While inves- tor-owned utilities return a por- tion of any profits back to their shareholders, electric coopera- tives operate on an at-cost basis. So instead of returning leftover funds, known as margins, to folks who might not live in the same region or even the same state as you do, High Plains Power allo- cates and periodically retires cap- ital credits (also called patronage dividends, or patronage capital) based on how much electricity you purchased during a year. In February High Plains Power mailed capital credit checks to those members from 1997- 1998, reflecting their contribu- tion of capital to, and ownership of, the cooperative during those years. That may seem like a long time ago. However, those funds helped us keep the lid on rates, reduced the amount of money we needed to borrow from outside lenders to build, maintain, and expand a reliable electric distri- bution, and covered emergency expenses. Over $1.8 million was re- funded in capital credits. The margins were allocated to all who were members during 1997-1998 and was based on their purchases from the cooperative—how much power the member used. Member purchases may also be called pa- tronage. When the checks are sent many of them are returned be- cause of an insufficient address. On the next pages is the list of names that the checks were re- turned to High Plains Power due to an insufficient address. If you no longer have electric service with High Plains Power it is im- portant that you inform us of your current address, so that fu- ture retirements can be properly mailed to you. What are Capital Credits? Capital credits are the margins made from positive operations of High Plains Power. These margins are then allocated to members in the year the margins were earned. Once allocated, these margins are retained as owners’ equity until refunded. Refunds occur when your cooperative retires a portion of the total allocated capital credits and issues checks to individual member/owners.
