SCHOOL OF BUSINESS AND PUBLIC ADMINISTRATION JULY 2020 News I would like to start by offering my hearty congratulations to all our Graduates! Your hard work and perseverance have paid off. We conducted a virtual honors ceremony with a video message that can be seen on the CSUB website. Due to the pandemic, we were not able to have a real ceremony including the commencement, but hopefully soon we will be able to honor your academic success. BPA has completed a successful academic year, despite the challenges created by COVID-19. Student clubs and organizations were active throughout the year and allowed to engage with each other in important ways. The Institute of Management Accountants (IMA) student club held three well- attended zoom meeting seminars, FMA held the 3rd Annual Small Business Finance and Entrepreneurship seminar with a panel of community leaders, and the BofA CSUB Dean’s Entrepreneurship Speaker Series - Ag Industry Speaker Panel occurred last November. UAA held their 10th Annual Alumni Social, the MBA program also held their annual Fall Mixer last November. In our Graduate Programs, we saw continued increased enrollment, approval within the school for the MS in Accounting, and establishment of the new MBA Student Association. As we move forward, we are hopeful to approve the new MBA Concentrations during the fall semester. I hope everyone’s Spring semester went well despite this pandemic situation. We are making the best of this situation and as a result we are gaining new skills, improving student distant learning, and continuing our pursuit of putting our students first. This year we have received the largest donation gift for any single academic program at CSUB. The Grimm Family has gifted $5 million for establishing the Grimm Family Center for Agricultural Business. We are truly thankful to have a community that is dedicated to student success here in BPA. We are proud to inform everyone that we have reactivated several centers in BPA. The three centers that have been reactivated are BREC, CEER and PSI. More announcements regarding specific details regarding the centers will be coming soon. The Behavioral Research Lab is currently underway, and we will have more information in the future. This year we had excellent speakers for the Dean’s Executive and Research Seminar Series including Jim Damian (Founder & CEO of Stria), Jon Van Boening (President of Dignity Health Central California), and Jim Colatruglio (Managing Director of Investments, Colatruglio Wealth Management Group of Wells Fargo Advisors). We had another successful 3rd Annual School of Business and Public Administration Research Conference in February 2020 organized by Dr. Marcus Valenzuela. It was well-received by all who attended. We are proud of all the faculty who are actively researching and sharing all their hard work with fellow colleagues, students, and staff. We were further able to contribute to community needs in hosting a successful Start-Up Weekend event, led by Dr. Sumita Sarma and Dr. Jeremy Woods, and offered free tax preparations through the CSUB VITA program, which was led by Dr. Ben Bae. The Kern County Economic Summit continues to serve as a way for BPA, particularly Dr. Richard Gearhart and Dr. Nyakundi Michieka, to connect our work with the community. I would like to start by offering my hearty congratulations to all our Graduates! Your hard work and perseverance have paid off. Due to the pandemic, we were not able to have a real ceremony including the commencement, but hopefully soon we will be able to honor your academic

success.

BPA has completed a successful academic year, despite the challenges created by COVID-19. Student clubs and organizations were active throughout the year and allowed to engage with each other in important ways. Local agricultural leaders will work with students, as well as collaborate with the School of Business and Public Administration. A search for the Center’s executive director is currently underway and expected to be in place by Fall.

Dr. Ravi Patel named 2020 John Brock Community Service Award recipient

The John Brock Community Service Award Committee recently announced that Dr. Ravi Patel will receive this year’s award. The annual award is presented to a community leader who has demonstrated a lifetime of exceptional service in support of Bakersfield and Kern County.

Dr. Patel will be the 33rd recipient of the John Brock Community Service Award and is the founder of Comprehensive Blood & Cancer Center, a medical center utilizing the most advanced technology and treatments to provide care for all cancer types. Dr. Patel has also been involved in many charities for local cancer patients, including establishing CBCC Foundation for Community Wellness and Kern County Cancer Fund. Additionally, Dr. Patel and his wife established the Ravi and Naina Patel Foundation to provide philanthropic services that fall outside the sphere of cancer care.

The recognition dinner for the Award is typically held in September, but due to COVID-19 will be scheduled for a later date.

BPA recognizes those students who have excelled academically and made significant contributions to the campus community each year. The 2019-2020 Outstanding Student Awards were recently announced, and we congratulate our newest alumni on

Message from EAC Chair, Mr. Derek Abbott

There’s opportunity to come at BPA and as Chair of the School’s Executive Advisory Council (EAC), I wanted to share a little about our group. The EAC is comprised of leaders from the local business community and meets regularly to advise the BPA and support its programs. Most recently, EAC members advised the school in its efforts to reactivate existing research

centers and develop new ones, including the Public Service Institute, Business Research and Education Center, Investment Center, and Center for Economics Education and Research.

In addition to continuing to ensure BPA leadership is engaging with the business community as it develops programs to grow our region’s talent and support our community the EAC will assist the School as it develops strategies for fundraising. Since last year, EAC has been providing input on a strategic plan for the overall advancement of BPA. Among the items BPA leadership has included in that plan is the goal of a named school and a new building to house a center for innovation and entrepreneurship that will focus on applied research and engagement with Kern County’s industries. It will take time to achieve the goals of the BPA Advancement Strategic Plan, but this important work will support the university’s new strategic plan and vision for a highly engaged Metropolitan University with enrollment close to 18,000 in 6-8 years.

I would like to thank all the EAC members for their continued commitment. My thanks also go to the Grimm Family for their support to establish the Grimm Family Center for Agricultural Business. Finally, I would like to acknowledge the generous support from John Brock Sr. Foundation for BPA student scholarships, major student-centered events, and the BPA Investment Center with Bloomberg terminals. Together, we are all contributing toward an improved BPA student experience!

Grimm Family Center for Agricultural Business announced

A $5 million gift from Barbara Grimm-Marshall and Kari Grimm Anderson will make possible the establishment of the Grimm Family Center for Agricultural Business. The largest gift in CSUB’s history honors the legacy of Rod and Bob Grimm, founders of Grimmway Farms, on the family-owned company’s 50th anniversary.

The Grimm Family Center for Agricultural Business will offer various educational opportunities to CSUB’s Ag Business students, including the chance to work directly out in the field and with experts immersed in the day-to-day enterprise of running successfu agricultural businesses.

BPA Student elected CSUB ASI President for 2020-2021

Vanessa Chicaiza was recently elected Associated Students, Incorporated (ASI) President and officially began her term on May 26, 2020! Vanessa earned a bachelor’s degree in Public Policy and Administration and begins the CSUB Master’s in Public

Administration program in the Fall. ASI serves as the official voice of CSUB’s 11,000+ students through its 26 Board of Directors and will continue to advocate for students at Cal State Student Association (CSSA) meetings, as well as the CSU Board of Trustee meetings, during virtual proceedings. ASI representatives will conduct Fall semester office hours virtually through Zoom and will brainstorm additional innovative ways to connect with students. It will continue to sponsor its successful Takeout Tuesday virtual event, which provides family or individual meals to students and supports local businesses. Students are encouraged to visit the ASI website (www.csub.edu/asi) and its social media (FB: asi.csub; IG: csub_asi) for updates or may contact President Chicaiza directly at [email protected].

BPA Career Development in full swing

BPA students took advantage of the multiple career development resources available to them during spring semester! Two BPA panel sessions hosted in February offered students critical insights on their job searches. A panel of recent alumni from each of the 5 BPA majors informed students about the challenges and preparation required to successfully land a job at graduation and transition to professional employment. At a second panel, HR leaders from both the private- and public-sectors offered important insight on steps students can take to prepare for their next job interview. BPA students also took part in 14 resume writing workshops and individual mock interviews and consultations offered in spring semester, which continue as virtual offerings during summer and fall.

The BPA Career Development Newsletter has become a popular resource for students, alumni, and local employers. Since February 2019, the weekly newsletter has advertised over 900 part- and full-time jobs and 270 internship opportunities. BPA students have received internships at Kern Economic Development Corporation, Aera Energy, and Mid State Development Corporation, as well as jobs upon graduation at Amazon, U.S. Forest Service, and Mission Bank. Local employers, including Grimmway Farms, Wonderful, and Citizens Business Bank, use the newsletter to advertise opportunities directly to subscribers and successfully hire BPA students and alumni. BPA will seek to further enhance student engagement in these and new career development programming through resources like Suitable, which connects students to both virtual and in-person activities.

Student Professional Development Certificate – summer internships The Student Professional Development Certificate program is a unique campus opportunity for BPA students to better prepare for their career ambitions. The economic impact of the global pandemic has affected the ability of some companies and organizations to offer summer internships, but some students across BPA and in the SPD Certificate program have been fortunate enough to secure great experiences that will assist

BPA Investment Center offers Bloomberg Market Concepts certification

Thirty CSUB students received Bloomberg Market Concepts (BMC) certification at the BPA Investment Center (featuring Bloomberg Terminals) during the Spring 2020 semester. Students completed the

certification process, during the global pandemic by remotely accessing their respective trainings, at no extra cost to them. This represents a significant increase from fall semester when 16 students completed the same certification. More than 300 universities currently integrate Bloomberg into their curricula through BMC. The self-paced, e-learning course provides an interactive introduction to the financial markets and offers students a competitive edge with a tangible certificate they can use to improve their prospects of obtaining jobs in the finance and banking industry. Students acquire practical knowledge of cutting-edge technologies and case studies to complete their academic formation.

Student organizations remain active during pandemic

BPA student organizations found important ways to remain actively engaged in their individual missions during their transition to alternative instruction.

The CSUB chapter of the Institute of Management Accountants held virtual presentations by local business leaders for its members. The virtual series on management accounting included presentations by Randy Furtner, CFO of Grimmway Farms and Jason Castle, CFO of Mission Bank. Speakers offered advice on career-related questions, as well as insight for how each of its organizations has managed to meet the challenges posed by the pandemic.

The CSUB Entrepreneurship Club has been working on a project to help make 5,000 substitute n95 masks for the Centre for Neuro Skills in Bakersfield. The masks are sewn by Club members with cloth material that include a removable HEPA air conditioner filter that can be replaced after use. The student entrepreneurs who make the most masks are awarded prize money to assist them during the stay-at-home period of the pandemic.

CSUB VITA Program celebrates success

The CSUB Volunteer Income Tax Assistant (VITA) program, under Dr. Benjamin Bae’s leadership and training as the

them in their career development.Andrea Ruiz is a Senior majoring in Business Administration with a concentration in Ag Business. When Grimmway Farms announced its internship opportunities in October 2019, Andrea had already completed steps to ensure she was as competitive as she could be for an opportunity

with the company. She drafted and revised her resume, as well as took part in mock interviews in her Professional Development class. She was selected for a spring semester role as a Quality Assurance Intern at Grimmway Farms in January and, at times, has been able to work extended hours during this pandemic period. Andrea is learning about Grimmway Farms’ safety programs, policies, and procedures, and her internship has been extended thru August. She is hopeful this experience will help as she pursues a career in agricultural health and safety after she graduates in May 2021.

Saviana Metter is a Junior majoring in Business Administration with a concentration in General Business. Working as a student assistant in the Office of Student Involvement, Saviana acquired excellent experiences and accomplishments to include in her resume. After attending

the CSUB Spring Career Expo, she was selected to interview for Target’s Stores Executive Internship program and, in April, was offered a summer internship. As a Stores Executive Intern, Saviana will enhance her leadership skills while serving as the Leader on Duty and shadow a next-level leader to observe various career options. The internship will offer Saviana a more nuanced understanding of what she might like to pursue in retail executive management when she graduates.

Alex Carrillo is a Junior majoring in Business Administration with a concentration in Accounting. While Alex has worked in several jobs, including his current role as a student assistant with the campus HEP/CAMP program, he had yet to hold a position that was closely related to his desired career. That changed when Alex was recently selected

for a summer internship opportunity with Anthony Vineyards in Bakersfield. Alex used his time in the Professional Development class to craft his resume and engage in mock interviews, both of which successfully prepared him for this opportunity. During the internship, Alex will assist the Accounting department with the day-to-day financial operations, including AP/AR, maintaining general ledger, bank reconciliations, and payroll reporting, all of which will assist in making him more competitive for jobs when he graduates in May 2021.

Startup Weekend develops 10 venture ideas

Approximately 75 individuals from CSUB, Bakersfield College, and the surrounding community registered to take part in the 54-hour Startup Weekend, held Feb 21-23, 2020. Each participant pitched ideas on the first day of the event and the top ten new venture ideas were invited to move forward in the competition. Over the next two days, teams developed business plans and pitch decks with coaching from more than 17 experienced

mentors, including CSUB entrepreneurship faculty and entrepreneurs and leaders from our local business community. The final competition featured 10 exciting, new venture idea presentations before an impressive panel of judges. The top three winners were:

Corner – 1st prize -- an app that gives the location of all the food trucks in Bakersfield.Tagfolio – 2nd prize -- a piece of wooden tag that fits into one’s keychain and serves as an integrated solution for storing and sharing your social media (LinkedIn, Twitter, FB) with another. Works on iPhone 10 and higher and several Androids. For older smartphones, QR codes are available on the tag. Traction – 3rd prize -- a dating app built on gamification.

program director and IRS site coordinator, helped 224 taxpayers this year, despite having to close the service in mid-March due to the pandemic. Twelve accounting concentration students were trained on tax

laws, tax software, and passed the IRS certification test to serve as VITA volunteer tax preparers. Student volunteers help the community, but also gain benefit from the program through networking opportunities, improving social skills, and developing self-confidence. This tax season, VITA volunteers helped:

• Processed 224 income tax returns for mostly low-income families and individuals.

• Generated more than $150,000 in tax refunds.• Tax filers saved on their tax return preparation fees, which

would have totaled more than $22,400.

SBDC assists small business owners through pandemic crisis

The Small Business Development Center at CSUB has remained opened and continues to serve clients through the pandemic crisis. The center’s attention has been on the various needs of the local small business community brought on by COVID-19. The Center has dramatically increased capacity for its free one-on-one business consulting service and has assisted hundreds of new consulting clients since stay-at-home guidelines began in mid-March.

The SBDC has focused business owners on accessing capital programs from the Small Business Administration (SBA). Disaster loans and the Payroll Protection Program (PPP) are important funding sources for small businesses to survive the crisis. The Center is also marketing and assisting clients in accessing the Kern Recover program that offers local loans to Kern County businesses impacted by the disaster. The SBDC, with fifteen Sr. level consultants and three BPA student intern associate consultants, has assisted clients and others with several hundred applications for funds many owners see as a lifeline.

In addition to its one-on-one consulting services, the SBDC also offers regular webinars. Over 3,000 people have attended the center’s Webinar Wednesday training series since March to learn how to access and manage the available small business funding programs. The Webinar Wednesday series has been offering extraordinary business training topics continuously since January 2013.

Dr. Aaron Hegde elected Academic Senate Chair

Dr. Aaron Hegde, Chair of the Department of Economics, has been elected to a two-year term as Chair of the CSUB Academic Senate. His election comes after serving as Vice-Chair of the Senate since 2018. His leadership on the Senate also includes two years as chair of the Budget and Planning Committee.

Dr. Hegde arrived at CSUB in 2003 and has impacted the campus community in numerous ways. In 2004, he took over the Environmental Resource Management Program as Director and helped raised $800,000 for an endowed concentration in

of the conference was to share research ideas and interests across departments to encourage cross-disciplinary collaboration within and outside the

School of BPA. The conference is an excellent opportunity to learn what others are doing and find common research interests and collaborations. It was facilitated this year by Dr. Marcus Valenzuela and hosted a variety of excellent faculty presentations as well as Dr. Monique Bell from California State University, Fresno as a distinguished guest speaker.

Dr. Attaran produces four recent publications

Attaran, M. (2020). “Digital Technology Enablers and their Implications for Supply Chain Management.” Supply Chain Forum: An International Journal. April • PP 1-15.

Abstract: Several technologies, including AI and robotics, cloud computing, 3D printing, advanced analytics, blockchain, AR, RFID, IoT, and cloud technology, drive digital trends and bring about change in SCM. This paper underscores the importance of these technologies for supply chains and logistics, examines their trends and challenges in supporting digital supply chain performance, and explores the implementation and managerial challenges of creating a new integrated paradigm of the digital supply chain. The research will also explore potential barriers to digitizing procurement and supply chains and ways to overcome them. Finally, the paper reviews the role of 5G as a significant technology for growing industry digitization.

Attaran, M. (2020). “Digital Transformation and Economic Contributions of 5G Networks.” International Journal of Enterprise Information Systems. Volume 16. Number 3.

Abstract: This paper reviews the evolution and development of various generations of mobile wireless technology, underscores the importance of 5G revolutionary networks, reviews its critical enabling technologies, examines its trends and adaptation challenges, explores its applications in different industries, including Industry 4.0 and digital marketing, and highlights its role in digital transformation based on the latest research activity in the field. Finally, the paper proposes a conceptual model and identifies key factors for the successful implementation of 5G wireless networks.

Attaran, M., and Attaran, S. (2020). “Food Printing: Evolving Technologies, Challenges, Opportunities, and Best Adoption

Occupational Safety and Health. He also served as Director of the Agricultural Business Program for five years after its founding in 2012, and hosts the Growing Opportunities Career Fair, an event that connects 250 students with ag-based companies each year. In 2018, Dr. Hegde’s contributions were recognized when he was named recipient of the CSUB Faculty Service and Leadership Award, which acknowledges faculty whose achievements contribute to a climate of excellence on campus. BPA congratulates Dr. Hegde on his election!

Newly tenured faculty announced

Attaran, M. (2020). “Blockchain Technology in Healthcare: Challenges and Opportunities.” Forthcoming. International Journal of Healthcare Management.

Abstract: Patients and healthcare practitioners are faced with the challenge of accessing, managing, integrating, and sharing health records securely. Current technologies in use by the healthcare industry do not fully address these requirements due to limitations related to privacy, security, and full ecosystem interoperability. Blockchain technology helps solve some of the healthcare data management challenges and plays a critical role in putting patients at the center of the ecosystem. This article discusses pivotal roles blockchain technology play in solving some of the most critical healthcare issues, identifies challenges and opportunities of implementing blockchain technology in the healthcare industry, and summarizes health-related blockchain products and key players offering solutions across different applications.

Dr. Bidgoli speaks at computing experience event and publishes new edition of textbook

Dr. Hossein Bidgoli was invited to present at Cengage 2020 Virtual Computing Experience, April 22-24, 2020. In his talk, “Turning Challenges into Opportunities in the Intro IS/IT Course,” addressed common challenges instructors face in an Intro to IS/IT course, as well as the opportunities to get students involved and increase enrollments in courses

and the MIS major. He also published the Tenth Edition of his Management Information Systems textbook with Cenage (January 2020).

Dr. Michieka mentors student researchers and publishes new report

Dr. Nyakundi Michieka mentored two CSUB students who presented their research at the 2020 CSU Student Research Competition held virtually in April at CSU East Bay. Anthony Ponce (Economics) presented his research, Toxic Water Emissions and Economic Growth: A County Level Analysis of the United States,

while Paul Blanco (Engineering) presented research titled Wireless Solid Set Canopy Delivery System for Tree-Cooling.

Dr. Woods announces forthcoming book chapter

Jeremy Woods. 2020. “A Learning-By-Doing Approach to Entrepreneurship Education, Student Job Creation, and New Venture Incubation.” Annals of Entrepreneurship Education & Pedagogy (Edward Elgar Publishing).

This chapter outlines a program for hands-on teaching of entrepreneurship. It outlines a detailed pedagogical approach for equipping students with a toolbox of entrepreneurship skills, a professional orientation focused on quantified, deliverable accomplishments, and a “roll up your sleeves” attitude. It then explains how to create jobs and new venture starts through learning-by-doing projects, a student small business employment program, and a student & faculty venture incubator. Finally, it offers a roadmap for growing the program campus-wide through a student entrepreneurship club and expanding the program community-wide to make a significant impact on your local economy.

Dr. Michieka and Dr. Gearhart – conference presentation and publication

Dr. Nyakundi Michieka and Dr. Richard Gearhart each gave presentations at the 2020 Kern County Economic Summit. Dr. Gearhart presented data on the effect of educational attainment on annual wages in the county and Dr. Michieka presented on 30-year local economic conditions trends and the impact of oil prices on the local housing market. They

also have a journal article that was accepted for publication:

Dr. Sarma receives grant for produced water project

Dr. Sumita Sarma (Management and Marketing) and Dr. Luis Cabrales (Engineering) have been awarded a grant from the California Energy Research Center (CERC) to conduct research on the reuse of suitably treated produced water. (Produced water is a by-product of oil and gas production). For the project, titled Dr. Cabrales will work on a new

electro oxidation technology to suitably treat the produced water for reuse in practices such as irrigation of crops. Dr. Sarma, as entrepreneurship/business faculty, will develop the commercialization of the reactor designs by conducting industry research and marketing of this technology.

Dr. Sun named Faculty Leadership Fellow for 2020-2021

Dr. Jinping Sun was recently named one of two Faculty Leadership Fellows for the 2020-2021 academic year. Working under the auspices of the Office of Academic Programs, Dr. Sun will help the CSUB campus prepare for the Spring 2023 special visit from the Western Senior College and University Commission (WSCUC). Dr. Sun will focus her efforts on fostering a

culture of continuous improvement by re-establishing a system for completing rigorous and consistent program reviews.
