Subject: Priority Project List for Los Angeles Countywide Park Needs Assessment
Recommended Action Staff recommends that the Recreation & Parks Commission:
1. Review public input from the Commission’s special meeting on January 21, 2016.
2. Adopt a recommendation to be transmitted to City Council for consideration of priority park projects to be included in the Los Angeles Countywide Parks Needs Assessment Report, considering City resources and the parameters of the County’s point system.
Executive Summary Santa Monica is participating in a comprehensive study led by Los Angeles County to assess park needs in all incorporated and unincorporated areas countywide. The primary outcome of the assessment is for each study area to develop a list of priority park projects that will be used to inform future funding needs and open space planning, both locally and countywide. Community input was received at a Special Meeting of the Recreation & Parks Commission on January 21, 2016. Staff requests that the Commission utilize this valuable data to make a recommendation to Council of the City’s highest priority park projects to be included in the County’s final report which will be submitted to the County Board of Supervisors in May 2016. Background Santa Monica is one of 189 study areas included in the Countywide Parks Needs
Assessment. Since July 2015, staff has worked closely with the County to
complete several aspects of this comprehensive assessment. Staff performed a
broad inventory of existing parks and park amenities in Santa Monica, evaluated
the condition of each per standards provided by the County, investigated all vacant
parcels in the City for viability as future park space and reported our findings to the

County’s Parks & Recreation Department. By incorporating this information with
demographic data from the 2010 Census, the County and its consultants provided
the City with a set of metrics to inform developing our list of priority park projects.
Most notably, Santa Monica only has approximately 1.4 park acres per 1,000
residents while the County average is 3.3 acres per 1,000 residents (beach
acreage is not included in this metric). The final and perhaps most important step
in the County’s needs assessment process was to facilitate community input.
Staff recommends that the Commission consider the community input data
provided below as well as the County’s project criteria and point assignment
system to recommend to Council a list of priority park projects to be included in the
County’s final report. The County’s guidelines stipulate that a project must meet
the following criteria:
• Must be in an existing park or can be a new park or specialty facility (e.g. aquatics center, arboretum, golf course, etc.).
• Must be site specific or can include multiple sites if the project is related to general infrastructure elements (e.g. signage, park furniture, irrigation, restrooms, etc.).
• Must fall into one of the following categories: repairing existing amenities, adding or replacing amenities at an existing park, or building a new park or specialty facility.
Each study area can submit up to a project list for a total of 10 points. It is
important to note that some larger projects are weighted as more than one project
as noted in the examples below.
• Repairing or replacing an existing amenity or adding a new amenity at a park would count as a single project.
• General infrastructure projects in a single amenity category, such as replacing signage at all parks, would also be calculated as a single project.
• Building a new park or specialty facility would be considered three projects and would include land acquisition, general infrastructure, and the specialty facility or two amenities.

• If a new park or specialty facility is proposed on City-owned land, it would be counted as two projects.
Discussion On January 21, 2016 approximately 80 community members attended a special
meeting of the Recreation & Parks Commission and were asked to provide input
on priority park projects in three ways: during public comment, by writing on the
Idea Wall, and by submitting a project nomination form. Overall the discussion was
very enthusiastic and positive.
The community suggested projects related to over 60 different topics and varying
in size and scope. (Please see Attachment A for a summary of all projects and
Attachments B and C for full written comments as submitted by the community on
the Idea Wall and project cards.) The projects that were suggested the most follow
in descending order:
• Build a sports field at the Civic Center (44; single project)
• Replace part or all of the Santa Monica Airport with parkland (37; equivalent to two projects)
• Add new pickleball courts or convert existing tennis courts to pickleball courts (32; single project)
• Build new sports fields (in general, baseball, and/or soccer; 24; equivalent to one to two projects depending on land acquisition needs)
• Build new pools/aquatics facilities (23; equivalent to two or three projects depending on land acquisition needs)
• Build an ice rink (in general and/or at the Civic Center; 21; equivalent to two or three projects depending on land acquisition needs)
• Build a park at the 4th/5th Streets and Arizona Ave. site (using part of the site and/or all of the site; 18; equivalent to two projects)
• Replace existing or add new drinking fountains to parks (with bottle fillers and/or dog bowls; 18; single project)
• Build a “Central Park” (in general, at SMO, and/or at the 4th/5th Streets and Arizona Ave. site; 14; equivalent to two or three projects depending on land acquisition needs)

• Build more parkland (in general and/or on specific sites not otherwise listed; 14; equivalent to two or three projects depending on land acquisition needs)
• Build small/pocket parks (13; equivalent to two or three projects depending on land acquisition needs)
• Add systems to capture stormwater and urban runoff (13; single project)
• Build more community gardens (11; equivalent to two or three projects depending on land acquisition needs)
• Add or build more off-leash dog areas (dog beach, dog parks, and/or designated areas for dogs in existing parks; 11; equivalent to one to three projects depending on scope and land acquisition needs)
• Build an expansion of Memorial Park on the former Fisher Lumber site (9; equivalent to two projects)
Staff recommends that the Commission consider including in the final list the
projects that are greater in scope and cost, and therefore may not be able to be
completed with existing City resources. Smaller-scale projects such as replacing
drinking fountains or converting tennis courts to pickleball courts could potentially
be funded by the City’s park maintenance or Capital Improvement Program
budgets.
Financial Impacts and Budget Actions There is no immediate financial impact or budget action necessary as a result of
the recommended action.

There is a lack of gym and auditorium space. There is
only Memorial Park. An extra gym in Santa Monica
would provide an indoor space big enough to house
large city camps, for fee-based programming, if there
was a one-stop recreational center that offered
aquatics, gym, computer labs, exercise rooms, theater
space (with screen), we could provide services for Santa
Monica residents and non-residents. Use Prop A funds
for trips during summer and large indoor spaces would
be great for rainy seasons in spring and winter. Various
specialty camps would benefit and we would be able to
use our own space without getting kicked out of district-
owned spaces currently in use.

Pedestrians, bicyclists, and skateboarders near edges of

take into account speed and erraticism of vehicular
drivers. (For reference: Cloverfield at Kansas St.
