Capacity and Capability 2015/16 – Update

1 Purpose

This paper provides an update on progress towards the establishment of the West of England Academy.

2 Context

In June 2015, the Board approved a proposal, designed with representatives from our member organisations, to develop a West of England Academy, subject to a 3 month consultation with our member organisations. The feedback from the consultation period will then help to continue to co-design this collaborative learning approach and ensure the Academy aligns with member organisations’ strategic needs.

3 Progress Update

3.1 Consultation on the West of England Academy

In order to widen the feedback we had received about the Academy strategy we:

Designed a brochure to help describe what we were trying to achieve

Designed a short survey to collect member insights on key aspects of the proposal

The brochure was sent to all Chief Executives of our member organisations from our Managing Director, and also to their Quality and their training leads.

Additionally, we are using social media to encourage feedback from a broad range of staff.

The three month consultation period will end on 16 October and responses will be analysed shortly afterwards.

3.2 Programme Governance

A Programme Steering Group is being formed, which Robert Woolley has agreed to chair. We are aiming to gain appropriate representation from clinical and management disciplines across member organisations. An overview of the governance structure is included at appendix 4.

Additionally, the draft Terms of Reference are included at appendix 5, and these will be discussed for approval at the first programme steering group meeting scheduled for 5 October.

3.3 Operational plan

The draft operational plan is included at appendix 6 for information. Timings are approximate, as we may need to adjust in light of feedback from the consultation exercise and in order to best fit in with member organisations’ needs, particularly about to best establish Improvement Coaches in each organisation.

Work has commenced on the development of the Academy learning programme. Options for the content and potential suppliers of on-line learning material for Step 1 (Understanding) will be presented to the programme steering group in early October with the aim of organising a soft launch at our annual conference on 15 October.

Plans for step 2 (Delivering) to design an intense training workshop for the initial co-horts of Improvement Coaches and support staff involved in leading improvement projects, will be developed in September with a launch aimed for Q4. However, as with other NHS trusts adopting a similar model across the UK, it is expected to take longer to develop the 3rd step (Leading) which is intended to form a faculty of improvement experts and also to help support the development of resources for Boards. We envisage that in 2015/16 we may test some options to inform a more detailed needs analysis for years 2016-18.

The South West Academic Health Science Network have indicated they are keen to work with us to develop a joint curriculum for 2016/17, that should allow us to increase collaboration and networking opportunities for colleagues and deliver a broader range of learning opportunities.

3.4 National Developments

Delivering the strategy successfully will require close alignment with deliverables from the ongoing national review of improvement and leadership development that was launched as part of the NHS Five Year Forward View and Improvement and Leadership Review. We anticipate that more intelligence will be forthcoming in the next three months.

Meetings with senior representatives from Health Education South West and the South West Leadership Academy have confirmed their strategic support to our approach and we will begin working with them in September to see how we can build a strong collaborative approach.

3.5 Patient Safety Programme

Ten candidates were selected from the West of England Academic Health Science Network catchment area to participate in the national Q Initiative programme, which is being delivered by The Health Foundation. They will be encouraged to help form and develop the clinical faculty required to deliver the work programmes.

The Health Foundation has recently invited us to submit a bid for £20k worth of funding to enable the West of England Academic Health Science Network to map the Improvement expertise within our area. The Board will recall this fits with the original intention to ‘baseline’ our present position and is an ideal opportunity to identify the current capacity we have in the area, and help measure the impact of our academy approach.

3.6 Learning Activities

We planned to deliver fewer learning events across the summer period to enable us to focus on designing a three month consultation process with members and time for more detailed planning to implement the proposed approach.

In addition, discussions are taking place with a number of leads across member organisations with ideas for a range of events for the autumn and winter which are in various stages of scoping and planning, for delivery by our Patient Safety, Enterprise and Translation, Informatics and Quality Improvement work-streams. Please see update on learning events delivered so far in 2015/16 and those currently being planned, in appendices 1 and 2 respectively.

3.7 Patient and Public Involvement

Increasing patient and public involvement in improvement is a core element of the West of England Academy approach and the Academy has a nominated public contributor to support its strategic development. The strategy outlines a clear principle for ensuring that patient and public involvement underpins the development and direction of the Academy and helps to shape our methodology. For example, we are developing ways of working collaboratively with patients and the public to ensure all our projects have a strong element of co-design and co-production.

We also work closely with People in Health West of England, a collaboration of the West of England Academic Health Science Network, Clinical Research Network, CLAHRCWest and Bristol Health Partners. This ensures that PPI resources, learning and intelligence are shared and avoids duplication.

3.8 Enterprise and Translation

Building on the success of the first Healthcare Innovation Programme in April 2015, a second series of the three to four day health entrepreneurship ‘boot-camps‘ is being planned for March 2016. This will be delivered in partnership with SETsquared and other Academic Health Science Networks as previously. The exact content of the programme is under discussion. However, the marketing and engagement activities are starting now.

The Annual conference in October 2015 will provide an opportunity to promote the programme, through a 45 minute taster session workshops for potential applicants.

Additionally, the Enterprise and Translation team is planning a schedule of collaborative activities for the next twelve months with Medilink South West and South West Academic Health Science Network to deliver three or four events focusing on our joint areas of interest and priorities. The details are subject to continuing discussions.

3.9 Informatics

Plans are being developed to hold networking events twice a year in order to share enablers and discuss barriers to interoperability. The use of improvement science to better engage clinicians and encourage more productive stakeholder management will be explored.

4. Financial Implications

The Draft Operating plan will ensure the programme works within the financial envelope approved by the Board in June.

5. Risk implications, assessment and mitigation

There continues to be a risk that if the Academic Health Science Network does not support the development of improvement capacity and capability then the ability to increase the rate of adoption of best practice will be compromised by existing cultural factors and lack of knowledge about improvement skills in the workforce.

6. Implications on Equalities and Health Inequalities

This work seeks to support the spread of best practice across the West of England and support a culture of Quality Improvement across the West of England.

We are working closely with our partners and with People & Health West of England to ensure good representation from populations with protected characteristics under the Equalities Act. Our current priorities are to increase the presence of those who are disabled and those from minority ethnic backgrounds in our work.

Draft Programme Steering Group Terms of Reference

Terms of Reference

1. Background

Healthcare across the West of England benefits from talented individuals delivering examples of best practice by leading and embedding quality improvement within organisations. However, there are several key workforce capability and capacity factors that need to be addressed in order to increase the number of healthcare professionals who are knowledgeable and confident to deliver improvement work.

This local position reflects a wider national picture in England and both the Francis report and subsequent Berwick report, that considered the systematic learning required in the NHS from the Mid Staffordshire hospital review, emphasised how the capacity of staff to recognise and address the need for continuous improvement is a key skill requirement for the future of NHS healthcare.

The key aim of the West of England Academy is to accelerate improvement and encourage greater innovation by creating optimal conditions to grow workforce capability by building a learning and delivery network. This will be achieved in an inclusive way through a culture of partnership and collaboration, so the Academy will evolve through a process of co-creation with member organisation’s to ensure it meets their needs.

Access to the resources of the Academy should be distributed in an equitable way, according to need; acknowledging that not all of our members are at the same stage of their improvement capability and capacity journey.

Additionally, the Academy will continue to be the ‘umbrella’ and brand for all learning and development opportunities offered to staff and PPI representatives/public contributors across member organisations by all workstreams within the West of England Academic Health Science Network. So in addition to learning initiatives that develop improvement capability, the Academy will deliver learning events for Enterprise and Translation, Informatics, Patient and Public involvement and Patient Safety.

2. Purpose

The purpose of the Programme Steering Group is to determine the strategic direction for the Academy and overview the development of the work programme by monitoring the scoping, planning and implementation of individual projects and work packages. The Programme Steering Group will ensure sustainable solutions are delivered that truly benefit all member organisations, through members of staff gaining knowledge and developing skill in the use of improvement science and tools.

Where appropriate, the Programme Steering Group will take decisions sought by the Programme Manager and/or make recommendations to the West of England Academic Health Science Network’s Board.

3. Specific Responsibilities

Influence the strategic direction for the Academy ensuring it delivers benefits for all member organisations and their staff

Review progress of the programme against plan and support remedial action where considered appropriate

Support a ‘systems’ approach to embedding improvement training within member organisations (i.e. mandatory/induction training, etc)

4. Programme Management

Responsibility for management of the overall programme and the individual projects that fall within the scope of the programme will sit with the Quality Improvement Team of the Evidence into Practice workstream at the West of England Academic Health Science Network.

5. Programme Steering Group Membership

The membership of the Programme Steering Group should reflect the views of all members and participation in the group has been sought from a broad range of local healthcare disciplines, ie medical, nurse, management, primary care, community care, secondary care, mental health and the local ambulance service.

It is proposed the membership of the Programme Steering Group be subject to regular review in order to ensure appropriate overview and support can be provided to the programme, plus representing to position of the broad range of member organisations.

6. Frequency and structure of meetings

The Programme Steering Group will meet four times a year with the addition of exceptional meetings to be organised if required.

Suitable venues for meetings will be organised to minimise travelling times for Steering Group members.

Where it is not possible for members to attend face to face meetings, feedback to papers should be provided in advance so they can be included in discussions at the formal meeting.

All Programme Steering Group meetings will have summary minutes taken, recording key decisions reached in meetings and any agreed action points. These minutes will be distributed to Programme Steering Group members within a week.

Robert Woolley has agreed to chair meetings and will nominate a deputy from the Steering Group membership where he is unable to attend.

7. Reporting Arrangements

The Programme Steering Group will report to the West of England Academic Health Science Network Board, which meets quarterly (March, June, September and December).

8. Administration details

Administrative support will be provided by the West of England Academic Health Science Network

Programme and Project management will be provided by the West of England Academic Health Science Network Quality Improvement team.

Agenda and papers will be circulated at least five working days before meetings.

All correspondence will be via e-mail where possible.

9. Quorum

The group shall be ‘quorate; when four members (not including the Programme Manager) are in attendance or linked via conference / video link.

10. Review

These terms of reference will be reviewed as required by the Programme Steering Group.
