Washington’s K-12 enrollment and its impact on construction costs …

Executive Directors Corner

Dave MahalkoExecutive Director

According to the National Center for Education Statistics, Washington ranks 2nd in the country in projected student enrollment growth behind North Dakota. Washington’s K12 enrollment is projected to grow 16.9% between 2015 to 2027.

In 2010, school construction in Washington had slowed considerably due to the economic recession and a limited amount of funding for capital improvements. However, in the eight-year period following the end of the recession, the economy stabilized and school enrollment picked up with new job growth across the state. As enrollment grew, school districts sought voter approved financing to build new schools and modernize existing facilities. Construction bonds that passed had increased substantially as shown below:

Year K12 Construction Bonds Passed 2011 $ 91 Million 2012 $613 Million 2013 $1.2 Billion 2014 $1.6 Billion 2015 $1.6 Billion 2016 $3.6 Billion 2017 $1.9 Billion 2018 $2.6 Billion

While this was good news for contractors and suppliers, it became difficult for district administrators to keep up with escalating prices. In many cases, new projects were being bid significantly over what was approved by the voters, forcing those districts to either cut back on their project scope or to seek additional financing. In some districts, new schools under construction were already at capacity by the time they were complete. Over the next eight years, we expect to see continued robust construction activity across the state and a greater number of school financing elections.

For more than 80 years, KCDA has been a leader in providing centralized procurement services to our member school districts. KCDA helps districts focus their resources in the classrooms by creating volume purchasing and fulfilling bid law requirements. KCDA operates as an extension of your purchasing department, governed by the basic laws and regulations that apply to all school districts in Washington. Every dollar spent using our contracts increases our purchasing power and helps us get lower pricing to our member districts. FROM OUR MARKETING DEPARTMENT

Dane Hewitt

Director of Marketing

Bonds vs. Levies…what’s the difference? You may have read about Bonds and Levies and their impact on financing school district purchasing and projects. If you have wondered what the difference is between a Bond and a Levy, this short explanation may help…Bonds: A bond is an instrument designed to raise money for capital expenses, usually projects such as new school buildings. State matching funds often help supplement local bond dollars to build, remodel, and renovate K-12 schools. As an example, if a district needs to build new school buildings, voters are first asked to approve a construction bond. In Washington 60%

of voters ballots that approve are required to pass a new bond. Once passed, that bond may be supplemented by state matching dollars to help the district fund the facilities needed.

Levies: A levy is a request by a school district to raise or continue property taxes for a given number of years for operational costs or capital improvements such as computers or other equipment purchases. Local levies bridge the gap between state funding and what it actually costs to operate our schools.

This February 2019 was a big month for Bonds and Levies! Washington State voters approved $1,027,720,000 in new bond money from school districts including Bethel, Peninsula, Kennewick, Ferndale, West Valley – Yakima, Nooksack Valley, Ephrata, Royal and the Sunnyside School District. Congratulation to these school districts! These newly approved funds will go a long way toward improving Washington’s public schools for students and teachers alike!

Pacific Mobile Structures began operations in 1983 in a modest mobile office trailer on a one-acre property in Chehalis, WA. Since their humble beginnings, Pacific Mobile has opened eight branch locations and has grown to be the largest family-owned provider of commercial mobile and modular buildings in the Western States. Pacific Mobile’s product lines include mobile office trailers, steel storage containers, and modular classroom buildings, which are the products most familiar to KCDA members!

Pacific Mobile was awarded their first KCDA contract in 1990 and since that time has grown to become one of KCDA’s “Top Five” vendor-partners! Pacific’s commitment to offering innovative product improvements, such as their SAGE Classroom, has raised the standard for healthy, high-performing learning spaces in the education marketplace.

KCDA is proud to offer top quality vendor-partners such as Pacific Mobile Structures to the school districts and other public agencies that we serve throughout the Pacific Northwest and Alaska!
