SUBJECT: South False Creek Seawall Improvements - Fall Construction

In May 2016, City Council approved a series of improvements to the South False Creek Seawallbetween Burrard Bridge and Gamble Bridge (see Attachment 1 for project map). The firstphase of upgrades near Granville Island was completed in the spring and the seawall wasreopened in May for summer use.

This memorandum outlines seawall construction activity scheduled for the next six months.

Labour Day to Thanksgiving 2017 - Charleson Park and Creekside DriveConstruction will begin in early September in Charleson Park and along Creekside Drive near1 Avenue.

Upgrades in Charleson Park include:

• Building a new three meter asphalt bike path with lighting along the north end of thepark so this narrow section of existing seawall can be dedicated for pedestrian use;

• Relocating or replacing benches; and

• Planting 11 new trees.

Work on Creekside Drive involves:

• Removing existing street lights and 15 cherry trees along the east side of the streetto make way for installation of a new water main;

• Building a new raised asphalt bike path and boulevard between the sidewalk and thestreet;

. • Planting 17 new cherry trees to replace those removed for water work; and

• Upgrading street lighting for pedestrian, cycling and vehicular traffic.

Seawall Upgrades - October 2017 to Spring 2018

When the above sections are complete, crews will move on to upgrades between Alder BayWalk and the western edge of Stamps Landing (see attached map). Significant changes willinclude:

• Replacing flagstone paving with accessible paver surfaces in pedestrian areas andasphalt paving on bike paths;

• Replacing pathway lighting near the end of its service life with dark sky-compliantfixtures;

• Planting 17 new cherry trees to replace those removed last spring for water mainwork;

• Replacing benches and street furniture;

• Installing underground servicing for a future public toilet at the western edge ofCharleson Park.

Construction Impacts and Public Notification

The seawall will remain fully open for public use until Thanksgiving as September ishistorically a high usage month. As of October 10th, sections of the seawall will be closed andfenced for construction with walking and cycling detours in effect.

Construction activities will generally take place Monday to Friday 7:00am to 5:00pm. In orderto complete work on schedule, crews will work Saturdays and/or extend the constructionactivities to an 8:00pm finish time. During construction, residents may experience noiseand/or dust, and will be sharing access roads with construction vehicles.

Notification letters will be sent shortly to residences and businesses in or adjacent to theconstruction areas. Corporate Communications will issue an information bulletin a few daysbefore construction starts and use the City's social media to share information broadly aboutthe construction start.
