7 Of The October meeting of the Board of Trustees of the Univeni Illinois was held a t the Blackstone Hotel, in Chicago, a t g o’cock a. m. on Saturday, October 27, 1923.

The following members were present: President Noble, Mr. Arm- strong, Mn. Blake, Mrs. Evans, Mrs. Grigsby, Mr. Trees.

President Kinley was present; also Professor J. M. White, Supervising Architect.

The Secretary presented the minutes of the meeting of September 25, 19.23. On motion of Mrs. Grigsby, the minutes were. approved as pnhted on pages 291 to 329 above.

LOCATION OF CHICAGO POWER PLANT The Secretary presented for record the following letter from Judge C. H. Jenkins, Director of the Department of Public Welfare, concerning the location of the power plant for the Chicago hospital and research group (see page 304).

POULTRY PLANT ( I ) A recommendation that the thirty-five acre tract east of the golf course be as-

signed for the work in poultry and that '$25,000 be appropriated from the State appropriation of $380,030 for agricultural buildings, for the construction of a poultry plant.

CHANGE IN CURRICULUM OF COLLEGE OF MEDICINE

(3) A recommendation that the following changes in the curriculum in medicine be approved as recommended by the University Senate:

50 clock-hours The present curriculum of the College of Medicine provides in the junior year for

only 16 clock-hours of e!ectives. This, therefore, is a proposal to increase the number of elective clock-hours for that year to 82 the first semester and to 66 the second semester.

On motion of Mrs. Blake, these changes were approved. PLANTING TREES AROUND THE STADIUM

(4) A recommendation that Professor White be authorized to proceed yith planting trees around the Stadium, the expense to be charged to the appropriation already made for physical plant extension, and that the committee appointed by the Board on October 20, 1922 (See page 68) concerning planting around the new horticultural laboratory act as an advisory committee on this matter. The members of this committee are Mrs. Blake and Mrs. Busey.

On motion of Mrs. Grigsby, this recommendation was approved. APPROPRIATION TO DEPARTMENT OF DAIRY HUSBANDRY

(5) A recommendation that an appropriation of $4100 be made from the Reserve and Contingent Fund to the Department of Dairy Husbandry for expense and equipment.

HEATING MEDICAL RESEARCH LABORATORY A N D LIBRARY

(6) A recommendation that an appropriation of $2500 be made from the Reserve and Contingent Fund, in order to pay the University’s share of the expense of heating the Medical Research Library and Laboratory building during the coming winter.

DEDICATION OF MEDICAL BUILDINGS (8) A statement concerning the matter of dedicating the new Medical Research Library and Laboratory building and the group of Educational hospitals h connection with the meeting of the American Medical Association next spring.

On motion of Mrs. Evans, a special committee, consisting of the President of the Board, the President of the University, and the Dean of the College of Medicine, was a pointed to take up with the Di-

(9) A recommendation that the sum of $1g,000 be a propriated from the Reserve and Contingent Fund to meet in part the expenses orestablishing and operating an experimental fuel plant for the purpose of determining whether the Parr Process is practicable on substantially a commercial scale, and of securing further information about the distillation of Illinois coals. While this amount will not meet al! the expenses, the Director of the Engineering Experiment Station is prepared to add up to $7000 so as to secure the whole amount necessary for the installation of the plant.

On motion of Mrs. Evans, the action of September 25, 1923, concerning tornado insurance on the Stadium, was rescinded.

On motion of Mr. Trees, the amount of tornado insurance on the Stadium was fixed at $750,000, for a period of five years. AMENDMENT OF STATUTES (17) A recommendation that the aragraph of the University Statutes headed “College Faculties,” describing their tnctions and authority, be amended (by adding the words in italics) to read as follows:

“The faculty of each college or school may exercise legislative functions touching any matter appertaining exclusively to the internal work of that college or the progress of students therein. It shall not, however, have authority to take away from any student any University privilege, nor shall it do anything trenching on the executive duties of the dean, nor shall it take action rendering nugatw any action of the University Senate. It must be understood that the college organization is only for convenience within university circles, and that no college shall take action not well supported by rule or usage for which the general officers of the University may be called on to answer. All matters of general policy, or matters involving the interests of outside parties, must be determined by general university authority.

On motion of Mrs. Grigsby, this amendment was adopted. VIEWS OF PROFESSOR J . C. BLAIR ON THE FORESTRY

(IS) The following statement: I desire to call the attention of the Board again to the fact that Professor J. C.

Blair, of the Department of Horticulture, thinks that the McKinley Student Hospital should not be located in the forestry.

I wish to say that I do not agree with the proposal that the plan for locating the Hospital in the forestry should be changed.

I ask concurrence in this view. On motion of Mrs. Blake, the Board voted to concur in the

President’s view.

(19) A statement concerning the plans for new buildings. Professor White presented the following: Working drawings and specifications for the Dairy Group. Plot plan for development of 35 acres for Poultry and working

drawings and specifications for the buildings. Working drawings for the roofing of the silo group of the Cattle

Feeding Plant. Studies for the Men’s Gymnasium. Perspective of Library showing revised design of facade and also

interior studies for the main rooms. In connection with the last item, Professor White read the fol-

lowing letter from Mr. C. A. Platt.

MY DEAR PROFESSOR WHITE: J am sending you today the revised design for the Library showing a front without

the central feature as shown on the original perspective. I have come to this gradually and now feel that it is the only logical design for this facade. It gives an essentially regular spacing of windows in the main reading room, which is of course the architectural feature of the interior of the building.

Perhaps you will recall that the first design I s e n t was based on building of a cornice line about foilr feet higher than the one we now have adopted and I found that when trying to adapt the gable to this low cornice, the central figure became too squat. That is what started me on this scheme, the design of which I am sending you today.

I am sending also blue prints showing the window spacing and its effect on the interior. Also a study for the treatment of the stair-case. I shall have M ask you to return the latter drawing to me because I shall need i t in working up the detail. I have no copy of it.

I think this is the place for it.

October 12,1923 To the Board of Trustees of the University of Illinois:

I presentherewith the Quarterly Reiort of the Comptroller as of September 30, 1923. The Report includes the following exhibits: Schedule A-Stafement d the Reserz and Continyent Fund

The Reserve and Contingent Fund consists of the estimated budget incomes of the University for the fiscal year ending June 30, 1924, less appropriations made by the Board from this income to September 30, 1923. The unappropriated balance on that date, as shown by the Schedule, was 3283,497.53. Schedule B-Summaty of Receipts and Disbursements

This statement exhibits the receipts and disbursements, for the three months ending September 0, 1923, of funds in the hands of the University Treasurer, and the disbursements t o m State Appropriations, including building appropriations.

The total cash balance in the hands of the University Treasurer in all funds in his custody on September nc, 192.3 was $758,026.49.

An analysis of the receipts of the Treasurer appears in Schedule C, following: State appropriations made for the biennium ending June 30,1923 must have been

fully expended by September 30, 1923, or would have lapsed. All operating appropriations were expended prior to June 30, 1923. Building appropriations not fully expended by that date were closed by September 30, 1923. ScheduIcs D to M inclusive-Statements o j appropriations

These statements show the condition of all appropriations made by the Board of Trustees for all purposes for the current fiscal year, including also building appropriations for the current biennium (Schedule M).
