SUPPORT FROM FINANCIAL INCLUSION FUND (FIF)-DEPLOYMENT OF POS TERMINALS IN TIER 5 & 6 CENTRES

NABARD, Central Office, Mumbai vide their Circular No.283/DFIBT-39/2016 dated 6th Dec.,2016 addressed to CMDs/Chairman/CEOs of Scheduled Commercial Banks, State Cooperative Banks and District Central Cooperative Banks had informed that there is a thrust on digital transactions and a need to provide an impetus to cashless transactions amongst the farming community also. As such, there is a need to increase the digital payments and acceptance infrastructure in rural areas. The deployment of Point of Sale Machines (PoS) Terminals will ensure cashless transactions which will squeeze the physical use of money/currency, resultantly the customers will withdraw only small amounts of cash in rural areas and especially in Tier 5 & 6 centers, covering population less than 10000.

As informed earlier that NABARD is extending financial support of maximum Rs.6000/- (Rs. Six Thousand only) from Financial Inclusion Fund (FIF) for deployment of PoS Terminals in one lakh villages in Tier 5-6 Centres, subject to a cap of two PoS devices per village.

AGM NABARD apprised the house that the date of first lodgement of claims is 31st Dec., 2017 and subsequent claims can be lodged upto 31st March, 2019.

Controlling heads of banks are once again requested to ensure that the POS Machines are installed in the villages identified by their bank and the subsidy from NABARD is claimed and the related data is provided to SLBC Secretariat for review in the next meeting of SLBC Haryana.

IMPLEMENTATION OF MEASURES FOR PROMOTION & PROLIFERATION OF DIGITAL PAYMENTS IN THE STATE

The State Government has constituted a State Level Committee comprising of Chief Secretary, Haryana (Chairman), Administrative Secretaries to Govt. of Haryana, Revenue, Finance & Planning, Women & Child Development, Development & Panchayats, Transport, School Education, Food, Civil Supplies & Consumer Affairs, Health, Public Health Engineering, Electronics & Information Technology, Urban Local Bodies, Agriculture and Farmers’ Welfare, Skill Development and Industrial Training and Power Departments as members for the promotion and proliferation of digital payments to achieve the target of 72 crore digital transactions allocated by the Govt. of India to the State of Haryana.

In this regard, meetings of the committee were held on 8th Sept., 2017 under the Chairmanship of Chief Secretary, Haryana and on 18 th Sept., 2017 under the Chairmanship of Shri P.Raghavendra Rao, IAS, ACS,

Finance & Planning, Govt. of Haryana. It was discussed that in order to achieve the allocated target of 72 crore digital transactions to the State of Haryana by the Govt. of India, various State Govt. Departments, Banks and other agencies need to make concerted efforts. As advised in the above meeting, SLBC Haryana Secretariat has collected and compiled bank wise targets of digital transactions assigned to various banks in the State of Haryana by DFS, MOF, GOI, New Delhi and submitted the same to Electronics & Information Technology Department, Haryana and Finance Department, Haryana for regular monitoring.However, the following banks have till date not submitted the desired targets to SLBC Haryana Secretariat:-

1. Andhra Bank 2. Corporation Bank 3.IDBI Bank & 4.United Bank of India and all Private Banks.

It was also advised that PNB should resolve all technical and financial issues with the Food & Supply Department, Haryana for implementation of AEPS for Public Distribution System by 30th Sept., 2017. Directorate of Food, Civil Supplies & Consumer Affairs, Haryana vide their letter dated 17th Oct., 2017 that Govt. of Haryana has assigned the work of implementation of Aadhaar Enabled Payment System (AePs)/Cashless Transactions at Fair Price Shops (FPS) in the entire State of Haryana to Punjab National Bank.It is informed that necessary instructions have been given to the Lead District Managers of PNB in the State of Haryana and Circle Office South Delhi (Non-Lead Districts-Faridabad, Gurugram, Mewat and Palwal) for opening of current accounts of the Fair Price Shop Owners in coordination with District Food & Civil Supply Officer of their respective district. Necessary work has also been initiated at PNB HO level and efforts are being made to accomplish the task at the earliest.State Bank of India was advised to take necessary steps to ensure one hundred per cent software integration with e-GRAS by 30th Sept., 17 to enable maximum digital transactions in the State. It was also desired that SBI should provide Department wise details of active/inactive PoS machines as well as the transactions carried out through them immediately so that the matter can be taken up with the concerned

departments for appropriate resolution. Representative of SBI may apprise the house in this regard.Against the target of 72 crore digital transactions allocated to the State of Haryana, 6,49,36,425 transactions amounting to Rs.56461 crore have been performed at PoS machines alone installed by banks in the State of Haryana as at 30.09.2017 besides transactions made through other digital modes. IMPLEMENTATION OF PRADHAN MANTRI JAN-DHAN YOJANA (PMJDY)

3.1 STATUS OF OPENING OF ACCOUNTS UNDER PMJDY

Banks have opened 63,98,380 accounts up to 30.09.2017 under PMJDY since its launching on 28.08.2014 whereas upto 30th June, 2017, 63,46,162 PMJDY accounts were opened by banks in the State of Haryana. A sum of Rs.2153 crore has also been mobilized by banks in these accountsAlthough, a majority of people have opened their banks accounts, however, controlling heads of banks are requested to advise their field staff to continue opening more and more accounts under PMJDY and ensure that no person in the State of Haryana remains unbanked. Banks should also encourage opening of accounts of children/students.Haryana State stood at 11th place on All India Basis in opening of accounts under PMJDY on the basis of density of population.

ACTIVATION OF RUPAY CARDS

As per the data received from banks it has been observed that out of 55,64,324 Rupay Cards issued upto 30.09.2017, 48,46,112 cards have been activated which is 87% of the total Rupay Cards issued. Out of total 55,64,324 Rupay Cards issued, 6,48,103 Rupay Cards have been issued in Zero Balance accounts and out of these, 4,67,505 (72%) Rupay Cards have been activated.

DFS, MOF, GOI, New Delhi vide communication dated 26.11.2015 informed that NPCI has extended 45 days usage condition (minimum one usage in 45 days) to 90 days (minimum one usage in 90 days) for RuPay Classic cardholders with effect from 25th Nov 2015. It may be noted that 45 days usage condition will remain unchanged for RuPay Platinum Cardholders.

From April 2016 onwards any customer induced transaction done by the account holder at the bank branch within the stipulated period of 90 days will also be eligible for claiming the Rupay card linked insurance benefit.

AGENDA ITEM NO. 3.5

AADHAAR SEEDING AND MOBILE NUMBER SEEDING IN OPERATIVE SAVING FUND ACCOUNTS

Govt. of India has advised to complete Aadhaar seeding in all Bank accounts by 31.12.2017. In case, the Aadhaar is not provided to the bank by 31.12.2017, the account shall become inoperative till the time Aadhaar is provided to the bank for seeding.

3.5 (i) AADHAAR SEEDING IN OPERATIVE SAVING BANK ACCOUNTS

As per the data received from banks it has been observed that upto 30.09.2017, out of 3,02,70,157 operative Saving Fund Accounts, Aadhaar has been seeded in 2,27,57,862 accounts (75%) and 75,12,295 accounts are yet to be seeded with Aadhaar number of the accountholders. Sr. No

AADHAAR SEEDING IN THE ACCOUNTS OF MGNREGA WORKERS IN THE STATE OF HARYANA

Joint Secretary, DFS and Joint Secretary (MGNREGS), Ministry of Rural Development, GOI, New Delhi vide letter dated 1st July, 2017 had informed that in case the account holders of accounts existing prior to the date of notification no. G.S.R. 538 (E)i.e 01.06.2017 fail to submit their Aadhaar number to the bank by 31.12.2017, their accounts shall cease to be operational till the time the Aadhaar number is submitted by them. As such Aadhaar seeding in all savings bank account has become mandatory.

As per the instructions of MORD, GOI, New Delhi Special Camps were organized from 25th July-10th Sept., 2017 to ensure seeding of Aadhaar in the accounts of MGNREGA Workers in the State of Haryana. LDMs were advised to coordinate with the District Administration in organizing the Special Camps for seeding of Aadhaar in the accounts of MGNREGA Workers in their respective districts.Controlling heads of banks were also requested to advise their field functionaries to participate in the camps and ensure that no consent form received from the District Administration and LDM Office remains pending with them for seeding of Aadhaar in the account of MGNREGA.As per the report received from Rural Development Department, Haryana, out of 6,61,088 active MGNREGA workers in the State, 6,58,815 workers have been issued Aadhaar Card and out of these, Aadhaar in the accounts of 5,57,533 workers (84%) has been seeded and 1,03,555 workers is yet to be seeded.

During the review in the 3rd meeting of Steering Committee to SLBC Haryana held on 2nd Nov., 2017, representatives of banks were requested to advise their field functionaries to ensure that no consent form remains pending for Aadhaar seeding in the accounts of MGNREGA beneficiaries/workers. Controlling heads of banks are once again requested to impart suitable instructions to their field functionaries in this regard.

Representative of Rural Development Department is also requested to ensure that duly authenticated/verified consent forms of remaining beneficiaries/workers are submitted to the bank branches through the LDM Offices so as to accomplish the task of 100% Aadhaar seeding in the accounts of MGNREGA workers.

ENROLMENT & UPDATION FACILITY IN BANK PREMISES

The Prevention of Money Laundering (Maintenance of Records) Rules, 2005 (“PLM Rules 2005”) have been amended with effect from June 1, 2017 & now Aadhaar is required for every bank account & all existing Bank accounts have to be verified with Aadhaar by the banks by 31st

December, 2017.

Vide Unique Identification Authority of India, Notification dated 14th July, 2017 it was decided that every Scheduled Commercial Bank shall set up Aadhaar enrolment and update facility inside its bank premises at a minimum of 1 out of their every 10 branches by 30th August, 2017. Vide UIDAI Circular dated 30th Aug 2017 the date was extended up to 30th

Sept 2017. Vide point no. 4 of the said circular it was informed that UIDAI would levy a financial disincentive of Rs. 20,000/- per uncovered branch for failing to adhere to the target of setting up of enrolment and update centers in 10 % of its branches by 30th September 2017.Vide UIDAI circular dated 7th Oct 2017. The last date for opening the enrolment and update centre in targeted number of branches by banks was extended upto 31.10.2017 & it was informed that the financial disincentive prescribed vide circular dated 30.08.2O17 will now be effective from 1st November 2017.

As per the list of branches received through SLBC Haryana, total 568 such branches (Annexure 7.1 P-127) have been identified by various LDMs to start enrolment & update facilities in State of Haryana & training has been provided to 516 identified staff/officers of banks.

As per the information available on UIDAI website https://appointments.uidai.gov.in/easearch.aspx in the State of Haryana as on 31st Oct 2017, 102 operators have been registered for 101 Kits in bank premises. The Bank wise and District wise details are given in Annexure No. 7.2-7.4 (P 128-130).

Controlling heads of banks are once again requested to ensure that the Aadhaar Enrolment and Updation Centers are set up in the identified branches and the information in this regard is submitted to SLBC Haryana Secretariat.

Upto 30.09.2017, banks have provided 2427 Micro ATMs to their BCAs. Convener bank has also provided 500 Micro ATMs to its BCAs. This will enable the account holders to swipe their ATM Cards at BCA locations and they will not have to go to the far flung areas for swiping the ATM cards. Besides, 6240 ATMs installed by all the banks in the state of Haryana will also take care of swiping of cards.Bank wise/District wise status of providing of Micro ATMs is given on Annexure No. 3.1 & 3.2 (P 120-121).The house may review.

DEPLOYMENT AND WORKING OF BCAs

In Haryana at all 3244 SSAs (Sub Service Area), the banking service is being provided either by the branches or by BCAs. Out of 3244 SSAs, 1252 SSAs are covered by branches and 1992 by BCAs. In the State of Haryana 2269 BCAs have been appointed against the requirement of 1992 BCAs. 1 BCA of OBC is inactive. The representative of OBC is requested to ensure that the BCA is made active at the earliest to provide the banking services in the allocated SSA.

Insurance Scheme offering insurance on accidental death and disability cover for disability on account of an accident. The scheme is being offered/administered through Public Sector General Insurance Companies (PSGICs) and other General Insurance Companies.All Saving bank account holders in the age group of 18-70 years can enroll themselves in participating banks on payment of an annual premium of Rs.12/- renewable on year to year basis.

Up to 30.09.2017, banks have enrolled 27,84,055 persons under the scheme and 26,33,715 (95%) records have been uploaded by banks.

3.12 (ii) Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY)-The scheme is being implemented through LIC of India/other insurance companies willing to offer product on similar terms with necessary approvals and tie ups with banks for this purpose. Under the scheme all saving bank holders with the age-group of 18-50 years can enroll themselves to avail benefits of the scheme on payment of annual premium of Rs.330/-. Under the scheme Rs. 2 lacs is payable on member’s death due to any reason. Details of the scheme are available on PMJDY website and with all banks. DFS, MOF, GOI vide their letter No. F.No.H-12011/2/2015-Ins.II dated 20.05.2016 have informed amendment in rules for implementation of PMJJBY. It has been decided by the competent authority to incorporate a lien clause in the rules of PMJJBY w.e.f. Ist September, 2016 whereby claims for deaths which occur during the first 45 days from the date of enrollment will not be paid. The risk cover will commence only after the completion of 45 days from the date of enrollment into the scheme by the subscriber. However deaths due to accidents will be exempted from the Lien Clause. Accordingly, the revised consent cum enrolment form for PMJJBY with lien clause stands incorporated, effective from 01.06.2016. All banks and Insurance companies have been requested to initiate necessary action in order to ensure availability of the revised form for enrolment under PMJJBY.

Up to 30.09.2017, banks have enrolled 8,33,748 persons under the scheme and 7,68,634 (92%) applications have been uploaded by banks.

3.12 (iii) Atal Pension Yojana (APY) - Keeping in mind the concern about the old age income security of the working poor, to focus on encouraging and enabling them to save for their retirement, to address the longevity risks among the workers in unorganized sector and to encourage them to voluntarily save for their retirement, the Government of India launched this pension scheme namely Atal Pension Yojana (APY). The scheme is being administered by Pension Fund Regulatory and Development Authority (PFRDA) through NPS Architecture.Under APY, there is guaranteed minimum monthly pension for the subscribers ranging between Rs.1000/-to Rs.5000/- per month. The benefit of minimum pension will be guaranteed by Govt. of India.All bank account holders which are citizen of India and in the age-group of 18-40 years can join APY and avail benefits of the scheme on payment of subscription according to their entry age and required minimum monthly pension ranging between Rs.1000/-to Rs.5000/- per month. Complete details are available with the participating banks and on the website of PFRDA and PMJDY as well.Up to 30.09.2017, banks have enrolled 1,28,399 persons under the scheme and 1,27,222 (99%) records have been uploaded by banks.

Activities allied to agriculture include pissiculture, beekeeping, poultry, livestock rearing, grading, sorting, aggregation agro industries, dairy, fishery, Agri-Clinics and Agribusiness Centres, Food & Agro Processing etc.Further, we have received a copy of D.O. No. 25-1 (15)/2016-17/AHD (Coord.) dated 19.01.2017 through the office of Director General, Animal Husbandry & Dairying, Haryana vide their letter dated 29th March, 2017 with the request to ensure to provide the benefits of PMMY to farmers as per the guidelines issued by MOF, GOI, in this regard.SLBC Secretariat vide its letter dated 12th April, 2017 has requested the controlling heads of banks to advise their field functionaries in the State of Haryana to ensure compliance of the instructions of MOF with regard to coverage of “Activities allied to Agriculture (upto Rs.10.00 lakh)”(excluding crop loans, land improvement such as canals, irrigation wells) and services supporting these, which promote livelihood or are income generating under PMMY so that the benefits could be availed by the farming community.Representatives of the banks are once again requested to ensure compliance of the same.

PROGRESS UNDER STAND-UP INDIA SCHEME UPTO THE PERIOD ENDED SEPT., 2017 (2017-18)

Stand-Up India Scheme was launched by the Hon’ble Prime Minister on 5th April, 2016 with the objective of facilitating bank loans between Rs.10 lakh and Rs. 100 lakh to at least one Scheduled Caste (SC) or Scheduled Tribe (ST) borrower and at least one woman borrower per bank branch of all scheduled commercial banks for setting up a green field enterprise. This enterprise may be in manufacturing, service or trading sector. In case of non-individual enterprises at least 51% of the shareholding and controlling stake should be held by either an SC/ST or Woman Entrepreneur.An interactive portal (www.standupmitra.in) has also been launched by the Hon’ble Prime Minister which hosts information about various entities providing handholding support to the borrower. It has been advised to route the loan applications through the portal.

Being  one  of  the  flagship  programmes  of  the Government of India, the progress  of  implementation  of  Stand-Up  India  scheme  is being closely monitored  by a National Level Steering Committee for Stand-Up India Scheme under  the Chairmanship of Hon’ble Minister of Finance and 5 Ministers from Union  Cabinet, 3 Members of Parliament, besides, CMDs of NABARD, SIDBI andChairman, DICCI as members of the Committee.

NABARD and SIDBI have been nominated as Nodal Agencies for implementing the Stand-Up India Scheme. During the current financial year i.e. upto Sept. 2017, 549 Beneficiaries have been sanctioned loans amounting to Rs.123.49 Crore and disbursement amounting to Rs.94.30 crore has been made in 528 cases. Out of which 142 cases amounting to Rs. 23.67 Crore sanctioned and 137 cases amounting to Rs.16.83 Crores have been disbursed to SC/ST. Similarly, 407 cases amounting to Rs.99.82 Crore have been sanctioned and 391 cases amounting to Rs.77.47 Crores have been disbursed to Women Beneficiaries in Haryana State.Top 3 and bottom 3 Banks with their performance under Stand Up India Scheme are as under:-

As per Govt. of India instructions, every branch of a scheduled commercial bank is mandated to finance at least one Scheduled Caste (SC) or Scheduled Tribe (ST) borrower and at least one woman borrower under Stand Up India Scheme. While going through the progress of banks under the scheme, it has been observed that out of 4708 branches of scheduled commercial banks in the State of Haryana, only 307 branches have participated in the scheme, which is very low.

The progress under the scheme was also reviewed in the 3rd

meeting of Steering Committee to SLBC Haryan held on 2nd Nov., 2017. The representatives of the banks were requested to ensure that all branches of their bank participate in the scheme so that considerable improvement could be made in the performance of their bank.

Controlling heads of banks are once again requested to advise their field functionaries suitably in this regard so that the target stipulated by the Govt. of India is not only achieved by each bank branch but surpassed with a good margin.

AGENDA ITEM NO. 3.15. (i)

PRADHAN MANTRI AWAS YOJANA (PMAY)-CREDIT LINKED SUBSIDY SCHEME (CLSS)

Pradhan Mantri Awas Yojana-Housing for all (Urban) Mission of the Ministry of Housing and Urban Poverty Alleviation was launched on 25th

June, 2015. The Mission is being implemented through four verticals inter alia includes affordable Housing through Credit Linked Subsidy Scheme (CLSS). CLSS is an important component of the Scheme.

The progress under the scheme was not showing improvement. As such the Government of India decided to extend the scheme for Middle Income Group beneficiaries as well.

- During the current financial year i.e. 2017-18 upto Sept. , 2017, 159 cases amounting to Rs.1854 lakh have been sanctioned, out of which 145 cases amounting to Rs.1250 lakh have been disbursed.

- Out of 159 cases, 24 cases amounting to Rs.198 lakh have been sanctioned to SC/ST beneficiaries and disbursement has been made in 24 cases amounting to Rs.187 lacs.

- Similarly, 49 cases amounting to Rs.538 lakh have been sanctioned to women and disbursement amounting to Rs.607 lakh has been made in 59 cases (including the cases sanctioned last year)

From the above, it is observed that the progress under the scheme is low. Representatives of banks are requested to share their views about the low progress under the scheme.

During the 2nd meeting of Steering Committee to SLBC Haryana held on 28.07.2017, representative of SUDA informed the house that the scheme is yet to take off in the State of Haryana. He also informed the house that the process of verification of beneficiaries has since started by SUDA for which a special survey is being conducted. He expressed hope that the progress under the scheme will pick up in coming months.

During the deliberations on the issue in the 3rd meeting of Steering Committee to SLBC Haryana held on 2nd Nov., 2017 representative of SUDA present in the meeting informed the house that survey conducted

The representative of Nodal Agency SUDA is requested to ensure that the details of verified beneficiaries are provided to SLBC Haryana for onward submission to the LDMs/banks for initiating necessary steps for financing the beneficiaries. Representative of HUDCO is also requested to apprise the house in this regard.

PRADHAN MANTRI AWAAS YOJANA GRAMIN (PMAY-G)

It has been informed by Rural Development Department, Haryana that MORD,GOI has revamped the Indira Awaas Yojana (IAY) as Pradhan Mantri Awaas Yojana-Gramin w.e.f. 2016-17 to realize the version of “Housing for All by 2022”. The emphasis under PMAY-G is on providing universal access to housing in rural areas by constructing houses for all during the period on 3 years from 2016-17 to 2018-19 in the State.Under this scheme, financial assistance amounting to Rs. 1.50 lakh will be provided to the beneficiaries for construction of their houses. The detail of amount is as under:-1. Rs.1.20 lakh for plain areas2. Rs. 0.18 lakhs as top up amount from State.

The above financial assistance of Rs.1.38 lakhs will be provided to the PMAY-G beneficiaries in three installments as per the following criteria:-

The beneficiaries are identified on the basis of SECC-2011 data. The Ministry has provided list of 1.56 lakh households having 0,1,2 room kutcha house. These lists have been made available at Gram Panchayat level where the Gram Sabha has verified and prioritized the eligible households to be covered under PMAY-G. There are 33418 beneficiaries who have been given priority setting out of 40219 remaining beneficiaries. 32243 beneficiaries have been verified by the appellate committee so far.

The Ministry of Rural Development (MORD), GOI has fixed target to construct 12886 houses during the financial year 2017-18.

Representative of Rural Development Department, Haryana is requested to apprise the house further in this regard.

REOPENING OF FINANCIAL LITERACY CENTRES (FLCs) BY BANK OF INDIA IN HISSAR-II BLOCK

Bank of India was allocated Hissar-II Block for opening of Financial Literacy Centre and the FLC was opened by the bank. The Financial Literacy Centre was closed down by the bank on the instructions of their Corporate Office without any information/permission from SLBC. As advised by the Ministry of Agriculture & Farmers’ Welfare Department, Govt. of India, New Delhi, Controlling heads of banks were requested to get the folio printed and supply to their branches in the State of Haryana for providing to the farmers covered under PMFBY containing information on Pradhan Mantri Fasal Bima Yojana (PMFBY) alongwith logo and tagline of the scheme and acknowledgement receipt/policy document after receiving from the respective insurance company for each crop season.

Controlling heads of banks are requested to ensure that the folio containing acknowledgement receipt/policy document received from the respective insurance company is delivered to the farmer covered under PMFBY by their branches in the State of Haryana is delivered to the loanee as well as non-loanee farmers covered under the scheme by branches of their bank.

Agriculture & Farmers’ Welfare Department, Haryana is requested to impart necessary instructions to the Insurance Companies that acknowledgement receipt/policy document is sent to the concerned branches of the banks well in time enabling the branches to hand over the same to the farmers covered under PMFBY.

COMPLAINTS UNDER PRADHAN MANTRI FASAL BIMA YOJANA (PMFBY)

Since the implementation of PMFBY in the State of Haryana, SLBC has been receiving a number of complaints from different corners on various issues. The same are being forwarded to the concerned stakeholders i.e. Agriculture & Farmers’ Welfare Department, Haryana, the concerned insurance companies, banks and Lead District Managers as well.

The main complaints relate to the following issues:-

1. The identified /insured area mentioned in the record of banks and insurance company differs due to clerical mistake committed at bank level. Due to this, the Insurance Companies have rejected the claims. As the beneficiaries are same and there is not dispute with regard to identification of farmers, crop sown and crop loss.

Convener SLBC vide its letter dated 17.10.2017 has requested ACS Agriculture & Farmers’ Welfare Department, Haryana and Director, Ministry of Agriculture & Farmers’ Welfare, GOI, New Delhi to impart suitable instructions to the Insurance Companies to resolve the matter.

The issue was also deliberated upon in the 3rd meeting of Steering Committee to SLBC Haryana held on 2nd Nov., 2017. Joint Director (Statistics), Agriculture & Farmers’ Welfare Department, Govt. of Haryana vide their office letter dated 2nd Nov., 2017 have advised the 2 insurance companies namely Reliance General Insurance Co. Ltd., ICICI Lombard General Insurance Co. Ltd and Bajaj Allianz General Insurance Co. Ltd to settle the pending claims lying pending since last one year due to mistakes done by the banks. A copy of the same has been sent to the Controlling heads of banks and Lead District Managers in the State of Haryana vide SLBC Haryana Secretariat e-mail dated 3rd Nov., 2017.

A copy of the same is given on Annexure No.18 (P-149) for information of the SLBC Member banks.

Controlling heads of banks are requested to sensitize their field functionaries to ensure correct feeding of the relevant data at PMFBY portal to avoid rejection of claims of the farmers.

Representatives of the Insurance Companies are also requested to apprise the house in this regard.

Any information regarding PMFBY to be obtained by the respective insurance company from banks should be obtained with prior approval of Agriculture & Farmers’ Welfare Department, Haryana as it has been informed by the field that Insurance agencies are sending such formats to the banks only for their own convenience which does not commensurate with the operative guidelines of PMFBY or with notification of State Government issued in this regard.

A copy of the format sent by Bajaj Allianz General Insurance Co. Ltd is given on Annexure No.19 (P-150) for reference of the SLBC member banks.

AADHAAR SEEDING IN THE ACCOUNTS OF PMFBY BENEFICIARIES

NABARD, RO, Haryana Chandigarh vide their letter dated 28th

Sept., 17 informed SLBC Secretariat that Ministry of Agriculture & Farmers’ Welfare Department, Govt. of India vide notification dated 28th August, 2017 has notified that in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of2016) (hereinafter referred to as the said Act), the Central Government hereby notifies the following, namely:-

l. (l) All farmers eligible for receiving the benefits under the scheme are hereby required to furnish proof of possession of Aadhaar number or undergo Aadhaar authentication.(2) Any farmer desirous of availing the benefits under the scheme, who does not possess the Aadhaar number or has not yet enrolled for Aadhaar, is hereby required to make application for Aadhaar enrollment by 30th September, 2017 provided she or he is entitled to obtain Aadhaar under section 3 of the said Act and such individuals may visit

any Aadhaar enrolment centre specified in the Unique Identification Authority of India (UIDAI) website (www.uidai.eov.in) to get enrolled for Aadhaar.

(3) As per regulation 12 of Aadhaar (Enrolment and Update) Regulations, 2016, the Ministry through its implementing Agencies, is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tehsil, the Ministry through its Implementing Agencies, shall provideAadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or the Ministry, itself becoming UIDAI Registrar:

Provided that till the time Aadhaar is assigned to the individual, benefits under the Scheme shall be given to such individuals, subject to the production of the following identification documents, namely:-

A (i) if she or he has enrolled, her or his Aadhaar Enrolment ID slip; or

(ii) a copy of her or his request made for Aadhaar enrolment, as specified in sub-paragraph (2) of paragraph 2 below; and

(b) (i) Bank Passbook or Post office Passbook with Photo; or (ii) Kisan Photo Passbook; or (iii) Kisan Credit Card; or (iv) Voter ID Card; or (v) Permanent Account Number (PAN) Card; or (vi) Passport; or (vii) Driving licence issued by Licensing Authority under the Motor Vehicles Act, 1988 (59 of 1988); or (viii) Ration Card; or (ix) MGNREGS Card; or (x) Certificate of identity having photo ofsuch member issued by a Gazetted Officer or a Tehsildar on an official letter head; or (xi) Any other document as specified by the Ministry:

Provided further that the above documents shall be checked by an officer specifically designated by the implementing Agencies for that purpose.

1. In order to provide convenient and hassle free benefits to the beneficiaries under the Scheme, the Ministry through its Implementing Agencies shall make all the required arrangements including the following, namely:-

(i) wide publicity through rnedia and individual notices shall be given to the beneficiaries to make them aware of the requirement of Aadhaar under the Scheme and they may be advised to get themselves enrolled at the nearest Aadhaar enrolment centers available in their areas by 30th September, 2017, in case they are not already enrolled and the list of locally available Enrolment Centers shall be made available to them.(2) in case, the beneficiaries under the Scheme are not able to enroll for Aadhaar due to non availability of enrolment centers in the near vicinity such as in the Block or Taluka or Tehsil, the Ministry through its Implementing Agencies are required to create Aadhaar enrolment facilities at convenient locations, and the beneficiaries may register their requests for Aadhaar enrolment by giving their names, addresses, mobile numbers and other details as specified in the first proviso to sub-paragraph (3) of paragraph 1, with the designated official of the Implementing Agencies or through the web portal provided for the purpose.Further, NABARD had also informed that special DLCC meetings are required to be convened by the LDMs to sensitize the banks for the requirement of Aadhaar enrolment for the aforesaid beneficiaries by 30th

September 2017. SLBC was requested to advise all the LDMs in the State of Haryana to convene special DLCC meetings immediately in consultation with district authorities and the Unique Identification Authority of India (UIDAI) in their respective district/s for the above purpose.SLBC Secretariat vide its communication dated 28th Sept., 2017 followed by reminder dated 25th Oct., 2017 advised all LDMs of Haryana to sensitize the banks operating in their respective district through a special DLCC meeting to ensure Aadhaar linkage of the loanee farmers so as to enable them to get the benefit of Interest subvention. LDM 1 Gurugram 2. Palwal 3. Rewari 4. Sonepat and 5 Sirsa have confirmed having organized the special DCC meetings in this regard. LDMs of the remaining districts are once again requested to ensure that field functionaries of various banks are sensitized suitably so that

the accounts of the loanee farmers are seeded with Aadhaar so that the benefits of the PMFBY could be extended to them in hassle free manner.Controlling heads of banks are also requested to impart necessary instructions to their field functionaries in this regard so that Aadhaar is seeded in the accounts of all loanee farmers of their respective branches.The house may discuss.

OPENING OF BRICK & MORTAR BRANCHES IN VILLAGES WITHOUT A BANK BRANCH OF A SCHEDULED COMMERCIAL BANK WITH POPULATION MORE THAN 5000

As per the instructions of Reserve Bank of India, 194 unbanked villages (without having a brick and mortar branch of a Scheduled Commercial Bank) having population more than 5000 were identified in the State of Haryana. These villages were allocated to various banks for opening of brick and mortar branches. Despite relaxation of guidelines with regard to branch authorization policy issued vide Reserve Bank of India, Central Office, Mumbai vide their Circular No.RBI/2016-17/306/DBR.No.BAPD.BC.69/22.01.001/2016-17 dated 18th May, 2017 for “Banking Outlets” no considerable progress has been made. SLBC Secretariat vide its communications dated 20.09.2017 and 04.10.2017 requested the controlling heads of concerned banks to apprise us the action taken in this regard but no reply has been received from the banks.Upto 30th Sept., 2017, out of 194 villages, brick and mortar branches have been opened in only 44 villages and 150 villages are yet to be provided services of a brick and mortar branch. Reserve Bank of India has stipulated 31st Dec., 2017 as cut-off date for opening of brick and mortar branches in the unbanked villages having population above 5000.

AGENDA ITEM NO. 6.2

RATIONALIZATION OF BRANCH AUTHORIZATION POLICY-REVISION OF GUIDELINES

RBI Central Office Mumbai vide their Circular No.RBI/2016-17/306/DBR.No.BAPD.BC.69/22.01.001/2016-17 dated 18th

May, 2017 issued revised guidelines on ‘Rationalization of Branch Authorization Policy-Revision of Guidelines.

In terms of para 4.4 of the above circular, the SLBCs have been assigned a constructive and proactive role of compiling and having an updated list (at all times) of all unbanked rural centers (URCs) in the state which shall be displayed on their website. Banks are required to inform and coordinate with the SLBC Convener Bank to earmark the centre identified by them for opening of banking outlet (BO). In case of failure of the bank to open the banking outlet within a year, the SLBC convener bank may indicate the centre as available for other banks to open the banking outlet. The non-member banks may also refer to the website, coordinate with the SLBC Convener Bank and earmark the centers identified by them.

RBI, Central Office Mumbai vide their letter dated 10th Oct., 2017 have advised the SLBC Convener Banks that the following points should be taken in to account:-

Banks need not obtain prior approval of SLBCs for identifying a centre. However, there may be cases where two or more banks might identify the same URC to open BO at the same time. In such case, SLBC convener bank, in a coordinated matter, should exercise its discretion to allot the centre to a particular bank.

A full-fledged ‘brick and mortar’ branch opened in a rural (Tier 5 & 6) centre which is already being served by a fixed point BC outlet by any bank will also be eligible to be treated as equivalent to opening a ‘Banking Outlet’ in a URC.

A ‘banking outlet’ opened in a rural (Tier 5 & 6) centre which is served by only a banking outlet of a Payment Bank will also be eligible to be treated as equivalent to opening a ‘Banking Outlet’ in a URC.

In this regard, it is informed that the URCs having population more than 5000 have already been uploaded on SLBC Haryana website.

As regards the URCs having population below 5000 is concerned, LDMs have been advised to provide the list of Unbanked Rural Centres of their respective Districts to SLBC Haryana Secretariat for uploading on the SLBC Haryana website. The following LDMs have till date not provided the details of such centres to SLBC Secretariat:-

1.Bhiwani 2. Gurugram 3. Kaithal 4. Panchkula 5. Rohtak and 6. Sirsa

LDMs of above districts are advised to ensure submission of the list of Unbanked Rural Centres (URCs) of their respective district which are having population below 5000 to SLBC Haryana Secretariat for compilation and uploading on the SLBC Haryana website and inform the RBI Central Office Mumbai through RBI, RO, Chandigarh accordingly.

of Library & Sports Kit in Govt. Schools etc. in the adopted villages of banks are to be undertaken.As per reports received from banks, during the review period 173 toilets have been constructed in 164 schools of 157 villages of Haryana, besides other activities like opening of library cum reading rooms, providing sports kits etc. in the schools have also been undertaken by banks. Banks need to accelerate their efforts in this social area. The Controlling heads of banks are requested to ensure their active participation in this social movement/campaign. 8.10 DRI ADVANCES-REVIEW OF PROGRESS The DRI advances have increased by Rs.2.40 Crore from Rs.17.93 crore as at Sept., 2016 to Rs.20.33 Crore as at Sept., 2017, registering a growth of 13%.As per the revised targets, at least 10 loans per rural branch per quarter are to be made by all the Scheduled Commercial Banks. Highlights of performance of Banking Sector under prescribed National Goals are as under:-

Under Priority Sector, the performance of the banking system is 63%, which is above the prescribed National goal of 40%.

Under Agriculture Sector, the achievement is 26%, which is also above the National goal of 18%.

Under Small & Marginal Farmers the achievement is 11% against the target of 8%.

Under Micro Enterprises the achievement is 11% as against target of 7.5%.

Overall CD Ratio in respect of Commercial Banks, RRBs excluding Cooperative Banks as at Sept., 2017 is 66%. However, with cooperative banks it is 68%.

There is an increase of 3% in CD Ratio (from 66% to 69%) when the amount of RIDF i.e. Rs.4325 Crore is included in total credit of Financial System.

As at Sept., 2017 District Rewari was having CD Ratio less than 40% i.e. 39%. District Narnaul and Rohtak were having CD Ratio of 40%.CD Ratio of Financial System excluding Cooperative Banks in District Ambala (49%), Faridabad (57%), Gurugram (50%), Jhajjar (49%), Mewat (47%), Narnaul (40%), Palwal (53%), Rewari (39%), Rohtak (40%), Sonepat (51%) and Yamuna Nagar (59%) is still below the stipulated level of 60%, which needs concerted efforts to be made by the banks and LDMs of these districts for further improvement.

The District-wise CD Ratio has been given at Annexure No. 23 (P-164).The CD ratio of Bank of Baroda (49%), Bank of Maharashtra (54%), Central Bank of India (59%), IDBI Bank (31%), IOB (55%), Oriental Bank of Commerce (44%), State Bank of India (56%), Syndicate Bank (44%), Union Bank of India (51%), United Bank of India (48%), Indusind Bank (49%), J&K Bank (50%), Ratnakar Bank Ltd. (26%), South Indian Bank (35%) and Yes Bank (23%) which needs considerable improvement as the same is very low. CREDIT+INVESTMENT IN STATE GOVT. BONDS TO DEPOSIT RATIO

After adding the figures of Rs 7822 Crore of investment made by banks in the State Govt. Bonds with total credit of Rs.210193 Crore (excluding Cooperative banks) the credit + investment to deposit ratio works out to 68%.This indicates that besides credit deployment, large funds have also been invested by the banking system in State Government securities, which are ultimately utilized for the economic development of the State. As against the Prorata half yearly target of Priority Sector advances of Rs.54712 Crore, Banks have disbursed loans to the tune of Rs.45422 Crore up to Sept. 2017. The achievement comes to 83%.

Against the Prorata h/y target Rs.35056 Crore under Agriculture & allied Activities, Banks have disbursed loans amounting to Rs.29053 Crore. The achievement comes to 83%. Achievement under Crop Loans and Term Loans has been 99.7% and 46.9% respectively.

Banks have disbursed loans amounting to Rs.11366 Crore against the prorata h/y target of Rs.11752 Crore set for Micro, Small & Medium Enterprises (MSMEs) during the half year ended Sept. 2017. The achievement comes to 97%.

As against the h/y target of Rs.42417 Crore, the Public & Private Sector Banks have disbursed loans amounting to Rs.35374 Crore. The achievement works out to be 83%.

Sarva Haryana Gramin Bank has disbursed loans amounting to Rs.3951 Crore under Priority Sector as against the h/y target of Rs.4573 Crore thus showing achievement of 86%. Whereas, the Cooperative Banks & others have disbursed loans amounting to Rs.6097 Crore against the h/y target of Rs. 7722 Crore. The achievement comes to 79%.

Agriculture & Allied Activities Against the half yearly target of Rs.35056 Crore, banks

have disbursed loans amounting to Rs.29053 Crore. The achievement works out to be 83%.

As against the h/y target of Rs. 24303 Crore under this sector, the Public & Private Sector Banks have disbursed loans amounting to Rs.20100 Crore, the achievement comes to 83%.

Micro, Small & Medium Enterprises/Non-Farm Sector Against the half yearly target of Rs.11752 Crore, the banks

have disbursed loans amounting to Rs.11366 Crore under MSME Sector. The achievement works out to be 97%.

As against the h/y target of Rs.10807 Crore under this sector, Public & Private Sector Banks have disbursed loans amounting to Rs.10797 Crore. The achievement comes to 100%.

Sarva Haryana Gramin Bank has disbursed loans amounting to Rs.287 Crore under this sector as against the h/y target of Rs.342 Crore; the achievement comes to 84%.

The Cooperative Banks & others have disbursed loans amounting to Rs.282 Crore against the h/y target of Rs.603 Crore; the achievement works out to 39%.

Other Priority Sector Against the half yearly target of Rs.7904 Crore, the banks

have disbursed loans amounting to Rs.5003 Crore. The achievement works out to be 63%.

As against the h/y target of Rs.7307 Crore under this sector, the Public & Private Sector Banks have disbursed loans amounting to Rs.4477 Crore. The achievement works out to 61%.

Sarva Haryana Gramin Bank has disbursed loans amounting to Rs.104 Crore under Other Priority Sector as against the h/y target of Rs.394 Crore, thereby showing achievement of 26%.

REVIEW OF PROGRESS UNDER DAIRY ENTREPRENEURSHIP DEVELOPMENT SCHEME (DEDS)

The Secretary, Govt. of India, Ministry of Agriculture & Farmers’ Welfare, Department of Animal Husbandry, Dairying & Fisheries, GOI, New Delhi vide their letter dated 21st June, 2017 addressed to the Chief Secretary and copy endorsed to Convener SLBC Haryana have informed that:--The Dairy Entrepreneurship Development Scheme (DEDS) is being implemented through NABARD and Nationalized banks. -DEDS is the only direct beneficiary oriented scheme covering loaning in the entire value chain from cattle procurement to sale of milk through outlets.It has been mentioned that SLBC is the main institutional forum for review of programme and policies by all financial institutions. AGENDAITEM NO. 13.2

ADOPTION OF VILLAGES UNDER DEBT SWAP SCHEME

Upto the period ended Sept., 2017 banks have reported adoption of only 160 villages (Bank of India-11, Canara Bank-3, Dena Bank-6, Indian Bank-8, IOB-18, OBC-19, PNB-57, SBI-12, Syndicate Bank-3, Union Bank of India-1 and Sarva Haryana Gramin Bank 22).

SLBC Secretariat has regularly been following up with the Lead District Managers to allocate villages of their district under Debt Swap Scheme for bringing the farmers out of the clutches of money lenders.

Despite of regular follow up and recent communications dated 20.09.17, 4.10.17, 17.10.17 and 24.10.17, only LDM Faridabad and Fatehabad have reported allocated the villages to the banks operating in their respective districts for financing under Debt Swap Scheme of their bank.LDMs of the remaining districts are requested to apprise the house in this regard.

Similarly, the controlling heads of banks have also been requested to advise their branches to adopt villages in coordination with the LDM of their respective district for financing under Debt Swap Scheme and bringing the farmers out of the clutches of money lenders. The Controlling Heads of Banks are once again requested to advise their field functionaries to adopt one village in each district where they are having branch and lend liberally under the scheme to get the farmers out of clutches of money lenders so that the target allocated to their bank could be achieved. LDMs are also advised to coordinate with banks and finalize Bank-wise adoption of villages.The house may deliberate.

reconstituted and a separate meeting be held to achieve this important goal of the nation.

It is informed that a Sub Group consisting of the following members was constituted and conveyed to the Chief Secretary, ACS Finance and Financial Advisor, IF&CC Haryana on 23rd Sept., 2016:-

Representative of NABARD is requested to apprise the house that what changes are required to made in the Sub Group. It is also requested that the agenda items to be discussed in the next meeting of Sub Group may also be sent to SLBC Haryana Secretariat for convening the meeting accordingly.

The Sr. Executive-Legal, Indian Banks’ Association vide their letter dated 23rd May, 2017 has informed that a representation has been received for notifying all District Headquarter Town, all Taluka /Tehsil Headquarter Town, all area of Municipal Corporation (Mahanagarpalika), Municipal Council (Nagarpalika) Nagar Panchayat under Section 58 (f) of Transfer of Property Act, 1882 for creation of Equitable Mortgage in the State of Maharashtra. As Maharashtra Government has not notified all District Headquarter Town, All Taluka / Tehsil Headquarter Town, All area of

Municipal Corporation (Mahanagarpalika),  Municipal Council (Nagarpalika) Nagar Panchayat under Section 58 (f) of Transfer of Property Act, 1882 common man/small business people are facing lot of difficulties to create equitable mortgage & availing housing/ business loans for their needs.  Acting upon this representation, Indian Banks’ Association (IBA) has informed Convener SLBCs that the notification u/s. 58 (f) is issued by State Government; various State Governments have notified towns in different manner.   Further the SLBCs have been requested to verify that all District Headquarter Towns, all Taluka/Tehsil Headquarter Towns, all area of Municipal Corporation (Mahanagarpalika), Municipal Council (Nagarpalika) Nagar Panchayat have been notified by the State Government under Section 58 (f) of Transfer of Property Act, 1882.   If the same is not done till date, please take necessary steps accordingly”.

It has also been informed by IBA that they have collected details of Mortgage Registration Charges on ‘Mortgage by Deposit of Title Deeds & Registered Mortgage/Mortgage Deeds’ prevailing in different States including Union Territories of India and data showing the different Structure of Registration Charges applicable in different States and Union Territories of India (Annexure No.28 P-176) and SLBC has been requested to take up the matter with the respective State Governments for rationalization of charges. The matter was taken up with the Office of ACS, Revenue & Disaster Management Department, Haryana vide Convener SLBC letter dated 26th May, 2017 and 23rd October, 2017 to confirm that all District Headquarter Towns, all Taluka/Tehsil Headquarter Towns, all area of Municipal Corporation (Mahanagarpalika), Municipal Council (Nagarpalika) Nagar Panchayat have been notified by the State Government under Section 58 (f) of Transfer of Property Act, 1882 for creating equitable mortgage. No communication has been received from the department till date.

PROGRESS OF RURAL SELF EMPLOYMENT TRAINING INSTITUTES (RSETIs)–SEPT., 2017

 In the State of Haryana, RSETIs are functioning in all 21 districts of the state. From the progress report of RSETIs upto Sept., 2017, it has been observed that:-

- 3438 training programmes of Skill Development have been organized upto Sept., 2017 wherein 93384 trainees participated.

- 15188 trainees have been financed by the banks to start their Enterprises, 39509 trainees have set up enterprise with their owned funds and 5932 trainees got wage employment.

- Settlement rate is 65%.- Out of the total 93384 trainees, 32825 were from SC/ ST category,

25816 from OBC, 6404 from Minority and 28339 were from other categories.

- 48543 women & 486 Handicapped persons have also been provided training for self-employment.

- 5718 trainees have also been sponsored by KVIC/KVIB/DIC for EDP Training under PMEGP. Out of which, 1238 were women and 10 handicapped persons.

 Performance of the RSETIs functioning in the State up to Sept., 2017 is given on Annexure No.29.1 (P-177). The House may review. AGENDA ITEM NO. 16.2

DISPOSAL OF LOAN APPLICATIONS SPONSORED/REFERRED BY RSETIs OPERATING IN THE STATE OF HARYANA

forwarded to various banks in the State and applying pending with various bank branches has been collected from RSETIs and compiled by SLBC Secretariat.

From the progress report upto the period ended Sept., 2017, it has been observed that:-

- Upto Sept., 2017, 11282 loan applications of RSETI trained candidates have been sponsored to various banks operating in the State of Haryana.

- Out of 11282 applications, 4917 loan applications have been sanctioned and disbursement has been made to 4714 applicants.

- 2660 applications have been rejected by banks.- 3705 Applications were still lying pending for disposal with various

branches of banks in the State as at Sept., 2017. Bank wise and District wise progress along with the pendency is given on Annexure No.29.2-29.3 (P 178-179) Bank wise pendency has already been sent to the controlling heads of banks by SLBC Secretariat on 29.10.2017 with a request to impart necessary instructions to their branches in the state to ensure disposal of the pending applications at the earliest and not to keep them pending for more than one month from the receipt of application (s) at theirs.The representatives of banks present in the meeting are one again requested to ensure that the required instructions are issued to their field functionaries in this regard.The Lead District Managers have also been also advised to obtain the details of pending cases from the respective RSETIs and get the pendency cleared from the concerned banks.

ISSUES HINDERING THE CONSTRUCTION OF RURAL SELF EMPLOYMENT TRAINING INSTITUTES (RSETIs) BUILDING

The issues relating to hindering the construction of RSETI buildings were discussed in the last meeting of SLBC Haryana and the State

Government was requested to initiate necessary steps to resolve the issues at the earliest. Convener SLBC vide its letter dated 29th Sept., 2017 addressed to the ACS Finance, Haryana has communicated that in view of the inordinate delay and non resolution of the issues hindering construction RSETI Buildings of District Jhajjar, Sirsa, Yamuna Nagar, Kurukshetra and Jind, PNB Centenary Rural Development Trust (PNBCRDT), HO, New Delhi has asked to submit our opinion/recommendations to drop the construction of RSETI buildings of District Jhajjar, Jind and Sirsa keeping in view the last date fixed by MORD to complete the buildings by 30th June, 2018.However, Department of Finance, Govt. of Haryana held two Video Conferences with the Deputy Commissioners of all districts of Haryana, Ist on 29.04.2017 Chaired by ACS Finance and participated by Convener SLBC, Haryana along with other concerned officials from bank and the State Govt. The 2nd on 18.07.2017 Chaired by Hon’ble Finance Minister, Haryana, also participated by ACS Finance, the Convener SLBC Haryana, other concerned officials wherein it was emphasized upon the respective DCs that they should get every issue relating to hindrance in the completion of construction of RSETI buildings resolved. Each DC assured to do so but many issues have been remaining unresolved.We once again request the concerned authorities of the Govt. to intervene in the matter so that the issues are resolved at the earliest and the construction of RSETI building could be started and completed within the time stipulated by MORD, GOI, New Delhi and the rural masses and unemployed youth are not deprived of the facilities being provided by the RSETI in the State of Haryana.

In this regard, request application by RSETI to DC was also given on 9/5/17 but no action is so far taken despite constant follow up by LDM. It is again requested either to provide additional land adjoining to existing land or alternate suitable land of 1 acre to construct RSETI building as per MORD guidelines without any further delay. Stipulated date to complete the construction on or before 30/6/2018 is to be kept into mind.

Issue is not yet resolved and further clearance of CLU may also take long time. It is again requested to give one time exemption or relaxation in issue of CLU process as land is allocated by the Government for the pre-decided purpose or allocate alternate suitable land of 1 acre to construct RSETI building as per MORD guidelines without any further delay. Stipulated date to complete the construction on or before 30/6/2018 is to be kept into mind.

3. JIND Despite repeated follow up with District Administration, land is not yet allocated.  It is again requested to provide suitable land of 1

acre to construct RSETI building as per MORD guidelines without any further delay. Stipulated date to complete the construction on or before 30/6/2018 is to be kept into mind. 

4. Yamuna Nagar

Construction of RSETI building was started in the month of 25/1/16 and construction work was got stopped after receiving show cause notice from DTP Yamuna Nagar on 28/3/16.  Foundation of two blocks with pillar has been constructed. Sh.Sanjeev Kaushal,  IAS, ACS conducted a meeting of concerned department on 29.10.2016 and it was concluded that as per requirement bank would leave 30 mtrs open area from the edge of the road as ''no construction zone'' and for approving of CLU, powers in case of RSETIs  would be delegated to concerned  DC. Delegation of powers were issued vide order of DG, Town and planning office Chandigarh dated 19/10/2016.    

In the above case, our official visited to the office of DC along with necessary documents but after 2-3 visits, it was concluded that case may be deposited to DTP Yamuna Nagar.

Thereafter, queries were made to DTP Yamuna Nagar by RSETI Director and Chief LDM Yamuna Nagar and DTP office gave lot many observations in the proposal as per requirement of regular proposal to be dealt by DTP and he also stated that as per order of DG Town & Planning Chandigarh dated 19/10/16, it does not fall in the delegated power of concerned DC. As such, after completion of entire documents as per their requirement, case was again submitted to DTP on 23/2/17.  DTP also stated that it involves two parts viz.  1st approval of CLU & 2nd approval of map by competent

authority.  

 Construction work was got stopped even after giving undertaking to leave 30 meters area for ''no construction zone''. Already, there is heavy investment involved in respect of construction of RSETI and it is a project of skill development under the control and monitoring of Ministry of Rural Development Department, Govt. of India. 

DTP vide his letter dated 28/3/2017 further raised number of observations in respect of Grant of CLU. Further, with complete documents, proposal was submitted on 8/6/17 & letter of intent from DG, Town & Country planning was received vide their letter dated 2/8/17. All formalities as per letter of intent have been completed and submitted to DG, Town & country planning, Chandigarh except getting of NOC from PWD for access to the building from scheduled road. Again this formality is having lengthy process and involvement of huge expenditure. However, RSETI has applied for permission of access to XEN PWD Yamuna Nagar. XEN PWD has also recommended the case to PWD Office Chandigarh for granting necessary approval and waiver of lease charges.

Keeping in view the existing other building on the adjoining land, CLU issue and NOC from PWD to be waived. Approval of map may be approved by DTP considering the condition of leaving 30 meter land in the front for "no construction zone "as suggested  in the meeting convened by Sh. Sanjeev Kaushal, ACS (Finance).   RSETIs are being constructed under the directions of MORD guidelines for skill

development of unemployed youth and state Govt. may exempt the process of statutory requirement & waiver of expenditure for establishment of institution being setup for Govt. project to be run free of charges. 

5. Kurukshetra Application for approval of CLU & Map was submitted with DTP KKR in the month of Sept 2015. After lapse of 18 months, still final approval of map is not given.  Now, DTP observed to provide lift or ramp.  As per National building code, it is not required where building is upto the height of 15 meters. But in this case, it is less than 15 meters. Moreover, RSETI has undertaken to provide all physical amenities for physical challenged persons on the ground floor including residential arrangement.  This has not been acceded to by the Department & there is hefty expenditure on arrangement of ramp or lift & requirement of additional space.    

RSETI Director Kurukshetra deposited the file for approval of map with DTP KKR. Preliminary query raised that 25% minimal area of FAR (4104.885 SQ. METERS) has to be constructed which comes to 1026. Sq. meters for approval of map. Our estimates are approved on the basis of drawings with constructed area of 908 sq mtrs submitted initially and if area is revised, we have to go for 1st & 2nd floor which needs condition of lift / ramp requirement and further estimate of construction would go up approximately with Rs 70 Lacs. As such it is requested that to waive condition with regard to 25% minimum construction of FAR. It is also added that hefty charges for obtaining CLU, preparation of drawings, processing charges

and other charges have also been paid by the RSETI.

Other issues involved are as under;-

1. One time relaxation in allowing CLU for construction of RSETIs as a special case. 

2. Waiver of CLU charges. 3. Waiver of Payment of charges / taxes for getting the maps of

RSETI Buildings passed/approved from respective Municipal Corporation/ Committees/ Department of Town & Country Planning.

4. Sanction of electricity load/ water supply on domestic rates- MORD, Govt. of India vide its letter dated 15/9/2015 had advised all the state Governments as under:-   

 '' Difficulty in construction of RSETI premises :- It has been brought to our notice that wherever RSETIs have been allotted land and constructed the RSETI premises; demand for water & electricity charges are raised at commercial rates. It is clarified that RSETIs are engaged in training unemployed youth, as per Govt. of India guidelines and as a such, they should not be treated as commercial establishments and hence charges as applicable to domestic rates need only be collected.'' 

5. Timely release of electricity connection-Electricity connection is being released after inordinate delay taking 3-6 months with hefty charges on commercial basis. As such, it is requested that the concerned department may please be suitably directed to do the needful within a reasonable time to avoid unnecessary delay.

The representative of respective Department of Govt. of Haryana is requested to update the house in this regard.AGENDA ITEM NO. 16.4

ESTABLISHMENT OF RURAL SELF EMPLOYMENT TRAINING INSTITUTE (RSETI) IN THE NEWLY CREATED DISTRICT CHARKHI DADRI

In terms of Clause 1.3 of MoRD, scheme for RSETIs contained in Ministry of Rural Development, GoI, New Delhi manual of Standard practices for RSETIs, the concept of one RSETI per district has been approved. The

goal is to set up RSETIs in all Districts where the concerned bank is the Lead Bank. During the deliberations on the issue in the 141st meeting of SLBC Haryana held on 11th August, 2017 it was desired by the house that a viability study be got conducted by the Lead District Manager Charkhi Dadri in coordination with LDM Bhiwani and District Rural Development Agency (DRDA).

LDM Charkhi Dadri was advised to get a viability study conducted with regard to setting up of RSETI in their district. After deliberating in the meeting with the stakeholders he has informed that parallel to other districts, Charkhi Dadri District will also require the services of RSETI in order to provide skill development training to the unemployed youth, PMEGP beneficiaries and rural masses of the district as well.

The house may deliberate and approve the same.

DEENDAYAL ANTYODAYA YOJANA-NATIONAL RURAL LIVELIHOOD MISSION (DAY-NRLM)

A meeting of sub-committee to SLBC on NRLM was held on 02.11.2017 to review the performance of banks and chalking out plan for further improvement and achieving the target under NRLM. The following action points emerged during the meeting:-

1. Banks to feed unique code allocated to NRLM SHGs in their CBS so that data could be fetched and interest subvention could be provided by NRLM.

2. Interest on SHG loans should be charged @ 7% and interest subvention is to be claimed from NRLM where-as some banks are charging usual/normal rate of interest on the loans provided to SHGs.

3. Stamp duty on SHG credit linkage granted to women SHGs has been waived vide notification dated 4th July 2016 issued by Govt of Haryana and needs to be implemented in true letter and spirit.

4. Best performing SHG branches should be rewarded by the banks as per the scheme of their bank.

5. District-wise sub committees on NRLM, as provided in master circular of RBI, are to be formed where not existing as yet and convene meeting on monthly basis to review the progress and resolve the related issues.

From the progress report of Self Help Groups (SHGs) for the half year ended Sept., 2017 (2017-18), it has been observed that against the target of Saving Linkage of 10000 SHGs, banks have saving linked 2016 SHGs and 46298 SHGs have been reported saving linked since inception of the scheme. Out of these, 18138 SHGs are NRLM compliant.Similarly, against the target of Credit Linkage of 10000 SHGs, banks have credit linked only 1148 SHGs during the half year ended Sept., 2017 (2017-18) and 32012 SHGs have been reported credit linked since inception of the scheme. Out of these, 12679 SHGs are NRLM compliant.Bank wise progress under Saving and Credit Linkage of Self Help Groups (SHGs) is given on Annexure No. 31.2 (P-185).

E-SHAKTI PROJECT (PHASE-II)- DIGITIZATION OF SELF HELP GROUPS (SHGs)–COLLECTION OF SHG DATA BY NGOs

Digital India Programme has been launched by Govt. of India under which all schemes and programmes are being digitalized by Govt. of India. Under this process, NABARD is digitalizing SHG data in 22 districts of the country including District Ambala in Haryana State. After collecting SHG Data of district Ambala, the same is to be uploaded in soft form on website”E-Shakti.nabard.org.” NABARD has selected Two Project Implementing Agencies (PIAs) Ujala Welfare Committee and Infosys Federation & Educational Council. The projects of these PIAs have been approved by NABARD. These agencies are forming SHGs in the District and after collection and compilation of SHG data of District Ambala will be uploaded on the website.6th & 7th meetings of PIMC on Eshakti Phase-II-Digitization of SHGs in Ambala District were held on 27.02.17 and 29.03.17. During the last meeting held at Ambala on 8th June, 2017 it was informed that 100% Digitization of the targeted SHG accounts has been achieved & their data has also been uploaded on the Mobile of the animators. The focus has shifted to Credit Linkage of SHGs. As per E-Shakti portal 316 SHGs have been credit linked out of 522 SHGs.

To carry forward the movement of Digital India Mission of GOI, NABARD has selected 3 more districts of Haryana namely Karnal, Sonepat and Sirsa to implement this pilot project for digitization of SHG data. A meeting of LDMs, DDMs, District Project Managers of HSRLM, NGOs, Selected Implementing Agencies and representative of SLBC Haryana was convened by NABARD on 11th Oct., 2017 to discuss the steps to be taken for implementation of the project.Representative of NABARD may apprise the house about the latest progress made in this regard.

JOINT LIABILITY GROUPS (JLGs) PROGRESS UPTO SEPT., 2017 (2017-18) VS TARGET 2017-18

From the progress report received from banks, it has been observed that against the target of financing of 5000 JLGs, 2839 (1387 Farm Based & 1452 others) JLGs have been financed during the half year ended Sept., 2017. Out of 2839 JLGs, 1820 JLGs and 843 JLGs have been financed by HDFC Bank and Yes Bank only.Controlling heads of other banks are requested to advise their field functionaries to pay focused attention towards achieving the targets allocated to their bank.Bank wise progress under financing to Joint Liability Groups is given on Annexure No. 32 (P-186).The house may review.

The revised targets were further allocated to the LDMs for further allocation amongst various banks operating in their respective Districts. On the basis of their allocation bank wise targets for the State as a whole were compiled by SLBC Secretariat and the same have been forwarded to the controlling offices of the banks vide SLBC e-mail dated 17th Sept, 2017.Progress under DAYNULM during the half year ended Sept., 2017 along with the issues related to implementation of the scheme in the State of Haryana was discussed in the meeting of Sub-Committee to SLBC Haryana on NRLM & NULM held on 2nd

Nov., 2017. Bank wise progress has been forwarded to the concerned banks by SLBC Secretariat on 31.10.2017 with a request to impart necessary instructions to their field functionaries for disposal of pending applications and disbursement of sanction cases at the earliest.

During the meeting representative of SUDA (NULM) informed the house that some banks are insisting for PAN cards from members of SHGs under NULM. Chief Manager, SLBC Haryana clarified that PAN card/ITR is not required for members of SHGs under NULM and requested the bankers to issue the instructions to their branches accordingly.

Further, the issues raised by representative of NULM have also been forwarded to the concerned banks and LDMs with a request to ensure that the same are resolved at the earliest.

From the above, it has been observed that against the target of bank linkage of 10000 beneficiaries, during the half year ended Sept., 2017 out of 4188 applications sponsored to banks only 564 cases have been sanctioned (5.6% of the annual target) and 386 cases have been disbursed (3.86% of the annual target). 2633 & 182 applications were lying pending with various branches of banks in the State of Haryana for sanction and disbursement respectively.

From the above it has been observed that against the target of bank linkage of 10000 beneficiaries, during the half year ended Sept., 2017 out of 145 applications sponsored to banks only 26 cases have been sanctioned (1% of the annual target) and 8 cases have been disbursed (0.32% of the annual target). 108 & 18 applications were lying pending with various branches of banks in the State of Haryana for sanction and disbursement respectively.

AMENDMENTS IN GUIDELINES OF SELF EMPLOYMENT PROGRAMME (SEP) COMPONENT OF THE MISSION I.E. NATIONAL URBAN LIVELIHOODS MISSION (NULM) ISSUED ON 15TH

JUNE, 2016The Director, Ministry of Housing & Urban Poverty Alleviation, GOI, New Delhi vide DO letter dated 15th June, 2017 has mentioned that:-

1. The progress reported by the State of Haryana against the credit targets issued by RBI for 2016-17 has scope for improvement. There is also a delay in the disposal of loan applications submitted by Urban Local Bodies (ULBs).

2. The Ministry has brought out several amendments in the operational guidelines of SEP component to improve performance under the scheme. Some of the following initiatives are as under:-

Amendments in guidelines of SEP component were issued vide letter dated 15th June, 2016 recommending that:--No margin money should be taken for loans upto Rs.50000/--For loans ranging from Rs.50000/- to Rs.10 lakh preferably 5% should be taken as margin money and is should in no case be more than 10% of the project cost for SEP Individual and Group Finance.

Provision for Term Loan, Composite Loan and Working Capital Loans through Cash Credit arrangement has been made explicit in guidelines under SEP Individual and Group Finance.

Loans to Individuals in groups for setting up individual enterprises have been provided in SEP (G) guidelines.

SEP guidelines have been amended vide letter dated 22nd

August, 2016 so that the banks can now directly accept loan applications of urban poor beneficiaries on the basis of relevant documents as per the guidelines of PMMY or any other such scheme WITHOUT HAVING PRIOR SPONSORING FROM ULB. The details of such loans sanctioned should be sent to ULBs for confirmation of their eligibility for interest subsidy under DAY NULM.

Vicinity of urban poor in the vicinity of bank branches should be considered while allocating targets to them.

Loan sanction letter should contain the monthly/quarterly interest subvention payable on timely repayment of loans so that the beneficiaries are made aware and appropriately sensitized.

prescribed time norms and also get the sanctioned cases disbursed at the earliest.

Bank wise & District wise Progress is given on Annexure No.34.1 & 34.3 (P 192-194).

Director KVIC, Ambala vide their office letter dated 24th Oct., 2017 informed SLBC that the progress under the scheme is still poor. As on date, applications involving margin money of Rs.21 crore have been sanctioned by the banks and a large number of applications involving margin money of more than Rs.65 crore are still lying pending in branches of various banks for a decision/disposal/sanction.

During the deliberation held in 3rd meeting of Steering Committee to SLBC Haryana held on 2nd Nov., 2017, representatives of banks present in the meeting were requested to:-

1. Monitor the progress of their bank on regular basis by viewing the progress report from PMEGP E-Portal.

2. Issue instructions to the field functionaries to dispose of the applications sponsored by the District Level Task Force Committee within the prescribed time norms and not to keep the same pending without genuine reasons and to disburse the sanctioned cases without delay.

3. Claim the Margin Money from the Nodal Bank after sanction of the loan.

4. Ensure that the Loans are disbursed after the EDP training.5. Ensure that the Branch Managers are advised to mark the

sanctioned/disbursed cases in the PMEGP Portal so as to reduce the pendency and improve the performance of their bank in the District and for the State as a whole.

Action Required from the Department

1. To ensure sanction of the loan, proper scrutiny of the loan applications be done by the DLTFC to minimize the rejection of applications

2. Maximum applications should be forwarded to the banks by 31st

Dec., 2017 so as to enable the banks to sanction and disburse the loans well before the end of the financial year and ensure achievement of the allocated targets.

3. While forwarding the applications to bank branches, residence/place of business/activity should be kept in mind.

4. While forwarding the applications to the banks, targets allocated to the bank in the district should also be kept in mind so as to maintain balance between the banks according to the allocated target.

5. To advise their District Level Nodal Officers to visit LDM Office on 20th of every month with bank wise pendency for follow up with the concerned bank branches. If 20th is a holiday then they should visit on the next working day.

Controlling heads of banks and representatives of KVIC/KVIB/DIC are requested to take necessary steps mentioned above.

Nov., 2017 and the representatives of banks present in the meeting were requested to get the necessary instructions issued to their field functionaries to dispose of the applications sponsored by the Corporation as per the prescribed time norms and not to keep the same pending without genuine reasons and disbursement of the sanctioned cases without delay.

A copy of the progress report showing district wise/bank wise pendency has also been forwarded to the Controlling heads of banks vide SLBC e-mail dated 30th October, 2017 with a request to advise their field functionaries to dispose of the pending applications within the prescribed time norms.

The Managing Director, HSFDC, vide their DO Letter dated 24.10.2017 have informed that the %age achievement under the scheme as at 30.09.2017 is 21% only whereas it should have been at least 40%. It has also been mentioned that non-achievement of targets will not only affect adversely to the performance of HSFDC but it will also affect the flow of funds from Govt. of India. Further, as all are aware that delay in sanction/disbursal of loan discourages the beneficiaries, affects the proper utilization of funds and repayment thereof thus defeating the very purpose of loaning.

Convener SLBC vide its office letter dated 3rd Nov. 2017 has advised all LDMs of Haryana to ensure that all sponsored cases (HSFDC/PMEGP/NRLM/NULM etc.) are disposed of within the prescribed time norms and the sanctioned cases are disbursed without delay so that the target allocated to banks/districts/State as a whole could be achieved well in time.AGENDA ITEM NO. 21

NABARD RO, Haryana Chandigarh has informed SLBC Haryana Secretariat that the target allocated under Protected Cultivation (Bankable Plans) for the FY 2016-17 have been retained for the financial year 2017-18 as well. 16455 Recovery Certificate cases amounting to Rs.610.35 crore were pending as at 30.09.2017 as against 18002 cases involving Rs.674.07 crore as at March, 2017.

During the h/y ended Sept., 2017 (01.04.17-30.09.2017), banks have filed 1847 Recovery Certificate Cases amounting to Rs.78.48 Crore. As many as 3394 cases amounting to Rs.142.01 Crore have been disposed of during the h/y ended Sept., 2017 (01.04.17-30.09.2017).

2234 Cases involving an amount of Rs.83.72 crore were pending for more than three years as on 30.09.17.

Controlling heads of banks are requested to advise their field staff/DCOs to keep close liaison with LDM/Revenue Authorities for disposal of the pending cases filed by their bank and also provide District wise details of pending cases for taking up the matter with Revenue Department, Haryana accordingly.

It has been observed that major private sector banks i.e. ICICI Bank, Indusind Bank, Kotak Mahindra Bank and Yes Bank have not submitted recovery position of their bank.

Disposal of cases filed by banks before Chief Metropolitan Magistrate(CMM)/District Magistrate(DM) under Section 14 of the SARFAESI Act, 2002

SLBC Secretariat has requested Deputy Commissioners of all the Districts to provide bank wise progress report of disposal of cases filed by banks under SARFAESI Act, 2002 on the prescribed format. Some of the Deputy Commissioners are providing information but not as per the prescribed format and in time which can be reviewed in SLBC meetings.Revenue Department authorities are requested to impart necessary instructions to all DCs/ADCs to ensure submission of the bank wise progress report to SLBC Haryana Secretariat on the prescribed format for review in the SLBC Meetings. SLBC Secretariat had also requested the Controlling Heads of SLBC member banks to provide district wise details of cases filed by their

As per the report received from banks for the period ended Sept., 17, 55 cases were lying pending for disposal in District Ambala (2), Faridabad (17), Fatehabad (2), Gurugram (5), Hisar (4), Jind (4), Karnal (1), Kurukshetra (2), Panchkula (4), Panipat (2), Sonepat (1) and Yamuna Nagar (11).

A copy of the same has been sent to the Deputy Commissioners of the concerned districts with a request to ensure disposal of the pending applications at the earliest and office of ACS, Revenue & Disaster Management Department, Haryana as well for information and necessary action.

Summary of the same is given at Annexure No.41 (P-211).

Controlling heads of all SLBC member banks are requested to provide District wise details of pending cases for taking up the matter with Revenue Department, Haryana accordingly. Priority Sector Guidelines for MSME Sector In terms of circular FIDD.CO.Plan.BC.54/04.09.01/2014-15 dated April 23, 2015 on ‘Priority Sector Lending - Targets and Classification’, bank loans to Micro, Small and Medium Enterprises, for both Manufacturing and Service sectors are eligible to be classified under the Priority Sector as per the following norms:-

Manufacturing Enterprises The Micro, Small and Medium Enterprises engaged in the manufacture or production of goods to any industry specified in the first schedule to the Industries (Development and Regulation) Act, 1951 and as notified by the Government from time to time. The Manufacturing Enterprises are defined in terms of investment in plant and machinery. Service Enterprises Bank loans up to Rs.5 crore per borrower/unit to Micro and Small Enterprises and Rs.10 crore to Medium Enterprises engaged in providing or rendering of services and defined in terms of investment in equipment under MSMED Act, 2006.

In terms of the recommendations of the Prime Minister’s Task Force on MSMEs, banks are advised to achieve: (i) 20 per cent year-on-year growth in credit to micro and small enterprises, (ii) 10 per cent annual growth in the number of micro enterprise accounts and (iii) 60% of total lending to MSE sector as on preceeding March to Micro enterprises. It is further advised that banks should open more SME focused branch offices at different MSE clusters which can also act as Counseling Centers for MSEs. The following banks have not granted 100% collateral free loans to MSEs (Upto Rs.10 lacs):-Public Sector BanksAndhra Bank (58%) Bank of Baroda (66%) Bank of India (97%) Bank of Maharashtra (50%), Canara Bank (91%), Corporation Bank (99%),Dena Bank (62%), OBC (41%), P&SB (99%), Syndicate Bank (92%), UCO Bank (64%), and United Bank of India (59%). In terms of extant guidelines of RBI, loans upto Rs.10 Lac to MSE units have mandatorily to be provided collateral free. This aspect is being repeated in each SLBC meeting. Controlling heads of banks are requested to ensure that 100% collateral free loans upto Rs.10.00 lakh are granted by all branches of their bank. The house may discuss.

ENGAGEMENT OF APPRENTICES IN BANKS UNDER APPRENTICE ACT, 1961

The State Apprentice Advisor cum Director Skill Development and Industrial Training Department, Haryana, Chandigarh vide their DO letter dated 31st July, 2017 has informed that GOI has enacted Apprenticeship Act, 1961 to provide on the job training to the candidates for skill up-gradation. As per the notification GSR 479(E) dated 30th June, 1999 issued by the GOI, banking activities including financial services are covered under the Act. Ministry of Skill Development & Entrepreneurship (MSDE), Govt. of India is the Administrative Ministry for implementing the Act.As per the Act, -All establishments having more than six man power, are required to engage apprentices in the band of 2.5%-10% of the total manpower.

-In order to incentivize the establishments, the Ministry has launched National Apprenticeship Promotion Scheme (NAPS) with a provision to reimburse 25% of the paid stipend or maximum Rs.1500/-per month per apprentice, whichever is less, to the establishments.

-GOI has also instituted web portal www.apprenticeship.com, www.dgt.govin and www.apprenticeship.gov.in for information.

-out of 259 designated trades under the Apprenticeship Act covering various sectors, 15 optional trades (Annexure No.44 (P-223) have been notified by MSDE for apprenticeship training.

SLBC had been requested to issue necessary instructions to all banks in the State of Haryana, to immediately initiate the process of compliance

Bank-wise data on loans disbursed and outstanding as at Sept. 2017 is given on Annexure No.45.1-45.3 (P 224-226).It has been observed that the total outstanding to Minority Communities in the State is Rs.11403 Crore to 458320 beneficiaries as at Sept. 2017. An amount of Rs.1907 crore has been disbursed to 81612 persons during the period ended June 2017 (2017-18).YOY growth is 10% and %age of amount advanced to minority communities to total priority sector advances is 9% which needs strenuous efforts by banks for considerable improvement.Member Banks are requested to advise the branches in the State to extend more credit to minority community for their economic development as Govt. of India wants that at least 15% of the Priority Sector Advances should go to Minority Communities. DATA ON MINORITY COMMUNITIES IN IDENTIFIED DISTRICTS OF MEWAT AND SIRSA & OTHER MINORITY CONCENTRATED DISTRICTS OF HARYANA

The RBI has identified 121 districts with concentration of Minority Communities, out of which, two districts of Haryana i.e. Mewat and Sirsa have been identified for this purpose. As advised by the ACS, SJE, Haryana, Data on financing to Minority Communities in the minority concentrated districts of Haryana i.e. District Mewat, Sirsa, Fatehabad, Yamuna Nagar, Kaithal and Palwal has been compiled by SLBC Secretariat and has been given on Annexure No. 46.1-46.2 (P 227-228). PROVIDING OF RUPAY DEBIT CUM ATM CARD TO KISAN CREDIT CARDS HOLDERS

Govt. of India had advised the banks to ensure issuance of RuPay ATM cum debit cards to 95% of the total eligible KCC holders by 31st Dec., 2016. It has been observed from the progress reports received from banks that out of 2071754 eligible KCC holders, banks have issued only 1151391 Rupay ATM cum debit cards upto September 2017 i.e.36%. It has been observed that HARCO Bank has maximum KCC holders i.e. 1198403 but they have issued only 389561 (33%) Rupay Debit cum ATM Cards. Member banks are requested to issue Rupay Cards to remaining eligible KCC holders expeditiously.Representative of HARCO Bank may apprise the house further in this regard.Bank wise position of issuance of Kisan Rupay Cards is given on Annexure No.50 (P-236).

It was informed by NABARD, Haryana, Regional Office Chandigarh vide their e-mail dated 20th April, 2017 that the Office of Development Commissioner for Handlooms, Ministry of Textiles , GOI, Udyog Bhawan, New Delhi vide their Office Memorandum dated 30th June, 2017 have informed as under:--Guidelines regarding amendment in the scheme of Financial Assistance under Concessional Credit Component for Handloom Sector were issued by Ministry of Textile vide their Office memorandum (OM) No.6/2/99/DCH/16-17/DHDS/NIMRC dated 27th June, 2016 which states that “Concessional Credit Component for handloom Sector will now be available only through MUDRA Yojana for individual weaver entrepreneurs. The applications pending under WCC Scheme will be sanctioned upto 31.08.2016.”-It was clarified vide letter no. 6/2/99/DCH/16-17/DHDS/NIMRC (Part) dated 27th July, 2016 that “the commitments towards the margin money, interest subsidy and credit guarantee fee for already sanctioned WCC cases and the cases likely to be sanctioned within the notified time frame i.e. August, 2016 will be honoured by this office and funds will be provided through NABARD.”

-Vide OM No.9/1/2015/DCH/DHDS/MUDRA Scheme dated 14th June, 2017 it was intimated that “Handloom Weaver MUDRA Portal has been developed and will become operational for all participating banks by 01.04.2017. Participating banks will claim the financial assistance in terms of margin money, interest subvention and credit guarantee fee through this portal w.e.f. 01.04.2017.

The above communications have already been forwarded to all SLBC member banks for information and necessary compliance of the guidelines issued by Ministry of Textiles, GOI, New Delhi.

Keeping in view the above guidelines, the following procedure to be adopted for availing financial assistance under Concessional Credit Component for Handloom Sector:-

1. For loans sanctioned upto August, 2016 under Weaver Credit Card (WCC) Scheme, the claims to be submitted to NABARD.

2. For loans sanctioned after August, 2016 under Weaver Credit Card (WCC) Scheme, the claims to be lodged in “Handloom

Further, it was also reiterated that the Weaver MUDRA Scheme is available only for handloom weavers. Banks should ensure that weavers’ identity card issued by the Office of Development Commissioner for Handlooms or State Government is invariably enclosed with the loan application. In case the handloom weaver does not possess weavers’ identity card, the same may be issued by the State Government subject to proper verification.

Controlling heads of banks/Department of Industries and Commerce, Haryana are requested to advise their field functionaries to ensure compliance of the above guidelines.

NON-PAYMENT OF COMMISSION TO BANKS ON ACCOUNT OF DISBURSEMENT OF SOCIAL SECURITY PENSIONS & NON- SIGNING OF MOU BY SOCIAL JUSTICE & EMPOWERMENT DEPARTMENT, HARYANA

To plug the pilferage in disbursement of different types of Social Security pensions e.g. Old Age Pension, Widow Pension etc., in the year 2014, Govt. of Haryana decided to disburse the social security pensions in the State through Direct Benefit Transfer (DBT). Moving

forwarded in this direction, Govt. of Haryana asked the banks operating in the State to accomplish the task. A series of meetings were held in this regard. After working out the cost/expenses on services proposed to be provided by the banks, banks initially demanded minimum 3% commission but after a series of meetings banks agreed to work on 1.5% commission. It was decided by the Govt. of Haryana to pay commission @ 1.50% to banks for disbursement of social security pensions. On verbal consent of the Govt., the banks started the work and opened approximately 23 lakh accounts of pensioners and seeding their Aadhaar number by working day and night by the staff of their branches and BCAs and accomplished the task of uploading on the website of SJE Haryana in a very short span of time and started disbursement of SJE Pensions.

Later on SJE Haryana, informed that as Govt. of India has capped the payment of commission @1% with a cap of Rs. 10.00 per transaction, as such commission @ 1.50% can’t be paid but even commission @1% was also not paid to the banks by the department on account of the social security pensions of SJE Haryana disbursed by them.

Controlling heads of banks requested SLBC to take up the matter with the State Government to get the commission released @1% on account of disbursement of SJE pensions. SLBC took up the matter with ACS Finance and SJE Haryana with the submission that the banks are commercial organizations and they are also paying commission to their BCAs for disbursement of door to door pensions in addition to the other expenditure incurred by the banks in this regard. Several meetings were also convened by Dr.Rakesh Gupta, IAS, PSCM to resolve various issues related to SJE Department and banks including this issue but the same remained unresolved.

In this context a meeting was held with ACS Finance & Planning Department, Govt. of Haryana. During the deliberations, ACS Finance advised SLBC to convene a meeting of banks and produce the extra expenditure incurred - on disbursement of social security pension of Social Justice & Empowerment Department, Haryana within a week time to the Director, SJE so that any extra expenditure incurred by the banks due to disbursal of social security pension scheme may be

ascertained.

Accordingly, a meeting was held on 05.07.2017 where-in banks informed that they had incurred heavy expenditure by way of making payment to BCAs, spent almost 2-3 months of their valuable business hours for maintaining and monitoring the system for disbursement of pension on monthly basis but the Department has not paid the commission at already negotiated/agreed rate i.e. at the rate of 1.5% in spite of the discussions held in several meetings.

The major banks were advised to submit Cost Benefit Analysis (CBA) on account of expenditure incurred on disbursement of social security pensions. As such, CBA in respect of PNB, Sarva Haryana Gramin Bank, SBI, Syndicate Bank, Central Bank of India, Oriental Bank of Commerce and Canara Bank was submitted to the office of ACS, Finance, Haryana. From the CBA it was observed that on average cost per transaction was arrived from Rs.53.12-Rs.61.74.

Further, a meeting was again held on 27.07.2017 at Haryana Civil Secretariat under the Chairmanship of ACS (F&P). In the meeting, Chief Manager, SLBC provided a background of the social security pension and the methodology adopted by the bankers for opening account of beneficiaries under Social Security Schemes in a campaign mode and submitted that the commission which was agreed to be paid to bankers is not being paid on regular basis.

After a long deliberations on the issue in the meeting, it was decided that commission @ 1% subject to minimum of Rs 5 and maximum of Rs 10 as approved by Hon’ble FM on 16.02.2016 will be payable to banks till May 2017. Thereafter from June 2017 a commission of 1% subject to a maximum of Rs 16 per transaction would be payable to banks.

As such it is submitted that the commission on the amount disbursed by banks as social security pensions in the State of Haryana may please be paid to the banks by clearing their dues upto 30th Sept., 2017 at the earliest.All this could not have been done, had the banks and Social Justice &

Empowerment Department, Haryana entered into MOU before start of the work of disbursement of social security pensions.Although, MOU finalized with the consent of member banks was sent to the Department in the month of May, 2017 but the same has not been finalized by the department as yet. Hence the same could not been signed by the stakeholders. It requested that MOU be finalized in order to avoid all ambiguities in future and for smooth banking operations with regard to disbursement of social security pensions. The representative of Social Justice & Empowerment Department, Haryana may apprise the house in this regard.AGENDA ITEM NO. 37

APPOINTMENT OF INDEPENDENT DISTRICT COORDINATORS (DCOs) BY BANKS

During the 141st Meeting of SLBC Haryana held on 11.08.2017 Shri D.S.Dhesi, IAS, Chief Secretary, Haryana and the Chief Guest of the meeting advised the controlling heads of banks to provide list of their DCOs to SLBC Haryana but no bank except IDBI Bank has provided the list of their DCOs to SLBC Haryana Secretariat during the quarter.

The following major banks have not provided the list of their District Coordinators to SLBC Secretariat:-

While collecting the SLBC Data from LDMs for the quarter ended Sept., 2017, LDMs informed that DCOs of State Bank of India of NCR Region didn’t provide the data relating to the branches of erstwhile associate banks of SBI to their respective LDMOs completely and well in time.

LOANS GRANTED TO DISABLED PERSONS AT NHFDC RATE UNDER TIE UP ARRANGEMENT

NHFDC functions as an apex institute for promoting economic development activities and self employment venture for the benefit of Persons with Disabilities (PWDs). The fund is channelized through State Channelizing Agencies (SCA) nominated by the respective state/ UT Government(s). NHFDC also provides grants for skill training of disabled persons. The detailed information on schemes and programmes of NHFDC is available on website www.nhfdc.nic.in.

With a view to make this segment of population economically independent in the state of Haryana, NHFDC has tied up with Sarva Haryana Gramin Bank and Haryana Gramin Bank for flow of collateral free concessional credit (interest rate of 4-8%p.a) to PWDs for self employment under credit guarantee scheme of Government of India. The bank will also extend education loan to eligible students with disabilities for higher education in India and abroad at an interest rate of 3.5-4% p.a only. The entire loan extended to PWDs for above purpose shall be refinanced by NHFDC to the concerned bank. Also the partner Banks will be able to earn 3% interest margin on above loans extended to PWDs.

SWAROZGAR CREDIT CARD SCHEME (SCC) – NODAL AGENCY: NABARD

The matter for allocation of targets under Swarozgar Credit Card Scheme for the financial year 2017-18 was taken up with NABARD, Regional Office, Chandigarh. It has been informed by NABARD Regional Office, Haryana that the scheme is under review and the targets shall be intimated at a later stage.The progress achieved in implementing Swarozgar Credit Card Scheme up to the period ended September 2017 reveals that 2070 Swarozgar Credit Cards have been issued. Member Banks are requested to issue necessary instructions to their branches to improve the progress under the scheme so that targets allocated by NABARD could be achieved. However, target allocated during the previous year i.e. 25000 has been placed in the annexure. NABARD, Regional Office, Haryana is requested to convey the targets for the FY 2017-18 to SLBC Haryana Secretariat for onward communication to the member banks.

PERFORMANCE IN IMPLEMENTATION OF NAYAK COMMITTEE NORMS

During the current financial year upto 30.09.2017, Banks have sanctioned working capital limits to 6601 small manufacturing units amounting to Rs.864.67 Crore out of which 6570 small manufacturing units with working capital limits amounting to Rs.852.19 Crore were sanctioned as per Nayak Committee Norms. Thus, banks have sanctioned 99% cases as per Nayak Committee Norms during the period under review. Bank-wise data is given in Annexure No. 56 (P-243)

Out of 1247 beneficiaries, the share of SC/ ST is 13.47%. Controlling heads of banks are requested to further increase the credit disbursement under this sector as loans are fully secured and percentage of Recovery is also satisfactory. As per the guidelines, banks should include all the housing loans made in rural areas under this scheme irrespective of the amount of loan advanced.The data provided by Banks is given in Annexure No.57 (P-244). Banks have issued 207808 cards amounting to Rs.384010 Lacs upto 30.09.2017 since inception of the scheme. Since there is great thrust of Department of Financial Services, MOF, GOI and RBI on total Financial Inclusion, banks are requested to issue maximum number of GCCs to the people in the Rural Area having no land to start their income generating activity. Financing of Rural Godowns

Upto the period ended September 2017, banks in the State of Haryana have financed 504 Rural Godowns amounting to Rs.804.42 crore, of which 225 Godowns amounting to Rs.139.75 crore have been sponsored by NABARD and remaining 279 involving Rs.664.67 crore have been directly financed by banks.Bankwise progress is given on Annexure No. 59 (P-246)

SANCTION OF LOANS BY BANKS TO TRAINED CANDIDATES UNDER THE CENTRAL SECTOR SCHEME “ ESTABLISHMENT OF AGRI-CLINIC & AGRI- BUSINESS CENTRES”(ACABC)

Upto the period ended September 2017, banks have financed 68 Agri-Clinics and Agri- Business Centres amounting to Rs.425 lakh. Bank wise progress is given on Annexure No.60 (P-247)The Controlling Heads of the banks are requested to advise their branches in the state to clear the pendency to facilitate the trained candidates to establish Agri-Ventures by availing bank loan. ARTISANS CREDIT CARD SCHEME (ACCs)

During the half year ended September 2017, banks have issued 638 Artisan Credit cards amounting to Rs.102 lac. The cumulative progress under ACC scheme since its inception is 8803 cards amounting to Rs.4292 Lakh of which 204 cards are covered under CGTMSE with an amount of Rs.185 lac. Major participating banks in the scheme are PNB (2598), HARCO Bank (2732), SBI (2352), Syndicate Bank (405), Bank of India (183), Bank of Baroda (134) and UCO Bank (92).Bank-wise position is given at Annexure No. 61 (P-248)
