• believes that work should pay and therefore opposes the introduction of schemes which force job seekers into unpaid work or face losing their benefits – schemes known as workfare

• is concerned that there is no evidence that workfare assists job seekers in finding work and in fact working a 30-hour week makes that more difficult; workfare is replacing paid work; and that workfare stigmatises benefits claimants and locks them further into poverty

• pledges not to use any workfare placements and will also encourage contractors not to use the schemes

The Transfer of Responsibility for the EDIT Service to the Yorkshire & Humber Grid for Learning Foundation’s Trading Company ICT4 Collaboration Unit on 1 April 2014 On 26 November 2013 Cabinet approved the transfer of the EDIT Service to Yorkshire & Humber Grid for Learning. As part of the proposed transfer arrangements, in accordance with the Transfer of Undertakings (Protection of Employment) Regulations 2006 (“TUPE”), twelve employees of the Council will transfer to the Yorkshire & Humber Grid for Learning on 1 April 2014. In relation to those staff transferring to the Yorkshire & Humber Grid for Learning Foundation’s Trading Company, ICT4 Collaboration Ltd, the Transfer Agreement includes provisions on all staffing matters to the satisfaction of all parties.

The Proposed Transfer of Responsibility for the Fitzwilliam Community Centre to Hemsworth Town Council. The decision was taken to approve the proposed transfer of responsibility for the Fitzwilliam Community Centre from Wakefield Council to Hemsworth Town Council from 1 March 2014. The Centre will be legally transferred by way of vesting from the Charity Commission into the trusteeship of the Town Council, who will take over the responsibility, including financial, for the management and running of the Centre from the transfer date.
