Problems and challenges

• Lack of institutionalization and professionalisation

• No sustainability

• No national strategy due to federal rights

• Occupation of trainers: difficult conditions

• (No) recognition of IALS findings (1994): 14,4 % of adults (7,7 Mill.) on the lowest level of reading competences

• PISA (2002) – “cultural shock”

• 80.000 school leavers without exam per year
