Call to Order / Roll Call / Determination of Quorum TDLCB Chairman Joshua Wagner called the meeting of the River to Sea Transportation Planning Organization (TPO) Transportation Disadvantaged Local Coordinating Board (TDLCB) to order at 11:05 a.m. The roll was called and it was determined that a quorum was present.

III. Committee Reports Ms. Ottman noted that the QAC had not met earlier that morning due to a lack of a quorum; therefore, there was no report to provide.

IV. Public Comment/Participation There were no public comments.

V. Action Items A. Review and Approval of the July 8, 2015 TDLCB Meeting Minutes

MOTION: A motion was made by Mary Ellen Ottman to approve the July 8, 2015

TDLCB meeting minutes. The motion was seconded by Chip Kent and carried unanimously.

B. Review and Approval of the Community Transportation Coordinator’s (CTC’s) Monthly

Paratransit Report Ms. Blanck explained that with the new timeframe on sending the agendas out she was able to include in the agenda the reports that are usually handed out at the meetings. She noted that fixed route saw a decrease in June of almost 5%. She reminded the members that this year was the second and last phase of the fare increase which has had a moderate effect on ridership. Fixed route ridership was down 8% in July. She noted that during the month of July record rain was experienced. Paratransit ridership had an increase of 7.5% in June and 7.2% in July. These increases could be attributed to the fact that some of the more vulnerable riders who typically use fixed route service may have instead utilized the paratransit service. Ms. Ottman asked if the decreasing cost of fuel could have had an effect on the numbers. Ms. Blanck explained that when fuel costs rise over $3.00 per gallon there is generally a spike in ridership; when it is closer to $2.00, ridership goes down. Ms. Antol asked if the summer and vacations could have had an effect. Ms. Blanck responded that there are many reasons the numbers vary. There will be more work with Transit Development Plan (TDP) in the coming year including surveys that will help Votran understand some of the relationships better. Ms. Blanck added that one of the high points of the report is that the New Smyrna Beach Flex Service has shown huge increases of over 16% in June and 19% in July. Votran will continue to monitor that service to see how the increase in demand is handled.

MOTION: A motion was made by Patricia Antol to approve the Community Transportation Coordinator’s (CTC’s) monthly Paratransit Reports for June and July. The motion was seconded by Sam Weekley and carried unanimously.

C. Review and Approval of Actual Expenditure Report (AER) for Fiscal Year 2014/15

Mr. Vince Wang, TPO Transit Program Manager, stated that he was the TPO's new transit planner and he would be working with Votran to coordinate their projects, annual report and to help them have a better understanding of regional transit. He graduated from Ohio State with a degree in Regional Planning and Environmental Science. He worked at the Ohio Valley Regional Development Commission and then moved to Daytona Beach for the current position. Mr. Wang explained that there were two important numbers reported on the Actual Expenditure Report (AER); the expenditure of local funding which totaled $2,841,741 for the past year and the total number of trips operating which was 321,577 trips. These numbers are slightly increased from last year. MOTION: A motion was made by Patricia Antol to approve the Actual Expenditure

Report (AER) for fiscal year 2014/15. The motion was seconded by Chip Kent and carried unanimously.

D. Review and Approval of the Annual Operating Report (AOR) for Fiscal Year 2014/15

Mr. Wang stated that for the Annual Operations Report (AOR), the total fixed route trips had a significant decrease of 37% due to the increase in bus fare and a change in the counting methodology. In past years, they used an estimated number of trips; this year they used the actual trip count which is more accurate but shows a decrease for fixed route trips. He explained some of the numbers included in the report. Ms. Blanck commented that Votran did not choose to report a smaller number. She explained the way trips were counted last year versus how they were counted this year. She noted that it was possible to propose an alternate method in order to make the numbers work better using the actual count methodology. She added that it was a major undertaking to put the report together. Ms. Ottman asked how they picked the number 12 to divide the monthly pass. Ms. Blanck responded that those numbers would be discussed at the TD conference in October. Council Member Wagner asked what the numbers would have been if the calculations had been done the old way. Ms. Blanck stated that they did not use the alternate methodology but the ridership numbers would have sharply decreased.

MOTION: A motion was made by Mary Ellen Ottman to approve the Annual Operations Report (AOR) for fiscal year 2014/15. The motion was seconded by Peter Cerullo and carried unanimously.

VI. Discussion Items and Presentations

A. Presentation on the River to Sea TPO 2040 Draft Long Range Transportation Plan (LRTP) Summary and Project Lists Ms. Jean Parlow, TPO Transportation Projects Manager, stated that the draft 2040 LRTP project list had been presented at the last TDLCB meeting. She pointed out that the draft 2040 LRTP Summary report was provided as a handout to the members. The summary reviews the highlights of the report and includes the project lists as well. She thanked the TDLCB members who served on the LRTP Subcommittee: Ms. Antol, Ms. Blanck and Ms. Ottman. She added that the TCC, CAC and TPO Board will review the draft summary report for final approval in order to move forward with the adoption. She introduced Ms. Lois Bollenback, TPO Executive Director. Ms. Bollenback explained that the 2040 LRTP was different from previous LRTPs and included a number of changes. She reviewed the draft LRTP summary document. She added that they looked at creating a different community of the future. There was a lot of public outreach that occurred in developing the LRTP and thousands of people were reached. The last LRTP envisioned a sales tax that would support the expansion of public transit but that has not moved forward and therefore it was not included in the 2040 LRTP. Time was spent discussing transit and the TPO is ready to amend the 2040 LRTP if a sales tax is passed and revenue becomes available for transit. This plan uses money to fund local road projects; however, the TPO is restricted to utilizing only 20% of the funding. The TPO will continue to work through the state and federal governments to get funding to be more flexible. The TPO has also set aside funding for improving the facilities that are already present; safety projects, bicycle/pedestrian facilities, and the use of technology to improve the efficiency of the system. She requested that the member provide comments on the plan. She thanked the LRTP Subcommittee members for all their time and work and recognized Ms. Jean Parlow as the 2040 LRTP Project Manager and all the great work she had done. Ms. Parlow pointed out that the LRTP Summary Report was available on the website. She noted that the next LRTP Subcommittee meeting would be held on Friday. Council Member Wagner stated that he could not be happier with Ms. Bollenback’s leadership. He added that the current government is the best he has seen as far as what is able to be done.

B. Annual TDLCB Member Training and Orientation Mr. Wang asked the members if there was anything that they would like further training on.

Council Member Wagner stated that one thing that might be helpful would be to compile a list of what the people who have left the TDLCB have learned as users of the system. Ms. Antol commented that the TDLCB lost so much knowledge when Ms. Carole Hinkley, the TPO's previous transit planner, left. She recommended providing a simple overview on what the TDLCB is and does. Ms. Parlow noted that Mr. Wang has TPO staff support to help him. Council Member Wagner stated that in regards to the sales tax initiative, an upcoming Volusia County Council agenda will have a resolution of support for a survey.

VII. Staff Comments · November TDLCB Meeting

Mr. Wang stated that the next TDLCB meeting was on November 11 which is Veterans Day. He suggested moving the TDLCB meeting to November 4 or November 18. MOTION: A motion was made by Mary Ellen Ottman to move the November 11,

2015 TDLCB meeting to November 4, 2015. The motion was seconded by Charly Poniatowski and carried unanimously.

Ms. Blanck pointed out that the update to the user guide no show policy was included in the agenda; the changes are highlighted. Votran was looking at same day cancellations and tracking those. They would then take action to suspend service based on a number of same day cancels in a month. It was identified that they could not penalize people for same day cancellations.

VIII. TDLCB Member Comments

Mr. Cerullo announced that on Saturday, September 12, 2015 at the DeLand Lions Club there would be a Low Vision Health Expo. Mr. Kent urged the members to be careful now that the schools are open. Ms. Antol stated that while she was on a recent trip one of the things she noticed in some states was the signage; where construction was occurring, the signs were placed long before the construction began. She would like Florida to look at doing something similar. Ms. Ottman asked what states they were. Ms. Antol responded that it was Indiana, Michigan, Arizona and Colorado. Ms. Ottman suggested the TDLCB members receive training in disabling language. She also recommended Mr. Wang begin the planning for TD day early. Discussion ensued on TD Day.

Ms. Blanck noted that next year’s TD day would occur in January. Mr. Weekley stated that the 2040 LRTP turned out great and FDOT has used some of the data on other projects. He recommended Ms. Antol consult www.cflroads.com for information regarding SR 11.

IX. TDLCB Chairman Comments Council Member Wagner stated that the Volusia County Council will have a resolution to support and fund the cities in order to implement a survey on the transportation sales tax. He requested the members attend the upcoming council meeting to share their opinions. The council will be discussing what the sales tax can be used for. He reviewed some of the possible ideas being discussed for using the tax. He added that he would send out the dates that the council will discuss it.

C. Nomination and Election of TDLCB Member as Vice Chairperson for Year 2016

Background Information:

The bylaws of the Transportation Disadvantaged Local Coordinating Board outline the following procedure for the election of a Vice Chairperson:

“The Vice-Chairperson shall be elected by the majority vote of a quorum of the members present and voting at an organizational meeting. The Vice-Chairperson shall serve a term of one year starting with the next meeting”

A. TD Day Preparation Background Information:

The Transportation Disadvantaged Legislative Awareness Day will be held on Thursday, January 21, 2016 in Tallahassee. It is so important for legislators to hear from the actual people this program helps! Attendees should go by and meet with the legislators and their staff to thank them and encourage their continued support. An email was recently sent out to the committee asking for attendance. The TPO will sponsor two people in the committee including either the Chairman or the Vice Chairperson and one other committee member. If you would like to go to the TD Day 2016, please contact Pamela Blankenship or Vinny Wang no later than November 20, 2015 for registration. We are currently in process of booking hotels and gathering legislators’ information, and once the materials are ready, they will be sent out in December.

Legislative Awareness Day

Transportation Disadvantaged Legislative Awareness Day Will be held on Thursday, January 21, 2016

TD Legislative Day is hosted by Florida Association of Coordinated Transportation Systems (FACTS) each year through the funds donated by sponsors. When you sponsor, 100% of the funds goes to the event in an effort to generate awareness and support for the Transportation Disadvantaged Program. Sponsors' information will be included in the program, banner and other public relations materials for TD Legislative Day.

We encourage sponsors to bring vehicles to display in the Capitol courtyard. Advanced reservation for vehicle displays is required.

It is so important for legislators to hear from the actual people this program helps! Attendees should go by and meet with the legislators and their staff to thank them and encourage their continued support. If you would like to speak with your legislator, we encourage you to make an appointment with them in advance. If you need assistance with making an appointment, please let us know.

Information will be provided to attendees on any legislation that may impact the TD Program so that they may discuss with their legislators. Program information will be included for attendees to share with Legislators during their visits as well.

• Approved the consent agenda including the approval of the August 26, 2015 TPO Board meeting minutes

• Held an open public hearing on the draft 2040 Long Range Transportation Plan (LRTP), at which there were no comments

• Received a presentation on the draft 2040 Long Range Transportation Plan (LRTP)

• Approved Resolution 2015-18 adopting the River to Sea TPO Year 2040 Long Range Transportation Plan (LRTP)
