I am sure it will bring pride and be useful to the members of Police as well as public. Mizoram police has achieved many milestones recently. The Mizoram Assembly Elections 2013 was conducted peacefully due to the efforts made by the members of entire police force. PHQ Mizoram issued well planned election arrangement for polling including the deployment of 31 Companies of Central Armed Police Force in 8 districts. The law & order, crime and traffic situation has remained well under control. Huge hauls of illegal arms and ammunition as well as various drugs were made by the Mizoram Police during this period. Proposals have been sent for creating new infrastructure in the police department under 14 th Finance Commission. The CCTNS project has made exemplary progress and training of police personnel has been taken up in right earnest. As regards the challenges ahead, the international porous border with Myanmar & Bangladesh is vulnerable to use by insurgent groups for smuggling of contraband goods and illicit drugs. Special Branch and CID must strive hard to provide timely and accurate information for prevention as well as detection. Mizoram Police also needs to develop counter-insurgency capabilities along with professionalism at all levels. It gives me great pleasure to present this second issue of the Mizoram Police Newsletter. I am sure it will bring pride and be useful to the members of Police as well as public.

MESSAGE OF DGP, MIZORAM

The General Elections 2013 of the Mizoram Assembly was held on 25th November 2013 and counting of votes was done on 9th December, 2013. The elections remained peaceful throughout the state of Mizoram due to the meticulous and fool proof arrangements made by Mizoram Police. 31 Companies of CAPF were also used for the conduct of peaceful, free and fair elections.

An inter-security agency Badminton Tournament was held from 8th to 13th November, 2013 at PHQ Badminton Hall. Apart from Mizoram Police, teams and individual players from BSF, CRPF and SSB participated in the tournament. Shri A.K. Patnaik, IPS, DGP Mizoram distributed the prizes and certificates to the winners on conclusion of the tournament.

A function was organized on 13.09.2013 to bid farewell to Smt. Sundari Nanda, IPS, Director (ACB) on her transfer from Mizoram to Delhi Police.

Smt. Sundari Nanda is a 1988 batch IPS who has served in Delhi, Goa & Arunachal Pradesh in various capacities.

A new building for DIG(SR) and SP Office, Lunglei was inaugurated by Hon’ble Home Minister Shri R.Lalzirliana on 13.9.2013. Lunglei was the second district established in Mizoram after Aizawl in the year 1972. With an area of 4,536 sq. km., Lunglei is the largest district in Mizoram.

CID(SB) personnel at Aizawl apprehended two HPC-D (Lalhmingthanga Sanate faction) cadres namely (i) Lalhlawhtlinga (39) @ Cliff Hmar S/o L. Nghinglova, Khawlian, Aizawl District, Mizoram and (ii) Jacob Zoute (34) S/o Lala Zoute(L), Saikot, Churachandpur, Manipur on 24.10.2013 at Electric Veng, Aizawl. APPREHENSION OF HPC (D) CADRES

1. PHQ TRAINING BRANCH PHQ Training Branch conducted many in-service

training courses for various ranks from Dy.SP to Constables. Some of the important courses conducted by training branch were as follows:

2. TRAINING AND INDUCTION OF COLT M4 CARBINES:

A team from Colt Defense LLC., USA came to Mizoram and trained armourers and instructors of Mizoram Police during 7/8.12.2013 on operation and maintenance of Colt M4 Carbine. 200 Nos. of this weapon with accessories and spare parts were purchased by Mizoram Police. This facilitated induction of the new weapon into Mizoram Police and the weapons were accordingly distributed to various units of Mizoram Police for deployment.

3. MPRO MI ROOM A medical aid project for the staff was

started at MPRO as one of the welfare measures. Physiotherapist visited MI Room daily and the staff could get physiotherapy treatment easily. A small MI Room was created in the Headquarters premises with Physiotherapy equipments.

POLICE TRAINING SCHOOL, THENZAWL 15th Batch Junior Under Officer Cadre Course

was conducted at PTS Thenzawl with effect from 17.07.2013 to 11.10.2013. A total of 125 Constables from various units successfully completed the course. Shri L.H. Shanliana IPS, DIGP (SR) attended the valedictory function as Chief Guest on 11.10.2013.
