MeesevaUser Manual for Property Tax and Water Charges related CDMA services
This document is a user manual for the MeeSeva user, for providing the CDMA related services to
citizens.
This document articulates the following citizen services from the CDMA service offerings
1) Property Tax- New Assessment Request
2) Property Tax- Sub Division Request
3) Property Tax- Exemption Request
4) Property Tax- Vacancy Remission
5) Transfer of Title (Either Seller or Buyer applied only)
6) Transfer of Title (Seller and Buyer both applied)
7) New Water Tap Application
The User can navigate to the CDMA services from the MeeSeva Home Page – as described below
1.Navigation to the CDMA Services from Meeseva Home Page.
-> The Meeseva user should login with his/ her respective login credentials.
-> Upon successfully logging in to the Meeseva portal he will be navigated to the Meeseva home
page wherein he will be able to see all the services provided.

> Clicking on CDMA on the Left side Menu – you can see all the CDMA related service offerings.
Of these, this manual only deals with Property Tax and Water Charges services only – which
are highlighted in the menu below.
->The CDMA Services related to Property area
1) Property Tax- New Assessment Request
2) Property Tax- Sub Division Request
3) Property Tax- Exemption Request
4) Property Tax- Vacancy Remission
5) Transfer of Title (Either Seller or Buyer applied only)
6) Transfer of Title (Seller and Buyer both applied)
➢ In the above listed services the 5th
and the 6th
services are one and the same and these two
does not have any change in the application interface or the functionality.
➢ Meeseva user can select either of the two based on the citizen who has approached the
meeseva center i.e. Meeseva user can select 5th
option if it is only the seller alone or buyer
alone has approached them or 6th
option if both the buyer and the seller have approached for
the same.
Services related to Water Charges area (only 1 now)
1. New Water Tap Application
MeeSeva user can choose any of the citizens (availed by the citizen from the above available
options). For every one of the above CDMA Service chosen, there are some common steps
which the user will have to pass through for
a) Selecting the Correct District
b) Selecting the ULB for the service
c) Finalizing the service amount to be collected
Before the system takes the user to the Service specific Screens.
The document will describe the common steps first.
Preliminary/Common Steps to be performed for CDMA Services Initiation
Here Clicking on any of the service request will open up a new window wherein the Meeseva
user has to select the district first which in turn will display the ULBs where the service request
has to be initiated.
->Clicking on the district name will show up ULB names as shown below.
->Here Clicking on the ULB name the meeseva user will be taken to the Service specific screens.
➢ Here in the above screen the applicant particulars have to be entered by the Meeseva
Operator.
➢ The Delivery type – check boxes are for how the Transaction certificate will be delivered
to the Citizen and depending on the choices made (described below) the charges are
shown below.
Following are the inputs regarding the delivery type check box.
Local: Should check this box when the applicant wishes to receive the transaction
certificate over post residing within the jurisdiction of the ULB.
Non Local: Should check this box when the applicant wishes to receive the transaction
certificate over post residing outside the jurisdiction of the ULB.
Manual: Should check this box when the applicant wishes to receive the transaction
certificate in person approaching the meeseva office.
->Based on the selection of the above options the postal charges will be applicable as below
Local: Rs.37
Non Local: Rs.52
Manual: Nil
Entering the above details should click on the proceed button.
Chapter 1: New Assessment Service Request
Preliminary Steps to be performed for Initiating Sub-Division Service
Request
After Clicking on the Property tax-New Assessment request under the CDMA Services, the user
will be redirected to the below shown screen were he has to select the district from which the
user is operating from, Clicking on the district name will in turn display the ULBs where the
service is required has to be initiated from.
->Clicking on the district name will show up ULB names as shown below.
->Here Clicking on the ULB name the meeseva user will be taken to the New assessment
application as shown in the below screen shots.

The Application particulars are to be filled by the meeseva operator in the fields as shown. The
details captured being more they might span across multiple data entry screens.
Now you have the facility to upload the necessary documents for the transaction as shown below
➢ After entering all the respective mandatory fields should click on the forward button as
shown in the above screen shot.
➢ clicking on the forward button will process the transaction and will navigate to the receipt
screen as shown below (sample only)

Chapter 2: Property Tax- Sub-Division Service Request
Preliminary Steps to be performed for Initiating Sub-Division Service
Request
After Clicking on the Property tax-Sub-Division request under the CDMA Services, the user will
be redirected to the below shown screen were he has to select the districtfrom which the user
is operating from, Clicking on the district name will in turn display the ULBs where the service is
required has to be initiated from.
->Clicking on the district name will show up ULB names as shown below.
->Here Clicking on the ULB name the meeseva user will be taken to the Sub-Division Application
Screens
➢ Here in the above screen the applicant particulars have to be entered by the Meeseva
Operator.
➢ The Delivery type – check boxes are for how the Transaction certificate will be delivered
to the Citizen and depending on the choices made (described below) the charges are
shown below.
Following are the inputs regarding the delivery type check box.
Local: Should check this box when the applicant wishes to receive the transaction
certificate over post residing within the jurisdiction of the ULB.
Non Local: Should check this box when the applicant wishes to receive the transaction
certificate over post residing outside the jurisdiction of the ULB.
Manual: Should check this box when the applicant wishes to receive the transaction
certificate in person approaching the meeseva office.
->Based on the selection of the above options the postal charges will be applicable as below

->Clicking on the proceed button will navigate the user to the Search assessment Screen as shown below
where in the user has to enter the respective assessment number and should click on the search button.
->Entering the assessment number and clicking on the search button, the system will check for the tax
dues associated with the respective assessment number.
-> if the assessment number entered does not have any pending tax dues then the screen will get
navigated to the Sub-Division application as shown in the below screen shot attachments else it will show
up the validation message duly quoting the amount balance that is to be paid.

➢ Here in the sub Division/Bifurcation transaction all the details of the assessment will be in edit
mode and the assessment particulars have to be changed accordingly as per the citizen’s
parent property and forward the application

Request

Chapter 4: Property Tax- Vacancy Remission Service Request

Request

➢ Here in the vacancy remission screen the details of the period should be captured from
the applicant wherein he is claiming that the property will be vacant.
➢ The Vacancy Remission Comments should be recorded so as to facilitate the ULB to know
the reason for the property being left as vacant for the above specified period.

shown in the above screen shot.

Chapter 5: Property Title Transfer Service Request
Imp Note: This below explanation regarding the title transfer service request is one and the same for the
following two services listed under the CDMA service offerings
1. Title Transfer (Either seller or buyer applied)
2. Title Transfer (Both the seller and the buyer applied)

After Clicking on the Title Transfer request under the CDMA Services, the user will be
redirected to the below shown screen were he has to select the district from which the user is

Registration Already Done- This checkbox should be selected when the applicant has already registered
the property on the claimant name and does have the registration document copies with him.
Registration not done, Full Transfer-This checkbox should be selected when the applicant has not yet
registered his property on the claimant name in the registration department.
Selecting the above options will navigate the screen to the Title transfer application in the ERP where the
operator has to fill all the respective details and forward the same.
->Here under the document enclosed details header column the documents have to be uploaded
mandatorily without which the application will not be forwarded to the ULB staff.
Chapter 6: New Water Tap Application

After Clicking on the New water tap connection request under the CDMA Services, the user will
be redirected to the below shown screen were he has to select the district from which the user
is operating from, Clicking on the district name will in turn display the ULBs where the service is
required has to be initiated from.
->Clicking on the district name will show up ULB names as shown below.
->Here Clicking on the ULB name the user will be taken to the New Water Tap Application
Screens.

Imp Note
->For applying for the new water tap connection user needs to make sure her following two aspects
1. The respective assessment number does not have any pending Property tax dues.
2. Should not be associated with any consumer number present in the system.
->Clicking on the proceed button will navigate the user to the New water tap connection where in the user
has to enter the respective assessment number and should click on the search button shown beside the
assessment number text field.
->Entering the assessment number and clicking on the search button, the system will check for tax dues as
in the same case for property tax and will also check for the consumer number connections if associated
any with this assessment number.
->If the entered assessment number does not have any pending tax dues and the active consumer
numbers associated then the assessment number details will be auto filled as shown in the below
attachment.
->You can clearly see that the assessment number details/particulars have been shown up in read only
mode.
->Should fill all the other relevant details duly enquiring with the citizen and select the appropriate options
in the drop downs.
->After all the mandatory fields are selected then the user should click on the forward button, clicking on
this will check for the fields selected and will forward the same to the ULB staff for further processing.
Knowing the Status/Downloading the Certificate of the Application.
➢ The Citizen can approach the meeseva operator and can know the status of the
application duly quoting his Meeseva application number or Meeseva transaction Id.
➢ Clicking on the View Transactions tab will redirect the screen to the application search
screen wherein the Meeseva operator has to give the search criteria to search for the
same.
➢ Here in this screen the search criteria details should be given and should click on the view
transaction button. ➢ Clicking on the View transaction will search for the relevant records matching the search
criteria and show up the results accordingly as shown below.
➢ From here the status of the application can be know clicking on the View Status hyperlink
➢ Once the final approval if done and the digital signature is done by the commissioner of
the ULB the same document can be downloaded by clicking on the Download Documents
Hyperlink.
