REPORTS

Park Maintenance Report

There is no park maintenance report.

Director’s Memo

Deputy Director Heyrman provided information in the Park Commission packet and verbally reported the following:

The door modifications for Carter Woods Park will be done next week. The remaining work for the security cameras is on hold until weather permits.

The Town Center Park second series of fitness classes is scheduled to end in March. We have already received requests for additional classes and the staff is working with the YMCA to select the next two session dates.

Brooke put together a summary of the types of rental reservations in the calendar for the Town Center Park since its opening.

President Carey asked if this surprises anyone.

Deputy Director Heyrman stated that we have not done any advertising so we haven’t really targeted a specific audience. Baby and bridal showers as well as birthday parties top the list.

The staff will be reviewing the short-term goals identified in the CORS plan and provide recommendations for Park Commission discussion in 2019 to prioritize the enhancements into a five-year Capital Improvement Plan. The discussion in February will include Town Center Park and Patriot Park. The remaining discussions are as follows:

March – Lions & Arrowhead Parks April – Carter Woods & Prairie Hill Parks May – Brookview & Starview Parcels

The Town Board monthly report will include a summary of the Park Commission recommended priority of improvements at Patriot Park and Town Center Park along with the update on our Greenways Grant request.

Correspondence Report – Verbal Deputy Director Heyrman

Deputy Director Heyrman provided the following correspondence items in the Park Commission packet and reviewed verbally that we have a group of girl scouts that planted flowers in our parks and they have reached out to us to volunteer their time again. The staff is working to come up with things for them to do around the town this year.

We had a request for a rental of Prairie Hill Park which is normally closed in the winter. The staff decided to allow the rental for the event and will be looking at possibly opening this park up for future winter rentals.

Appleton West Baseball Club submitted for a grant through the Packers Foundation and were awarded a $3,000.00 grant. They will be putting this grant money toward the dugout covers at Carter Woods Park.

Update from Outagamie County Greenways – Email Commissioner Hagen

Commissioner Hagen emailed the following items to Deputy Director Heyrman for verbal communication:

The committee met on January 16, 2019 to discuss the timeline on the mini grants and will be meeting again on March 20, 2019. The committee also recommended Outagamie County pass a resolution supporting the continuation of the Knolls-Nelson Stewardship Grant Program in the next State budget so a resolution of support will be on the Outagamie County Board agenda for Tuesday, February 12, 2019.

Update from Town Board Liaison – Verbal Supervisor Davidson

On January 15, 2019 the Town Board approved the following items:

The lot consolidation at 5300-5510 N McCarthy Road with the roadway dedication (near the new sports complex).

The donation of a strip of land located at the northeast corner of W College Ave and N McCarthy Road to Outagamie County for the County CA and County CB Highway Project.

On February 5, 2019 the Town Board approved the following items:

The permits for the Timber Rattler 2019 Schedule from May 31 thru August 30.

Accept Vincent Drive from Kohl Drive to Sugar Lane and Kohl Drive from Wren to Vincent Drive and Sugar Lane from Wren Drive to Sugar Lane as Town Roads.

President’s Report – Verbal President Carey

There is no President’s Report.

Bike and Pedestrian Trail Update – Verbal Mike Patza, Town Planner

Mike Patza provided copies of the updated maps for the Grand Chute pedestrian and bicycle strategy along with the provisions near Grand Chute park locations and K-12 school locations. Maps of the regional pedestrian and bicycle network, future off-street pedestrian and bicycle network and future on-street pedestrian and bicycle network were provided for Park Commission comments.

NEW BUSINESS

Discuss/approve the 2019 Outagamie County Greenways Grant application.

Motion (Petersen/Scott) to open up for discussion. Motion Carried (5/0).

Recommendation to support the Grand Chute application for the trail on Elsner Road for the Outagamie County Greenways funding. Approved (5/0).

Discuss/approve the capital improvement recommendations at Patriot Park.

Motion (Scott/Petersen) to open up for discussion. Motion Carried (5/0).

Commissioner Schmidt asked if the intention is to keep the roller rink in a safe operating system.

Deputy Director Heyrman responded that yes the roller rink will remain open for use.

Recommendation to approve the Patriot Park 5 year CIP which includes the driveway and parking lot repairs, perimeter walk for the playground, tennis court surfacing, volleyball upgrades, drainage improvements, a security light and roller hockey improvements. Approved (5/0).

Discuss/approve the capital improvement recommendations at Town Center Park.

Motion (Buelow Fischer/Schmidt) to open up for discussion. Motion Carried (5/0).

The commission members discussed the possibility of the Grand Chute Kiwanis Club helping to fund the zip line in lieu of the Frisbee golf course.

Deputy Director Heyrman spoke to Wayne Peters of Grand Chute Kiwanis and stated that they are hoping to raise enough money to fund half of the cost for the zip line.

Recommendation to approve the 5 year CIP for Town Center Park which includes wetland paths, community gathering path, southern path, teen area/zip line, pedestrian bridge, boardwalk trails and an adult fitness area. Approved (5/0).

FUTURE AGENDA ITEMS

Five year Capitol Improvement Plans for Lions and Arrowhead Parks.

Bike/Pedestrian Trail Updates.

MEMORANDUM

With all of the snow we have been busy plowing snow for much of the last month. We have been getting prices and quotes for 2019 budgeted items. We have ordered

new picnic tables for Patriot and Town Center Park along with trash and recycling cans to complete the rest of the parks.

The guys have been busy repairing picnic tables and working on the ice rink along with some building maintenance.

We are in the process of going through applications for the part-time parks position and for seasonal employees. We do have everyone returning for the Summer Adventure Camp program.

Lecker Park

With all of the snow the ski and bike trails remain open. Lions Park

The ice rink got messed up when we received all that rain and snow a few weeks back. At this point we will not be re-flooding the rink.

Carter Woods

The work on the fence extensions at Carter Woods has started and will be complete by spring.

We met with Appleton West Baseball about the dugout covers, it looks like that will be happening in spring.

Town Center Park

The new blinds have all been installed and turned out very nice.

Forestry We are in the process of making a Street Tree List for 2019. The list will have the

approved trees for developers and residents to plant in the Town rights-of-way. Recreation

The first Park and Recreation brochure which included information on the summer activities was included with March water utility bills. It will also be included in the April and May water utility bill mailings.

Registration for Summer Adventure Camp and tennis lessons open on March 15.

1. Update on the security cameras in parks

a) The IT Department has provided the following update on installation of security cameras in Town parks:

o The door modifications for Carter Woods Park will be done next week. The remaining work for the security cameras is on hold until weather permits.

2. Town Center Park updates

a) The third series of fitness classes started the week of March 4, 2019. It will conclude before Easter. We advertised Yoga, Zumba, and Tai Chi and were able to get the minimum of ten participants in Yoga. Staff is working with the YMCA to advertise the next sessions.

b) We received a request for an event that requires a certificate of liability insurance. Our policy requires this for rentals that are open to the general public, charge an admission, or have goods/services for sale. The Town attorney confirms this was the intent. We surveyed the surrounding communities and they either require the insurance certificate or do not allow these types of events.
