Foreword T he Congress led UPA government’s decision to raise diesel prices and limit the subsidized LPG refill supply to six in a year and to charge market price for seventh cylinder onwards has shocked the nation. It is highly unfortunate to note that even in the face of repeated protests and criticisms the UPA-II government callously remains oblivious of the hardship that the people are facing in the wake of unprecedented price rise. In its tenure so far UPA-II is now better known as Mehengai Badhao Sarkar catering to the whims and fancies of the hoarders and black marketers. Its ministers are fast earning the epithet Dam Badhao Mantri failing to control the rising prices yet shamefully accepting their inability to do so in public. While the first news in the media every day is the news of continuously spiraling prices, the ministers endlessly keep indulging themselves in teaching bizarre economic explanations to millions reeling under poverty and squalor. The Congress led UPA has shown no willingness to act on the issue of high food inflation and acute inflationary condition made worse by rising burden of taxation. While a number of scam, scandals and incidents of corruption are hitting the headlines of the newpapers daily the Congress led UPA is hamefully indulging in shielding the corrupts and scamsters. While the economy is on the downswing the UPA is taking the steps which will further bring hardship to the people. It an irony to see that while Congress led UPA justifies the current method of determining the poverty line, it has no qualm in taking the steps which leads to high inflation. In fact the ruling dispensation has not only become insensitive but also shameless in defending its anti-people and anti- poor policies. Bharatiya Janata party has been agitating against the high price regime of Congress led UPA and raised the issue from streets to parliament. For a number of times the people came out on the street to support the call of Bandh given by BJP. In parliament also even after several debates and discussions and hollow assurances prices continue to rise. BJP National President Shri Nitin Gadkari raised several issues related to price rise but to no avail. The economic mismanagement, corruption, scams and misgovernance are the main factors which have resulted in unprecedented price rise. We are publishing the documents which highlight the BJP struggle against mehangai for the benefit of our esteemed readers. Executive Summary

UPA burdens common manwith Mehangai

The recent spate of price rise is affecting the people andparticularly the poor in most adverse manner. Taking a step

that will add to the inflationary pressure on household budgets, theCongress led UPA government has massively raised the price ofdiesel and LPG. While the government has put a ceiling of sixcylinders per year and the price of the diesel has been raised by Rs5/- per litre. While the hike in diesel price is set to create a dominoeffect on the economy creating inflationary market condition, thefamers and the poor will be hurt the most. The ceiling on LPGcylinder will add to the crushing burden on household budgets alreadystretched with soaring prices of essential foodstuffs. The increasein diesel prices will have a cascading effect on prices as truckerswill hike rates making it costlier to transport vegetables and industrialraw materials the burden of which will be ultimately have to beborne by the consumer.

The masses already reeling under the burden of continuousupswing of prices was made to bear the brunt of rise in prices ofdiesel and LPG. The action by the Congress led UPA governmentis sure to unleash the inflationary pressure on the people and thepoor are going to face it the most. It has been observed since lastfew years that the government has gone insensitive on the issue ofprice rise and its ministers shamefully defend the phenomenonmocking those who try to raise the issue. It is very unfortunate tonote that the Congress led UPA refuse to acknowledge the factthat unabated price rise may finally worsen the economic conditionand push the aam aadmi to the brink of penury and squalor hurting

the poor people and middle class. It seems that the Congress ledUPA government has resolved not to take any measures whichmight rein in the prices and review its policies so that poor andmiddle class people are spared from the rage of rising prices.

The rise in prices of essential commodities is increasing day byday and spiraling prices have made the life of common man acurse. They find difficult to meet both ends need. The Congressled UPA at Center raised petroleum prices 20 times during its 8-year tenure. Food prices are directly tied to fuel prices. If onecompares the percentage change during NDA tenure and UPAtenure, the result will be astonishing. While there was just 48% risein petrol prices during the NDA regime, UPA has earned thedistinction of increasing petrol prices by about 120% since itsinception. Petrol in Delhi is priced at around Rs 70 a litre, while thesame in USA is priced at Rs 42.82 per litre. The price in India ismore than any of its neighbours — Pakistan (Rs 41.81 a litre), SriLanka (Rs 50.30per litre), Bangladesh (Rs 44.80 a litre) and Nepal(Rs 63.24 per litre). Other factors which have been responsible forprice rise are: corruption scandal, misgovernance, indecisivenessof the political leadership, deficit financing, mismanaged of the foodstocks, hoardings, sheer negligence on increasing speculation incommodity markets, rising taxes etc. Corruption and scandals havebecome rampant in the UPA era. We find a peculiar situation thateach scandal surpasses the other in size and brazenness. Recentlythe coal-gate scandal of Rs 1.86 lakh crore came to the surface. Ithas left behind the 2G scandal of Rs.1.74 lakh crore. These scandalsincrease the deficit financing (deficit financing means theexpenditure excesses of current revenue and public borrowing). Itresults in more supply of money in the economy but when increasein supply of money correspondence with less increase in the supplyof goods and services (national output) there is rise in price ofgoods and services.

The Government has recently proposed subsidy reduction onP&K fertilizers under its Nutrient Based Subsidy (NBS) policyregime. The Department of Fertilizer had recommended reductionin subsidy on Nitrogen (N) and Potassium (K), which will be Rs.24a kg each and Rs.21.8 a kg on phosphate (P) for 2012-13. Withthis decision to reduce subsidy in P&K fertilizers the Government

is expected to bring down the total subsidy bill by 20 per cent in thenext fiscal. This is resulting in massive price rise in fertilisers hittingthe farmers the most. With the rise of diesel prices the farmers willbe forced to the brink of starvation.

Congress led UPA has failed to control rising prices mainlybecause it lacks a vision that inspires its leaders to ameliorate thecondition of the masses. It now banks on somehow befooling peopleat the time of elections through tokenism and hollow promises whileacting contrary to people’s expectations while coming to the power.The only mantra that guides it is the mantra of power. Somehowcoming to the power and then using to serve vested interests ofdifferent cartels, profiteers, hoarders and black marketers is thesole goal of the Congress party. That’s why its promise to rein inprices within 100 days of coming to power has come to a cropper.It could not uphold its promises to the masses because promisesmade to its patrons constituted of various cartels, profiteers,hoarders and black marketers outweighed its commitments to thepeople.

The NDA government led by Shri Atal Bihari Vajpayee hadwide ranging initiatives under Antyodaya programmes to amelioratepoor’s distress. The entire tenure of NDA government witnessedstable prices owing to prudent and farsighted economic politiesand fiscal management. Special provision for BPL families underPDS was result of such initiatives. The first step that UPA took oncoming to power was to cut short the quotas for BPL familiesunder PDS. Now its criminal compliance in allowing the hoarders,profiteers and black maketeers cartels stops it from arresting thetrends of unprecedented price rise. Congress led UPA is bereft ofthe concept of Antyodaya which is inspired by nationalism anddevelopment. It lacks the philosophy for national cohesiveness andinclusive growth. It can only intensify social divisions for its politicalends. That’s why Congress let UPA is unable to control the risingprices.

The reasons for unabated and unprecedented price riseare:-

The wrong economic policies of Congress led UPA have drivenaway investor and brought back the licence raj. Themismanaged policies have allowed the depreciation of rupees.

It affected oil prices. Because, India imports 83 % of crude oilof its total requirement from international market. We have topay there in dollars consequently rupee is going down againstdollar.Increasing number of scandals in the Congress led UPAGovernment. Mismanagement of the food stocks.Allowing speculation in commodity markets.Not addressing supply side bottlenecks.Raising interest rates which fuelled prices further.Indian farmers grew sufficient food grains to feed the nationbut UPA Govt. completely mismanaged the PDS and the foodstocks. We need to maintain 20 million tones of food grains asbuffer stocks. We have the storage capacity of 40 milliontonnes. But Govt. stored more than 60 million tonnes of foodgrains. The food grains procured are stored in the open waitingto be spoiled under such condition.Despite Supreme Court directing distribution of excess foodgrains to the poor, government did not implemented. Millionsare mal-nourished and remained hungry. Even govt. refused tobring large quantities to the market which would have softenedthe prices. NDA many times used this market interventionas an effective tool to control inflation.The government indulged into c o n s u m p t i o n expenditureon the eve of 2009 elections doling out huge amount for retainingthe power. The inflation thereafter is the result of such u n p ro d u c t i v e expenditure and can be called as expenditure ledinflation.World over, the speculation is recognized as one of the mainreason for inflation and many countries have put effective checkon it. Indian government is totally inactive on this front.The prices of petroleum products are raised by the governmentitself due to its inefficient and incompetent handling of thesituation.Govt. is rising taxes and bringing all services under the servicetax regime. Thus fuelling prices further.

UPA fails on Price front

(Excerpts from the Economic Resolution adoptedin BJP National Executive & Council Meeting heldin Surajkund, Haryana from 26-28 September2012)

The single biggest failure of the economist Prime Ministerhas been in managing the economy and controlling

inflation. People are reeling under continuously rising pricesand are suffering due to unabated inflation. Last fortnightalso witnessed rising prices of sugar, edible oil, pulses,vegetables, milk and many other food and non-food items.The Consumer Price Index (CPI) has already crossed intodouble digits now. With the diesel price shock, CPI willsurely zoom past 12% in the next two months.

People are in pain and the government is not takingany effective efforts, such as adopting real austeritymeasures and imposing cuts on uncontrolled rising revenueexpenditure.

Inflation management requires addressing the issuesof demand side as well as supply side. The presentgovernment has tried to stem the rot by addressing onlythe demand side by squeezing liquidity and raising theinterest rates 13 times. Rising interest rates arecounterproductive and actually push prices further andalso makes Indian exports uncompetitive.

Unjustified diesel hike and LPG cappingThe massive diesel price hike which has imposed an

unbearable burden of Rs 40,000 crores annually will haveits cascading effect on the prices of almost every commodity.The cost of every means of transportation increases andfarmers suffer as the cost of using farm implements anddrawing water from the ground increases. Industry andfisherman are no exceptions to the ill effects of higher inputcosts. This diesel hike has come on the back of increase ofRs 12 per litre on petrol in the last one year. India has thehighest taxation regime on the petroleum products.

The ceiling of subsidised LPG cylinders to 6 is an anti-people decision and is actually a price rise in disguise. Anaverage family requires 12 to 15 cylinders per annum. Inthe new regime they will have to pay out Rs 400 more foreach unsubsidized LPG. Thus it is an increase inexpenditure on LPG cylinders in the range of Rs 3,000 –4,000 p.a., as per the usage.

This is a stark example of the inept handling of the Food,Fuel and Fertiliser prices by the Congress led UPAgovernment.

SynopsisWe have repeatedly been warning the government on the issue

of inflation, but for the reasons, best known to the government, novisible action seems have been taken. The government is indifferentto the issue of inflation and is trying to confuse the people throughstatistical jugglery. Simply doling out statistical figure could not fillthe empty belly of the inflation hit common man. The governmenthas changed the parameter of poverty. The planning commissionin an affidavit filed in the Supreme Court has mentioned that theexpenditure in excess of Rs. 32 in urban areas and of Rs. 26 in therural areas raises on individual above the poverty line. And,anybody who is spending in excess of Rs. 32 in urban areas andRs. 26 in rural areas is not eligible for the subsidies given by thegovernment and gets out of the category of BPL. Such personsare considered to be affluent by the government. It may be correctthat income level of 20% people may have gone up, but all thishas widened income disparity. I urge upon the government to lookat the plight of hawkers and petty traders who find it difficult tomake their both ends meet despite doing very hard labour. I wouldlike to know from the honorable Finance Minister whether theincome of such people has gone up. On the contrary, what all theyhad saved, has also been neutralized by the impact of inflation.The government often mentions that reasons for inflation are thehigher prices being given to farmers. However, the farmers arestill committing suicides in Maharashtra and farmers of AndhraPradesh have declared 'Crop Holiday' and the paddy growers all

over the country are in dire state.Those who speak the language of Harward and Oxford cannot

make us understand the economy of the country. Only the onewho can speak the language of the common man is in a position tomake the people understand the economy of the country. Thosewho indulge in jugglery of figures and speak figuratively cannotunderstand the economy of the country nor can they providesolution to its problems. I would like to say that the rising level ofincome you are talking about is merely a sham. It is true that theincome of few people has risen so much that they can afford toeat in five star hotels but I want you to look towards hawkers,vendors etc. who toil hard to feed their families. I would like toknow from the hon. Finance Minister as to whether their incomehas risen even by a single rupee. That is why I would like to remindyou that the people I have mentioned have not witnessed anincrease of even a single penny in their income despite constantuse of phrase 'with rising levels of income'.

Second argument which the Government put forward is thatone of the reasons for price rise is the increase in MSP beinggiven to the farmers. However, on ground level the situation is thatin Maharashtra cotton farmers are committing suicide, the farmersin Andhra are on a crop holiday and the paddy farmers in theentire country are desperately in search of help. Even the farmersof my home State, Haryana, who are producing basmati are crying.The farmers are on a crop holiday because the cost of inputs is somuch that it will not be possible for the farmers to break even byselling their produce. The Government is saying that price hasincreased because they have started giving more remunerativeprice for their produce. I would say that farmer is only selling oneproduce but all other things he has to purchase. However, you arenot concerned about it.

The Government also talks about Foreign Direct Investment.However, not only the employment opportunities for the commonpeople like hawkers and vendors etc., I had talked about will be

lost but their life will be destroyed. Since the decision to allowFDI has been suspended, many people are saying that a big reformhas been stalled. The reform is one which improves the life of thepeople, reform does not mean improving your image in USA orfor that matter at the international level. Reforms truly be said tohave happened when they bring about material difference to thelives of the people of lowest strata. The third argument given bythe Government for price increase is that the prices at theinternational level have increased. It can be understood in termsof increase in price of crude oil. But what about so many otherthings which have no correlation, whatsoever, with the internationaltrends. I would like to ask as to whether the Government hasspared a thought for that middle class housewife who is confoundedby the fact that the price of fuel which she needs for cooking hassky-rocketed thereby leaving no option for her to get enoughcalorific content to cook while being unable to get the material tobe cooked at the right price. However, these arguments given bythe Government do not qualify as good logic rather it is bad logic.Truth is that inflation is because of your wrong policies and rampantcorruption in the Government. As far as policies are concerned itis on account of your wrong policies that the rupee has devaluedso much, more than 7,000 tonnes of food grain is rotting due tolack of storage facilities, Government is going to raise 53000 crorerupees from the market, price of petrol has been revised 24 timesand RBI has to increase the banking rates 13 times. As far asinterest rate is concerned, everybody is aware that the increase ininterest rates impedes the industrial development and it also soundsa death knell for the housing sector.

An economy in crisis mode can only stage a rebound throughhousing and infrastructure sectors because these two lead to allround spur in economic activities. However, the present conditionof construction and infrastructure is that the construction work ofnational highways which were built at such a rapid pace duringNDA regime has not only come to a standstill, but, even themaintenance and repair work has been in jeopardy. I was even

shocked to read in the newspaper that all the Chief-Engineers ofthe NHAI have tendered their resignations enmass. Such is thestate of infrastructure.

I would like to suggest that if you are able to bring back theblack money stashed abroad and put a check on the loot of publicexchequer, price rise will come to a halt tomorrow itself. I wouldlike to say that of late several statements have been made fromthe Government side in which the sense of helplessness anddespondency was clearly visible. 121 billion people of this countrycannot bear the burden of this helplessness because it is they whohave given you the mandate to rule this country and being theruling party it is your foremost duty to find solution for the problem.We will continue to raise the voice of the people as the watchdogof Indian democracy.
