High Speed Rail On the MoveHigh Speed Rail On the MoveProgress continues to roll forward for the nations first high speed rail network as theRevised Final Program Environmental Impact Report (EIR) for the Bay Area to Central
Valley portion of the project was certified by the California High-Speed Rail Authority
recently. The revised EIR included over 3,700 comments from approximately 500 agen-
cies, local governments, and members of the public obtained during the 45 day public
comment period held in March and April.
The newly certified report identifies the Pacheco Pass Network Alternative serving
San Francisco via San Jose as the preferred option to connect the Bay Area to the Cen-
tral Valley. The report notes that the Pacheco Pass alternative minimizes the impacts on
wetlands, bodies of water and the environment.
The Authority also approved preliminary Alternative Analysis for the Bakersfield to
Palmdale section of the project which calls for study of three alternatives in the Bakers-field region, specifically two adjacent to the north side of State Route 58 and one along
Edison Highway. In addition, the report lists four different options to bring the project
out from the Central Valley through the Tehachapi Mountains and two others as the
project moves into the Antelope Valley, including, running the rail between the Union
Pacific Railroad and Sierra Highway and the other, which calls for the tracks to be pri-
marily elevated and to run adjacent to or within Sierra Highway itself.
Additionally, the Authority approved a Supplemental Alternatives Analysis for the
Fresno to Bakersfield section of the project.
The Chamber supports the High Speed Rail project, which offers many benefits to
the Central Valley region and Bakersfield, including revitalization of Downtown areas,
creating nearly 160,000 construction related jobs, and reduced traffic.

Think business when votingon ballot propositions
In preparation for the upcoming November elec-tion, the Greater Bakersfield Chamber of Com-merce has been hard at work researching and ana-lyzing ballot propositions with potential impacts
to businesses and making a recommendation tomembers and the general public. In the past monththe Board of Directors took action on the follow-ing propositions.
Proposition 25 Changes Legislative Vote Requirement to Pass a Budget fromTwo-Thirds to a Simple MajorityThis initiative proposes to change the constitutional requirement for a two-thirds voteby both houses of the state legislature to a simple majority and requires that legislatorsforfeit pay from June 15th until the day the budget bill is passed.The Chamber recommends a NO vote on Proposition 25 for the following reasons: This initiative does not address the legislatures spending habits or structural deficitproblems. Passage may worsen the states financial condition by making it easier for legislators
to enact spending. The initiative makes it easier for legislators to introduce and pass additional taxes andfees through the state budget.
Proposition 26 Increases Legislative Vote Requirement to Two-Thirds for StateLevies and Charges, and Imposes Additional Requirement for Voters to ApproveLocal Levies and Charges with Limited Exceptions.This initiative expands the definition of a tax and a tax increase so that more proposalswould require approval by two-thirds of the legislature or by local voters. This mea-sure broadens the definition of a state or local tax to include many payments currentlyconsidered to be fees or charges and specifies that state laws that result in any taxpayerpaying a higher tax must be approved by two-thirds of each house of the legislature.The Chamber recommends a YES vote on Proposition 26 for the following reasons: This initiative would provide taxpayers protection in the event that Proposition 25
passed. The measure could reign in reckless spending. Provides for voter input on spending decisions.

Proposition 27 Eliminates State Commission on RedistrictingThis measure returns the responsibility to determine political district boundaries of stateoffices back to the state legislature. Under this measure, the commission recently estab-lished by voters under the passage of Proposition 11 in 2008 to determine these districtboundaries would be eliminated.The Chamber recommends a NO vote on Proposition 27 for the following reasons: The legislature cannot be trusted to draw fair political district boundaries, resulting ingerrymandered districts. Gerrymandered districts lend to a polarized legislature and legislative gridlock.
Proposition 19 The Regulate, Control and Tax Cannabis Act of 2010The Chamber recommends a NO vote on Proposition 19.
Proposition 20 Redistricting of Congressional DistrictsThe Chamber recommends a YES vote on Proposition 20.

The Governmental Review Council (GRC)
reviewed the remainder the propositions
slated to appear on the November 2, 2010
statewide ballot including Propositions 25,
26, and 27. The GRC heard a presentationfrom Rob Ball, Director of Planning, Kern
Council of Governments regarding S. B. 375
and greenhouse emission reduction targets,
and discussed two important issues that would
have great impacts on local businesses currently
being debated in Washington D. C., specifically
extension of the 2001 and 2003 federal tax
cuts, and Section 9006 of the new federal
health care law that would expand the 1099
filing requirement to approximately 40 million
entities nationwide including, sole proprietors,
partnerships, and corporations.

Green Living Consultants are available
to identify opportunities for greening
operations with a detailed scorecard of
your business, based on eight pillars ofsustainability; green building, energy,
eco-awareness, community, waste, trans-
portation, air and water. Members who
complete an assessment will earn credit
toward their next Chamber member dues
renewal (up to 10% of the cost of service
provided by GLC up to but no more
than 100% of their Chamber annual dues
renewal).
