What is MITHI?• MITHI is a process that harmonizes and ensures
interoperability among ICT-related resources, programs, and projects across the government.
• It is the process for coordinating the planning, budgeting, implementing, and evaluation of ICT resources and projects in government using a key document: Information Systems Strategic Plan (ISSP)
• Legal Basis: Joint Memorandum Circular No. 2012-01 signed by DBM, DOST and NEDA
• MITHI covers all ICT-related resources, programs, and projects of NGAs, GOCCs and SUCs.
MITHI Legal Bases
• Joint Memorandum Circular 2012-01: Creation of the MITHI Steering Committee with representatives from DBM, NEDA, DOST-ICTO. MITHI Steering Committee is tasked and empowered to undertake the implementation of MITHI, including the budgetary aspects of approved ICT resource requirements and ICT programs and projects.
• Joint Memorandum Circular 2014-01: Expanded Coverage Applies to all Departments and Agencies of the National Government,
State Universities and Colleges (SUCs), and Government-Owned and/or Controlled Corporation (GOCCs)
By subject: All ICT-related resources, programs, and projects that shall require government support in any form are covered
• Joint Memorandum Circular 2017-001: Extending the life of MITHI with representatives from DBM, NEDA, DICT for its Steering Committee

Annual ICT Budget Review Process
ISSP evaluator checks if ICT budget proposal is consistent with the ISSP
MITHI TWG submits their budget recommendations to the MITHI Steering Committee (MSC) for endorsement
The MSC-endorsed recommendation is submitted to DBM, for review by the Executive Review Board and inclusion in the NEP.
Agency submits its budget proposal through DBM Online System
DBM submits the MITHI-tagged items to DICT
ISSP Review Process
If needed, ISSP evaluator conducts consultation with agency IS Planner for the revision of their ISSP
DICT issues endorsement letter for the final ISSP of the agency
Agency submits a copy of the endorsed ISSP to DBM
Agency submits its ISSP to DICT
ISSP evaluator reviews the ISSP and prepares evaluation report
Key Accomplishments
• Enforcement of planning and budgeting in ICT project development and implementation of agenciesEstablishment of MITHI Clusters (Health Cluster, Justice Cluster, Higher

Provision of technical assistance to agencies in the creation of their ISSPs (consultations, workshops)
Increase in number of agencies with ICT plans

MITHI encourages Agencies to procure from the Procurement Service so the
government can realize economies of scale

Procurement Service Mandate
• Operation of a government-wide procurement system
• Price monitoring of common-use supplies, materials and, equipment
• Identification of supplies, materials and such other items, including equipment and construction materials, which can be economically purchased through centralized procurement and which is within the scope of this activity
• Identification of the sources of supply which are able to offer the best prices, terms and other conditions for items procured by the government
• Continuous evaluation, development and enhancement of its procurement system, coverage and procedure
• Management and maintenance of the Government Electronic Procurement Systems or the PhilGEPS
PS-Project MITHI
• The desktops for the 2nd phase of the Medium-Term Information and Communications Technology Harmonization Initiative (MITHI) are now available in the Procurement Service – PhilGEPS.
• Government agencies who wish to avail of the said desktop may call the PS-PhilGEPS Sales Division at (02) 689-7750 local 4019 or 563-9352 and look for Ms. Rose Ladlad or Ms. Gerelyn Vergara, or send an email at [email protected].
• For orders from agencies outside of the NCR, buyer agencies may call the respective Depot Supply Officers. Visit www.ps-philgeps.gov.ph then click the Procurement Service link to view the directory.
