Notes of Meeting from March 9, 2016 Tele‐Conference to discuss Roundabouts and the applicability of “interim” and “ultimate” improvements

Distribution: To all Attendees, Steve Rose, Brent Gotts  The discussion during the meeting is summarized as follows:  

1. Roundabouts a. The City’s general appetite for and philosophies towards Roundabouts was discussed. The City would 

select roundabouts where there is good rationale to support the decision. Considerations must include available space, land acquisition, operations and maintenance, Life‐cycle costs, pedestrian traffic, slope, number of lanes, and volume of vehicles. 

b. Two lane roundabouts would feature additional disadvantages and problems for pedestrians. c. The City currently has a few pilot roundabouts. d. For the purpose of these Class EAs, the teams will pre‐screen the option of roundabouts for each 

intersection and subsequently, evaluate the option as an alternative design concept where the prescreening demonstrated merits for further consideration. 

e. Each Class EA team will pre‐screen each intersection, and then meet together to discuss the findings to ensure consistent approach and rationale. 

2. Interim and Ultimate improvements a. The RFP provides the explanation for the ultimate and interim improvements b. The interim improvements are to be tested for the capacity requirements at 2031. It is possible that 

some of the interim improvements may work to 2031 (or in some cases work to 2031 with minor improvements). The efficacy of the interim improvements will be discussed in the ESR. 

c. Right‐of‐Way requirements for the ultimate improvements are to be set in the Official Plan. 3. Review of design Concepts 

a. Meetings are to be scheduled for each Class EA to undertake preliminary review of the alternative design concepts before the project teams have developed the alternatives. These meetings are proposed for late March or early April.  

b. In a separate Email, the City will suggest the level of details to be provided prior to the meeting.  The above notes are only intended as a summary of the discussions. Attendees are invited to provide clarifying or additional  comments, as appropriate.  Regards,

Notes from the Meeting to Discuss the status of the Subwatershed Impact Studies ( April13, 2016). Attendees:Ralph Scheunemann, Lorran Cooney, Bala Araniyasundaran – BarrieTravis Brown – StantecRobert Shamess, Melissa Alexander – HatchBrent Gotts – MMMPeter Stefanovic, Chaodong Sheng, Nelson Lee - ShaeffersClayton Capes, Bryan Richrdson – RJ Burnside (by phone) Key items of discussion from the meeting are summarized below. 

1. Regular SIS meetings have been held involving the City, NVCA, LSRCA, Schaeffers, and RJBurnside.

2. The Terms of Reference were developed in consultation with the key players and with theCity’s concurrence.

3. The Natural Heritage Studies(NHS) are being undertaken by Azimuth4. Hydrogeological studies are being undertaken by RJ Burnside.5. Hydrology, LID, and Hydraulic studies are being undertaken by Schaeffers and  RJ

Burnside(RJB).`6. NHS staked maps have been produced.7. Hydrogeological assessments are nearing completion.8. The SIS have updated and continue to build on the background work completed by AMEC.9. The target date for completion of the SIS is August 2016.10. The completion of the draft report by April 2016 is unlikely.11. The contents of the report are currently under review. Many items related to the SIS are still

in discussion and therefore some of the information cannot be released at this time.12. RJB ‘s work to-date is summarized as follows:

a. model for existing conditions and future flows has been developedb. Meander Belt and Creek assessments are complete.c. Stormwater model will need information from Azimuth to be finalized including

locations where more base flow is required.d. Hydrogeological assessments are almost complete.e. The Draft plans are being updated to achieve composite drawings of different

Landowners-will provide more details on road network, land use, and lots.13. Hatch noted that the conceptual plans showing the lots, Flood line elevations for Hewitts

Creek and Lovers Creek, and Stormwater pond locations would be useful.14. Clayton Capes(RJB) stated that the available information could be provided at the end of

next week.15. Chaodong Sheng (Schaeffers) stated they have the locations of the SWM ponds and

floodline information. To finalize this information, discussions with the City regarding LIDsare needed.

16. Scheaffers indicated that the SWM features were based on the widened roads, whereasRJB’s work had not accounted for the drainage of the widened arterial roads.

17. Grading plans are available. For the area east of Veteran’s Drive, the information is stillunder development.

18. The pond sizing is based on conservative assumptions and the future ROW for the Salemarea.

19. The need to retain the runoff from a 25 mm event could be problematic and costly. SISwould have to address this requirement.

20. It was noted that there was an upcoming meeting to resolve these types of key issues.21. For Lockhart and Mapleview, direct discharge to Creeks has been assumed by the SIS, given

the existing drainage directly to the creeks22. RJB will provide the following information:

a. Existing catchment areasb. Any updated NHSc. Updated grading plans ( in about two weeks)

23. Changes to the grading on the east side of Hewitt’s Creek is anticipated. North of Mapleviewlittle change is anticipated. Similarly changes to Lockhart Road and Mapleview Drive are notproposed.

24. Grading along Essa and Salem have not been looked at closely. However, grading is notexpected to change significantly.

25. It was agreed that John Tjeerdsma would be the main contact for RJB and Nelson(GradingPlans) and Chaodong(SIS) would be the contacts for Schaeffers.

1.1 AA and RS provided an overview of the City of Barrie’s infrastructure EA projects being undertaken as part of the City’s growth plans to 2031 including roads, water and wastewater projects.

AA noted this meeting was just to discuss the road Class EAs.

1.2 BA provided a brief overview of the water and wastewater projects underway. It was noted that BA would contact the County in the future to discuss these projects in more detail at a future time.

RS-H provided an overview of the proposed widenings for the roadways in this study area (Mapleview, Lockhart, Yonge, Big Bay Point).

There was also a discussion on the alternative designs being considered and intersection improvements including the potential for a roundabout at Mapleview and 20 Side Road and Big Bay Point and 20 Side Road.

The intersections of Yonge/Lockhart and Huronia/McKay are to be improved in their entirety without piecemealing. To this effect the City and County will share current capital programs to ensure a coordinated approach to the implementation of this improvement.

The County’s TMP proposes a widening of CR 4 (Yonge St) to 4 lanes between CR 89 and Barrie City Limits by 2031. CR 54 (Huronia Rd) is proposed to be widenined to 4 lanes to the Barrie City Limits betwenn 2031 and 2041. Further the TMP proposed a multi-use off-road route on CR 4 (Yonge Street) leading up to the Barrie City Limit.

The proposed railway grade separation at east of Mapleview and Lockhart, respectively, were introduced and discussed.

The scope of work on Mapleview Rd has been extended to 20 Side Road.

It was noted the team is currently conducting the natural environment assessments.

2.2 Salem Class EA –

TB provided an overview of the proposed widenings for the roadways in this study area (Salem, MacKay, Huronia, Veterans).

It was noted that there are different cross-section elements being considered between the City and County TMPs therefore it must be ensured that roadway improvements are consistent in their design (in terms of cross-section).

Intersection improvements were presented including:

Salem & CR27 potential single lane roundabout McKay & CR27 potential single lane roundabout

The County’s TMP proposes a widening of CR 27 to 4 lanes between the Innisfil Boundary and CR 90 in the short term. CR 53 (Veteran’s) is proposed to be widenined to 4 lanes to the Barrie City Limits in the short tems as well.

Current and recently completed road improvements were also discussed. These included Mapleview/CR27/25 Side Road and Hwy 90/Tiffin/Miller/Dunlop (currently underway). This iproject is cost shared between the City and County.

2.3 MacKay Class EA –

BG provided an overview of the proposed improvements for the roadways in this study area (McKay – widening and full interchange and Salem – new crossing over Highway 400).

4.3 City confirmed that the PIC date (Thursday, September 22) does not conflict with the Town’s weekly Council meeting.

4.4 It was noted the Town is acquiring land as per the City’s OP on boundary roads as part of development applications.

4.5 City will schedule a follow-up meeting after the PIC to discuss the design alternatives in greater detail

2 Process and Schedule A. Almuina provided an overview of the study schedule noting:

- the second public information centre was held on April 6 at Liberty North Banquet Hall

- the draft ESRs are undergoing internal review - A staff report will be presented to City Council on June 12, 2017 requesting

approval of the Class EAs - Looking at an end of June filing of the ESRs with the review period completing in

early August at which time the Notice of Study Completion will be published. A. Almuina noted the SWM Strategies to be presented considered both spectrums of SWM with linear LID considerations and centralized LID considerations. The need for these extremes results from current unknowns with regards to MOECC Guidelines and to give the City flexibility for SWM implementation in the event that roadway improvements precede development.

W. Burmeister presented the strategy for the Hewitt’s Secondary Plan study area noting a mixture of linear and centralized LID. Where possible, the recommendations of the Landowners’ Group SIS were incorporated to reduce duplication of infrastructure. Key aspects of the Strategy are:

- Enhanced Control to 25mm imperviousness - Match Pre and Post-Flows - Reduce Phosphorus

2. Salem Secondary Plan

W. Burke presented the strategy for the Salem Secondary Plan study area noting a mixture of linear and centralized LID. Where possible, the recommendations of the Landowners’ Group SIS were incorporated to reduce duplication of infrastructure.

Key aspects of the Strategy are:

- Enhanced Control to 25mm imperviousness - Match Pre and Post-Flows - Reduce Phosphorus

Both strategies presented the City with a variety of tools for the implementation of LID strategies whether linear or centralized. It was recognized that due to the extent of the study areas (and varying soil and water table conditions) that specific recommendations at the roadway level could not be recommended. Therefore, these recommendations will be addressed during the detailed design stage.

4 Discussion General comments made about the presentations included:

- LID opportunities are very specific to existing conditions (i.e. soil types) - The LID Tools to be implemented need to recognize City maintenance practices

with regards to accessibility and cost - All were supportive of “treatment train” measures for SWM - It was confirmed that the requirement for Phosphorus reduction is 80% - The City and the CAs agreed to continue the ongoing dialogue on LIDs into the

next phase of study for the individual roadways and work with the landowners’ group as well with their own SWM plans.

All were in agreement that the SWM Strategies are respecting current requirements and trends in stormwater management and that these measures and options will be carried forward to the next stage of study for implementation.

5 City of Barrie LID Guidance Document K. Thompson presented the City of Barrie LID Guidance Document. Key aspects of the presentation included:

- An overview of three step decision making framework to determine if an infiltration based LID is suitable based on Source Water Protection considerations.

- The guide recommends that an LID working group be established to work through the barriers to implementing an infiltration based LID.

- K.Cheney noted that the decision making framework aligns with the LSRCA stormwater guidance document.

- G.Switzer requested that the Conservation Authorities be provided an opportunity to participate in the LID working group. It was confirmed that there will be opportunity for the Conservation Authorities to be involved in the discussions.

- The guide will be posted to the external webpage in the coming weeks. At which time a link will be circulated.
