There have been some questions as to how

the format of the new Wildcard entries are

calculated. These teams will join the

teams with 72 1/2 wins in the wildcard

tournament. This will increase the num-

ber of teams participating and the ratio of

1 team for every 6 teams advancing to the

National Playoff Tournament.

The host hotel this year will be the Hampton Inn located in

Mesquite, TX at 1700 Rodeo Drive. For those that bowled

in the 2014 tournament, this was the host hotel that year.

The Hampton Inn has given us a group rate of $99.00 for

King and Double bed rooms and $115.00 for King and Dou-

ble Suites. To make reservations easier we were given a link

to the TCBA reservations page. Rooms are limites, so book

early.

year. We hope this will help the delegates who want to

bowl in the first squad of the All Star tournament arrive

early.

NOTE: The time for the All Star Finals has two times in

the Tournament Rules (typo). The correct time is 5:30.

Hopefully we can stay on schedule. Please arrive to give

enough your tournament staff enough time to create the

entry forms.

Men’s Rule change proposal

There is one rule change proposed for

the Men’s 2019 Delegates to vote on.

Proposed rule change

Rule 1.3—A single district will be com-

prised of no less than four (4) teams and

no more than seven (7) teams. A dis-

trict cannot become a region until eight

(8) teams have joined the league. Two

(2) or more single districts of four (4)

teams, for a minimum of eight (8) teams

may merge to form a region and thus

bowl a joint schedule. A region shall be

formed when two (2) or more single dis-

tricts elect the same person to serve as

secretary. Under no circumstances shall

a bye be used to complete a single dis-

trict at the beginning of the season.

Reason: By reducing the size of the dis-

trict from six (6) to four (4) there will be

more district winners advancing to the

playoffs.

Rules committee recommendations:

Disapprove

Reducing the number of teams in a dis-

trict will greatly reduce the value of the

prize fund in the National Playoff tour-

nament. The Franchise fees of $150.00

per team sets the prize fund at the Na-

tional tournament. Yes, more teams

will go to the tournament, but at a sig-

nificantly lower payout.

ALL STAR TOURNAMENT RULES

1. ELIGIBILITY – Any active USBC certified TCBA member, male or female that is listed on current roster/standing sheet and have bowled 6 or more

games.

2. AVERAGES – The higher of the TCBA entering average or ending average for the 2018-19 season will be used. If a male or female bowler enters with an

assigned average, an average of 220 will be used. (Verification of these averages will be required by entrant from their sec retaries). Each individual is

responsible for bringing this verification of his/her correct average. False average submitted will result in disqualification with no refund of entry fee. Also

see #22, #23 and #24 for additional average rules.

3. ENTRY FEES – The entry fee will be $65.00 per person. ($38 prize fund, $16.00 lineage, $11.00 expense fee). On site credit card payments will be availa-

ble for $67.00. Re-entries will be $55.00 cash and $57.00 paid by credit card.

4. MULTIPLE ENTRIES – Multiple entries will be allowed. BOWLER MAY ONLY CASH ONCE.

5. FREE ENTRY – The Division winners of the previous year’s All Star will receive a paid entry into the qualifying round.

DIVISIONS – There will be two divisions for both men and women:

MEN DIVISION 1 – 200 average and above (scratch)

MEN DIVISION 2 – 199 average and under is handicapped.

Men’s Division 2 bowler can opt to bowl in Division 1, but must do so on their first entry and they cannot re-enter in Division 2

WOMEN DIVISION 1 – 181 average and above

WOMEN DIVISION 2 – 180 average and under

6. HANDICAP – Handicap for men and women will be 90% from 220.

7. LANE CONDITIONS – The tournament staff in conjunction with the bowling center will do everything possible to provide a fair lane condition for both

left and right-handed bowlers. Any derogatory comments about lane conditions voiced in public will be interpreted as misconduct and could lead to dis-

qualification. The tournament director will be available at all times to hear your complaints in private.

8. SANCTION – The tournament will be USBC certified.

9. PRIZES – A complete prize list will be posted at the tournament site with 100% of the prize fund being returned to the bowlers. The top 10% in each

division will cash based on the number of entries for each division. No cash prizes will be awarded at the tournament site. All prizes will be mailed to con-

testants 30 days after the conclusion of the tournament weekend. Prize ratio will be at least 1 for 10.

10. EQUIPMENT – USBC specifications regarding all bowling balls and related equipment will be complied with for this tournament.

11. REPLACEMENTS OR SUBSTITUTIONS – Once the tournament has started no bowler may replace or substitute for another for reasons of injury, emer-

gency, etc., except during the finals, where the alternate may take over with the approval of the tournament director.

12. PACERS – Pacers will be allowed if necessary to the tournament operation and approved prior to starting by the tournament director. USBC Rule 323

will apply.

13.TARDY PLAYERS – Bowling will begin in accordance with the previously arranged schedule. Any player arriving late shall begin with the score count beginning with the frame that is being bowled. A bowler who misses one frame or more by not being present and ready to bowl when it is his or her turn, shall

not be credited with any pins for any frames missed either at the beginning or at any point during the game.

14. ENTRY DEADLINES – Walk in entries will be accepted prior to squad, providing slots are available.

15. BOWLER’S TOURNAMENT DRESS

All participants will be required to wear their TCBA shirts (with patches embroidered, screened or sewn on) and their sponso r’s name, city and state on

the back during the Tournament. No form of headdress will be worn while bowling. Any apparatus that prevents the bowlers ability to hear normal con-

versations and announcements will not be allowed while bowling in the tournament. Bowlers not wearing a TCBA shirt/patch will be fined five dollars

($5.00).

Men: A. No shorts will be allowed.

B. Blue jeans are allowed.

Women:A. Skirts (No Mini Skirts)

B. Capris/Skorts

C. Walking shorts (A lose fitting trouser) the length of the shorts must be at least ½ the distance from the top of the inseam to the top of the knee.

(No cutoffs)

D. Slacks or blue jeans are allowed.

QUESTIONABLE APPAREL SHALL BE REFERRED TO THE PRESIDENT OF TCBA BEFORE IT IS WORN. THE PRESIDENT SHALL HAVE DIS-

CRETION TO APPROVE OR REJECT ANY QUESTIONABLE APPAREL. If in violation of the ABOVE DRESS CODE RULE, you will not be allowe d to

bowl.

16. LANE ASSIGNMENTS – Lane assignments will be made by tournament staff in order to speed up the start of shifts.

17. CHECKS – Personal checks will be accepted and must be written by participant FOR ENTRY FEES ONLY. No checks will be accepted if you are not

bowling in the tournament. Any returned checks will result in a forfeiture of any tournament prize plus a fifty dollar ($50.00) handling charge.

18. ROLL CALL – There will be a roll call meeting ten (10) minutes prior to each squad for the purpose of briefing bowlers on rules and conduct, lane assign-

ments and answering any questions. All bowlers participating in tournament must attend these meetings.

19. CONDUCT – There will be no tolerance for bowlers who curse, abuse the proprietors equipment, make obscene gestures, drop bowling ball purposely, etc.

Anyone seen by any tournament official violating this rule is subject to immediate disqualification without refund. No fines, no warnings! Please control

yourself at all times. No loud or excessive noise will be allowed during the tournament. Disrespect of Tournament Officials will not be tolerated. Any

acts of disrespect (cursing, back-talk, gestures, threats), etc. will lead to disqualification from the tournament and loss of winnings.

20. TOURNAMENT STAFF AUTHORITY – Any situation which occurs as a result of not having a rule to cover the incident will be ruled on immediately by

the tournament director and the tournament staff. No rules will be changed, until next year’s tournament.

21. LANE COURTESY – Bowling courtesy must be shown at all times, a bowler must wait for one lane on either side before he/she delivers their next ball.

However, under no circumstances will a bowler wait one pair (2 lanes) on either side as this will delay the tournament. Any bowler intentionally waiting 2

lanes on either side will be warned once that they are delaying the game; second warning will be reason for disqualification with no refund.

22. USBC rule 319a (3) applies. 319a-2 does not apply.

23. USBC rule 319d applies. The rule is as follows: A handicap or classified tournament may require a bowler to report any previous tournament prize win-

nings as a condition for entry. Anyone who has qualified for a cash and/or merchandise prize of one hundred dollars ($100.00) or more in the position

standings prize list in any event in a tournament, including all events, special features, special prizes and donated prizes, within the last 12 month period

must give Tournament management the following information at time of entry, for possible re-rating:

(1) The name of each tournament in which he has been paid such a prize, or if not paid, in which he/she qualified for the prize.

(2) The amount of the prize.

(3) The actual score bowled to qualify for the prize.

(4) The prize position.

Failure to comply with these provisions is cause for a forfeiture of entry and prize winnings.

24. USBC rule 319E AVERAGE ADJUSTMENT FOR ENTRY IN TOURNAMENT- BOWLER RESPONSIBILITY – Rule 319E is applicable to all participants. The bowler is responsible for keeping a record of the names, dates, scores, and prize winnings in all tournaments entered in the previous 12 months, includ-

ing those still running. These include all tournament scores bowled in accordance with the game of American tenpins. A bowler shall adjust his/her enter-

ing average if, during the 12 month period immediately preceding the time and date of bowling, the bowler’s accumulated average for all, but not less than

21 tournament games, exceeds the average to be used for entry by 15 or more pins. In that case, the accumulated average must be used for handicapping

or classification purposes. A bowler whose tournament scores require an adjustment must submit the adjusted average in writing before the end of the

first game in a tournament, unless tournament rules allow for such adjustment to be made within a specified time after bowling. Failure to use the adjust-

ed average in accordance with the foregoing is cause for forfeiture of entry fees and prize winnings, and the bowler is subject to suspension of membership

in USBC. On appeal or protest, the bowler must promptly supply the record of the names, dates, scores, and prizes won or scores that qualify to win in all

tournaments in which the bowler competed within the previous 12 months. Nothing in this rule supersedes tournament management’s authority to adjust

the bowler’s average higher prior to bowling.

25. PROTESTS – All protests must be filed with the Tournament Director or USBC before the tournament prize payments are made.

26. TIES – In the event of a tie for any qualifying position, a two frame (9th & 10th plus 1/10 of handicap per frame except the scratch division) roll off will

determine the winner. This will also be used in the final rounds.

27 All USBC General Playing Rules that could pertain to tournament will apply.

28. Starting date of Tournament – June 06, 2019. Ending date June 07, 2019.

29. Premature termination of the tournament brought about by war, national emergency, etc. or any other reason beyond the control of the TCBA All Star

Tournament shall cause, to the extent required thereby, all advertised prizes, guaranteed or otherwise, to be prorated in accordance with the number of

entrants who have bowled in each of the respective events up to the time of such termination.

TOURNAMENT FORMAT

1. Qualifying Rounds - Bowlers will bowl 4 games with bowlers on the left lane moving a determined number of lanes to the left and bowlers on the

right lane moving a determined number of lanes to the right after each game. MULTIPLE ENTRIES ALLOWED

2. The top bowler from each squad will auto-seed and advance to the finals for each division. The remaining positions for each division will be filled by

the bowlers from all squads combined to round out the top 10 %.

3. Finals Friday - June 07, 2019 5:30 PM. Bowlers will bowl 4 games with bowlers on the left lane moving two pairs of lanes to the left and bowlers

on the right lane moving two pairs of lanes to the right after each game. . Total pins to determine final position for eac h division.

4. Asterisk (*) denotes auto seed squad.

5. All bowlers will start with 0 pins in the finals.

6. Prize ratio will be at least 1 for 10.

Regional Wildcard Tournament Rules

(Women)

1. All tournament players must be USBC certified woman and a member of Traveling Classic Bowling Association. This tournament is certified by the league USBC

sanction.

2. Teams may only use bowlers from their final roster that have a 21 game certified average for this season.

1. Entering average for the current TCBA season.

2. End of season 21 game or more average for the current TCBA season.

3. A 12 game or more TCBA tournament average.

It shall be each bowlers responsibility to determine that the submitted average is correct. Failure to use the proper average shall disqualify score if submitted average

is lower than actual average thereby resulting in more handicap. Prize winnings will be based on submitted average if higher .

5. All teams will bowl four (4) qualifying games. All teams will receive 90% handicap from team line up average and 1100. Any team with an average over 1100

will have 100% of that overage subtracted from their game/series totals. Total pinfall, including handicap, will determine the top (one for six per region) finalists to

10. Pacers will be permitted when deemed necessary by the tournament official , however pacers score does not add in to team score and may not compete in the

tournament.

11. In the event of a tie for the last qualification spot occurs, a one game roll-off will determine the spot. An extra complete frame shall be bowled if the roll off game

ends in a tie (handicap for 1 frame).

12. CONDUCT Excessive noise is not acceptable, or running up on the lane to congratulate a bowler for getting a strike . Should a team or teams be in violation of

this rule, the first notification will be a verbal warning to the team captain and/or acting team captain. The second notice will be a $50.00 fine, payable in cash imme-

diately when notified. The third and final warning will be disqualification of the team, at which time, they will be advised to cease bowling and all winnings up to and

including the game in which they are participating will be forfeited. There will be no tolerance for bowlers who curse, abuse the proprietor’s equipment, make ob-

scene gestures, drop bowling ball purposely, etc. Any bowler seen by the league secretary violating this rule is subject to immediate disqualification. No loud or

excessive noise, while bowlers are preparing to deliver the ball.

13. Lane Courtesy - Bowling courtesy must be shown at all times. Under no circumstances will a bowler wait more than 1 lane on either side as this will delay the

tournament. Bowlers will not be allowed to reset (re-rack) the pins without the consent of the secretary. Bowler will receive only one delay of game warning, second

delay could result in disqualification.

14. Disrespect of the Secretary will not be tolerated. Any acts of disrespect, cursing, back-talk, gestures, threats), etc. will lead to disqualification from the tourna-

ment and loss of winnings.

15. Substitutions may not be made in the middle of a game, except in the case of sickness or injury (or any emergency). Before replacement is made the secretary will

be notified for approval of replacement. Once a player is replaced due to sickness/injury or emergency during a game, they may not return to bowl for the balance of

that day's competition.

16. Tournament starts within two weeks of league end. Entries for Wildcard Tournament close the Wednesday after last play date of league.

17. Bowlers Tournament Dress -TOURNAMENT BOWLERS ARE REQUIRED TO WEAR A SHIRT WITH THE TCBA PATCH EMBRIODERED OR SEWN

ON, AND THEIR SPONSORS NAME CITY AND STATE ON THE BACK. THEY ARE REQUIRED TO WEAR A SKIRT OR ITEMS LISTED BELOW (NO

MINI SKIRTS).

A. CULOTTES A WOMAN'S SKIRT DIVIDED AND SEWN LIKE A TROUSER, BUT CUT SO FULL AS TO APPEAR MUCH LIKE AN ORDINARY

SKIRT)

B. SKORTS SHORTS WITH A FLAP IN FRONT MAKING THE FRONT APPEAR TO BE A SKIRT.

C. WALKING SHORTS ( A LOOSE FITTING TROUSER). THE LENGTH OF THE SHORTS MUST BE AT LEAST 1/2 THE DISTANCE FROM THE TOP

OF THE INSEAM TO THE TOP OF THE KNEE (NO CUTOFFS). NO HATS, OR HEADDRESS OF ANYKIND will be allowed.

D. NO SWEATPANTS.

E. NOTHING MADE OUT OF SPANDEX MATERIAL IS PERMITTED. QUESTIONABLE APPAREL SHALL BE REFERRED TO THE PRESI-

DENT OF TCBA BEFORE IT IS WORN. THE PRESIDENT SHALL HAVE DISCRETION TO APPROVE OR REJECT QUESTIONABLE APPAREL.

F. ANY APPARATUS THAT PREVENTS THE BOWLERS ABILITY TO HEAR NORMAL CONVERSATIONS AND ANNOUNCEMENTS WILL

NOT BE ALLOWED WHILE BOWLING IN THE TOURNAMENT.

Anyone in violation of the TCBA shirt rule will be fined $5.00. If in violation of the ABOVE DRESS CODE RULE, you will not be allowed to bowl. The money will

be added to league funds.


Regional Wildcard Tournament Rules

(Men)

1. All tournament players must be USBC certified man and a member of Traveling Classic Bowling Association. This tournament is certified by league USBC sanc-

tion.

2. Teams may only use bowlers from their final roster that have a 36 game certified average for this season.

(Women)

1. All tournament players must be USBC certified woman and a member of Traveling Classic Bowling Association. This is an US BC certified tournament.

2. All District Champions earn the right to compete in the annual National Play -offs at the end of the season. If a District Champion is unable to attend the

playoffs, the second place team will represent that district. No team may use any person other than one of the qualified bowlers on their team's roster at the end of

league play.

3 . All participants will figure their handicap based on one of the following certified averages, whichever is highest.



3. A 12 game tournament TCBA playoff tournament average.

It shall be each bowlers responsibility to determine that the submitted average is correct. Failure to use the proper average shall disqualify score if submitted

average is lower than actual average thereby resulting in more handicap. Prize winnings will be based on submitted average if higher.

4. All teams will bowl 4 qualifying games with left lane moving a determined number of pairs of lanes to the left and the right lane moving a determined number

of lanes to the right after each game . The tournament staff will determined the starting lane assignments for each team. All teams will receive 90% handicap

from team line up average and 1100. Any team with an average over 1100 will have 100% of that overage subtracted from their game/series totals. The top six-

teen (16) teams (total Pin-fall) the same percentage from each squad would then advance to Semi-finals on Saturday Night. The teams will bowl 3 more games,

with the left lane moving two pair to the left and the right lane moving two pair to the right after each game. Handicapping will be the same as the qualifying

squads. The top eight (8) advance to the match play finals. If there is a tie for the final place from any squad, there will be a one game roll off to break the tie. If a

tie still exist, a two frame roll off will be bowled, the appropriate handicap will apply. This procedure will also be used to break a tie for the final 8th position.

There will be no carry-over of pins to the semi or final rounds.

5. The eight (8) teams will bowl on a 8-game schedule with the schedule number of each team being their qualifying position number. All teams will receive 90%

handicap from team line up average and 1100. Any team with an average over 1100 will have 100% of that overage subtracted from their game/series totals. The

winner of the match will receive 50 bonus pins. The final game will be a position round to determine the final play -off standings.

6. All qualifiers will receive prize money, but the team must bowl in the tournament to be eligible. Prize money will be pa id by check 30 days after completion of

tournament.

7. TCBA rules Article XII-4, 9-5 apply.

8. USBC rule 319a3, applies (all averages will be checked before final competition).

9. All USBC General Playing Rules that could pertain to tournament will apply. USBC rules 319c, 319d, 319e, 327a, 324a, 322, 325, 320, 321, and 329 apply.

10. USBC rule 319E AVERAGE ADJUSTMENT FOR ENTRY IN TOURNAMENT applies

11. Lineage fees for district winners is $50.00 per team (1 Check) If an NSF check is received that team will forfeit all prize money.

12. Pacers will be permitted when deemed necessary by the tournament, however, pacers may not compete in the tournament.

13. If a tie for the championship occurs, a one game roll-off will determine the champion. An extra complete frame shall be bowled if the play-off game ends in a

tie.

14. Prizes based on a 1 to 1 ratio. NO ENTRY FEE. All prize fees will be returned 100%.

15. CONDUCT Excessive noise is not acceptable, or running up on the lane to congratulate a bowler for getting a strike . Should a team or teams be in violation

of this rule, the first notification will be a verbal warning to the team captain and/or acting team captain. The second not ice will be a $50.00 fine, payable in cash

the proprietor’s equipment, make obscene gestures, drop bowling ball purposely, etc. Any bowler seen by a tournament official violating this rule is subject to

immediate disqualification. No loud or excessive noise, while bowlers are preparing to deliver the ball.

19. Tournament starts June 08, 2019 ends June 09, 2019.

20. Entries close June 08, 2019.

21. BOWLER'S TOURNAMENT DRESS -- TOURNAMENT BOWLERS ARE REQUIRED TO WEAR A SHIRT WITH THE TCBA PATCH EMBOIDERED

OR SEWN ON AND DISTRICT CHAMPIONSHIP PATCH (LEFT SLEEVE) SEWN ON, AND THEIR SPONSORS NAME CITY AND STATE ON THE

actual average thereby resulting in more handicap. If the submitted average is higher than actual average prize winnings will be based on submitted average.

4. All teams will bowl (4) qualifying games with left lane moving a determined number of pairs to the left and the right la ne moving a determined number of

pairs to the right after each game. The tournament staff will determined the starting lane assignments for each team. All teams will receive 90% handicap from

from their game /series totals. The top sixteen (16) teams (total Pin-fall), (same percentage from each squad, if necessary) would then advance to Semi-finals on

Saturday night. The teams will bowl (3) games, with the left lane moving 2 pair to the left and the right lane moving 2 pair to the right after each game. Handicap-

ping will be the same as the qualifying squads. The top eight (8) teams advance to the match play finals on Sunday. If there is a tie for the final place from any

squad, there will be a one game roll off to break the tie. If a tie still exist, a two frame roll off will be bowled, the appropriate handicap will apply. This procedure

will also be used to break a tie for the final 8th position. There will be no carry -over of pins to the semi or final rounds.

HEAD DRESS OF ANY KIND will be allowed. Any apparatus that prevents the bowlers ability to hear normal conversations and announcements will not be

allowed while bowling in the tournament. All participants are required to wear their TCBA shirts with TCBA embroidered or sewn on and District Champion

patches (left sleeve) sewn on. Anyone in violation of the TCBA shirt rule will be fined $5.00. The money will be used to reimburse tournament expense.

23. Disrespect of Tournament Officials will not be tolerated. Any acts of disrespect (cursing, back -talk, gestures, threats), etc. will lead to disqualification from the

tournament and loss of winnings.
