2. COMMITTEE CONSTITUTIONS

UWA Publishing Board – Charles and Joy Staples South-West Region Publications Fund – Ref: F20095

The UWA Publishing Board has recommend changes to the regulations of a sub-committee the Charles and Joy Staples South-West Region Publications Fund. Many of the changes were first mooted in the mid-1990s but were not acted upon. These changes, along with a number of minor adjustments, have now been incorporated into the sub-committee’s constitution.

The Chair recommends that the Legislative Committee recommend to Senate that the regulations of the Charles and Joy Staples South-West Region Publications Fund be amended to read as set out in the attachment, effective immediately.

3. RULES

3.1 Information Services - Library Rules – Ref: F7524 Information Services has recommended changes to the Library Rules in relation to the fines and penalties system for overdue items. The purpose of these changes is threefold - to better focus penalties on high demand items and therefore encourage equity of access; to remove the manual workarounds required by the current system and to create more transparency in the system. Amendments to the Library Rules are approved by the Senior Deputy Vice-Chancellor and a memo from Information Services is attached for members’ advice. The Chair recommends that the amended Library Rules as attached be forwarded to the Senior Deputy Vice-Chancellor for approval. Attachment B Library Rules Memo from Information Services 3.2 Faculty of Architecture, Landscape and Visual Arts Faculty of Architecture, Landscape and Visual Arts Rules – Ref: F5494 Faculties are required to submit a full set of their rules each year which includes all proposed changes for the following year. All changes that are routine in nature are to be considered by the Legislative Committee under delegated authority. Charles and Joy Staples South-West Region Publications Fund [F20095] Note: These regulations are subject to Senate approval.

Charles and Joy Staples having donated $100,000 to the University for the purpose of making the results of research on the south-west region of Western Australia (i.e. the South-West Statistical Division) widely available so as to assist the people of the south-west, and those in government and private organisations concerned with projects in the south-west, to appreciate the needs and possibilities of the region in the widest possible historical perspective, a fund is established for this purpose. The fund is governed in accordance with the following regulations.

1.(1) The income from the capital sum after capitalisation, in accordance with Senate policy, is available (either by full or part subvention) for publication by The University of Western Australia PressUWA Publishing, of books of merit in any discipline and form relevant to the south-west region, which may include work for doctoral, master's or honours dissertations and also for papers, collections of scholarly and other articles, bibliographical works and reports, etc.

(2) Unexpended income in any year is added to the capital sum, save that money recovered from book sales remains available in the Income and Expenditure Account.remains in the operational account for future use but the Committee may decide to add unexpended income to the capital sum. Income from book sales remains with UWA Publishing to contribute towards normal business operations.

2.(1) A South-West Region Publications Fund Committee is established as a standing committee of The University of Western Australia Press the UWA Publishing Advisory Board and consists of:

(a) two members of the Press UWA Publishing Advisory Board plus including the Deputy Chair of the Press UWA Publishing Advisory Board or nominee as chair;

(b) up to three four persons co-opted by the committee with regard to the major areas embraced by the fund's publications; and

(c) a nominee of the Vice-Chancellor and Mr Charles Staples Jr (ex-officio).

(d) The term of office of nominated members is three years, and terms may be renewed.

(2) The committee is responsible to the Chair of the Press UWA Publishing Advisory Board and reports through him/her to the Senate on the operation of the fund.

(3) The committee meets at least once twice a yearper semester to review the financial position of the fund, to consider submissions for subvention and to advise the Press UWA Publishing Advisory Board on matters relevant to the operation of the fund.

(4) The committee from time to time considers how future contributions to the fund might be attracted from interested parties in Western Australia, and especially from the south-west region.

3. The committee must ensure that each publication supported by the fund—

(a) has a distinctive logo;

(b) contains details of other fund publications;

(c) acknowledges the support of the fund; and

(d) is distributed at the time of the publication and at the fund's expense and the committee's discretion to selected institutions in the southwest region.

4. The University of Western Australia PressUWA Publishing is responsible for the distribution and marketing of the remainder of each publication.

1.1 The authorised users of the Information Services subject libraries are:

1.1.1 members of the University Senate

1.1.2 members of the University staff

1.1.3 students enrolled at the University for the current session

1.1.4 staff and students of institutions with which the subject libraries have Information Services has reciprocal arrangements

1.1.5 other persons or bodies approved by the University Librarian and Director (Information Management), who are required to pay an annual fee unless the fee is waived.

2. Information Services conditions of use

2.1 Authorised users described in 1.1.1 to 1.1.3 and in 1.1.5 must obtain a valid Campus Card: those described in 1.1.4 use a valid card from their home library.

2.2 Authorised users are required to produce a valid Campus Card or a library card when requested by Information Services subject library staff.

2.3 An authorised users must report the loss of their Campus Card to Information Services a subject library as soon as possible.

2.4 Authorised users must ensure that Information Services has the subject libraries have their correct name and contact details.

2.5 Use of the Campus Card or library card is not transferable to another person.

2.6 Authorised users are subject in all respects to the Rules of the Library Rules for Subject Libraries.

2.7 The University Librarian and Director (Information Management) determines the conditions of use and the charges for any equipment, facilities or service provided by Information Servicesthe subject libraries.

3. Borrowing

3.1 Borrowing is restricted to authorised users of Information Services the subject libraries and is subject to conditions determined from time to time by the University Librarian and Director (Information Services) and set out on the Information Services website.

3.2 Some items and classes of items are not available for loan.

3.3 All loan transactions are recorded in the Information Services subject libraries’ system.

3.4 Authorised users are responsible for the care and return of items that they have borrowed.

3.5 Authorised users are responsible for returning items within the loan period, or earlier if recalled by Information Services.

5. Conduct

5.1 With the exception of bottled water, food and drink are prohibited in Information Services the subject library buildings.

5.2 Reserving any area or facilities in the subject librariesInformation Services must be authorised by Information Services subject library staff and unattended items may be removed by those staff.

5.3 Information Services Subject library users may be required to present bags for inspection when leaving the building.

5.4 Information ServicesSubject library users must not offend, inconvenience or disturb others.

5.5 Information ServicesSubject library users must not damage or allow to be damaged or endanger Information Servicessubject library materials or equipment.

5.6 Information Services The subject libraries accepts no responsibility for personal belongings left unattended.

5.7 Information ServicesSubject library users are not permitted to remain in the building when it is closed.

6. Penalties 1

6.1 The University Librarian and Director (Information Management) may impose a fine and/or suspend borrowing privileges of authorised users described in 1.1.3 to 1.1.5 for breaches of the Rules for Subject LibrariesInformation Services rules.

6.2 The University Librarian and Director (Information Management) may suspend a staff member's borrowing privileges for breaches of the Rules for Subject LibrariesInformation Services rules.

6.3 Within each calendar year authorised Authorised users who fail to return an item by the due date are allocated penalty points as follows:

6.3.1 standard loan item: one point per item per day

6.3.2 Reserve Collection: 25 points per hour

6.3.4 overdue recalled items: 25 points per day.

6.4 Authorised users described in 1.1.3 to 1.1.5 who accumulate 200 penalty points in one calendar year are suspended from borrowing until they have paid a fine.

6.45 The University of Western Australia staff who accumulate 200 penalty points have their borrowing privileges suspended and may be asked to demonstrate to the University Librarian and Director (Information Management) why borrowing privileges should be restored.

6.56 An authorised users who haves an overdue item areis suspended from borrowing. until the item is returned.

6.67 Authorised users are invoiced for items which are 31 days overdue.

6.78 Authorised users who lose items are invoiced for replacements.

6.89 Authorised users who damage an item or permit an item to be damaged are invoiced for the costs of repair or replacement.

6.910 The fines and charges payable for infringements and misdemeanours are determined from time to time by the University Librarian and Director (Information Management) and set out on the Information Services website.

7. Appeals 1

7.1 Any appeal by a staff member against the exercise of the University Librarian and Director (Information Management)'s powers under these rules must be made to the Vice-Chancellor.

Our ref: Your ref:    MEMORANDUM  25 June 2012  W/Prof Bill Louden  VICE‐CHANCELLERY    CHANGES TO LIBRARY RULES   Information Services is planning to make changes to the fines and penalties system for overdue items requiring some amendments to the Library Rules. The purpose of these changes is threefold: to better focus penalties on high demand items and therefore encourage equity of access; to remove the manual workarounds required by the current system and to create more transparency in the system. The first round changes were made in 2011 and involved no longer charging overdue fines for standard loan items and focusing penalties instead on reserve, 3 day loan and recalled items. The next part of the process is to move from our current system which is a hybrid of points and fines which is not properly supported by our Library Management System (Millennium) to a system that is based on fines only. This will allow us to properly use the functionality of Millennium and remove the need for the manual work required to maintain our current system. In addition, by using Millennium to perform all of this process, more information about each charge is collected making the system transparent for staff and borrowers. It is intended carry across to the new system the current $25 threshold below which borrowing is not affected and fines are not payable In order to make these changes, Information Services seeks to amend the current Library Rules to remove the references to a points system. To accommodate future revisions of fines and charges as needed, it is also proposed that the overdue penalties and the mechanism by which they are applied are specified in the Information Services website rather than the Library Rules. Some name and title changes are also required as a result of the joining of the Library and Information Technology Services to form Information Services. It is proposed to change the title of the rules from ‘The Library Rules’ to ‘Rules for Subject Libraries’ and update the title of ‘University Librarian’ to “University Librarian and Director (Information Management)’.     JILL BENN Associate Director, Research and Learning Support Information Services

Faculty of Architecture, Landscape and Visual Arts Rules for undergraduate courses

2.1 Rescinded

2.2 Bachelor’s degrees

2.2.1 General provisions for bachelor’s degrees

Prerequisites

2.2.1.1(1) Prerequisites for units are set out under ‘Unit details’.

(2) Unless the Faculty approves otherwise, students are not permitted to enrol in units unless they have completed the necessary prerequisite unit(s) within the previous seven years.

Academic Conduct Essentials module

2.2.1.1A(1) Except as stated in (2), a student who enrols in a course of the University for the first time, irrespective of whether they have previously been enrolled in another course of the University, must undertake a module called Academic Conduct Essentials (the ACE module) in the teaching period in which they are first enrolled.

(2) A student who has previously achieved a result of Ungraded Pass (UP) for the ACE module is not required to repeat the module.

Satisfactory progress

2.2.1.2(1) Subject to (2) and (3) to make satisfactory progress in a calendar year a student must pass units to a value of at least half the total value of units in which they remain enrolled after the final date for withdrawal without academic penalty.

(2) Students who remain enrolled in a Design unit after the final date for withdrawal without academic penalty in two or more teaching periods in a calendar year must pass at least one of those Design units.

(3) Students who fail the same Design unit twice will not have made satisfactory progress.

Progress status

2.2.1.3 Unless the Board of Examiners determines otherwise in light of exceptional circumstances—

(a) when a student fails to make satisfactory progress for the first time, a progress status of ‘Suspended’ is assigned;

(b) when a student fails to make satisfactory progress for the second time, a progress status of ‘Excluded’ is assigned.

Restriction on enrolment

2.2.1.4 A student must not enrol in more than one Design unit or more than one Art: Studio Investigations unit or more than one Art: Advanced Studio unit in each semester.

2.2.2 Bachelor of Environmental Design pass degree (25120)

Applicability of the Student Rules, policies and procedures

2.2.2.1(1) The Student Rules in the Student Procedures, Rules and Policies section apply to students in this course.

(2) The policies and procedures in the Student Procedures, Rules and Policies section apply except as otherwise indicated in the rules for this course.

Course structure

2.2.2.2 The course consists of units to a total value of 144 points comprising—

(a) all units in Table 2.2.2a (Bachelor of Environmental Design pass degree core units)—90 points

and

(b) two units from Group A and two units from Group B in Table 2.2.2b (Bachelor of Environmental Design pass degree options)—48 points

and

(c) one unit from Group C in Table 2.2.2b (Bachelor of Environmental Design pass degree options)—6 points.

Prerequisites

2.2.2.3(1) A student—

(a) must complete all the core units of a level before being permitted to enrol in any Design units of a higher level; and

(b) must not take any Level 3 unit without having successfully completed all Level 1 requirements.

2.2.4.4(1) Except as set out in (2), a student must complete all Level 4 requirements before being permitted to enrol in any Level 5 Architectural Design units.

Professional work experience

2.2.4.5(1) Before qualifying for the degree, a student must have completed not less than 16 weeks of full-time, or the equivalent part-time, professional work experience considered appropriate by the Faculty.

(2) Of the period of professional work experience required, students must complete at least four weeks full-time, or the part-time equivalent, prior to commencing the final 48 points of study in the Bachelor of Architecture course.

(3) Of the period of professional work experience required, students must complete at least 12 weeks full-time, or the part-time equivalent, under the supervision of a registered architect.

(4) Students may undertake a maximum of four weeks of the professional work experience in an allied field which is considered appropriate by the Faculty.

(5) If students undertake professional work experience overseas, they must provide evidence that the person who supervised their work experience is a registered architect in the country in which the work experience was undertaken.

(6) Any professional work experience gained must be for a minimum period of four consecutive weeks with one employer.

(7) Students must make their own arrangements for professional work experience with advice from the Associate Dean.

(8) Students must provide evidence of their professional work experience in accordance with the guidelines available from the Faculty.

(9) The Faculty may waive or vary the requirement for professional work experience if it is satisfied that the requirements of (1) to (8) cannot be met.

(2) Students who remain enrolled in URBD5804 Urban Design Workshop or URBD5802 Urban Design Studio after the final date for withdrawal without academic penalty in two or more teaching periods in a calendar year must pass at least one of those units.

Prerequisites

4.(1) Except as set out in (2), a student must complete all Level 4 requirements before being permitted to enrol in any Level 5 Architectural Design units.

(2) In exceptional circumstances, the Faculty may waive the requirements of (1).

(3) Except as set out in (6), to enrol in ARCT5502 Independent Design Research a student must—

(a) have achieved a mark of at least 70 per cent in two of the following:

(b) have completed the other core units of the Master of Architecture (by coursework) course at a sufficiently high level as determined by the Faculty;

(c) not have failed any unit undertaken for the Master of Architecture (by coursework) course.

(4) Except as set out in (6), to enrol in ARCT4721 Architecture Dissertation Part 1 a student must—

(a) have achieved a mark of at least 70 per cent in ARCT4470 Architectural Research Seminar;

and

(b) have completed other core units of the Master of Architecture (by coursework) course at a sufficiently high level as determined by the Faculty;

and

(c) not have failed any unit undertaken for the course for the Master of Architecture (by coursework).

(5) Students must complete ARCT4721 Architecture Dissertation Part 1 before being allowed to enrol in ARCT4722 Architecture Dissertation Part 2.

(6) In exceptional circumstances the Faculty may waive the requirements of (3) and (4).

Professional work experience

5.(1) Before qualifying for the degree, a student must have completed not less than 16 weeks of full-time, or the equivalent part-time, professional work experience considered appropriate by the Faculty.

(2) Of the period of professional work experience required, students must complete at least four weeks full-time, or the part-time equivalent, prior to commencing the final 48 points of study for the course of Master of Architecture (by coursework).

(3) Of the period of professional work experience required, students must complete at least 12 weeks full-time, or the part-time equivalent, under the supervision of a registered architect.

(4) Students may undertake a maximum of four weeks of the professional work experience in an allied field which is considered appropriate by the Faculty.

(5) If students undertake professional work experience overseas they must provide evidence that the person who supervised their work experience is a registered architect in the country in which the work experience was undertaken.

(6) Any professional work experience gained must be for a minimum period of four consecutive weeks with one employer.

(7) Students must make their own arrangements for professional work experience with advice from the Faculty.

(8) Students must provide evidence of their professional work experience in accordance with the guidelines available from the Faculty.

(9) The Faculty may waive or vary the requirement for professional work experience if it is satisfied that the requirements of (1) to (8) cannot be met.

Satisfactory progress

6.(1) Subject to (2) and ( 3), to make satisfactory progress in a calendar year a student must pass units to a value of at least half the total value of units in which they remain enrolled after the final date for withdrawal without academic penalty.

(2) Students who remain enrolled in a Design unit after the final date for withdrawal without academic penalty in two or more teaching periods in a calendar year must pass at least one of those Design units.

(3) Students who fail a Design unit must pass that unit at the next attempt.

Progress status

7. Unless the Board of Examiners determines otherwise in light of exceptional circumstances—

(a) when a student fails to make satisfactory progress for the first time, a progress status of ‘Suspended’ is assigned; or

(b) when a student fails to make satisfactory progress for the second time, a progress status of ‘Excluded’ is assigned.

Time limit

8.(1) Unless the Faculty approves an extension, the time limit is four years from the beginning of the semester in which the first unit is credited towards the course.

(2) Where a student is permitted to credit a unit or units from a completed degree course, the credit dates from the year of first enrolment in the course for the degree of Master of Architecture (by coursework).

(3) Where a student is permitted to credit a unit or units from an incomplete degree course, the credit dates from the year in which the unit or units concerned were passed.

Award of degree with distinction

9. To be awarded the degree with distinction a student must achieve a course weighted average mark (WAM) of at least 80 per cent in—

(a) all units attempted as part of the course that are awarded a final percentage mark; and

(b) all relevant units undertaken in articulating courses of this university that are awarded a final percentage mark.

Supplementary assessment

10. Academic Council has granted permission for an opportunity for supplementary assessment to be granted to a student who obtains a mark of 45 to 49 inclusive in a unit in which they are currently enrolled and which is the only remaining unit that the student must pass in order to complete their course.

(iii) both units from Group C in Table b [Master of Urban Design (by coursework) options]—18 points

(c) two units from Group D in Table b [Master of Urban Design (by coursework) options] selected to complement but not repeat previous relevant coursework, as advised by the Faculty, on the recommendation of the UDP Academic Committee—12 points.

Credit

4.(1) The Faculty, on the recommendation of the UDP Academic Committee, may grant credit towards the course up to a value of 24 points for units completed in a relevant postgraduate degree course from this University or another recognised institution other than a course described in (4) and (5).

(2) Credit described in (1) is normally granted only for units completed within the previous five years but the Faculty, on the recommendation of the UDP Academic Committee, may in special circumstances approve an extension to the five-year limitation.

(3) Credit for URBD5804 Urban Design Workshop is only granted on submission of a satisfactory portfolio of relevant design work or related graphics produced within the previous five years.

(4) Subject to (6), the Faculty may grant credit up to a value of 24 points to a student who has completed the Graduate Certificate in Urban Design.

(5) Subject to (6), the Faculty may grant credit up to a value of 42 points to a student who has completed the Graduate Diploma in Urban Design.

(6) If a student has completed both the Graduate Certificate in Urban Design and the Graduate Diploma in Urban Design the total value of credit for units completed in those courses will not exceed 42 points.

Approval of course

5. Students must submit to the Faculty for approval—

(a) their proposed course of studies;

and

(b) any proposed changes to the approved course of studies.

Satisfactory progress

6.(1) Subject to (2) and (3), to make satisfactory progress in a calendar year a student must pass units to a value of at least half the total value of units in which they remain enrolled after the final date for withdrawal without academic penalty.

(2) Students who fail a Design unit must pass that unit at the next attempt.

Progress status

7.(1) Unless the Faculty, on the recommendation of the UDP Academic Committee, determines otherwise in light of exceptional circumstances—

(a) when a student fails to make satisfactory progress for the first time, a progress status of ‘Suspended’ is assigned;

(b) when a student fails to make satisfactory progress for the second time, a progress status of ‘Excluded’ is assigned.

(2) Students applying to re-enrol in the course after being assigned a progress status of ‘Excluded’ must submit sufficient reason, in writing, demonstrating why an improvement in performance could reasonably be expected.

(3) Students who have been assigned a progress status of ‘Excluded’ and are subsequently permitted by the Faculty to re-enrol are assigned a progress status of ‘On Probation’ and must meet any conditions determined by the Faculty.

(4) Students who have had conditions attached to their enrolment in terms of University Policy and who meet those conditions are assigned a progress status of ‘Good Standing’ by the Faculty, on the recommendation of the UDP Academic Committee.

(5) Students who have had conditions attached to their enrolment in terms of University Policy and who fail to meet those conditions are assigned a progress status of ‘Excluded’ by the Faculty, on the recommendation of the UDP Academic Committee.

Repeat withdrawal from a unit

8. A student who withdraws twice from a unit may only re-enrol in that unit with the permission of the Faculty, on the recommendation of the UDP Academic Committee.

Award of Graduate Certificate or Graduate Diploma in Urban Design

9. A student who withdraws from the course before completing the course requirements but after completing required units to the value of 24 points for the Graduate Certificate in Urban Design or 48 points for the Graduate Diploma in Urban Design may apply to the Faculty to be awarded the relevant qualification.

Time limit

10.(1) The time limit is eight years from the beginning of the semester in which the first unit is credited towards the course.

Award of degree with distinction

11. To be awarded the degree with distinction a student must achieve a course weighted average mark (WAM) of at least 80 per cent in—

(a) all units attempted as part of the course that are awarded a final percentage mark; and

(b) all relevant units undertaken in articulating courses of this university that are awarded a final percentage mark.

11.1.48.2 The combined course for the degrees of Bachelor of Commerce and Bachelor of Fine Arts consists of units to a total value of 216 points comprising a Bachelor of Commerce component to the value of 108 points and a Bachelor of Fine Arts component to the value of 108 points.

Bachelor of Commerce component

11.1.48.3(1) The Bachelor of Commerce component consists of units to a total value of 108 points comprising—

(a) all units in Table 4.2.4a (Bachelor of Commerce Level 1 core units) in the UWA Business School Rules—12 points

and

(b) STAT1520 Economic and Business Statistics—6 points

(c) Level 1 units to the value of 12 or 18 points1 chosen—
