Brief reference about the forum “Ferrous and Non-ferrous Scrap Metals”

The �rst forum took place in Moscow in 2004. The venue was Mir Hotel. The organizer was metallurgical web portal Rusmet.ru. The forum gathered 220 participants from Russia. In the next years the number of participants grew signi�cantly. Since 2006 to 2011, due to the incresed number of participants the forum was held in Radisson Slavyanskaya Hotel.

The forum is the only in Russia industrial independent event for metallurgy which is attended by over 400 participants yearly. That is why since 2006 the forum is supported by the Ministry of Industry and Trade of Russia and The O�ce of Government of Russian Federation. The forum was the place where key issues of the sector were discussed. The discussions held at the forum in�uenced the decision about VAT cancellation in scrap procurement industry, as scrap procurement companies and steel producers could unite their e�orts here.

Taking into account the number of participants, the forum attracted the interest of both Western and Eastern partners of Russia in the �eld of metallurgy. In recent years the forum is attended by representatives of 30 countries. Due to this fact the forum has become a competitor to the world’s biggest international events in scrap recycling business.

All these facts allow us saying that the International Forum “Ferrous and Non-ferrous Scrap Metals” is a signi�cant event both in Russia and internationally.

For the Forum 2013 Radisson Royal Moscow Hotel has been chosen. The hotel was the winner in the nomination “World’s Leading Luxury Business Hotel–2011”. On the same dates as the Forum intergovernmental meetings of G20 will take place in the hotel. Despite increased security measures in the hotel, Rusmet received the right to hold the Forum because of the high status of the event.

RUSLOM.COM The First Self-Regulating Organization in Scrap Metals Market of Russia

The scrap metal industry is very vital to steelmakers: annual ferrous scrap gathering in the last few years has been between 20–30 million tons (highest peak was during 2004–2005). The volume of the market in Russia is from 8 to 24 billion dollars — depending on market situation and prices. In Russia, the industry is also a signi�cant social burden: more than 30,000 workers are permanently employed, and 200–500 thousand people are involved in scrap collection according to the experts’ estimations.

The Changes in the LawIn 2013, there will be changes in the Federal Law of 24.06.1998 №89-FZ “Waste production and Consumption” in terms of economic stimulus activities in waste management and return the government program of recycling of machines. These legislative changes will a�ect anyone without exception including market participants of scrap processing.

Key innovations in the legislation will be:

● Requirement of the liability of producers and importers of goods to dispose of waste and request for payment of utilization (compensation) in respect of acquisition of the goods produced in a special o�- budget fund or guarantees proper waste disposal with professional recyclers of waste on a contract basis

● Changing regulatory and supervisory functions of the market waste to self-regulatory organizations and associations of self-regulatory organizations

● Establishing national standards for waste management by the national association of SROs

● The requirement for mandatory membership in a self-regulatory organization for market participants of waste management

● The �rst self-regulating organization (SRO) in scrap metals market of Russia exists already!

The current and only up to this date self-regulatory organization (SRO) of scrap operators “Ruslom.com” was created in 2012. It’s considered as a community of professionals. The members include more than 30 companies. Among them: Vtorchermet NLMK (Novolipetsk Steel)- scrap processing volume is about 3.5 million tons a year, Severstal Vtorchermet — about 3 million tons of scrap a year, Translom (subsidiary of Russian Railways) — up to 1.5 million tons of scrap a year, UMC, AvtoVAZ, the leading independent organizations from di�erent regions of Russia. All understand that it is important to avoid repeating the mistakes of the construction industry, when hundreds of self-regulating organizations were formed. Objectives of the Self-Regulatory Organization ● Participate in the development and establishment of standards and rules for the scrap market

competitors, as well as monitoring of compliance with these standards and regulations

● Promote the implementation of the Federal Law of 24.06.1998 № 89-FZ “Waste production and Consumption” in the new edition, which will be adopted in February 2013, as part of the work in this area — industrial coordination by creating a system for scrap suppliers and Autorecycling in Russia and the Customs Union

● Discuss with the authorities at all levels (federal, regional, municipal) about the matters related to the activities of the scrap of ferrous and non-ferrous metals

● promote the construction of factories RDF, to solve this problem, there must be cooperation between scrap processors and cement producers

● Discuss and resolve issues among all scrap market competitors

Each member of the SRO scrap processors from the �rst month of membership will receive the following information services required for the e�ective operation in the market:

● Monthly package of information and analytical materials on the domestic and global markets of the ferrous and nonferrous scrap

● Access to databases of rail transport, foreign trade, statistical surveys

● Materials — monthly digest of foreign industry periodicals

For training and development of sta� employees of the companies who are members of SRO, and support e�ective information sharing within the SRO, an educational Internet portal will be created, which includes a set of tools to solve problems in various activities of SRO. Information on the site includes both for public and private info available exclusively only to employees companies who are members of SRO. The portal is expected to be launched in March 2013.

SRO events are attended by representatives of the President Administration, Ministry of Industry of the Russian Federation, the Russian Union of Industrialists and Entrepreneurs, the deputies of the State Duma, the Russian Association of Automobile Manufacturers, etc. These events provide an opportunity to discuss current issues and problems, as well as solutions. Government agencies, SRO NP “Ruslom.com” is seen as a community of professionals, the competent authority to discuss legislative solutions, current market issues for scrap processing, and at the same time as a mouthpiece of the market.
