Issuance of Rupay Cards and its Activation in PMJDY accounts.

 

Activation of Rupay Debit Cards is necessary to get the insurance cover under the Rupay Card. All Rupay Card holders (valid for Physical or Virtual RuPay card holder) i.e Cards issued on an IIN assigned by RuPay are eligible for the RuPay Insurance Program. The eligibility to claim accidental cover is as under:-

Benefits of Insurance will be available to the Card holders who have performed minimum one successful financial or non-financial transaction at any Channel both Intra and Inter-bank i.e. on-us and off-us. 

Transaction must be conducted within 45 days prior to date of accident including accident date for Premium Card holders and within 90 days prior to date of accident including accident date for Non Premium Card holders.

All customer induced transactions at Branch will be included as eligible transactions under the Rupay Insurance Program.

During the deliberations in the 3rd Steering Committee meeting held on 06.11.2017, was observed that Rupay cards were not issued to all the newly opened accounts as number of Rupay Cards issued declined on quarter to quarter basis, for which house showed its concern. It was resolved that all the member banks will ascertain the reasons for not issuing the Rupay cards in newly opened accounts and would take steps for issuing Rupay cards to all the left out account holders. Member banks were requested to utilize the services of FLC counselors and Bank Mitras for creating awareness amongst the customer for activation of Rupay cards.

taken that banks should issue a Registered Notice to the account holders for operation in the account within 30 days and if the account is not operated within the notice period i.e. 30 days the banks may close the account. In the 141st meeting of SLBC held on 10.08.2017, the decision was again ratified.

Although there is a decline of over 3% in the number of Zero Balance accounts yet, it appears that all the banks have not taken action as per the decision taken in the 140th meeting of SLBC as there is not a perceptible improvement in the number of Zero balance accounts figures of many banks.

During the deliberations in the 3rd Steering Committee meeting to SLBC held on 06.11.2017, Member banks were again requested to take action as per the decision in the SLBC meeting for bringing the zero balance account to NIL level. This would not only reduce the data load in data base but would enable the state to put a better picture of the performance.

Item No. 4 Appointment of Bank Mitras, Verification Calls by Executives of State Call Centers/ SLBC/ LDMs to Bank Mitras.

For universal access to banking facility and to provide various type of banking services to the customer under PMJDY 2336 Bank Mitras were to be deployed in areas allocated to banks by SLBCs out of which 2328 Bnk Mitras have been appointed by the banks.

To ascertain/verify the availability of Bank Mitras, executives of call centres/LDMs and Convener Bank make verification calls to each Bank Mitra/BC Agent working in their respective States. The feedback received from all the three is collated on regular basis and shared with Banks for taking necessary corrective action. Non working of Bank Mitras at locations allotted is depriving population therein of banking facilities and defeating the very purpose of Financial Inclusion.

Member banks are requested to keep convener bank informed of changes in contact details of Bank Mitras and ensure that Bank Mitras are operational at all locations.

During the deliberation in the 141st meeting of SLBC held on 10.08.2017, the representative of the various banks confirmed the in house that the Bank Mitras will be appointed as under:-

Andhara Bank: Within weeks time.Indian Bank: Within 15 days.Canara Bank: By Sept.2017

As on 30.09.2017 out of the total 2412 Bank Mitras only 1682 have been provided with Micro ATMs. The Bank-wise status of Micro ATM is given at Annexure-2. (Page-109)

During the deliberations in the 3rd Steering Committee meeting to SLBC held on 06.11.2017, representative of Andhra Bank informed that they have appointed all the 4 pending Bank Mitras but their contact details are yet to be informed to SLBC for verification and monitoring.

The representative of the member banks who have not appointed the Bank Mitras yet are again requested to appraise the latest position to the house alongwith the reasons for Non compliance of their commitment made in last SLBC meeting.

Item No. 4(i)

Difference in reporting of Bank Mitras to Ministry of Finance vis-à-vis to SLBC

Ministry of Finance has pointed out that there is a difference in reporting of Bank Mitras to Ministry of Finance by the corporate offices of the banks vis-a-vis reported to SLBC. Convener Bank vide its email dated 13.10.2017 has already taken up the matter with the respective banks for reconciliation of the difference in reporting. The ministry has viewed it seriously. The detail of the Bank Mitras reported to Ministry of Finance and to Convener Bank is attached as per Annexure-3. (Page-110)

Member Banks are requested to take up the matter with their corporate office for reconciliation of the difference and apprise the factual position to convener bank.

Item No. 5 Atal Pension Yojana (APY)

Under the Atal Pension Yojna Scheme (APY), depending upon their contributions, the subscribers, under the age of 40, would receive the fixed monthly pension of `1000 to ` 5000 at the age of 60 years. Recently Atal Pension Yojana (APY) has been ammended to give an option to the spouse to continue to contribute for balance period on premature death of the subscriber. After the death of both the subscriber and the spouse, the nominee of the subscriber shall be entitled to receive the pension wealth, as accumulated till the age of 60 years of the subscriber.

APY targets are allotted on yearly basis by Department of Financial Services, Ministry of Finance, Government of India on the basis of number of branches of each bank. The number of accounts varies from 20-70 accounts/year as per the category of the Banks as follows:-

i) 70 Accounts per branch for PSB/Pvt. Sector Banks.ii) 50 Accounts per branch of RRBs.iii)20 Accounts per branch of Coop. Bank.

Item No. 5(a) Opportunity for Fee Based Income-Atal Pension Yojana.

Atal Pension Yojana (APY) is one of flagship programme for Indian citizens who are working in unorganized sector and banks have been given the lead role to enroll Indian citizens under the scheme. The bank not only gets commission for enrolling the beneficiaries but also gets a permanent Saving Account. The PFRDA has informed that the incentive which a bank will be getting on enrolling APY Subscriber is as under:-

Besides the above, the Government will also pay us Rs.100/- per APY beneficiary for subsequent years if premium is paid regularly.

Applications can be canvassed by Business Correspondents also for which they are eligible for an incentive of Rs.50/- per application, which includes fee of Rs.10/- payable to TSP.

Thus it is a good opportunity to all the Banks to increase their Non Interest Fee based income on regular basis.

Item No. 6 Pradhan Mantri MUDRA Yojana (PMMY)

Micro Units Development and Refinance Agency Ltd (MUDRA) was launched by Hon’ble Prime Minister on April 8, 2015 as a new financial entity, for developing and refinancing last mile financial intermediaries like Banks, NBFCs, MFIs etc., who are in the business of lending to smaller of micro enterprises in manufacturing, trading & service sector.

This priority is essential to enable growth and income generation amongst the hitherto unfunded or underfunded segments of our economy. Lending under MUDRA will focus on the unfunded segments of the Micro enterprises by granting the loans under three categories:-

Shishu : Loans up to `.50000

Kishore : Loans above `. 50,000 and upto `.5.0 lakh

Tarun : Loans above `. 5.0 lakh and upto `.10.0 lakh

Ministry of Finance has advised all PSBs to classify all the loans extended to non-farm enterprises in manufacturing, trading and services up to `10.00 lakh on or after 8th April 2015 as MUDRA loans including the overdraft amount of `5000/- sanctioned under PMJDY.

Micro Units Development & Refinance Agency Limited has further informed that a loan portal by name www.udaymitra.in has been launched by SIDBI for facilitating sourcing of loan applications for various MSME programmes, including PMMY and Stand up India. Ministry has desired that branches should take maximum advantage of this facility in achieving the targets under these programmes.

At the instance of Ministry of Finance under MUDRA Promotion Campaign (25th September to 17th October 2017), Camps were organized at fifty identified locations in different States. In our State a very successful camp was organized at Ludhiana on 6 th

October 2017 in which the facilities of account opening, Aadhaar and mobile seeding with bank accounts, handholding for downloading of BHIM app, distribution and activation of Agenda papers of 142nd Meeting of SLBC-Punjab Page 13

Rupay Cards, merchants on-boarding for various digital payment, enrolment for social security schemes, information on mudra loan and Stand up India loan, Aadhaar enrolment and updation etc. were provided.

Item No. 7 Mapping of Industrial Training Institutes (ITIs), Vocational Training Partners (VTPs), Operational Centres (OCs) – Spread of Financial Literacy.

In order to impart  financial literacy to the participants in training programs under skill development at various Operational and Vocational Training centres and ITIs operating in the State of Punjab, Ministry of Finance has desired that all these centres be mapped with the Financial Literacy Centres operating in the State. Convener Bank has already got mapped all the 505 Industrial Training Institutes (ITIs), Vocational Training Partners (VTPs), Operational Centres (OCs) with the FLCs and the bank wise list has been sent to the respective banks. Member banks having control in these FLCs were requested to ensure to organize financial literacy meetings in these vocational training centers/ITIs in coordination with the District Administration where a significant numbers of people can be covered for financial inputs as desired by  Department of Financial Services, Ministry of Finance. The progress in conducting of camps in skilling centre is as under:-

At the request of Department of Institutional Finance and Banking the Director, Technical Education and Industrial Training, Punjab has already issued instructions to all the skilling centres including those under private ownership to allow Financial Literacy Counselors to hold camps to educate the students studying in these institutes.

During the deliberations in the 141stmeeting of SLBC held on 10.08.2017, it was resolved that controlling heads of banks having lead bank responsibilities in the state will review the position of FLC camps in skilling centres on regular basis and ensure that at least one camp must be held during each Agenda papers of 142nd Meeting of SLBC-Punjab Page 15

quarter in all the skilling centres, but the results are yet to be reflected.

Member banks are requested to ensure that the FLCs of their bank are functioning as per the guidelines of RBI and are conducting camps in skilling centers as per the guidelines of Ministry of Finance.

Item No. 8 Stand-up India Programme of Ministry of Finance.

 

The objective of the Stand-Up India scheme is to facilitate bank loans between Rs.10 lakh and Rs.1 Crore to at least one SC/ST and one woman beneficiary per bank branch for setting up a green field enterprise. This enterprise may be in manufacturing, services or the trading sector. In case of non-individual enterprises at least 51% of the shareholding and controlling stake should be held by either an SC/ST or Woman entrepreneur.

The scheme, which covers all branches of Scheduled Commercial Banks, will be accessed in three potential ways:-

o Directly at the branch or o Through SIDBI’s Stand-Up India portal

(www.standupmitra.in) oro Through the Lead District Manager ((LDM)

SIDBI has informed about the updation of Stand Up Mitra portal with the following features:-

1. Applicants can submit additional documents through portal to bankers even after submission of loan applications.

2. Messaging module has been introduced in the portal by which Bank branches can interact with applicants/ LDMs/ SUCCs/respective ROs and Nodal Users through the Portal for follow up on loan application, seeking additional documents, if any, required for loan, responding to clarification requested, post sanction communication etc.

3. Logo of respective Banks would be visible once any user from the Bank logs in. We hope that this would inculcate a sense of participation amongst the Banking fraternity.

4. Credit Guarantee Scheme for Stand Up India (CGSSI) coverage rule engine has now been integrated on stand up mitra portal. Bankers can now search for potential loan applications which may be covered under CGSSI while perusing loan applications from e Marketplace.

5.  ‘Ease of Access Kit’ for Bankers have been hosted in the Dashboard of all Bankers for ready reference. The same gets updated whenever any new feature is added.

6.  A module to capture 'success stories' on portal has been provided by the SIDBI.   Bankers may like continue to caputre appropriate cases on the module to show case the emerging entrepreneurs.

Item No. 9 Debt-Waiver announced to farmers in the State of Punjab

Government of Punjab has issued a Notification on 17/10/2017 after an announcement was made in the Vidhan Sabha regarding Debt- Waiver for Small and marginal farmer’s upto Rs.2 lakhs. As a result the farmers in the state of Punjab have stopped making repayment of their crop loans and the recovery scenario is being adversely affected. Even farmers others than small and marginal farmers are not making repayments in the hope of Debt waiver.

It is requested that in order to clearly guide the farmers, the details of notification be popularized through Press release and farmers be clearly informed that the repayment made by them will not affect their eligibility for Debt waiver as the cut off date for determining the eligibility is fixed at 31.03.2017.

Although the formal notification in this regard has been issued by the state government, it is requested that state government should clarify the following points to the bankers:-

i. Annexures as mentioned in the notification are yet to be provided.

ii. Cut off date for submission of claims.iii. Indicative date for final payment to the banks.

The representative of the State Government is requested to deliberate and appraise the latest position in the matter.

Excessive crop loans by some Banks.

Reserve Bank of India vide their letter dated 23.10.2017 has informed that as per the study conducted by their FIDD Department, some banks in Punjab are not undertaking proper due diligence while sanctioning crop loans and have financed way beyond the prescribed Scale of Finance.

Reserve Bank of India has advised banks that they must undertake proper due diligence and adhere to their circulars dated November 9, 2012 and March 11, 2015 on ‘Interest Subvention Scheme-Monitoring of end use of crop loan’. Further, RBI has advised that banks must ensure that all crop loans for which they are claiming interest subvention should inter alia satisfy the condition that the loan amount is sanctioned as per the prescribed Scale of Finance. Convener bank has already reiterated these instructions to the member banks vide its e-mail dated 03.11.2017.

Member Banks are again requested to ensure that all crop loans for which they are claiming interest subvention should inter alia satisfy the condition that the loan amount is sanctioned as per the prescribed Scale of Finance and instructions of RBI for Interest Subvention Scheme-Monitoring of end use of crop loan are complied meticulously.

Coverage of villages with population over 5000 without a bank branch with Banking outlets.

For increasing Banking penetration and Financial inclusion, brick and mortar branches are an integral component. As per earlier guidelines of RBI. 53 villages with population above 5000 without a bank branch of a scheduled commercial bank Agenda papers of 142nd Meeting of SLBC-Punjab Page 20

were got identified by LDMs and allocated to banks for opening of Brick and Mortar branches.

Now in the first Bi-monthly Monetary Policy Statement 2016-17, branches and permissible methods of outreach have been redefined keeping in mind the various attributes of the banks and the types of services that are sought to be provided. Taking into account the suggestions/feedback received from the Government of India and other stakeholders, final guidelines on ‘Banking Outlets’ were issued vide RBI circular dated 18.05.2017 which were circulated amongst all the member banks by the convener bank on 21.06.2017.

As per revised guidelines of RBI, in place of branch, a banking outlet (which includes a branch as well as BC outlet) has been defined as:-

Banking outlet: A ‘Banking Outlet’ for a DSCB, a payment Bank or a SFB is a fixed point service delivery unit, manned by either bank’s staff or its business Correspondent where services of acceptance of deposits, encashment of cheques/cash withdrawals or lending of money are provided for a minimum of 4 hours per day for at least five days a week.

Part time banking outlets: Any fixed point service delivery unit of the bank which does not comply with the prescription regarding minimum working hours/days will be considered as a ‘Part-time Banking Outlet’.

Unbanked rural centre redefined: An unbanked rural centre (URC) is defined as a rural (Tier 5 i.e population as per 2011 census 5000 to 9,999 and Tier 6 having less than 5000 population) centre that does not have a CBS-enabled ‘Banking Outlet’ of a Scheduled Commercial Bank, a Payment Bank or a SFB or a Regional Rural Bank nor a branch of a Local Area Bank for carrying out customer based banking transaction.

As per the recommendations of an Expert Group constituted by GOI under the Chairmanship of Shri Y. S. P. Thorat, a Special Sub-Committee (SSC) of District Level Consultative Committee (DLCC) was to be constituted in districts with CD Ratio of less than 40%, for drawing up “Monitorable Action Plans” (MAPs) to increase the CD Ratio on a self set graduated basis. Concerned LDM of the district is the convener of SSC with DCO, DDM, NABARD, LDO, RBI and District Planning Officer as its members.

CD Ratio of 4 districts i.e. Hoshiarpur, Jalandhar, Kapurthala and Nawanshahr as at September 2005 was below 40% and Special Sub Committees (SSCs) of District Level Consultative Committee (DLCC) were constituted in these districts. Lead District Managers of all these four districts have convened the Special Sub-Committee meeting and submitted revised road map for achieving the level of 60% as under:-

Observations:-

The CD Ratio (including NRI deposits) has marginally increased in Nawanshahr district and but has decreased in all the other 3 districts i.e Jalandhar, Kapurthala & Hoshiarpur. The CD ratio net of NRI deposits has increased in Kapurthala & Nawanshahr district but has decreased in Jalandhar, & Hoshiarpur.

The concerned LDMs are requested to continue to review the CD Ratio in the meetings of Special Sub Committee of DCC.

The House may review the CD Ratio vis-a-vis MAP to improve CD Ratio of these identified districts.

Item No. 13 Non Posting of Lead District Managers.

During the deliberations in the 141st meeting of SLBC held on 10.08.2017, the issue of non appointment of Lead District Managers in the Distircts Bhatinda, Barnala, Sangrur & Mansa was discussed. In Sangrur Director RSETI has been assigned additional charge of LDM. Since all these districts are allotted to State Bank of India, DGM, State Bank of India committed in the house that LDMs at all these centres will be placed within 10 days but LDMs has not joined in any of these districts till date and there is lot of delay in receiving various information and compilation of data. Representative of State Bank of India is requested to appraise the house the latest position in the matter.

Item No.14 Unrecognized Clusters of MSME and availability of banking outlets and credit flow in such clusters.

Reserve Bank of India has conducted study to find out unidentified/Unrecognized Clusters of MSMEs in India and has identified 1161 such clusters in India. It has further been observed in the study that 74% of these MSMEs clusters are not Agenda papers of 142nd Meeting of SLBC-Punjab Page 25

Ministry of Finance has directed all banks to organize financial literacy programs in schools on Pan India basis. Lead District Managers have already mapped the 100 schools per district with bank branches operating in the district and Convener Bank has sent the mapped list to controlling heads of all the banks. Further Ministry of Finance has desired that controlling heads of banks should take the specified Actions for successful implementation of Financial Literacy project in schools.

Banks will be the nodal point for reporting and updating the progress made in conducting   FL camps in schools to mission office on the prescribed format.

- As Financial Literacy is an ongoing process, it should be conducted by banks on a regular basis and not be viewed as a one-time activity. Banks are directed to conduct Financial Literacy sessions for the financial year 2017-18 as per the guidelines of Ministry of Finance.

Opening of Financial Literacy Centres (FLCs) at block level.

This important pillar focuses on preparing the people for financial planning and availment of credit. Ministry of Finance has observed from the experience of micro finance firms as well as Self Help Groups that, before availing credit, people need to be made aware of the advantages of access to formal financial system, savings, credit, importance of timely repayments and building up a good credit history. The present plan of Ministry of Finance is to expand the FLCCs to the block level.

During the deliberations in the 3rd Steering Committee meeting to SLBC held on 06.11.2017, the representative of Department of Institution Finance & Banking informed the house that they have already requested the Deputy Commissioners to explore the possibility of providing one room at BDO/Tehsil office in each district for opening of FLC in their district and they will follow up for the decision taken in the matter.

The representative of Urban Local Bodies department offered to provide the space at 28 urban centres. Member banks were requested to take up the issue with the Urban local bodies department through the Lead District Manager of the concerned district for taking accommodation for opening of FLCs at the urban centres.

The representative of Department of Institutional Finance & Banking is requested to appraise the house about latest position in the matter.

Progress report of Financial Literacy Centres (FLCs)

Reserve Bank of India vide their circular. No. FIDD.FLC.BC.No.18/12.01.018/2015-16 dated 14.01.2016 has issued revised guidelines of Financial Literacy Centres and convener bank has already circulated the said guidelines to all the member banks/LDMs. The information for organizing Financial Literacy Camps for the quarter ended September 2017 is as under:-

Financial Awareness material –availability at website of Reserve Bank of India.

Department of Financial Services, Ministry of Finance, has informed that Financial Literacy Material available on the web site of RBI i.e. http://www/rbi.org.in/commonman/Hindi/Scripts/Fame.aspx. may be utilized during the Financial literacy camps. Convener Bank has already requested all the member banks vide e-mail dated 15.09.2017 to utilize the Financial Literacy Material during FLC camps.

As the material is available in Punjabi language also, Member banks are requested to spread these messages to common people through the bank branches, BCs, ATMs, and FLCs.

Item No.16 Functioning of Rural Self Employment Training Institutes (RSETIs)

16(i). Review of allotment and impediments in construction of RSETI buildings.{Annexure 11) (Page-119-121) }

18 RSETIs are operating in the State of Punjab which includes RSETIs at Dhudi Ke (District Moga) sponsored by PNB.

However RSETIs are not operating at following centres.Gurdaspur, Pathankot, SBS Nagar, Tarn Taran & Fazilka.

During the deliberations in the 3rd Steering Committee Meeting to SLBC held on 06.11.2017, Nodal Executive of RSETIs, informed the house that Case for principle approval of MORD has already been sent  for RSETI at Gurdaspur, Pathankot, Fazilka, Nawashahr (SBS Nagar) but approval has been received for Gurdaspur only and other are  still pending. The representative of the Rural Development was requested to provide rent free or accommodation at a nominal rent for starting of RSETIs at Gurdaspur centre till construction of building.

During the deliberations in the 141st meeting of SLBC held on 10.08.2017, Shri A.K.Sinha, IAS, Secretary (Finance & Banking), Government of Punjab assured the house that the following pending issues will be resolved at the earliest:-

(a) Allotment of 1 acre land at Taran Tarn for construction of RSETI building at nominal charges.

(b) To consider favorably outstanding issue of 10% annual hike in lease rental for RSETI land. Matter was deliberated with ACS Finance in the meeting held under his chairmanship in his office on 25.11.2016 wherein Principal Secretary Rural Development Department agreed to review it favorably with negligible increase after five years.

(c) Charge of domestic rates on electricity and water charges as per MoRD letter dated 15.09.2015

The representative of Department of Rural Development/ DIFB may apprise the house of the latest developments in the matter.

16(ii)- Impediments in the constructions of RSETI building.

1. Hoshiarpur  

a) Since the land has been allocated by the District Administration is adjoining to State Highway the construction map would be entertained after leaving 30 meter from edge of Highway road on account of ''No construction zone''  as per guidelines. Construction on residual land as per standard requirement of MORD on ground floor is not feasible. In order to start construction of RSETI either additional land adjoining to existing land be provided or alternate land of 1 acre be provided.

b) Trees are standing on the allocated land and application for removal of trees had been given to forest department but restriction of national green tribunal has been imposed on clearance.

2. Mohali

i) The land has been allocated by the District Administration adjoining to National Highway. The approval of map would be entertained after leaving 60 meter from  edge of Highway road on account of ''No construction zone''  as per NHAI guidelines. Department has identified some portion of additional land adjoining to existing land for allocation but the same is very small piece of land which is not sufficient to cover land of 60 meter marked under ''no construction zone''.  Construction on residual land as per standard requirement of MORD on ground floor is not possible.

In order to start construction of RSETI either additional land adjoining to existing land be provided or alternate land of 1 acre be provided.

3. Tarn Taran

As per MoRD guidelines minimum 1 acre land at nominal lease rental charges is required for opening of RSETI. Earlier ½ acre land was identified which was not acceptable. The issue was escalated to the District Administration who have now allocated one acre land as per MORD guidelines and the proposal has been forwarded by PNB Circle Office, Amritsar to their Head Office for approval on 28.09.2017.Since the stipulated date for completion of construction of RSETI as informed by Ministry of Rural Development is 30.06.2018, Department of Rural Development is requested to take necessary steps at the earliest to resolve the above issues.

4. Moga

RSETI at Moga District is functioning at village Dunike and lease deed for the land at village Dunike was executed on 03.12.2009 between the Gram Panchayat and Punjab & Sind Bank Trust. After the change of Municipal Committee to Municipal Corporation, the lease money for the year 2014-15, & 2015-16 has not accepted by Municipal Corporation who is insisting upon the execution of fresh lease on new terms and conditions, which is not warranted as the lease already executed continues to be in force.Department of local bodies is requested to direct the Municipal Corporation Moga for acceptance of lease money as per the lease deed executed between Gram panchayat Duni ke and PS&B Trust.

The representative of Rural Development Department appraised the house that the issue of 10% hike in the lease rent for the land provided at various centres and the charging of commercial rates of electricity charges is under consideration of the department and will be resolved shortly.

Shri JPS Bindra, General Manager, NABARD informed the house that they have imparted sanction to 16 RSETIs for purchase of IT items but they have not received claim from these RSETIs. State Director, RSETIs was requested to follow up with the RSETIs for lodgment of claim to NABARD. 16(iii) Clousre of RSETI functioning at Tappa Mandi.

It has been informed by Canara Bank that they have closed the RSETI functioning at Tappa Mandi in Barnala District because of the following issues:-

1. Being a Non Lead District, the logistics are not favorable to run the institute at par with other successful RSETIs being run by their bank.

2. Owing to the Non availability of land and suitable premises, the infrastructure to house this institute effectively is presently lacking.

3. Sponsoring of candidates by Govt. is available only to the RSETIs of SBI operating in Barnala district thereby affecting the Training Schedule of their Banks RSETI.

4. The lack of hostel facilities is preventing the candidates from faraway places to enlist for training in their institute.

This is for information of the house.

16(iv) Performance of the RSETIs functioning in the State.

From the data on progress of RSETIs up to Sept. 2017 (as per Annexure 11(i) (Page-122) it has been observed that:-

2276 training programmes of skill development were organized wherein 58919 trainees participated.

9021 trainees were financed by the banks to start their Enterprises and 22524 trainees set up their enterprises through owned funds.

Out of total 58919 trainees, 35990 were from SC/ST category, 8597 from OBC, 642 from minority and 13690 were from other categories.

42985 Women and 274 Handicapped persons were also provided training for self-employment.

B.Linking and authentication of Bank accounts with the Aadhaar

The Prevention of Money Laundering (Maintenance of Records) Rules, 2005 has been amended and as per the amendment every bank account is to be Aadhaar authenticated before 31st December 2017. In a meeting convened by Principal Secretary to Prime Minister on linking bank accounts with Aadhaar on 15.07.2017 all the Aadhaar which are linked with the bank accounts and are to be demographically authenticated should also be authenticated by biometric mode or OTP mode by a date decided by RBI ( say June 2018). Regarding Monitoring of the authentication of the bank accounts it was decided that DFS will monitor the Public and Private sector banks, NABARD will monitor the Rural Cooperative banks and RRB and RBI will monitor the Urban Cooperative banks and foreign banks.

C.Opening of Aadhaar Enrolment and Updation centres in the Bank Branches by 31st December 2017:

Gazette notification issued  vide notification No.13012/79/2017/Legal-UIDAI dated 14.07.2017 have directed that every Scheduled Commercial Bank shall provide Aadhaar enrolment and update facilities to its customers at selected locations by 30th August 2017 . A review meeting was held in PMO on 29.09.2017, and it was decided that "banks shall

complete the task of setting up Aadhaar enrolment and update center in 15,200 bank branches by 31st December 2017. The centers shall be operated by banks directly inside bank branches without involvement of any private Aadhaar enrolment agencies. Accordingly banks may open the Aadhaar enrolment and update centres by the following methods:-

i. The bank shall itself act as Registrar as well as Enrolment Agency, procure the Aadhar enrolment kit and deploy their own employee as enrolment operator cum supervisor & verifier.

ii. In exceptional circumstances, the banks can outsource manpower for enrolment operator-cum-supervisor but Banks will need to own full responsibility for their conducts.

iii. It is hereby clarified that banks henceforth will not be able to use private enrolment agencies for Aadhaar enrolment and update. Therefore, the banks which had engaged any private enrolment agency/ agencies for opening Aadhaar enrolment and update center in the bank branches, are required to get those agencies de-boarded and act as per para (i) and (ii) above.

iv. Further, it is clarified that all scheduled commercial banks (Public and Private banks) sponsor’s to RRBs shall enable “Aadhaar enrolment, update centre” at their respective RRBs branches also, either by making RRBs as Enrolment Agency. RRB’s are not necessarily required to become UIDAI Registrar.

To carry out Aadhaar enrollment / updation work, one need to be certified for this. UIDAI has already conducted regular training programs at Amritsar, Bathinda, Ferozepur, Gurdaspur, Hoshiarpur, Jalandhar, Ludhiana Patiala, SAS Nagar. 659 Bank officials have already been trained in these trainings provided by UIDAI. 2. Any former desirous of availing the benefits under the Scheme, who does not possess the Aadhaar number or, has not yet enrolled for Aadhaar, is hereby required to make application for Aadhaar enrollment by 30th

Seeding of Aadhaar and Mobile Numbers in Savings bank accounts.

Department of Financial Services, Ministry of Finance, Government of India vide communication dated 06.03.2017 have informed that with a view to enable account holders for digital payments, banks were asked to launch a drive in campaign mode in July 2017 for seeding of Aadhaar number in all operative, individual savings bank account and voluntary seeding of Aadhaar number in all such accounts.

Department of Institutional Finance and Banking has already informed all the Deputy Commissioners in the State of Punjab that, Government of India has desired to organize camps where banks would ensure arrangements for on-the-spot seeding after wide publicity and account holder-specific outreach efforts. For other areas, account holder specific outreach efforts should be made through branch personnel and by mobilizing and incentivizing BCs and, additionally, through innovative strategies to enlist other agencies.

Reserve Bank of India has recently clarifies that, in applicable cases, linkage of Aadhaar number to bank account is mandatory under the Prevention of Money-laundering (Maintenance of Records) Second Amendment Rules, 2017, as such all bank accounts must be linked to Aadhaar by 31.12.2017 positively.  The progress as on 30.09.2017 as informed by Ministry of Finance is as under:-Period No. of Active

Aadhaar Lookup –Facility.

National Automated Clearing House (NACH), has introduced Aadhaar lookup-facility for the benefit of banks. This facility would allow the banks to know the status of AADHAAR mapping in the NACH System and can be used for verification of the list of Aadhaar numbers through an upload process and response thereof. This would help the banks to process Direct Benefit Transfer (DBT) transactions more efficiently and help reduce returns.

This facility would be available for banks from 1.30 PM to 5.00 PM on daily basis form Monday to Friday and 1.00 PM to 2.30 PM on Saturday. For any queries/help banks can take up through e-mail at [email protected]. Convener bank has already e-mailed the procedure vide e-mail dated 14.06.2017. Item No. 21 Pradhan Mantri Suraksha Bima Yojana (PMSBY) and Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY).

As per the announcement in the Budget speech of 2015, two insurance schemes namely Pradhan Mantri Suraksha Bima Yojana (PMSBY) and Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) and a new pension scheme called Atal Pension Yojana

(APY) were launched to move towards creating a universal social security system for all Indians especially the poor and the under-privileged. In PMSBY, any person between the age of 18-70 years can subscribe to the scheme and the annual premium is ` 12/- whereas in PMJJBY, any person between the age of 18-50 years can subscribe to the scheme and annual premium is ` 330/-. In accidental claims under PMJDY, out of 101 claims lodged up to 30.09.2017, 67 Claims stands settled while 34 are pending.

In PMJDY in case of natural death, out of 75 claims lodged up to 30.09.2017 in the State of Punjab, 52 Claims stand settled while 23 are pending.

Ministry of Finance has pointed out that the ratio of claims to the total account holders in the state is very low thereby implying that the masses are not aware of the scheme and the claims are not being lodged due to the lack of knowledge.

Member Banks are again requested to involve the Local leaders, Sarpanches and official from the department of Registrar, Birth and Deaths in every awareness programme conducted by the banks for schemes launched by Central Government i.e. PMJDY, PMSBY, PMJJBY, PMMY, APY etc.

initiative for enrolment under APY scheme for increasing their non-interest income.

Item No. 22 Pradhan Mantri Fasal Bima Yojana.

Agriculture employs nearly half of the employed people in the country. The security and well being of farmers is thus of prime importance to the progress of the country. It is with this in mind that the Pradhan Mantri Fasal Bima Yojana was launched on 13th January 2016.

During the deliberations in the 141st meeting of SLBC held on 10.08.2017, The house was informed of the decision of the State Government for referring the matter to Government of India with certain amendments for implementation of Pradhan Mantri Fasal Bima Yojana. In subsequent meetings, the state has again informed that reply from the Government of India is awaited and Fasal Bima Yojana has not been implanted in State till date.

The representative of Agriculture Department/IF&B is requested to apprise the house about the implementation of ‘Fasal Bima Yojana’ in the State of Punjab.

Item No. 23 Pradhan Mantri Awas Yojana Housing for all by 2022-Credit Linked Subsidy Scheme-(CLSS).

The Mission, in order to expand institutional credit flow to the housing needs of urban poor implemented credit linked subsidy component as a demand side intervention. Credit linked subsidy will be provided on home loans taken by eligible urban poor (EWS/LIG) for acquisition, construction of house.

subsidy@ 6.5 % for a tenure of 20 years upfront discounted @9%.

The credit linked subsidy will be available only for loan amounts upto Rs. 6 lakhs and additional loans beyond Rs. 6 lakhs if any, will be at nonsubsidized rate.

Credit linked subsidy would be available for housing loans availed for new construction and addition of rooms, kitchen, toilet etc. to existing dwellings as incremental housing

HUDCO and NHB   have been identified as Central Nodal Agencies (CNAs) to channelize this subsidy to the lending institutions and for monitoring the progress of this component. Under the Mission, beneficiaries can take advantage under one component only.

The loan tenure of 15 years has now been extended to 20 years, thereby reducing EMI’s for the home loan borrowers.

Item No. 23(i) Pradhan Mantri Awas Yojana 2017- for Middle Income Group

The government has also introduced a new CLSS loan scheme for the Middle income group of the society. The basic ingredients of the CLSS loan scheme for the middle income group are as under:-

Beneficiary A beneficiary family will comprise of husband, wife, unmarried sons and/or unmarried daughters. An adult earning member (irrespective of marital status) can be treated as a separate household;Provided that he / she does not own a pucca (an all weather dwelling unit) house in his / her name in any part of India.

Item No. 24 Implementation of Direct Benefit Transfer in the State of Punjab.

A meeting under the chairman ship of Additional Chief Secretary, Governance Reforms was held on 12.10.2017 to discuss the matter regarding implementation of Direct Benefit Transfer (DBT) system in all concerned department of the State. After detailed deliberations the following important decisions were taken:-

Finance department will prepare department-wise list of DBT schemes and will take necessary steps for on boarding of their DBT schemes and for further digitization of beneficiaries data.

The concerned department shall ensure seeding of Aadhaar numbers and mobile numbers in the beneficiaries data as well as in the bank accounts by 31.12.2017 in order to weed out ineligible beneficiaries.

As far as creation and cleansing of beneficiaries data is concerned, it is the prime responsibility of the concerned department to verify and authenticate the same. Banks are required to extend their full support and cooperation for the same.

Aadhaar Based Jeevan Praman Patra (Digital Life Certificate)-Appointment of banks as facilitators.

“Jeevan Praman” (Digital Life Certificate Portal) developed by Department of Electronics and IT, Ministry of communications and I.T. Government of India uses Aadhaar Platform for biometric authentication of the Pensioner. The pensioners can biometrically authenticate their presence by giving Aadhaar Number, Pension Payment Order Number, Bank Account Number and Mobile Number.

Department of Electronics and IT, Ministry of communications and I.T. Government of India has appointed banks for facilitating Aadhaar Based Jeevan Praman Patra (Digital Life Certificate) at any of their branches and Bank Mitra locations. Now banks can work as Facilitation Centre on the lines of around 40000 citizen service centres (CSCs) presently run by UIDAI for collecting and receiving Aadhaar Based Jeevan Praman Patra from Pensioners of Central Civil, Defence, Railways, Postal, EPFO etx. and other pension sanction authorities including State Government Pensioners.

The State Government has already issued amendment to procedure of pension payment regarding acceptance of Aadhar Bio-Metric authenticated life certificate recorded on Jeevan Parman website (www.jeevanparman.gov.in).

Member banks are requested to ensure that banners have been displayed in all the branches of their bank and pensioners be sensitized through SMS, phone calls or print media for popularizing the enrolment for submission of Digital Life Certificates as November is the month when Life Certificates are submitted.

As per the information received from Ministry of Personnel Pension & grievences, 50730 pensioners have submitted digital life certificates upto 30.09.2017. Banks which are not compliant for submission of Aadhaar Based Jeevan Praman Patra (Digital Life Certificate) are again requested to take steps for ensuring that the system of submitting Digital Life Certificate is operative in their bank. The Bank wise position is as per Annexure-19. (Page-140)

Banks whose Digital Life Certificates are pending for verification are requested to take steps to rectify the same. All the member banks are requested to sensitize the pensioners for submitting the Aadhaar Based Jeevan Praman Patra (Digital Life Certificate).

Jeevan Praman Patra (Digital Life Certificate)-Implementation in the State of Punjab.

Directorate of Pensions and Welfare of Pensioners, Govt. of Punjab has desired to implement and monitor Jeevan Praman Patra in the State of Punjab. Further, the necessary MIS in respect of Digital Life Certificate can be generated on NIC portal for which Convener Bank as well as the State Government has taken up with Director(Technical) NIC for doing the needful for monitoring of Digital Life Certificate.

During the deliberations in the 3rd Steering committee meeting to SLBC held on 06.11.2017, Director, Pensions and Welfare of pensions department showed his concern for slow progress in submission of Jeevan Praman Patra by the pensioners. He requested the member banks that since life certificates has to be submitted in the current month so pensioners be sensitized for submission of Digital life certificates.

The representative of the Pensions and Welfare of Pensions is requested to deliberate and appraise the house the latest position.

Expansion of BC network

Department of Financial Services, Ministry of Finance, Govt. of India, in a video conference held on 21.06.2017 on Financial Inclusion has desired to collect data in respect of the area which have an average number of households served per branch/BC ratio of more than 1500 households in order to deploy BC agents in non SSA areas wherever required.

After the identification of additional BC required to be deployed in non-SSA areas wherever required, the data is required to be uploaded on DFS portal by the banks. Path of the report is FIPLAN bank login>PMJDY Banking data> no. of accounts & additional BCs.

When this amount of RIDF is added to the credit provided by banks and the CD Ratio is calculated on the basis of Credit Utilization (Cu) + RIDF, the same works out to be 68.63%.

The Agriculture Advances in the State during the period under review witnessed an increase of ` 6527 crore, from ` 70614 crore as at Sept-2016 to `77141 crore as at Sept-2017 thus showing a growth of 9.24 % as against an increase of ` 7998 crore or 12.77% during the same period last year.

The share of incremental agriculture advances to incremental advances during the period under review is 33%.

The advances to Micro & Small Enterprises during the period under review registered an increase of ` 15816 crore, from ` 47847 crore as at Sept-2016 to `63663crore as at Sept.2017, thus showing a increase of 33.05% as against an decrease of ` 1887 crore or 3.79% during the corresponding period previous year.

Item No. 28 Review of National Goals

As per guidelines of RBI, banks are required to achieve National Goals on Adjusted Net Bank Credit (ANBC) as at the end of previous year instead of NBC and for calculation of ANBC the outstanding FCNR (B) and NRNR deposit balance will no longer be deducted for computation of ANBC, which now will be Bank Credit plus investments made in non SLR bonds under HTM category. It may be difficult for banks to arrive at such figures at State level and as such the review of National Goal is made on the basis of Net Bank Credit as at the end of previous year, which means gross credit minus inter bank credit.

Observations:

A sum of ` 1375.07 lakhs has been disbursed as margin money in the 554 cases disbursed upto 30.09.2017. 4840 unemployed youth have been provided employment.

The Targets for the financial year 2017-18 has been revised by KVIC and District wise targets are attached as per Annexure-27. (Page-160) During the deliberations in the 3rd Steering Committee meeting to SLBC held on 06.11.2017,the representative of the department requested the banks to dispose off the applications within the time frame fixed by RBI. State Director, RSETI pointed out that inspite of imparting training to the applicant the portal shows that the case as pending for training. The representative of the department requested him to escalate the issue in writing so that same be forwarded for making necessary changes in the portal. Further the representative of the department informed the house that there is huge gap in the cases sanctioned and the cases disbursed. Shri P S Chauhan, General Manager, PNB and convener SLBC showed his concern for the gap between cases sanctioned and disbursed and requested the concerned banks to disburse the cases already sanctioned immediately. As per directives, all the applications received under PMEGP must be entered in the e-portal and only those applications will be entertained which will be entered in the e-portal.  The procedure for entering the applications is as under:-

link given on right corner.4. Enter IFSC Code of branch as USER ID.5. Enter email ID of the branch as PASS

Convener bank has already conveyed these instructions to all the member banks and have requested to reiterate the same among the branches of their bank and instruct them for meticulous compliance of the same.

Item No.31(v) National Urban Livelihoods Mission (NULM)

Government of India has restructured the SJSRY scheme to National Urban Livelihoods Mission (NULM), which is applicable to cities with population of 1 lac or more and all the District Head Quarter Towns/Cities whether its population of less than 1 Lac as per the census of 2011.In the State of Punjab only 26 town/cities will be covered. Further under NULM only the interest subsidy will be given to the beneficiaries for setting up Micro Enterprises. The interest subsidy will be given over and above the 7% interest. There is no capital subsidy for any project (Individual or Group). The Bank-wise/District-wise targets are as per Annexure-28 (Page-161-163). The progress under the scheme is as under:-

State Director, RSETI informed the house that RSETIs are providing training to the candidates of NULM scheme, but no assistance is provided by the department. The representative of SUDA assured the house to look into the guidelines in the matter and inform the convener bank in this respect.

Item No.31(vi) Convergence of SEP component of DAY-NULM and Pradhan Mantri Mudra Yojana (PMMY).

Ministry of Housing & Urban Poverty Alleviation vide their letter dated 08.08.2017 has informed that operational guidelines of the SEP component were amended by stating that:

“Banks may directly accept the loan applications of urban poor beneficiaries on the basis of relevant document as per the guidelines of PMMY or any other such scheme without the need of having prior sponsoring from ULBs. The banks can send details of such loans sanctioned by them to ULBs for confirmation of their eligibility for interest subsidy under DAY-NULM. On confirmation of their eligibility, interest subsidy may be claimed form ULBs on the pattern of interest subsidy claim for beneficiaries sponsored by ULBs.”

Member banks are requested to note the above instructions of Ministry of Housing & Urban Poverty Alliviation and dovetail the SEP component of DAY-NULM with Pradhan Mantri Mudra Yojana (PMMY).

Banks are also requested to ensure the timely submission of the claims for Interest Subsidy and its

Ministry of Housing & Urban Poverty Alleviations vide their communication dated 12.06.2017 has informed that Deen dayal Antyodaya Yojana-National Urban Livelihoods mission ( DAY-NULM) is one of the schemes covered under Prime Minister’s 15 Point Programme for Minorities. As per the guidelines of Prime Minister’s 15 Point Programme for minorities, a minimum of 15% of the physical targets have to be earmarked for minorities in every financial year.

The achievement of physical targets for minorities is at least to the extent of their population in the State. However, it must be ensured that at least 15% of achievements are of minorities. As against targets of `56537 crore of Agriculture under Annual Credit Plan, Banks have disbursed loans to the order of ` 38348 crore. The percentage achievement works out to 68%.

Banks disbursed loans amounting to `15005 crore against the target of `17820 crore set forth for NFS (MSME). The achievement comes to 84%.

Banks disbursed loans to the tune of `6172 crore under Other Priority Sector against the target of `18602 crore. The achievement comes to 33%.

District wise Analysis

The perusal of district-wise progress up to Sept-2017 under ACP 2017-18 is given at Annexure-30(i) {Page 170} which reveals as under:-

MSME Sector

As against target of ` 14396 crore under this sector, Commercial Banks have disbursed loans amounting to `9789 crore. The achievement comes to 68%.

In order to support banks in creating solar powered V-SAT Connectivity to Kiosk/Fixed CSPs in the sub service areas (SSAs), it has been decided by NABARD that banks may complete the process of installation of V-SAT by 31.12.2017 against all existing sanctions.  Further, NABARD has desired that banks may also initiate the claim within the above time line and no further extension will be granted under this scheme.

Member Banks are requested to ensure complete the process of installation of V-SAT by 31.12.2017 and initiate filing of claim within the above time line with NABARD.

Reserve Bank of India vide circular RPCD.SME & NFS.NO. BC.90/ 06.02.31/2009-10 dated 29th June, 2010 read with extant instructions contained in para 1.3 and para 2.1.3 of the Master Circular on lending to Micro, Small and Medium Enterprises (MSME) banks are advised to ensure that:-

40% of total advances to MSE sector should go to micro (manufacturing) enterprises with investment in plant & machinery upto `10 lakh and micro (services) enterprises having investment in equipment up to ` 4 lakh;

20% of total advances to MSE sector should go to micro (manufacturing) enterprises with investment in plant & machinery above `10 lakh and up to ` 25 lakh and micro (services) enterprises with investment in equipment above `4 lakh and up to ` 10 lakh. In terms of the recommendations of Prime Minister’s Task Force on Micro, Small & Medium Enterprises (MSMEs) under Chairmanship of Shri TKA Nair, the banks have been advised as under:-

The allocation of 60% of MSE advances to the micro enterprises

In the State of Punjab, banks have provided credit to the tune of ` 55577.45 crore to 636074 Micro & Small units up to Sept-2017 as against ` 41222.99 crore to 569054 units as at Sept-2016. The annual growth in number of micro enterprises accounts is 11.88% against the target of 10%.

The YoY growth of credit to MSEs is 34.82% against the target of 20%.

The share of advances to micro enterprises to total MSE as at Sept-2016 is 49% against stipulated level of 60%.

The Controlling Heads of Banks are requested to take further steps for enhancing MSEs outstanding as also the share of advances to Micro Enterprises from Micro & Small Enterprises so that the stipulated level of 60% is achieved.

The 21st meeting of Standing Advisory Committee on MSME held on March 3, 2017 at RBI, Chennai and at action point no. 11 of the said meeting, it has been decided that "IBA to prepare a compendium of mortgage registration charges prevailing in all States and provide it to the SLBC convenor banks so that the committee may take up the matter with their respective State Government for rationalisation of charges."

Convener Bank vide their e-mail dated 18.04.2017 sent the compendium of mortgage registration charges prevailing in all the States/UTs to Director, Institutional Finance & Banking and have requested to take up the matter with concerned department to know the view point of the State Government

Observations:

Item No.44 Agricultural Marketing Infrastructure (AMI)-Instructions from Directorate of marketing and Inspection (DMI), Govt. of India.

NABARD has informed that the AMI scheme was open for general category up to 5th August 2014 and for SC/SY beneficiary’s up to 31st December 2016. The advance subsidy claims under AMI Sub scheme in respect of general category beneficiaries and SC/ST beneficiaries were to be submitted to NABARD by 31.12.2015 and 31.01.2017 respectively. As the financial closure of the scheme has to be done in a time bound manner, so it has been decided that:-

For projects where advance subsidy has not been sanctioned but completion period is over, a cut-off date of 15th November 2017 is prescribed for Financing banks for JMI requests along with all necessary document including completion certificates.

If no such requests are received before the cutoff date, it would be assumed that no more projects are pending for JMI with the financing banks.

For the projects which are not completed, banks are advised to submit all necessary documents to NABARD latest by 15th November2017 failing which the proposals of advance subsidy claims will be returned to the concerned bank.

Convener bank has already sent these instructions to all the member banks on 02.11.2017, however member banks are again requested to ensure meticulous compliance of the instructions of NABARD.

Feburary-2018, (Wednesday).

Observations-

Banks during the quarter ended September -2017 have opened 487007 “Basic Banking Accounts” having balance of ` 12771 lakh.

In view of the importance of “Financial Inclusion” the Controlling Heads of banks are requested to issue instructions to the concerned quarters for bringing the underserved section of the society to the bank’s fold by opening of “Basic Banking Accounts” and/or issuing of cards under GCC scheme.

Providing Saving-cum-OD Account Facility to other families living in Rural Areas having no Land

Department of Financial Services, Ministry of Finance, Govt. of India advised certain action points with regard to lending under Priority Sector and one of the action point was that each bank will work out a scheme if none exists, for giving Saving cum OD Account to other families which do not have any land and live in the Rural Area. This account should have an OD limit of ` 10,000/- against the personal guarantee of the villager and the villager should be able to use the bank account for Savings or meeting the requirements of consumption purposes on a need based basis and use the OD.

Controlling heads of all the banks to kindly take steps to implement the above facility as desired by the Ministry of Finance.

The analysis of the data reveals that against the quarterly target of 2500 Swarojgar Credit Cards (SCCs), Banks up to September -2017 have issued 120 cards amounting to `34 lacs.

Highlights

From 1st April 2017 to 30th September 2017, the Commercial Banks have sanctioned 151595 Kisan Credit Cards amounting to `7608.57 crores and disbursement has been completed in 149118 cases to the extent of `7209.76 crores. In addition to this, during the same period, Cooperative Banks have sanctioned 871Kisan Credit Cards amounting to `4.56 crores.

Since inception of the scheme, Commercial and Cooperative Banks jointly have sanctioned kisan credit cards to 4403582 farmers amounting to ` 132499.55 crores in the State, out of which disbursement has been made to farmers to the tune of ` 129631.36 crores. On cumulative basis, there are 2210371 outstanding KCCs amounting to `65793.33 crores as at 30.09.2017.

Implementation of Nayak Committee Recommendations

As per Reserve Bank of India guidelines for assessing working capital limits of village, tiny and other SSI units requiring fund based limits up to ` 5 crore, banks have to adopt procedure based on Nayak Committee guidelines, i.e. sanction of working capital limits @ 20% of the projected turnover.

Durin the quarter ended Sept.-2017, banks have sanctioned loans amounting to ` 1068 crore to 18877 SSI units. Out of these, loans amounting to ` 1012 crore have been sanctioned to 18184 SSI units as per Nayak Committee Norms which constitutes 96% cases. In remaining cases, the borrowers were not willing to avail the credit limits as per Nayak Committee Recommendations, due to the turnover of current assets being high and/or higher level of creditors.

Item No. 52 Financing of Tenant Farmers/Oral Lessees and Share Croppers.

NABARD has informed that Andhra Pradesh State Govt. has recently promulgated an ordinance titled "Andhra Pradesh Land Licensed Cultivators Ordinance 2011” to facilitate financing of tenant farmers, oral lessees and share croppers by financial institutions. The ordinance envisages issuance of ‘Loan and Other Benefits Eligibility Cards’ to tenant farmers, oral lessees and share croppers to access credit from the Public Financial Institutions and to claim benefits of input subsidy, crop insurance compensation for damage to crop and for matters connected therewith or incidental thereto.

Such an initiative would lead to smoothening the process of access to the formal credit delivery system by tenant farmers/oral lessees/share croppers, etc. thereby helping the JLG programme to scale new heights.

Director, Agriculture Department, Government of Punjab have informed that the case has been sent to Financial Commissioner (Revenue), Govt. of Punjab, for implementation of Act in the State.

The representative of Department of Agriculture/IF&B is requested to apprise the house latest position in the matter.

National Handicapped Finance and Development Corporation (NHFDC)

Ministry of Social Justic & Empowerment, Government of India has informed that NHFDC functions as an apex Institution for promoting economic development activities and self - employment ventures for the benefit of persons with Disabilities (PwDs). The detailed information on schemes and programmes of NHFDC is available on website www.nhfdc.nic.in.

NHFDC has recently tied-up with 3 Public Sector Banks (Bank of Baroda, Andhra Bank & IDBI Bank) and 24 Regional Rural Banks for flow of collateral free concessional credit (interest rate of 4-8% per annum) to PWDs for self employment under credit guarantee scheme of Government of India. These banks will also extend education loans to eligible students with disabilities for higher education in India or abroad at an interest rate of 3.50 – 4% per annum only. Other members banks are requested to sign similar agreement with NHFDC for flow of concessional credit to PWDs.Controlling Heads of these Public Sector Banks are requested to send the progress to the Convener Bank.
