SCOPE AND CONTENT NOTE

The U.S. State Department Central Files are the definitive source ofAmerican diplomatic reporting on political, military, social, and economicdevelopments throughout the world in the twentieth century. This editionconsists of the Central Files for Mexico for the period between February 1963and 1966. The files are arranged according to the State Department RecordsClassification System, February 1963–1973. The subjects from theclassification system included in this edition are AID (Foreign EconomicAssistance), CSM (Communism), DEF (Defense Affairs), INT (Intelligence),and POL (Political Affairs and Relations). The files consist of cables andletters sent and received by U.S. diplomats and embassy personnel; reportson meetings between U.S. and foreign government officials and leaders;newspaper clippings and translations from journals and newspapers;transcripts of speeches; and reports and observations on political, military,and social affairs.

This edition of Central Files for Mexico opens with an AID section thatdetails both private and governmental assistance. Many U.S. citizens andgroups offered monetary and material assistance to Mexico. Frank Ferree andhis Volunteer Border Relief Program, for example, are specifically highlightedin the collection. The collection contains correspondence from Ferree andothers to the U.S. government as well as newspaper articles detailing theVolunteer Border Relief Program’s activities. The largest portion of the AIDsection deals with the Food for Peace and Alliance for Progress programs.The Food for Peace program was phased out in Mexico during this period dueto Mexico’s ability to produce sufficient agricultural commodities on its ownand due to the desire not to have U.S. imports competing with locally grownagriculture. The material detailing the Alliance for Progress program mainlycovers the debate over how effective and pervasive the program was andpossible changes needed. A portion of frames detailing the AID program toMexico, but not contained specifically in the AID section, can be found onReel 11 beginning with Frame 0532. An official briefing book for the U.S.delegation to Gustavo Diaz Ordaz’s presidential inauguration in 1964 containsa breakdown of the AID program for Mexico for the period between January1961 and June 1964. The briefing book lists the types and amounts of loansand grants involved in the program.

A brief CSM section follows AID. This section mainly deals with theMexican reaction to the Sino-Soviet split and Communist activity in Mexico.The Sino-Soviet split created a moment of decision for Mexican pro-Communist parties, and the Mexican parties’ debates and eventual split arehighlighted in the collection. This section also highlights numerous reports ofactual and alleged pro-Castro activity, mainly in the Yucatan area. Rumors,which later proved to be false, circulated that there was even a pro-Castrotraining base in the Yucatan.

The DEF section mainly highlights port visits by U.S. naval and CoastGuard vessels. Reasons for visits included relaxation, training, salvageoperations, diplomacy, and escort duties for various sailing races. Included inthe collection are details for U.S. Coast Guard ships such as dimensions andport requirements, the number of crew members and passengers, and thelocations and estimated times of port visits. A large number of Spanish-language newspaper clippings highlight several of the port visits and will giveresearchers visual as well as substantive information about the visits. Thenewspaper articles showcase many pictures of the vessels, visitors, andceremonies surrounding the port visits. NASA agreements with Mexico foroverflight of space vehicles, salvage operations for space material, andtracking stations in Mexico are also covered in this section. Several NASA-Mexico agreements expired during the period covered and discussionsrevolved around NASA’s need for the agreements to continue and whether ornot the Mexican government would be amenable to renewal. Sales of U.S.minesweepers constitute the largest section dealing with defenseprocurements. The information about minesweepers includes the quantity ofvessels to be sold, expected dates of sale, and a debate about the use of theminesweepers. Due to numerous reports of minesweepers being used againstU.S. fishers to enforce territorial water limits, sales later became contingentupon not using the vessels in that capacity.

The DEF category contains many documents detailing an interestingdiscussion on port visits by nuclear-powered U.S. naval vessels and vesselscarrying nuclear weapons. Mexico was deeply involved in the Latin AmericanDenuclearized Zone talks and therefore banned nuclear-powered U.S. navalvessels from visiting Mexican ports. This section also covers the discussionabout the difference between nuclear-powered vessels and vessels onlycarrying nuclear weapons. Mexico banned both types of vessels becausenuclear-powered vessels were considered too risky, and vessels carryingnuclear weapons were considered to be transporting nuclear material. TheU.S. government argued that nuclear ordnance was vital to each vessel’soperations and therefore did not constitute transport of nuclear material.Various requests for military supplies and ordnance will give researchers anidea of the needs of the Mexican military.

The INT section that follows DEF is very brief and covers a review of foreignpublications operating in Mexico. The review revealed virtually no foreignpublications operating. The strength of various Communist/socialist parties inMexico is also briefly covered.

Following the INT section is the largest section of the collection, PoliticalAffairs and Relations (POL). The POL section opens with several general andweekly reports. These documents show that Mexicans seemed to have a deepinterest in U.S. civil rights issues. The weekly reports on Reel 3, for example,contain mention of matters relating to the U.S. civil rights struggle in nearlyevery “psychological” section. Most of the reports and statistics from local/state areas contain information on government changes, elections, andmatters of local interest, including how locals reacted to outside events. Alarge number of weekly reports have been withdrawn for national securitypurposes; however, researchers will still find plenty of summaries andanalyses of foreign and domestic developments in the remaining weeklyreports. Mexican President Gustavo Diaz Ordaz’s visit to Central America iscovered in this section and includes copies of joint communiqués issued byDiaz Ordaz and his Central American counterparts. The communiqués andreports from his visits in Guatemala and Nicaragua are in Spanish and willgive researchers valuable insight into the talks. Also for interestedresearchers, Spanish booklets of talks at the National Assembly of theInstitutional Revolutionary Party (PRI) in April 1965 are a prominent part of thePolitical Parties section on Reel 10.

The largest portion of the POL section details settlement of the dispute overthe Chamizal region in El Paso, Texas, and Ciudad Juarez, Chihuahua.Topics covered include the history of the dispute, engineering implicationsand reports for the new river channel, land claims and ownership rights forAmerican and Mexican citizens, texts and revisions of the proposedconvention, and reactions to the settlement. A portion of the reaction centeredon disputed land appraisals and finding suitable replacement lots and/orhomes. The collection contains seven detailed reports discussing locationsand amounts of replacement housing for specific homeowners who expresseddifficulty in finding suitable housing. In addition to the major topics involved inthe Chamizal settlement, the collection contains documents relating to smallerissues such as buses and streetcars, bridges, highways, parks, schoollocations, and various debates and concerns raised by individual residents.

The salt content of Colorado River waters delivered to Mexico and thepossible implications for U.S.-Mexico relations constitutes another majorportion of the POL section. Various attempts to reduce salinity are discussedas well as a project to divert hypersaline waters around the Mexicali area inBaja California. Reel 7 beginning with Frame 0099 covers the origin of thesalt problem due to the Welton-Mohawk irrigation project in Arizona beginningoperations in 1961. Later reels covering the salt problem contain discussions

of Mexican agrarian reactions to a perceived lack of response by the UnitedStates. Fears existed that a prolonged solution to the salinity question wouldnot only sour U.S.-Mexico relations but also allow Communists to gain aninroad with agrarian groups in the Mexicali valley.

This edition of the U.S. State Department Central Files contains valuableinformation for researchers on the progress made in U.S.-Mexico relationsduring the period covered. The Chamizal settlement effectively removed acentury-old thorn from relations between the countries and created anatmosphere of greater understanding and respect. The collection is alsovaluable to researchers for its in-depth coverage of growing Cuban influence,agrarian and rural unrest, and the need for more concrete economic ties withCentral American countries.

STATE DEPARTMENT RECORDSCLASSIFICATION SYSTEM,FEBRUARY 1963–JULY 1973

Essential to the effective administration of the State Department and itsoverseas posts is the management of records. In keeping with the StateDepartment’s program to improve and modernize its administrative processes,the department developed a new comprehensive records classification systemin February–March 1963 (used until July 1973).

This new uniform file system enabled users to file and find materialrapidly—the usefulness of recorded information being largely dependent uponthe logical arrangement of records. The new system applied to both officialand working files.

The new system was based on several years of research and embodiedmany substantial contributions made by departmental and overseaspersonnel. An effort had been made to provide sufficient flexibility and subjectmatter coverage to meet the needs of offices and posts both large and small.

A. PURPOSE AND SCOPEThe new Records Classification System embodied a uniform official filesystem to be used throughout the department and its overseas posts. It wasintended for use by operating offices as well as by departmental and postcentral files operations. The new system did not apply to certain types of casefiles, however, such as official personnel files, security investigative files,voucher files, and so forth. Offices continued to maintain chronological fileswhere necessary or desirable.

B. ARRANGEMENT AND CONTENT

1. Subject File OutlinesThe attached file outlines [provided by LexisNexis beginning on page xvii]comprise the new file system. They were arranged within seven broad subjectmatter areas (known earlier as classes), with each including specificsubdivisions of related secondary and tertiary code symbols.

2. Special Instructions

a. International Organizations and ConferencesThis system provided a special method for handling records accumulated inlarge quantities by offices that were primarily interested in a specificorganization or conference rather than in the subject matter with which itdealt. Use of this special feature of the new file system afforded such officesa method for organizing this type of record material to meet their ownreference needs within the framework of the new system. It proved ofparticular use to the Bureau of International Organization Affairs and toUnited States Missions to international organizations, such as the U.S.United Nations Delegation.

b. Commercial OfficersThis instruction to the system was prepared in cooperation with theDepartment of Commerce for the special guidance of commercial officers intheir use of the new file system. It provided for pre-coding of commercial-economic reports with the appropriate subject matter code symbols.

c. Peace Corps RepresentativesThis instruction to the system was prepared in cooperation with the PeaceCorps for the guidance of its field representatives in records organizationand maintenance. It prescribed the use of the appropriate administrativesubject outlines for Peace Corps records administration.

d. U.S. Information Service (USIS)Special subject designations were developed in cooperation with the U.S.Information Agency for use by those posts at which USIS files weremaintained by the post’s Central Records Unit. These designations wereincluded in the Culture & Information subject outline.

C. TYPE OF SYSTEM

1. Subject-Numeric SystemThe new uniform file system was of the subject-numeric type. It was selectedbecause of the flexibility that it provided for expansion purposes and thesimplicity of file designations for marking purposes. A mnemonic symbol wasselected for each of the fifty-five primary subjects for which file outlines hadbeen developed. These symbols ranged from one to four letters in length andhad been chosen because of their meaning or obvious relationship to thesubject matter for which they stood. In some cases the symbol was identicalwith an office symbol (e.g., PPT for Passports & Citizenship, AV for Aviation

(Civil)). In other cases the key letters in the primary subject constituted thesymbol (e.g., CON for Consular Affairs (General), REF for Refugees &Migration, AGR for Agriculture (General)).

While many small offices used the primary subjects alone, larger officesrequired further breakdowns of the primary subjects for more detailed subjectmatter coverage. Simple serial numbers were assigned to subject breakdownsat both the secondary and tertiary level. A paper relating to the subject ofagricultural production in general, for example, was classified AGR 12; apaper dealing with technological advances in agricultural production wasAGR 12-1. The most detailed subdivision contained no more than four digits,making for a relatively simple file designation. A Sample Reel Index entry withSubject-Numeric Codes is on page xxix.

2. Use of Identical Numbers for Similar SubjectAs an additional aid, the same number was assigned to similar secondary andtertiary subjects appearing in different subject file outlines. In most outlinesthe first five secondary subjects were standard (e.g., General Policy, Plans,and Programs; General Reports and Statistics; Organizations andConferences; Agreements and Treaties; and Laws and Regulations). Thissame principle was applied to other similar or related subjects (e.g.,Communist Bloc activities in aid, trade, and educational and cultural fieldswere assigned a “6” number—AID 6, FT 6, EDU 6, respectively; productionand consumption was assigned a “12” number in the various industryoutlines—AGR 12, INCO 12, PET 12).

3. Expansion of Existing SubjectsWhile no attempt was made to provide breakdowns for subject matter beyondthe tertiary level, there were cases in which an office might want or need tosubdivide a secondary or tertiary subject alphabetically by name, geographiclocation, or other appropriate breakdown. Papers relating to visits by foreigndignitaries, for example, were subdivided by name (e.g., POL 7 Visits—Adenauer); papers relating to a trade fair by location (e.g., TP 8 Fairs—Moscow); or papers relating to a thermal power project by type (e.g., FSE 12Electric Power—Thermal).

D. SPECIAL FEATURES

1. FlexibilityFlexibility was an important feature of the uniform file system. The new systemembodied an unusual amount of flexibility by providing users with severalmethods of arranging material according to their specific requirements. Threeimportant areas of choice are indicated below:

a. Subject vs. Geographic ArrangementWithin each subject file outline, where appropriate, alternative ways ofarranging material by subject or area/country were possible. An officeinterested only in a specific subject without regard to country selected themethod of arrangement described above. An office that was primarilyinterested in specific subject matter but with a secondary concern for ageographic area or country selected the method described in Instruction “C”(Type of System). A geographic bureau or other office primarily concernedwith a specific country used the method of arranging first by country andthereunder by subject described in Instruction “B” (Arrangement andContent).

b. Treatment of International Organizations and ConferencesMost offices accumulated a varying amount of material on internationalorganizations and conferences in which the U.S. government wasrepresented or participated. The interests of each office and itsresponsibility for international organization and conference activitiesdetermined the amount of record material that it accumulated and themethod by which it arranged material to meet user needs.

An office that had a limited interest in such organizations and conferencesand accumulated a relatively small quantity of papers probably found the “3”(Organizations and Conferences) classification within the appropriatesubject outline adequate. An office that had a major interest in andresponsibility for an organization, such as the North Atlantic TreatyOrganization (NATO), the Organization for Economic Cooperation and

Development (OECD), or the World Health Organization (WHO), however,adopted the method of arrangement described in Instruction “D” (SpecialFeatures). Under this arrangement a special subject file by title oforganization was set up under the appropriate subject outline, using any ofthe secondary or tertiary breakdowns as necessary.

The Bureau of International Organization Affairs, special missions tointernational organizations, and other offices that accumulated a largevolume of material on a specific organization or conference used the specialinstruction method of arrangement. This instruction contained a standard listof administrative subjects common to international organizations andconferences. It also provided a unique method of arranging substantiveprogram material relating to the specific organization or conference byselecting appropriate subjects, permitting an organizational approach withinthe framework of a uniform subject system.

c. Treatment of Industries and CommoditiesBecause of the importance of the commercial-economic reporting program,special attention was given to the treatment of industries and commoditiesunder the new file system. Specific subject outlines were developed for themost significant industries, such as Agriculture (General), Fuels & Energy,Petroleum, Telecommunications, and Transportation. With the exception ofAgriculture (General), these industry outlines covered the relatedcommodities and products as well.

To take care of the large number of other industries, commodities,products, and specific agricultural crops, an alphabetical guide wasdeveloped as an adjunct to the Industries & Commodities (General) outline.This list, referred to as INCO (specific), provided offices with a simplemethod of filing materials on specific commodities, regardless of whetherthey were in their natural or manufactured state.

Instructions preceding the alphabetical listing offered users a choice ofmethods of arrangement within the list. One office may have preferred togroup all minerals and metals together, for example, while another officemay have found it preferable to file by the specific mineral or metal.

2. Detailed Instructions (Miscellaneous)In addition to the instructions above, alternative methods of arrangement,detailed statements, or explanations of the coverage of specific secondaryand tertiary breakdowns of the primary subject were provided on an ad hocbasis. Specific cross-references to related subject matter within the same or inother outlines were also indicated. Classifiers found these instructions usefulin determining proper file designations, particularly in the case of subjectmatter that may not have been familiar to them.
