulted in the ability for NATO forces to reduce manpower requirements by assuming a “monitor” role and for Afghans to assume their role as the Subject Matter Experts in Afghan COIN operations.

Researched, liaised, vetted, and scheduled executive level guest speakers from: International Red Cross, multiple Non-Governmental Organizations (NGOs), Supreme Allied Commander of the NATO Mission in Afghanistan, and Afghan Government Officials to ensure the NATO Counterinsurgency Leaders Course was par excellence. Result was world-class, hands on, education in COIN and Stability Operations in a Multinational environment.

Directed two military and civilian USAID teams instructing U.S. Department of State’s District Stability Framework (DSF). Teams travelled throughout Afghanistan instructing coalition and Afghan government officials at the regional and local level. Result was the 100s of Afghan and NATO personnel trained in common Stability Operations framework

to identify the root causes of instability, develop solutions, and implement solutions. Led, monitored, vetted and biometrically enrolled 32 Afghan interpreters responsible for traveling country-wide in

support of both NATO and Afghan led COIN and Stability instruction. Developed curriculum and led an Instructor Development Program for incoming personnel to ensure the CTC-A staff

was fully capable of delivering world-class instruction in COIN, Stability and Afghan Governance operations. Led all curriculum development in a NATO environment. Required finding common lexicon of terms across the ADDIE

Executive / Operations Officer School of Infantry East, Camp Lejeune NC Mar 2008 - Jul 2010 Planned and coordinated the daily operations, budget and training of 11 instructor cadres, made up of 80

instructors, implementing 20 separate Programs Of Instruction (POIs). Led multiple planning efforts instrumental in establishing instructor development continuum, codifying multiple

curricula, revising doctrinal publications, and revising training standards. Chief Legal and Administrative representative for the command, key liaison between multiple legal departments,

agencies and higher commands to ensure all administrative functions and needs were met. Served as Lead in liaison with John Jay College of Community Policing, Federal Bureau of Investigation Behavioral

Science Unit, United States Secret Service, and multiple scientists from Office of Naval Research, civilian contractors,and New York Police Department to develop a program of instruction titled Combat Hunter. Result was improved situational awareness and battlefield effectiveness of every Marine in the 202K work force.

Developed a Combat Hunter training continuum to embed Combat Hunter skills into every training and education curriculum impacting every Marine in the 202K work force during entry level training.

Lead author of “Combat Hunter Operations”, MCWP 3-11.1 doctrinal publication. Led multiple strategic level meetings with the US Army to inculcate Combat Hunter in to the fabric of the US Army

training continuum. Meetings held at the SES and general officer level. Result was the creation of the US Army’s Advanced Situational Awareness Program.

Led multiple meetings to create online educational modules in support of Combat Hunter Training for the USMC. Meetings included working with Office of Naval Research Scientists, multiple civilian vendors, and internal Marine agencies. Result was the development of online training courses in observation, behavioral profiling, and man-tracking Tactics, Techniques, and Procedures (TTPs).

Led development of Unit Readiness Planning curriculum. Curriculum trained units on how to create training plans from individual training standards through collective battalion level standards in support of pre-deployment training. Result was the training of in excess of 5000 personnel in standards analysis, training development, training management, and training evaluation techniques and procedures. Result was USMC policy to embed lesson plans into multiple USMC curriculums to increase USMC readiness capabilities.

Program Management by leding multiple courses simultaneously: Basic Sniper Course, Sniper Leaders Course, Operations Chiefs Course, Company Operations Chiefs Course, Unit Readiness Planning Course, Combat Hunter Basic Course, Combat Hunter Advanced Course, Combat Hunter Leaders Course, Marine Corps Martial Arts Course, and Marine Corps Martial Arts Instructor Course.

Led staff of 4 personnel responsible for receiving, training, housing, and out-processing hundreds of students on a monthly basis. Courses contained between 20-100 students at a time.

Led mission to Colombia to instruct Colombian Marines in Unit Readiness Planning. Simultaneously, demonstrated to Commandant of the Colombian Marine Corps on how Unit Readiness Planning could be translated into COLMAR training budget justification. Result was Colombian Marine Corps creation of a Training and Readiness Manual (T&R) that defined individual and collective training standards, required logistical support to justify Colombian Marine Corps

Resulted in the successful visits of multiple US Senators and Representatives, Secretary of Defense, senior US general officers, and Iraqi government officials participating in or observing the “Al Anbar Awakening” during 2007 deployment.

Developed and executed a training plan for 150 personnel to become Department of State Certified in Personal Security Operations. Required liaison with multiple USMC units and Blackwater Incorporated to arrange for training and certification in Evasive Driving, Close Quarters Battle (CQB), Convoy Operations, and the Personal Protection of high-risk personnel. Result was the successful Department of State Certification of 150 Marines in high-risk Personal Protection.

Planned and led over 200 combat missions protecting high-risk personnel. VIPs included Secretary of Defense, Chairman of the Joint Chiefs of Staff, Commander U.S. Central Command, II Marine Expeditionary Force General Officers, and senior level Iraqi government officials by both ground and air.

Served in the additional billet as Civil Affairs Officer for Al Nuamiyah district of Al Anbar Province, Iraq. Planned and led operational level planning effort that led to the creation of Al Nuamiyah as an autonomous district

within Al Anbar Province, a thriving chicken production and processing industry. Result was sustainment funding from USAID to improve and sustain this industry for Iraq.

Conducted liaison and coordination with USAID and US Department of Agriculture personnel in support of project development and sustainment in Al Nuamiyah, Al Anbar Province, Iraq.

Simultaneously managed 20 projects totaling in excess of $15m in support of the reconstruction of the Greater Al Nuamiyah area of Al Anbar Province, Iraq.

Planned and supervised the retrograde and reintegration of II Marine Expeditionary Force staff from a wartime environment back to normal stateside routines. Planned and supervised the movement, billeting, and reintegration training for over 1000 personnel. Scheduled multiple rotations of guest speakers across a broad range of topics related to transitioning from a combat environment back into a normal civilian lifestyle. Result was the successful conduct of 5 rotations of classes given to in excess of 1000 Marines, sailors and civilians in a two-week timeframe.

Reconnaissance Instructor Personal Security Detachment, Yuma, AZ Jul 2003- Dec 2005 Marine Aviation Weapons and Tactics Instructor Squadron-One (MAWTS-1) is the USMC equivalent of the U.S.

Navy’s “Top Gun”. Responsible for all Air Combat Element Reconnaissance, Raids, Joint Terminal Attack Controller, Convoy

Operations curriculum development and instruction. Trained hundreds of personnel bi-annually during the 6-week Weapons Trainer and Instructor Course (WTI).

Responsible for scenario development and script writing in support of both the WTI course and Desert Talon exercises.

Responsible for all ground ranges and landing zones aerial insertion necessary for the conduct of courses, supporting ammunition ordering, processing, dissemination and control. Required extensive use of range management skills, ammunition control procedures, parachute landing zone procedures, helicopter landing zone
