EXECUTIVE SUMMARY  TASK OUTLINE   UrbanARCH  Associates,  in  conjunction  with  Alliiance,  retained  Connico  Incorporated  as  cost 

consultants to provide an opinion of probable cost for the Concourse B Modernization project at the Memphis  International  Airport  in  Memphis,  Tennessee.  The  estimate  was  based  on  plans, specifications and other information, as noted in Exhibit A of this report.  

  In providing opinions of probable construction cost (cost estimates), the Client understands that the 

Consultant has no control over the cost or availability of labor, equipment or materials, or over market conditions or  the Contractor's method of pricing,  and  that  the Consultant's opinions of probable construction costs are made on the basis of the Consultant's professional judgment and experience. The Consultant makes no warranty, express or  implied, that the bids or the negotiated cost of the Work will not vary from the Consultant's opinion of probable construction cost. 

  The Opinion of Probable Cost has been prepared based on information prepared/provided by others. 

Connico  has  not  verified  the  accuracy  and/or  completeness  of  this  information  and  shall  not  be responsible for any errors or omissions that may be incorporated as a result of erroneous information provided by others. 

 PROJECT DESCRIPTION  The project comprises the following project scope: 

  Concourse B Modernization project which involves the demolition of part of the existing Concourse 

level of Concourse B, the expansion of the existing Concourse deck, new closure, roof and  interior build‐out. Additionally, work is being carried out at Apron level to provide new MEP rooms and stairs to  Concourse  level.  Limited  reconfiguration  at  Apron  level  and  renovation  at  the  Rotunda  at Concourse level is also included.

ESTIMATE NOTES  GENERAL   Connico did not perform a limited site observation in preparing this estimate.  MARKUPS    The following “direct” markups on the cost of work are included in the estimate, based on traditional 

design, bid, build:

    A twelve percent (12%) estimating design evolution has been included in the estimate for 

unforeseen work and final detailing that may be necessary to accomplish the project scope of work. The design evolution is not intended to be used for additions to the general scope of work.  

A general requirements, phasing and temporary construction allocation has been included to account for  the  phasing  and  temporary work  that will  be  required  during  construction  operations.  This estimate assumes a single‐phase construction sequence. 

  An allowance for insurance is included in the estimate. There are many variables that will impact the 

cost of  insurance  including, but not  limited  to,  the contractor’s performance history, project  size, complexity, location and phasing. The estimate assumes that an Owner Controlled Insurance Policy will be utilized.  

An  allowance  for  payment  and  performance  bonds  is  included  in  the  estimate.  There  are many variables that will impact the cost of payment and performance bonds including, but not limited to, the contractor’s performance history, project size, complexity, location and phasing.  

A project logistics & labor factor allowance has been included to account for the loss of productivity resulting from remote staging of labor from the staging / parking area to the project site through the secure AOA. This item is included as an allowance “below the line” as it is subject to the vagaries of  "market and bidding conditions" at the time the project is bid

The estimate is costed on the understanding that there will be free and open competition at all levels of contracting, that there will not be a restricted bidders list either for general or trade contractors, that there will be at minimum three general contract bidders and at minimum three sub bids will be available  for each  trade  involved.   The Owner can  facilitate  these conditions by ensuring  that  the project  is  publicly  advertised  for  bids  in  general  circulation  as well  as  trade  publications where advertisements for bid are regularly posted, that prequalification requirements, if prequalification of either general or sub bidders  is contemplated, are not unduly restrictive, and by maintaining good industry relations.  

  The estimate does not include a construction contingency to be utilized for changes and or additions 

to the scope of work during construction.  

The Opinion of Probable Cost is based on 2nd quarter 2016 dollars with an adjustment for escalation to anticipated mid‐point of  construction  (3rd quarter 2018). The estimate  is based on  the project bidding at the end of the 1st quarter 2017. 

  The Opinion of Probable cost is based on a 28 month contract period.   The  estimate  excludes  professional  fees  and  testing  and  inspection  fees.  Also  excluded  are 

design/build fees, construction management fees, building permit and fees.    The Opinion of Probable Cost does not  include any allowance  for  fees normally attributed  to  the 

Owner such as Real Estate fees, Impact fees, Tap fees, etc.    Temporary site storage and parking for contractor is understood to be remote from the site and will 

necessitate bussing construction personnel to the jobsite.   Allowances included within the Opinion of Probable Cost are amounts the Owner should expect to 

spend.    The following items are not included in the estimate: 

 o Tenant Relocations o Lease Buy‐Outs 

 SUBSTRUCTURE   Shallow foundation systems have been included as indicated.   The estimate does not include undercut and removal of any unsuitable soil material. 

 SHELL   A structural steel framing system has been included.   

  Metal floor deck and concrete slab is included at the elevated floor structure.

Metal panel and glass  curtain wall window  systems are  included  for  the exterior wall  systems as indicated. 

  Exterior doors, frames, and hardware are included.   A TPO roof system has been included.  

 INTERIORS  NEW CONSTRUCTION   The estimate includes an allowance for rough carpentry and blocking.   The estimate includes an allowance for caulking, sealants and firestopping.   The estimate includes an allowance for miscellaneous metals.   The estimate includes an allowance for miscellaneous specialties. 

  Stair construction is included as indicated.  RENOVATION  Renovation in Rotunda at Concourse Level:   An allowance has been included to carry out partial renovation of the Rotunda.  

  The full renovation of the Rotunda restrooms is included.  

 SERVICES  CONVEYING   Renovation of existing elevators and escalators is excluded.   The estimate includes an allowance for moving walkways.  MECHANICAL   Mechanical systems are included as indicated.  FIRE PROTECTION   Fire protection is included as indicated.

  Passenger boarding bridges are excluded.   Gate podiums and backscreens are  included  in  the project summary, assuming direct purchase by 

MEM.  

An allowance for recharge stations is included in the project summary, assuming direct purchase by MEM. 

  Holdroom seating is included in the project summary, assuming direct purchase by MEM. 

  Soft furnishings are included in the project summary, assuming direct purchase by MEM.   An allowance for miscellaneous casework is included.   Artwork is not included.   Concessions and retail areas are assumed to be shell only. Equipment is assumed to be provided by 

the tenant.   SPECIAL CONSTRUCTION AND DEMOLITION   A single‐phase construction sequence has been assumed.    Hazardous material remediation is not included. 

 BUILDING SITEWORK   Scope and quantities for mechanical utilities and site paving are included per information supplied 

by Kimley‐Horn.  

An allowance has been included for electrical utilities and site lighting.
