On Sep 8, Alzheimer’s Chair, Eleanor Jeffcoat, and five other stalwarts braved a soggy lawn and chilly breeze to represent NARFE on Louisville’s Great Lawn at the Alzheimer’s Association-sponsored Walk to End Alzheimer’s. Their placards highlight NARFE’s great contribution over the years toward Alz-heimer’s research. To date, $120 has been donated for the “Walk.” Walkers appreciate members’ generosity and look forward to more “Walk” donations which will be accepted through Nov 19. Randy Forbes (R-VA), chairman of the House Armed Services Committee, stated that budget cuts at the Defense Department could cost 89,000 civilian jobs based on 11.3% across-the-board cuts & pos-sibly cause a recession in the Washington, DC, area which includes northern Virginia and Mary-land. The area receives 20% of payroll and pro-curement money. Sequestration could also affect 65,000 federal workers and 96,000 contractors in the area. In non-Defense areas, 100,000 children could be cut from the Head Start early education program, 12,150 patients from the Aids Drug Assistance Program and 169,000 people could be cut from substance abuse treatment programs. by Maruice Jeffries, Legislative Chair (Full report will be a part of Chapter Minutes)

The Modernizing the Federal Civil Ser-vice plank in the Republican platform recom-mends reductions in the federal workforce and adjustments to pay scales and benefits to reflect those of the private sector. Federal unions take issue with this plank in Washington Post’s Fed-eral Eye column of 8/29/12 (link below). “Cutting the federal workforce would undermine the ser-vices that the American people depend on and want,” according to Colleen M. Kelley, president of the National Treasury Employees Union. According to Washington Post’s Eric Yoder, pay mirroring the private sector would mean a 26 percent pay raise if Republicans based their pol-icy on government data. Working the Holiday — As a former federal worker with 34 years of service at the Department of Agriculture, the Fourth of July is a special day for me. Since the dawn of our nation, federal workers have played a significant role in America's accomplish-ments. The contributions of federal workers will be very much in evidence this week as Americans prepare to celebrate our nation's birthday. Millions of Americans will check a weather report prepared by the National Weather Service, eat food inspected by the U.S. Department of Agriculture and fly the skies kept safe by the Federal Aviation Ad-ministration and the National Transportation Secu-rity Administration. Others will enjoy time outdoors in our national parks, travel with children protected in car seats inspected by the Consumer Product Safety Commission and visit post offices to mail packages to loved ones serving in the military. An 8/24/2012 article in Federal Daily News, www.federaldaily.com/Home.aspx, states that some Thrift Sav-ings Plan (TSP) participants have been nervous about the secu-rity of their retirement funds since it was revealed earlier this year that the personal information of some participants had been compromised. Although TSP reported no fraudulent ac-cess to TSP funds, it now offers an online security education center on how to secure accounts and avoid online scams. The security center is available at https://www.tsp.gov/sitehelp/security/onlineSecurity.shtml. NARFE Magazine, August 2012, p. 27, also discusses this breach.

One of the provisions of the Affordable Care Act (ACA) that has been followed closely by federal participants in the Federal Employees Health Benefits Program (FEHBP) could result in lower premiums for some plans next year. Known as the Medical Loss Ratio (MLR) require-ment, the law mandates all large group health insurers to use at least 85 percent of premiums to pay for either medical claims or activities that im-prove health care quality. For individual and small group insurers, the amount ranges from 75 per-cent to 80 percent. The provision restricts the insurers from spending large amounts of premium dollars for administrative expenses and profits. Under the law, health insurers exceeding the limit for 2011 can either rebate premiums to their cus-tomers or adjust premiums lower. Any plans par-ticipating in the FEHBP who have exceeded the MLR will rebate premiums to the Office of Person-nel Management, not to the individuals enrollees, and OPM will use the rebate to adjust future pre-miums for that plan. Health insurers who exceeded the MLR were required to notify enrollees by August 1.

Wilda Mae Hutchcraft, 81, of Louis-ville, passed away July 2 at Ken-tuckiana Medical Center. She was a retired secretary for Postmaster

Bremer Ehler and with the federal government. She was a member of Chapter 262. George James, 96, died July 8 at the Episco-pal Church Home. He was a cartographer and Director of Louisville Office of Defense Mapping Agency for 20 years. He and his agency were responsible for mapping the moon. He was a charter member of Chapter 1447 (now Chapter 262), past KY NARFE Federation president and was in the Federation’s Hall of Fame, founder and past president of the American Society of Army Mapping Seniors, a KY Colonel, and for-mer chair of the Taxation Subcommittee of the KY Legislative Special Advisory Committee of Senior Citizens. Carolyn McNair, 67, passed away Sep 18. She was a long-time member of Chapters 1447 and 262, and served in several offices, doing a superior job in each. She was retired from HUD. Winifred Meredith, 95, passed away June 29. She was a member of Chapter 262. Rosalee Owen, 86, of Louisville, passed away May 2, 2012 at Baptist Hospital East. She started her long career with Louisville Office of Defense Mapping Agency, where she retired in February 1981 after 30 years of service. In ad-dition to her mapping duties, she served as an equal employment counselor. She was a mem-ber of Chapter 262 John E. Simon, No obituary published in C-J. Mr. Simon was a member of Chapter 262. Boyce Still, 87, died June 21. He was a retired maintenance man for VA Medical Center. He served in Patton’s 3rd Army in Europe in WWII. Edmond Venetianer, 87, died July 28 at Episcopal Church Home. He was a US Navy veteran of WWII, a retired deputy regional director of Job Corps for the Dept. of Labor, and a member of Chapter 262. His wife Julie sur-vives him and is a member of Chapter 262.

NED’s Notes (Newsletter EDitor) As a teenager, my Grandpa Lehl immigrated to the U.S. from Norka Russia around 1880 with his parents and siblilngs. He kept some sayings the family brought with them. One I recall that he used when

someone made a poor choice or decision was, “They laid their egg beside the nest.” For those who never raised chickens, an egg laid by the nest, instead of in it, rots and no chick is hatched. I think my Grandpa’s quip applies to the “nest egg” item on p. 5. To not join NARFE at a yearly cost of about $40 is akin to laying an egg beside the nest. NARFE works each day to protect and maintain the value of our retirement nest eggs — especially important now when foxes are eyeing the hen house.
