    M ETROPOLITAN AREA E MPLOYMENT AND UNEMPLOYMENT SEPTEMBER 2011

    Unemployment rates were lower in September than a year earlier in 249 of the 372 metropolitan areas,higher in 102 areas, and unchanged in 21 areas, the U.S. Bureau of Labor Statistics reported today.Seven areas recorded jobless rates of at least 15.0 percent, while 17 areas registered rates of less than 5.0

    percent. Two hundred twenty-nine metropolitan areas reported over-the-year increases in nonfarm payroll employment, 140 reported decreases, and 3 had no change. The national unemployment rate inSeptember was 8.8 percent, not seasonally adjusted, down from 9.2 percent a year earlier.

    Metropolitan Area Unemployment (Not Seasonally Adjusted)

    In September, 84 metropolitan areas reported jobless rates of at least 10.0 percent, down from 106 areasa year earlier, while 95 areas posted rates below 7.0 percent, up from 72 areas in September 2010. ElCentro, Calif., and Yuma, Ariz., recorded the highest unemployment rates in September 2011, 29.6 and27.0 percent, respectively. The remaining five areas with jobless rates of at least 15.0 percent werelocated in California. Bismarck, N.D., registered the lowest unemployment rate, 2.5 percent. The areaswith the next lowest rates were Fargo, N.D.-Minn., and Lincoln, Neb., 3.3 and 3.5 percent, respectively.A total of 222 areas recorded September unemployment rates below the U.S. figure of 8.8 percent, 145areas reported rates above it, and 5 areas had rates equal to that of the nation. (See table 1 and the map.)

    The largest over-the-year unemployment rate decrease in September was registered in Farmington, N.M.(-2.6 percentage points), followed by Muskegon-Norton Shores, Mich., and Steubenville-Weirton, Ohio-W.Va. (-2.3 points each). An additional 70 areas recorded rate decreases of at least a full percentage

    point. Pascagoula, Miss., reported the largest over-the-year jobless rate increase (+2.0 percentage points). Thirteen other areas had increases of 1.0 percentage point or more from a year earlier.

    Eleven other large areas reported rate decreases of at least 1.0 percentage point. The large area with thelargest over-the-year jobless rate increase was Memphis, Tenn.-Miss.-Ark. (+0.8 percentage point).

    Metropolitan Division Unemployment (Not Seasonally Adjusted)

    Eleven of the most populous metropolitan areas are made up of 34 metropolitan divisions, which areessentially separately identifiable employment centers. In September 2011, Detroit-Livonia-Dearborn,Mich., registered the highest jobless rate among the divisions, 13.1 percent. Nashua, N.H.-Mass.,reported the lowest division rate, 5.3 percent. (See table 2.)

    Twenty-seven of the metropolitan divisions recorded over-the-year jobless rate decreases in September,

    six registered increases, and one had no change. Brockton-Bridgewater-Easton, Mass.; Gary, Ind.; andWest Palm Beach-Boca Raton-Boynton Beach, Fla., posted the largest rate declines from a year earlier (-1.3 percentage points each). Eight additional divisions reported rate decreases of 1.0 percentage pointor more. Chicago-Joliet-Naperville, Ill., experienced the largest unemployment rate increase from a year earlier (+0.5 percentage point).

    In 5 of the 11 metropolitan areas that contain divisions, the ranges between the highest and lowestdivision jobless rates were 2.0 percentage points or more in September. Boston-Cambridge-Quincy,Mass.-N.H., recorded the largest rate difference among its divisions, 6.1 percentage points (Lawrence-Methuen-Salem, Mass.-N.H., 11.4 percent, compared with Nashua, N.H.-Mass., 5.3 percent).

    Metropolitan Area Nonfarm Employment (Not Seasonally Adjusted)

    In September, 229 metropolitan areas reported over-the-year increases in nonfarm payroll employment,140 reported decreases, and 3 had no change. The largest over-the-year employment increase occurredin Dallas-Fort Worth-Arlington, Texas (+72,200), followed by Houston-Sugar Land-Baytown, Texas(+66,300), Boston-Cambridge-Quincy, Mass.-N.H. (+46,700), and Los Angeles-Long Beach-Santa Ana,Calif. (+44,800). The largest over-the-year percentage gain in employment was reported in Hot Springs,Ark. (+8.4 percent), followed by Wenatchee-East Wenatchee, Wash. (+7.7 percent), and Sandusky,Ohio (+7.0 percent). (See table 3.)

    The largest over-the-year decreases in employment occurred in Atlanta-Sandy Springs-Marietta, Ga.(-25,900), Richmond, Va. (-7,600), and Salem, Ore. (-6,400). The largest over-the-year percentagedecreases in employment were reported in Ocean City, N.J. (-5.4 percent), Missoula, Mont., and Salem,Ore. (-4.4 percent each), and Abilene, Texas (-4.3 percent).

    Over the year, nonfarm employment rose in 30 of the 36 metropolitan areas with annual averageemployment levels above 750,000 in 2010. The largest over-the-year percentage increases inemployment in these large metropolitan areas were posted in San Jose-Sunnyvale-Santa Clara, Calif.(+3 1 percent) Houston Sugar Land Baytown Texas (+2 6 percent) and Dallas Fort Worth Arlington

    of the 32 metropolitan divisions reported over-the-year employment gains, 9 reported losses, and 1 wasunchanged. The largest over-the-year increases in the metropolitan divisions occurred in Dallas-Plano-Irving, Texas (+55,700), Boston-Cambridge-Quincy, Mass. (+35,000), and New York-White Plains-

    Wayne, N.Y.-N.J. (+34,100). The largest over-the-year decreases in the metropolitan divisions were inEdison-New Brunswick, N.J. (-16,800), Nassau-Suffolk, N.Y. (-12,800), and Wilmington, Del.-Md.-N.J.(-4,700). (See table 4.)

    The largest over-the-year percentage increase in employment among the metropolitan divisions wasreported in Dallas-Plano-Irving, Texas (+2.8 percent), followed by Boston-Cambridge-Quincy, Mass.,and Haverhill-North Andover-Amesbury, Mass.-N.H. (+2.1 percent each). The largest over-the-year

    percentage decreases in employment were in Edison-New Brunswick, N.J. (-1.7 percent), Wilmington,

    Del.-Md.-N.J. (-1.4 percent), and Nassau-Suffolk, N.Y. (-1.0 percent).

    Technical Note

    This release presents labor force and unemploymentdata from the Local Area Unemployment Statistics (LAUS)program (tables 1 and 2) for 372 metropolitan statistical areasand metropolitan New England City and Town Areas(NECTAs), plus 8 areas in Puerto Rico. Estimates for 34metropolitan and NECTA divisions also are presented.Nonfarm payroll employment estimates from the CurrentEmployment Statistics (CES) program (tables 3 and 4) areprovided for most of the same areas. State estimates werepreviously published in the news release, Regional and State

    Employment and Unemployment, and are republished in thisrelease for ease of reference. The LAUS and CES programsare both federal-state cooperative endeavors.

    Labor force and unemploymentfrom the LAUSprogram

    Definitions. The labor force and unemployment dataare based on the same concepts and definitions as those usedfor the official national estimates obtained from the CurrentPopulation Survey (CPS), a sample survey of households thatis conducted for the Bureau of Labor Statistics (BLS) by theU.S. Census Bureau. The LAUS program measuresemployment and unemployment on a place-of-residencebasis. The universe for each is the civilian noninstitutionalpopulation 16 years of age and over. Employed persons arethose who did any work at all for pay or profit in thereference week (the week including the 12th of the month) orworked 15 hours or more without pay in a family business or

    farm, plus those not working who had a job from which theywere temporarily absent, whether or not paid, for suchreasons as labor-management dispute, illness, or vacation.Unemployed persons are those who were not employedduring the reference week (based on the definition above),had actively looked for a job sometime in the 4-week periodending with the reference week, and were currently availablefor work; persons on layoff expecting recall need not belooking for work to be counted as unemployed. The labor

    force is the sum of employed and unemployed persons. Theunemployment rate is the number of unemployed as a percentof the labor force.

    Method of estimation. Estimates for states, the Districtof Columbia, the Los Angeles-Long Beach-Glendalemetropolitan division, and New York City are produced usingtime-series models with real-time benchmarking to national

    Hurricane Katrina; the indirect estimation methods describedbelow will be used for this area until further notice.)Modeling improves the statistical basis of the estimation forthese areas and provides important tools for analysis, such asmeasures of errors and seasonally adjusted series. For allother substate areas in this release, estimates are preparedthrough indirect estimation procedures using a building-block approach. Employment estimates, which are based largely onplace of work estimates from the CES program, areadjusted to refer to place of residence as used in the CPS.Unemployment estimates are aggregates of personspreviously employed in industries covered by stateunemployment insurance (UI) laws and entrants to the laborforce data from the CPS. The substate estimates of employment and unemployment, which geographicallyexhaust the entire state, are adjusted proportionally to ensurethat they add to the independently estimated state or balance-of-state totals. A detailed description of the estimationprocedures is available from BLS upon request.

    Annual revisions. Labor force and unemployment datashown for the prior year reflect adjustments made at the endof each year, usually implemented with January estimates.The adjusted model-based estimates reflect updatedpopulation data from the U.S. Census Bureau, any revisionsin the other data sources, and model reestimation. Allsubstate estimates are reestimated and adjusted to add to therevised model-based estimates.

    Employmentfrom the CES program

    Definitions. Employment data refer to persons onestablishment payrolls who receive pay for any part of thepay period that includes the 12th of the month. Persons arecounted at their place of work rather than at their place of residence; those appearing on more than one payroll arecounted on each payroll. Industries are classified on the basisof their principal activity in accordance with the 2007 versionof the North American Industry Classification System.

    Method of estimation. The employment data areestimated using a link relative technique in which a ratio(link relative) of current-month employment to that of theprevious month is computed from a sample of establishmentsreporting for both months. The estimates of employment forthe current month are obtained by multiplying the estimates

    adjust the monthly estimates between the new benchmark andthe preceding one and also to establish the level of employment for the new benchmark month. Thus, thebenchmarking process establishes the level of employment,

    and the sample is used to measure the month-to-monthchanges in the level for the subsequent months.

    Reliability of the estimatesThe estimates presented in this release are based on

    sample surveys, administrative data, and modeling and, thus,are subject to sampling and other types of errors. Samplingerror is a measure of sampling variabilitythat is, variationthat occurs by chance because a sample rather than the entire

    population is surveyed. Survey data also are subject tononsampling errors, such as those which can be introducedinto the data collection and processing operations. Estimatesnot directly derived from sample surveys are subject toadditional errors resulting from the particular estimationprocesses used. The sums of individual items may notalways equal the totals shown in the same tables because of rounding. Unemployment rates are computed fromunrounded data and thus may differ slightly from ratescomputed using the rounded data displayed in the tables.

Measures of nonsamplingerror are not available, but additional information on thesubject is provided in Employment and Earnings Online atwww.bls.gov/opub/ee/home.htm.

    the standards and definitions established by the U.S. Office of Management and Budget on December 1, 2009.
