It is the duty of the AI/ANCOAC to accept and act upon candidates for the offices of Chairperson, Vice Chair, Secretary and Treasurer over the next month or two for the 2018 FY. What that means is during the month of November the Chair, Secretary and the Treasurer, we will have to vote 2018 offices. In December, we will elect the vice Chair. I will discuss in the bylaw section. We will be looking for nominations today.B. Vice Chair: LCDR Frank

1. Balance is currently $923.48 in AIANCOAC account.2. We did mail out all the coins to those who preordered. If you have not ordered any coins, you can still do so. Help support our cause.

Question (CDR Tagliaferri): What can I use them for? What are some of uses to distribute them?Comment (CDR Warner): Coins is…in the military, it identifies places you’ve been or people you met or locations/units you served with. You coin somebody it’s usually a social situation as well. You want to give somebody an award or a kudos, a thank you or a good job, you can offer them a coin to show your sign of supporting the unit you are attached to. Offer a coin as a small gift. A lot of times people collect coins over their career in the military especially in the Army or Coast Guard. They have the coins displayed in a box to show where they serviced and the units they were attached to. Mostly for…thanks for helping us out, thanks for serving and here’s a nice gift.Question (CDR Tagliaferri): Do you want us to promote this in our agency? How do you want us to move forward with that?Comment (CDR Warner): It’s up to you. You can offer them a coin. Basically, to help improve morale. You can use how you want to use for a job well done. Can use for recruitment/retention.Question (LCDR Junes-Harvey): I also heard we can give them to civil service staff…right?Comment (CDR Warner): Yes, that’s correct. You can give that anybody. You’ll see a lot of GSA employees work for a lot of agencies. Giving a coin to a GSA employee is appropriate. It is an employee morale booster.D. Secretary: LCDR Hayes

LCDR Karsten Smith

I started off as a listener as a guest then became an Advocate. I hail from OKC and stationed here. I was a late bloomer, career wise. I did not go to Pharmacy school til I was 34 years old. I didn’t go back to school til I was 30 years old. I got out of high school narrowly didn’t like school swore I would never go back. Worked a string of construction jobs and found myself at a proprietor software company. Being a Supervisor. As I started seeing the company fold, I started seeing

MEETING MINUTES 2017AI/ANCOACpeople that have been working for a long time be let go. I started thinking if I lose this job I would look for a job at Home Depot. Maybe I should go back to school. Push came to shove, I found myself in Pharmacy school. I graduated when I was 38 years old. I wanted to serve Native people and started looking in IHS and ran into some officer recruiters at a job fair. I was in the Navy for a short time in my early 20’s. I thought that wasn’t for me when I first saw the uniforms. I said no thank you. But then I looked more into in and fell in love with the idea and all the opportunities and fit my goals. I got into the uniform service and did a post graduate residency in Pharmacy at WW Hastings hospital in Cherokee Nation. Post Graduate year 1 and stayed on there and served as a clinical pharmacist. Great place to be. Numerous pharmacy based clinics. Anticoagulation, hypertension, DM clinic…really fun and to be a part of. Great inpatient program. Stayed there another 4 years under CAPT Brandon Taylor who was our Chief Pharmacist there. Then he said ‘Guys I’m moving on to bigger and better things. I’m going to be a Liaison.’ What’s that? As he was leaving I said…I’m from OKC and if there’s ever a spot that opens up and I’ll be a good fit, let me know. 6 months later, I get a text….there’s an opening, throw your hat in the ring. Now I find myself in the Liaison office with LCDR Frank and CAPT Taylor. I am not doing Pharmacy at all. I was a little out of my comfort zone. I have learned so much of the Corps. Made so many connections, relationships that I wouldn’t have made. I am a big fan of stepping out of your stepping zone and doing something new. At some point, I may find myself back in Pharmacy but who knows, I’m just going where the day takes me. Inside the Corps, you never know where that’s going to be. I’m currently doing my Masters in HealthCare Administration. I’ll be taking my board certification for specialty Pharmacy in Geriatric next month. Also, I’m the Agency Awards Coordinator for all of Indian Health Service as a collateral duty.

Question (CDR Warner): Are you a programmer with the software company?Comment (LCDR Smith): No, I was not. It was a family run business. I started out in the help desk. Started me on the job training and no programmer skills. I was good at testing and breaking things and they put me there as the release manager.Question (?): If you no longer do Pharmacy, do you lose your Pharmacy pay? How does that work?Comment (LCDR Smith): That’s a great question. I get that asked quite a bit. Currently, that’s not the case. I know that’s been talk of that…we get retention pay not specialty pay right now. There’s been talk of relooking at that, doing a specialty pay contract. It’s up in the air.Comment (CDR Warner): That’s been thrown around with the Physicians. It’s an old grandfathered rule. Again, in the physician world you still maintain your specialty bonus.

Comment (CDR Warner): Reminder, MOLC is basically the parent OSG group for us. We have 4 CMAGs – of these 4, we all fall under the umbrellas of MOLC. Annually we need two people to serve on MOLC. MOLC is a great way to meet other officers. We will be looking for two more officers, will need to be a voting member.

VI. Subcommittee Reports:A. Awards Chair: CDR Warner for CDR Laird

Not on the call today. Waiting for the Special Assignment awards. His team has put the packets together and just waiting for the deadline date to submit. One award every 3 years.B. Bylaws/Charter Chair: CDR Warner

1. We need to have new Executive Leadership annually. The Chair, Vice Chair, Secretary and Treasurer positions are open. Per our bylaws, the month of November is when we need to vote on these. December, we will vote on the Vice Chair. We can do this several ways. Now at this point you can self-nominate or nominate someone else. We can take the time to do this. Or if you wish to think about it and like to be considered, submit a brief bio and note what position you’d like.

Comment (CDR Henson): I’m going to nominate myself for Treasurer or Vice Chair. I have one more year left on my term.Comment (CDR Warner): I’ll seconded that nomination for Vice Chair.

Comment (LT Stearns): I wanted to self-nominate for Treasurer.

Comment (CDR Warner): I’d like to nominate LCDR Dodson Frank for Chair.Comment (CDR Henson): I’ll seconded that nomination.

Question (LCDR Saltclah): If we want to think about it we can email you?Comment (CDR Warner): Absolutely. If you want to send an email with brief bio, send to me. Don’t need to be on the spot now. Just put it on the back burner.Comment (CDR Warner): I want to nominate LCDR Saltclah for Secretary.

Question (LCDR Cummins): Are Advocates eligible to be nominated?Comment (CDR Warner): Unfortunately no, our Executive leadership needs to be voting members.

Comment (CDR Henson): I’d like to nominate LCDR Karsten Smith for something…whether that’s Secretary, Treasurer….or something.

Question (LCDR Frank): Nominations won’t go out til next month and go out before the call..correct?Comment (CDR Warner): If you soon to be elected, potential, you should be notified before the next call?Comment (CDR Warner): The Chair has a limitation of two years. I have met that 2 years.Question (LCDR Saltclah): When do we nominate for the Subcommittee Chairs?Comment (CDR Warner): We usually leaves those open. Whoever is in that position as Chair, will continue. Unless the person is stepping down, they need to notify me.

2. I have been in discussions with the OSG, they did notify me. The one we voted on. They wanted the old Bylaws/Charter and highlighted some changes. The last meeting, we had a question on the maximum number of voting members. Per the OSG, the maximum is based on our Bylaws/Charters. The OSG does not place a maximum number on that. Our Bylaws/Charter maximum is 20. If this is something that needs to be changed, we need to do that thru the voting membership.3. Registered tribal membership a requirement. We do not have to be a registered member to be a part of that ethnic group. Not a requirement among other CMAGs as well.C. Communication Chair: LCDR Tran / LCDR Saltclah

1. No report from LCDR Tran.2. LCDR Saltclah – newsletter update. 4 articles submitted by civilians and officers. Article submission extended to OCT 27. I hope to get the newsletter out the 2nd week of November for the Native American/Alaska Native Heritage Month.

Comment (CDR Tagliaferri): My nephew created a foundation for Native American Students in LA. I wanted to put it out there for everyone to read. Ozhitaa (Ojibwe) translated to learning and building your knowledge.Comment (CDR Warner): Send your information to LCDR Saltclah, [email protected] (LT Denetdale): I sent out an email for a list of 2017 promotion year. We are including all for permanent/temporary year.

Rock your Mocs•Southcentral Foundation is requesting employees and their family and friends to wear regalia (moccasins, mukluks, etc.) and send pictures in. The photos may be put in the Anchorage Native News Newspaper disseminated throughout the campus, Anchorage, and villages.3. 1. I hope you all rec’d your coin. It’s very impressive. I had officers give it to civilians and they loved it. We sold 117 coins. It paid for itself. LCDR Saltclah made a bulk purchase and was able to save on shipping.2. Promote AI/ANCOAC. Support Native American officer to attend COF symposium.

The Membership Committee is still waiting to hear back from the OSG on approval of our candidates for 2018-2020. Once we get word, I will share the news with all candidates and encourage the candidates that did not get selected to consider advocate membership. Looking towards the future, I plan to overhaul the scoring process before the final year of my final term is finished in 2019. Members can certainly email me with comments and suggestions. I hope to put

1. COER they just pushed them out. It has been extended to NOV 8. Due to raters.2. Don’t forget about your readiness. Make sure flu shot is updated.H. Recruitment and Retention Chair: LCDR Junes-Harvey

1. Final flyer is completed. We will be sending out an email or will put on max.gov.2. Conf call on recruitment/retention with the challenges we face. The plan is to get some goals. There will be some activities. In my subcommittee, I will be reaching out to my members and if you want to volunteer in my subcommittee, let me know. The goal is to increase the number of members by 10% by NOV 2018. Still being developed. Recruitment booth was talked about for 2018 and AISES conference was mentioned and will be in Oklahoma next year. As Commissioned Officers, we all have our own stories and how we developed and how we can reach out to others to recruit. We looked at demographic data on how we reach out to high schools or colleges/universities. We talked about guest speakers.

Comment (LCDR Frank): I sent out an email a couple of months ago to see who was interested in strategic planning to make some changes for AI/ANCOAC. Info is stated in the Bylaws/Charters…..1) To improve….2) Foster… and 3) Enhance roles. Staying within context of our committee, to increase recruitment/retention…create tangible outcomes, increase 10% of membership. Reach out to high schools to encourage them to go to college. Reach out and network. I work with IHS and I want to reach out to loan repayment program and they can educate us. We all are from different places, and we all have a story to share with others. Hopefully next year we can get something in writing and plan to the Subcommittee Chairs and get some results. Revamp the website. Get more people active and more to do. Retain and recruit new officers.Comment (CDR Tagliaferri): I will send out the information on the foundation I mentioned. It is a good opportunity for native students out there.

Development (CPD) Committee is continuing the CV Review Program to provide guidance to officers in preparation for promotion or career development. Senior officers from different agencies and categories will provide feedback to officers seeking assistance. The reviews will occur from 14 AUG 2017 through 31 OCT 2017.i. Submission Procedures:

1) Your CV should: Use category–specific CV formatting.2) Be current with the year noted on the document.3) Be free of grammatical errors.
