Michael described his unique role given the large number of oil refineries and chemical plants located in Contra Costa County, and the work of the Contra Costa Hazardous Materials Commission in conducting community outreach and education on pipeline safety. He shared information on how to locate pipelines that may be nearby hospitals and the impact to communities when pipelines fail, noting that the same pipeline can move many different types of fuels. Hospitals were encouraged to: Determine if a pipeline is located near their facility and incorporate that information into their HVA, if appropriate; Consider how a pipeline rupture would affect both ingress and egress to their facility; Review their shelter-in-place, evacuation, and surge plans through the lens of a pipeline rupture; and Use the National Pipeline Safety Trust as a resource. Presentation: Pipeline Safety and Emergency Planning

Rebecca introduced Michael Kent, Hazardous Materials Ombudsman for Contra Costa Health Services, to present on the topic of incorporating pipeline safety into emergency planning. Michael described his unique role given the large number of oil refineries and chemical plants located in Contra Costa County, and the work of the Contra Costa Hazardous Materials Commission in conducting community outreach and education on pipeline safety. He shared information on how to locate pipelines that may be nearby hospitals and the impact to communities when pipelines fail, noting that the same pipeline can move many different types of fuels. Hospitals were encouraged to:

• Determine if a pipeline is located near their facility and incorporate that information into their HVA, if appropriate;

• Consider how a pipeline rupture would affect both ingress and egress to their facility; • Review their shelter-in-place, evacuation, and surge plans through the lens of a pipeline

rupture; and • Use the National Pipeline Safety Trust as a resource.

Hospital Council East Bay Safety Officer & Emergency Manager Meeting Summary May 18, 2016 Page 2 of 2 Presentation: Local, Regional and Statewide Neonatal, Pediatric and Perinatal Disaster Preparedness

Pat Frost and Cynthia Frankel updated the group on their continued work in this area. The State of California is now committed to creating a pediatric disaster plan focused on pregnant women, neonates and children. In addition, each County EMS Agency has an EMS for Children plan (Contra Costa will be updating their plan in 2017). Hospitals were asked to have a physician or nurse champion that they can work with and participate in each county’s pediatric readiness assessment. Alameda County is conducting their assessment right now. Peer-to-Peer Sharing Many East Bay hospitals have had Joint Commission surveys recently, and members were asked to share their experience with the process. Members reported out and noted that the following emergency management standards were of particular interest to surveyors: community involvement in plans and exercises, security and safety, and utility and equipment failure. John Muir Health discussed a recent water disruption incident at their Walnut Creek campus, which shut down their central processing and required them to bring in drinking water for staff, patients and visitors. The incident resulted when black rubber material from a coupler leaked into the water supply. The response was handled well and Joint Commission has asked the hospital to submit their water disruption plan as a best practice. Roundtable/ Announcements

• In follow-up to the previous meeting, Rebecca reminded the group to take a look at CHA’s at a glance reference sheet on cybersecurity. Copies of the sheet were emailed-out to the group.

• Rebecca announced that there will be regional forums this summer regarding the

CAL/OSHA violence prevention regulations. Please be on the look-out for additional information and dates.

• Marcelle Indelicato shared her calendar of upcoming trainings and exercises.

Land Use Planning RECOMMENDATIONS TO CONTRA COSTA COUNTY BOARD OF SUPERVISORS: • Adopt clear policies and deterrents regarding preventing encroachment including the review of setback variances by municipal advisory councils or committees and department staff, so that properties and vegetation along utility corridors do not encroach on pipelines.

• Ensure the single staff point-of-contact for citizens with concerns about multiple utility issues and right of way questions has technical training on safety concerns, adequate resources to conduct regular and broad community outreach (especially along the Iron Horse Corridor), and resources to work in close coordination with other related departments and advisory groups.

RECOMMENDATIONS TO CONTRA COSTA COUNTY PUBLIC WORKS: • Ensure county has complete and accurate records or corridor and right of way locations and widths. Continue to coordinate with pipeline operators on resolution of encroachments into pipeline rights of way.

Land Use Planning RECOMMENDATION TO CONTRA COSTA COUNTY DEPARTMENT OF CONSERVATION AND DEVELOPMENT • Review all development applications for opportunities to improve existing

ingress/egress where currently limited, and where possible, include conditions on approvals to improve connectivity and avoid exacerbation of access problems.

RECOMMENDATIONS TO CONTRA COSTA COUNTY BOARD OF SUPERVISORS AND DEPARTMENT OF CONSERVATION AND DEVELOPMENT: • Consider adding goals and policies to the General Plan and amending Contra Costa County Zoning Code 82-2.010 so that all gas and hazardous liquid transmission pipelines would be subject to (and not exempt from) the General and Land Use District regulations (divisions 82 and 84).

• Consider additional ordinance(s) pertaining to zoning and land use permitting for hazardous liquid pipelines and possibly also intrastate gas transmission pipelines that are proposed for construction, replacement, modification, or abandonment.

RECOMMENDATION TO CONTRA COSTA COUNTY BOARD OF SUPERVISORS: • Request appropriate staff conduct an analysis of all congregate

facilities (i.e. schools, recreation facilities, hospitals, nursing facilities, etc.) located in close proximity to transmission pipelines; Work with other emergency response agencies to develop a list of resources for emergency and evacuation planning expertise for congregate facilities near pipelines that can include potential hazards from a pipeline incident, and mitigation strategies for those hazards based on site- specific considerations.
