REGULAR AGENDA The Administrator requested the addition of one (1) addendum to New Items, R-2(E), for permission to use the Fund’s Actuary by the Human Resources Director. A motion was made by Mr. Taxis duly seconded by Ms. Bernstein and unanimously RESOLVED that the addition of one New Item, R-2(E), for permission

to use the Fund’s Actuary by the Human Resources Director be added to the Regular Agenda

R-1 Deferred Items –

A. Sugarman & Susskind demand letter Re: Amada Gonzalez – This item was deferred until the December board meeting.

B. Consideration and discussion of MBERP Annual Goals Retreat – A discussion ensued regarding possible scenarios for a retreat that included changing the date of a future board meeting from a Tuesday to a Saturday or adding the retreat item to the end of a board meeting. A discussion ensued regarding the process of reviewing the Fund’s vendors as a possible retreat topic.

C. Pension Software finalist’s recommendation – The Administrator

provided the Board a recap of his on-site visits to local municipalities that were using the pension software providers in question as well as his experience with the three different pension software demos he had viewed. A discussion ensued. The Board requested that representatives from Pension Technology Group (PTG) attend the next board meeting to possibly finalize a contract.

R-2 New Items –

A. Informal Disability Hearing for Alvaro Noel – Mr. Kaufman reviewed the disability claims procedures. He stated that there were three (3) options at the informal hearing; approve the disability, defer the informal hearing to request more information or deny the informal hearing and send the matter to a formal hearing. A discussion ensued. The Chairman stated that the Board had always followed strict adherence to the checked boxes on the report of physical examiner. Mr. Sicking stated that although the City had issued a light duty assignment to the applicant there was in fact no position that met the applicant’s restrictions currently being offered to him. A discussion ensued. Mr. Taxis asked if he may inquire about this matter to the Human Resources Director that was in attendance. Mr. Kaufman said that unfortunately the informal hearing was restricted to the evidence presented in the report. A discussion ensued.

The Administrator was instructed to inquire in writing to the Parks Department and Human Resources department if there was a light duty position that accommodated Mr. Noel’s work restrictions.

A motion was made by Ms. Bernstein duly seconded by Mr. Taxis, and with all in favor, it was unanimously

RESOLVED that Alvaro Noel’s informal disability hearing be

deferred until the Administrator obtains in writing from the Parks Department whether or not there is currently a light duty position that accommodates Mr. Noel’s work restrictions.

B. Salary Review Committee update – the two (2) members of the salary review committee, Ms. Bernstein and Mr. Villar, discussed this year’s salary review process with the Board. They said that they had created and implemented a written annual administrator review form for the Administrator to complete that highlighted goals, accomplishments and other pertinent information. A discussion ensued. The Salary Review Committee recommended a 3% merit adjustment retroactive to October 1, 2018.

A motion was made by Mr. Sinkes duly seconded by Mr. Taxis, and with all in favor, it was unanimously

RESOLVED that the Administrator be granted a 3% merit increase

applicable to the 2018-2019 fiscal year retroactive to October 1, 2018.

C. Discussion Item – Should we be doing more to educate our members on retirement benefits, opportunities and concerns – Mr. Taxis inquired about the current information being disseminated to the membership. The Administrator displayed and went over the Fund’s website on the TV monitor. He stated that once a new pension software firm is selected he expected members to be able to log-in to a portal and have more access to information such as forms, self-calculations, 1099r’s, direct deposit advices and other information. The Administrator appreciated the Board’s concern and stated he would provide updates at future board meetings once the data conversion and portal construction began. He said that he welcomed any suggestions and feedback the Board might have. The Administrator also stated he would reach out to the Human Resources department and see if he could be included again in new employee orientation if this program still existed.

D. Discussion Item – Website Development for employee and retiree

members – This item was discussed in item R-2(C).

E. Request to use the Fund’s actuary, Gabriel Roeder Smith, by a 3rd party – Michael Smith, Director of Human Resources, requested the use of the Fund’s actuary for pension reform scenarios dealing with collective bargaining. Mr. Taxis wondered if the request to the Board could be streamlined as time was of the essence and waiting up to a month to request the use of the Fund’s actuary and at least 60 days for a study to be completed by the actuary was not feasible during contract negotiations. A discussion ensued. It was decided that the City could make a request to use the Fund’s actuary directly with the Chairman and then at a subsequent board meeting the Chairman could present the request to the Board as an FYI. Mr. Kaufman stated that if a scenario included ‘closing the Plan’ the Board should not allow this request to be granted as the Board had a fiduciary responsibility to the vested and retired Members. Mr. Smith assured the Board that closing the Plan was not a scenario.

A motion was made by Mr. Taxis duly seconded by Mr. Casanova, and with all in favor, it was unanimously

RESOLVED that the Board grant Michael Smith, Human Resources

Director, the use of the Fund’s actuary for a collective bargaining study.

A motion was made by Mr. Taxis duly seconded by Mr. Casanova, and with all in favor, it was unanimously

RESOLVED that the Board give authority to Chairman James W.

Boyd to sign off on granting permission to the City to use the Plan Actuary for collective bargaining purposes as long as the request is in writing so it can be presented to the Board at a future meeting.

R-3 Administrator’s Report

There was no new information at this time. R-4 Investment Reports

A. Fund Consultant’s presentation – Mr. Cottle presented the Fund’s fiscal year performance as of September 30, 2018 from his quarterly report. He went over the analysis of changes in market value of assets in detail on page 9 of the report. He said that the fiscal year investment return had been 8.6%. He said that the Fund’s fiscal year performance ranked in the 27th percentile of the Milliman universe. Mr. Cottle reviewed the actual asset allocation, investment manager performance and total fund risk/reward versus the Universe from the Milliman quarterly report.

B. Investment Manager Presentation by Alexander Grant and Laura Howenstine – Representatives from the Fund’s investment manager, Wellington Management, went over their quarterly reports for the Intermediate Bond Plus and International Quality Growth products the Plan was invested in.

C. Investment Manager Presentation by Gary Gustovich and Mark Schilder

– Representatives from the Fund’s emerging markets international equity mutual fund manager Dimensional, went over their quarterly report for the emerging markets core equity portfolio product the Plan was invested in.

D. Investment Manager Presentation by Jacklyn Weinman and Dan Galinko

– Representatives from the Fund’s Real Estate and Infrastructure manager JP Morgan, went over their quarterly reports for the Strategic property Fund and Infrastructure Investment Fund product the Plan was invested in.

Mr. Cottle reviewed the August 30, 2018 memo regarding customized pension risk modeling by Nuveen. A discussion ensued. No action was taken at this time. There being no further business to discuss, a motion was made by Mr. Horday duly seconded by Ms. Bernstein and unanimously

The Net Employer‐Provided Present Value of Projected Benefits shown above represents the value in today’s dollars of the projected benefits that the Plan would pay to Ms. Gonzalez if all of the actuarial assumptions are met each year, net of the member contributions that Ms. Gonzalez is expected to pay in the future.  This amount reflects service accrued to‐date as well as projected future service.  The Entry Age Normal Actuarial Accrued Liability represents the portion of the Present Value of Projected Benefits accrued to‐date based on service earned through November 2, 2018.  It is important to note that the liability amounts shown above have not been offset by any member contributions (plus interest, if applicable), that Ms. Gonzalez would have paid if she had been a member of the Plan since the two potential retroactive entry dates.    Risks Associated with Measuring the Present Value of Projected Benefits and Accrued Liability  

 The determination of the present value of projected benefits and accrued liability requires the use of assumptions regarding future economic and demographic experience.  Risk measures are intended to aid in the understanding of the effects of future experience differing from the assumptions used in the course of the actuarial valuation. Risk measures may also help with illustrating the potential volatility in the present value of projected benefits and accrued liability that result from the differences between actual experience and the actuarial assumptions.  Future actuarial measurements may differ significantly from the current measurements presented in this report due to such factors as the following: actual experience differing from that anticipated by the economic or demographic assumptions; changes in economic or demographic assumptions due to changing conditions; increases or decreases expected as part of the natural operation of the methodology used for these measurements; and changes in Plan provisions or applicable law.  The scope of an actuarial valuation does not include an analysis of the potential range of such future measurements.  Examples of risk that may reasonably be anticipated to significantly affect the Plan’s future financial condition include:  

1. Investment risk – actual investment returns may differ from the either assumed or forecasted returns;  

2. Salary risk – actual salaries may differ from expected, resulting in actual future accrued liability differing from expected; 

 3. Longevity risk – members may live longer or shorter than expected and receive pensions for a 

period of time other than assumed;  

4. Other demographic risks – members may terminate, retire or become disabled at times or with benefits other than assumed resulting in actual future accrued liability and contributions differing from expected.

We recently met with the Pension Board President to get direction on how to request the City to transfer us from the City’s 401(a) defined contribution plan to the City Pension. In our meeting we found out that there are a total of 23 City employees that did not migrate to the City’s 401(a) defined contribution plan when the opportunity was presented. If you are interested in joining us in our quest for joining the pension please respond to us by Sunday, December 9th. Steps: 1.Come before the pension board to request to use the actuary to conduct a study on how much it would cost to bring in those employees not in the pension. The next regularly scheduled MBERP board meeting will be on Tuesday, December 11th and 10 am in the pension office conference room. 2. After permission is granted form the pension board the actuary will conduct a study to be present to commission. (fee may apply) 3.Request to be added to commission agenda for consideration.
