Tealro Avantes 27th annual Hispanic Theatre Festival honors Latino plays from the States

A pedDphile gets his cDmeuppance in Short EyesInternational Hispanic Theatre Festival Produced by Mario Ernesto Sdl1chezThrough

July 29 at various venues in downtown Miamiand Key Biltcayne 305 -445-8877 teatroavantecom

Tickets cost $30($25[or students and seniors)

BY CHRIS JOSEPH

Iwant you to hold my motherfuckingdick while I pee a goa teed ruffian in cu t-off sleeves barks at a pale fragile -looking guy So I dont get my hands wet

The bearded one turns from the urinal and with his exposed penis dangling from his open fly marches toward his victim

No the wimpyguy shrieks I cant do that

Oh you cant do that But you can rape 7-year-old girls

The reaction from the approximately 300 audience members inside the Adrienne Arsht Center was a mixture of nervous lallghter fear and lIneasiness Its not easy to watch an angry prison inmate brazenly bully a weaker one by exposing himself

An actor whipping out his genitals is one hell of a way to kick off a theater fesshytival but it was Teatro Avantes choice for opening the 27th annual International Hispanic Theatre Festival (IHTF) The scene is part ofShort Eyes the legendary Puerto Rican poet Miguel Pineros chillshying 1974 play about inmates confronting a child rapist in a New York jail Its staging at this years festial was both a stroke ofbrilshy

lianee and fortunate timing given that news had just broken that Penn State football coach Joe Paterno had covered up an asshysistants years of sexually assaulting boys

Fornearly three decades the IHTF has been a venerable gra]gt bagoftheatrical and cultural goodness from Central America South America and Spain This year the focus is on Latino theater from the United States

With outstanding-plays from places as varied as Mexico Colombia and Chile the festival has always churned out a dishyverse array of productions that stir the soul and bring attention to Hispanic playshywrights and acting ensembles The IHTF rolled out its latest version which runs through July 29 last Friday night at the Arsht Centers Carnival Studio Theater

We have been honoring other counshytries since 2008 Mario Emesto Sanchez the founder and producing artistic direcshytor of the IHTF told New Times We felt it was time to honor the USNs Latino theater Audiences will be able to experishyence some of the best Hispanic groups from Miami LA and New York preshysented in English as well as Spanish

Inaddition to us theater there will be productions from four other countries Chile Argentina Spain and Ecuador The festivals second night featured the politishycally charged lnfieles (Unfaithfuf) by Chilean

playwright Marco Antonio de la Parra It was perionned by Miamis Teatrp Promeshyteo a new tompany that shows promise as an artistic force in South Florida

Directed by Ernest Figueroa the play centered around the political upheaval caused by brutal dictator Augusto Pinochet in the late 1980s But the throwback set-

if the rest of the festival is this goodMiami is in for some earth-shattering entertainment

tingdidnt detract from the works power to communicate the human condition to a contemporary audience Though the play was a reaction to and indictment ofPinOshychets regime Figueroa said as he prepared for his IHTF directorial debut It focuses more on how this type ofoppression affects humanity Ultimately life is not about politishycal influences but how individuals are afshyfected Here in Miami for some people the politics of the playstill resonates strongly

This Thursday and Friday July 19 and 20 the New York company Zerocompania will periorm Diana Chery-RamifezsAvioshynes dePapel (Paper Airplanes) at Teatro Prometeo at MiamimiddotDade Colleges Volfson

Campus (300 NE Second Ave Miami) The Colombian-born Chery-Ramirez has worked as a director teacher and playshywright with several companies stateside and in her native countryAviones de Papel which marks her first turn in the IHTF focuses on domestic violence and the walls of loneliness behind which the characshyters hide As a playwright 1 think these characters are sketches of many people who hide in the midst of big cities CheryshyRamirez says of the two central actors in her play ((The) submerge themselves in their intimate worlds hoping to cure their wounds Both have suffered from doshymestic violence in different ways When they are forced to share a wall that dh~des their spaces they have to find ways to deal with that Both shows begin at 830 pm

The festival gets visually poetic July 21 and 22 at the Arsht Center (1300 Biscayne Blvd Miami) with Spanish troupe Kulunka Teatros Andrey Dorine a play that delves into the subject of Alzheimers disease through two elderly characters portrayed by actors wearing cartoonish masks Kulunkas dedication to what it calls stage language is the driving force behind this performance piece Saturdays performance begi ns at 830 pm and Sundays show starts at 5 pm

July 21 and 22 will also include a free bilingual play for families EI Encuentro de Juan Bobo y Pedro Animal (Juan Bobo Meets PedroAnimaf) performed by New Yorks Teatro Sea The circus-style play with puppets and live music will take place at the Key Biscayne Community Center shy(10 Village Green Way Key Biscayne) and at the Miami Dade College InterAmerishycan Campus (627 SW 27th Ave Miami)

Short Eyes performed by the LA-based Urban Theatre Movement might just be the festivals highlight The staggering producshytion was peppered with dark humor and visshycerally intense moments The story is based largely on the playwrights experiences in Sing Sing wherehe served time for armed robbery The inmates led by Longshoeshyportrayed brilliantly by veteran character actorMark Rolston who incidentally played Bogs the inmate who wanted to rape Tim Robbinss Andy Dufresne in the 1994 film Shawshank Redemption - torment white middle-class Clark the prisoner se1tenced for raping a young girl They viciously beat him and then plot his murder in the shower The sexual politics and unnerving portrayal of violence made for fantasti c theater

Though some of the language was outshydated (the play was written in the 70s) and some ofthe perfonnances from minor characters a bit forced and overdone Pishyneros prose and pace were gripping The five-minute monologue by a character called Ice Man (played with uproarious flair by Carl Crudup) about masturbating to a Jane

middot Fonda photograph was a hilarious showcase ofthe playwrights understated brilliance If

middot the restofthe festival is this good Miami is in for some earth-shatteringentertairiment

Weve made a very special effort in middot the selection of the works we present and their artistic quality Sanchez says of this years fest Were proud that we have been able to thrive for 27 years

SPLC pushes for end to Floridas discriminatory tuition policy I Southern Poverty Law Center Page 1 of2

SPLC pushes for end to Floridas discrinlinatory tuition policy Wendy Ruiz has lived in Florida her entire life She graduated from a Florida public high school and enrolled at Sign up for newsletters Miami Dade College

Media Inquiries But because she cant prove the federal immigration status of her parents she must pay out-of-state tuition which can SPLC in the News more than triple the cost of a college education in Florida

Thanks to this policy Ruiz must work multiple jobs to pay for her education And a two-year degree will take at least three years to earn She simply can t afford to take a full course load

The Southern Poverty Law Center is urging a federal court to strike down state policies that discriminate against aspiring college students who are US citizens and Florida residents but are treated as out-of-state residents solely because of their parents federal immigration status

The SPLC pushed for the end of this discriminatory policy in a motion for summary judgment filed with the US District Court for the Southern District of Florida State legislators have failed to pass a bill that would put an end to this discrimination against some US citizens who reside in Florida

Floridas policy which puts a major barrier between these hardworking American students and a good education is unconscionable said Jerri Katzerman deputy legal director for the SPLC Weve asked the court to strike down this unconstitutional policy Florida legislators have failed to protect these US citizen students who are taxpayers voters and our next generation of leaders

Florida law only requires dependent students to prove their parents have resided in Florida for 12 consecutive months before college enrollment in order to receive in-state tuition rates But within the past two years the states board of education and board of governors have required that students also prove their parents federal immigration status If unable to do so these US citizen students are classified as out-of-state residents even if theyve lived their entire lives in Florida

The difference between tuition for these students is staggering At Florida State University the annual out-of-state tuition is $14444 higher than the in-state tuition rate At the University of Florida the difference comes to more than $22200 per year

The SPLC filed a federal class action lawsuit in October challenging these policies that treat students who are US citizen and residents of Florida as non-residents solely because their parents are undocumented residents The lawsuit filed on behalf of Ruiz and others charged that this is an unconstitutional practice

Noel Saucedo another SPLC client in this case is a US citizen who was lived in Florida since 2006 He graduated from a Florida public high school in June 2010 and enrolled in Miami Dade College with a full scholarship to the two-year program

Saudedo is unable to prove the federal immigration status of his parents As a result he was charged out-of-state tuition and the amount of his scholarship will not cover his full tuition costs It will take him more than two years to earn his two-year degree because he cannot afford to take a full course load every semester

SPLC pushes for end to Floridas discriminatory tuition policy ISouthern Poverty Law Center Page 2 of2

During the last legislative session the Florida legislature failed to ensure tuition equality for all American students who are Florida residents

Legislators took some bold steps forward last session toward resolving this issue said Tania Galloni managing attorney for the SPLCs Florida office The bills proposed however would have imposed additional hurdles on these US citizen students thereby denying full equality Legislators can finish the job this year by passing legislation that applies the same residency requirements for all American citizen students

To ensure equality the legislature would have to pass a law that only requires US citizen students to prove they have resided in the state for 12 consecutive months regardless of their parents immigration status
