Executive Summary Background. The INNOVATE – “Adoption of Agricultural Innovation through Non-Traditional Financial Services (NTFS)” Project in Nepal was a 20-month pilot program from April 1, 2018 to Nov 30, 2019 developing new financial service models. This program was funded by the International Research Development Center (IRDC) and managed by Mennonite Economic Development Associates (MEDA), Canada. International Development Enterprises (iDE) led and managed implementation in Nepal with local implementing non-governmental organization (NGO) partners: the Dhikurpokhari Community Development Organization (DCDO) of Kaski and the Aadhikhola Community Development Center (ACDC) of Syangja. The pilot program was implemented in Kaski and Syangja districts of Gandaki Province in Nepal. Context. In Nepal, small farmers are unable to invest in good commercial opportunities due to a lack of agricultural finance. Despite hazards such as erratic weather, drought, flooding, and pest problems—all made worse by climate change—small farmers cannot obtain crop insurance to mitigate agricultural risk. Innovate Nepal. This pilot project supported rural commercial small farmers to access loans from Muktinath Bikas Bank (MNBBL) through Marketing and Planning Committees (MPCs). These are elected from farm production groups and manage local agricultural Collection Centers (CCs), developed by iDE in previous programs. Through this mechanism, loans were managed at the community level and made available at the appropriate time, and with technical support, to assist in the commercialization of vegetable production. Support for improved agricultural production was also coordinated by the collection center with community-based last-mile input supply agents trained in past iDE projects, known as Community Business Facilitators (CBFs). These provide local access to high-quality agricultural inputs (improved seed, micro irrigation, safe IPM technologies, and more) and provide training and technical support. The CBFs provide access to crop inputs following CC-recommended crop calendars and are compensated by commissions they receive from agricultural suppliers. The CBFs also helped to promote and manage the NTFS products made available through the project. iDE has developed this Commercial Pocket Approach (CPA) over the last 15 years, consistent with the Nepal Agricultural Development Strategy (ADS). A recent independent study supported by DFID BRACED found that the CPA was more cost effective than other approaches to help smallholders, and recommended scaling of CPA. Innovate Nepal Goals. The overall goal of this pilot project was to increase household income though investment in climate-smart agriculture technologies, with a focus on women and disadvantaged/marginalized groups, through development and demonstration of new NTFP loan and crop insurance products for small farmer commercial vegetable production. The program builds on past work by the Frankfurt School and IDE with Muktinath Bikas Bank that developed climate-smart agricultural vegetable loan products for smallholders. The Innovate Nepal NTFP program included:

o Business Correspondent (BC) Loan Model. The full NTFP is a model where the agricultural collection center is designated as a Business Correspondent and fully manages the loans to small farmer members on behalf of Muktinath Bikas Bank, earning a small margin on the interest spread and overtime providing e-banking services. The Muktinath board has formally endorsed the product. Two of six Innovate collection centers qualified as Business Correspondents during the project period.

o Hybrid Model. Collection centers that did not qualify as a Business Correspondent coordinated closely with Muktinath Bikas Bank to promote and support management of the loans without assuming legal responsibility for the loans. Over time, these collection centers are expected to become business correspondents.

o Repayment. Muktinath Bikas Bank has reported a remarkable 100% repayment rate on all loan products for both models during the project period.

Collection Center Vegetable Crop Insurance. Vegetable Crop Insurance managed by agricultural Collection Centers, which collect premiums and manage payouts. Farmers utilize the Muktinath Bikas Bank loans to pay the vegetable crop insurance premiums. The NTFP crop insurance follows major features of government policy. Farmers paid 25% of the premium cost. The project subsidized 75% of the premiums, which were utilized in a revolving funded owned and managed by the Collection Center for sustainability. This follows government policy of subsidizing crop insurance premiums by 75%.

Innovate Nepal Impact. The integration of loans, crop insurance, CBFs, and Collection Center services increased incomes, mitigated risk, and encouraged farmers to invest in their futures. During the project period, MEDA Innovate facilitated loans to over 1,000 farmers, valued at $200,000. Over 300 farmers also took advantage of the Collection Center crop insurance product. These farmers increased their average annual vegetable income by three times, to $800, through increased investment and adoption of improve climate-smart agriculture technologies. Specific important impacts include:

Income Impact. Farmer annual vegetable income increased from NRs 28,672 in the pre-project baseline to NRs 90,689 in the endline survey.

Technology Impact. Similarly, in the baseline farmers were using on average 1.8 improved agriculture technologies (such as improved seeds, drip, IPM, green houses, and others) and 3.3 in the endline survey. The income and technology adoption result is statistically significant at the 95% level.

Crop Insurance Impact. On average, households adopting crop insurance earned NRs 98,000 compared to households with just loans at NRs 81,000. Due to small sample size in the endline, this was not found to be statistically significant.

BC Model vs. Hybrid Model. On average, BC model farmers earned more income and adopted more improved climate smart agriculture technologies than households in the hybrid model. Due to small sample size in the endline, this was not found to be statistically significant. Muktinath Bikas Bank reported substantial savings with the BC model. The approach also strengthens collection center income and sustainability, with income from a spread of about 2% on the loans to members during the project period.

The collection centers over time will earn additional income from providing e-banking services to members.

Gender Impact. The project also sought to assess whether women CBFs (last mile agents) were more effective for women farmers. While there was no significant statistical difference between the performance of male and female CBFs, customers of women CBFs did on average earn 20% more income. The endline study also found that 35% of female farmers preferred having a female CBF.

The key to the success of the MEDA Innovate Nepal NTFP products is the integration of small farmer climate-smart loans, with crop insurance, access to technologies and technical support from CBFs, and market access, services, and information provided by the collection centers. The MEDA innovate Nepal program has resulted in the Muktinath Bikas Bank board formally endorsing the Business Correspondent (BC) model. Muktinath Bikas Bank is now seeking to scale the approach, working with iDE where it has developed Collection Centers and CBFs, including establishing an agribusiness subsidiary company in 2019. Following a report and linkages from a MEDA insurance consultant, the MEDA pilot NTFP crop insurance product with collection centers has also attracted the interest of crop insurance companies to utilize the collection centers as insurance agents. iDE is currently in discussions with crop insurance companies in coordination with Muktinath Bikas Bank to pilot the use of collection centers as crop insurance companies. Way Forward. There are currently about 200,000 households in Nepal associated with full commercial pockets with access to collection centers and last mile CBFs. There is now a key opportunity for Muktinath Bikas Bank through the NTFP loan product, value chain financing, and integration of the crop insurance NTFP product to be a key private sector stakeholder in scaling the Commercial Pocket Approach (CPA). iDE and Muktinath Bikas Bank are now in discussions and seeking support to develop a public private partnership approach to scale CPA integrated with the NTFP loan and crop insurance products. The approach would include the development of municipal Public Private Partnership (PPP) groups convened by the Agricultural Enterprise Center of the Nepal Chamber of Commerce. These PPP groups would coordinate government investments in collection centers, wholesale markets, irrigation / MUS systems, extension services with investments from the private sector including Muktinath Bikas Bank, crop insurance companies, agricultural input suppliers, and traders to develop last mile supply chains to poor, remote rural communities.

Key Activities Performed Preparatory activities of the project: L-NGO partner selection: The district-level Local Non-Government Organization (LNGO) selection was completed and agreement signed with 2 district level LNGO partners. They are (a) The Dhikurpokhari Community Development Organization (DCDO), Kaski and (b) Aandhikhola Community Development Center (ACDC), Syangja, selected for field implementation of project activities in their respective districts. Staff hiring for LNGO and MPCs/Business correspondent Staff hiring for LNGO and MPCs/Business correspondent completed with hiring staff – 8 full time & 4 part-time in the 2 districts. One Program Officer (full-time) and Program Coordinator and Accountant (part-time) have been hired by each LNGO partner and similarly three Loan Supervisors (one for each MPC/business correspondent) for each district have been hired for the field program activity implementation at local level in the district. Memorandum of Understanding (MoU) signed with Muktinath Development Bank Memorandum of Understanding (MoU) signed with Muktinath Development Bank (MNBBL) as a collaborative bank partner. The bank will assign the MPC as their business correspondent for loan provision to the potential farmers at the community level with the help of CBFs working in the area with support and facilitation of loan supervisor of MPC/business correspondent. The loan supervisor will work in very close coordination and support with the Monitoring officers of the MNBBL, branch office in Kaski and Syangja district. Initial meeting with MPC to designate it as a business correspondent The join team members from MNBBL and NTFS project staff team conducted a round of consultation/ discussion meetings with MPCs for the assessment/screening to finalization and designate MPC as a business correspondent of bank for financial service provision to farmers thru MPC completed. The joint team visited all the 6 MPCs in 2 districts (Kaski & Syangja) and collected the necessary information details of MPC and checked and verified the following: (a) Checked and verified legal entity of all Cooperatives/MPCs, (b) Check total membership, working areas, loan modalities (General/Agriculture/Home, etc), (c) Verify annual transactions, interest rates, investments and outstanding debt, and (d) Cooperatives interest/potentialities in wholesale lending for agriculture activities, expected interest rate and loan duration. Orientation and planning workshop Project staffs orientation and planning workshop completed in Pokhara during May 28-29, 2018. In the workshop 33 participants (male 25 and female 8) participated from project staff, iDE country office and MNBBL Head Office from Kathmandu. Detailed Annual work plan and implementation guideline for year-1 prepared and finalized. Orientation Training on NTFS model to Micro Finance Institution (MFI) Orientation Training on NTFS model to Micro Finance Institution (MFI) staffs (Muktinath development bank) to promote agriculture loan was conducted on June 15 and 16, 2018 in Kaski

and Syangja district respectively. The MFI staffs were trained on the process by which farmers are able to pay back their loan through agriculture production. They were also introduced on project interventions, practices and the different technologies. There were total 36 participants- male 23 and female 13. INNOVATE project kick-off workshop The INNOVATE project kick-off workshop was organized by MEDA in Kathmandu at iDE Country office on Monday Jun 25, 2018. Clara Yoon Wilson and Sophie Forbes were facilitating in the workshop. MEDA's grant recipient from Nepal, Pakistan and Bangladesh, including iDE Nepal team participated in the event. After the kick-off workshop, a 2-day field visit program was organized for Clara and Sophie including iDE Kathmandu team (Luke, Bimala, Komal) and Balkrishna Thapa, project staff from Pokhara visited NTFS project sites in Kaski and Syangja district. The team had chance to see and interact with field team- MNBBL, L-NGO and visit and interaction to MPC/ collection center, agro input dealers (agro-vet), CBF and MPC farmers. A high level follow up meeting with CEO of MNBBL and Country Director of iDE was organized recently in this month on July 2, 2018 to follow up/update on the field status and to expedite on the approval process of business correspondent. District Level Inception Workshop: The LNGO Dhikurpokhari Community Development Organization (DCDO) Kaski organized a district level inception workshop to share/inform the local government and other stakeholders about the NTFS program and its modality. The program was organized in Annapurna rural municipality office at the municipal level where the program was chaired by the Mayor Mr. Kunwar and also participated by other senior staffs such as executive officer, agriculture chief, ward members, MPC members, chairperson of Bhabissya Hamro Haat ma Krishi Saharaki, chairperson of LNGO, representatives of Muktinath bank staffs and other LNGO staffs. During the open discussion the Mayor appreciated the program concept and requested the Muktinath bank to invest in agriculture loan not only in NTFS project area but also to remaining wards of municipality and mayor showed the willingness to support and help from municipality to guarantee for the loan investment of the bank.

Project progress Training to Community Business Facilitator (CBF)/Marketing and Planning Committee (MPC) manager on loan administration: In order to ensure efficacy of loan disbursement process, the project focused on the capacity building activities to the MPC and CBF since they will be responsible institution in mobilizing the new loan and making this approach sustainable even after the project ends. The training to CBF/MPC managers on loan administration has been organized by the project to manage loans at MPC level for both the districts. The training was jointly organized for the two districts at Pokhara in Kaski district. There were 22 participants from MPC and CBFs in the training (9 women and 13 men). The main objective of the training was to help the business correspondent MPC/CBF to support and manage loans at their level. The training focused on major bank related activities such as filling out the demand forms, calculation of interest so the farmers can understand how much he is paying for each loan, required documents, and cash flow analysis of potential clients. The training was facilitated by the Muktinath bank senior staffs in Pokhara. Commercial Vegetable Climate Smart Agricultural Training integrating IPM: By the end of the project Kaski and Syangja were able to conduct 57 training to 1,108 HHs on commercial vegetable where Kaski conducted 27 trainings benefitted 568 HHs while Syangja 30 trainings which benefitted 540 HHs. There were around 77% female who participated in this training while 21% were from disadvantaged communities. The purpose of this training was to provide field based knowledge to farmer about commercial vegetable production or market oriented production which would eventually help these HHs in increased income by which they are able to timely reimburse their loan which they took form Muktinath Bikas Bank LTD as improved agriculture loan. They were also provided knowledge on use of improved technologies in agriculture and irrigation. In rural Nepal people tend to use hazardous pesticides without knowing the negative consequences for both health and environment and understanding their effectiveness. For this purpose the farmers are provided with knowledge on Integrated Pest Management (IPM) as a method to reduce the use of chemical inputs. 44 events on IPM were conducted by the project. From these activities a total 892 HHs were trained on IPM technologies like traps, lure, jholmol, nursery tray, nylon (insect net) net, coco pith & Bio chemical. Almost 78% were female farmers who attended these training. Moreover the trainings were conducted in same localities, practical based so everybody would understand and while organizing these training the project kept in mind that the training shouldn't hamper the household chores of female farmers so the training were basically conducted in between when the females were free from their regular urgent works. Trainings were provided by CBFs with support from project staff. ICT for group messaging ICT for group messaging for improved agriculture technology, (price, weather, Insect/ pest information): The project has been able to implement a Short Messaging System (SMS) in both the districts. In this system, the collection centers send SMS to their members on key information. The type of information being sent by SMS includes planting information based on the crop calendar developed by the collection center in time for the farmers to purchase the needed seeds/IPM/other technologies from the local CBFs. We find farmers are often late to

plant and this can substantially reduce the price of their product which they should have received so as to overcome those problems this system will basically help farmers to minimize different risk. Kaski and Syangja has contracted with Idea Inc and created account for sending bulk SMS. The project has been able to provide valuable information to the farmers in both the districts. Training to farmers on utilization of new loan product and demand creation: Our local partners Dikhurpokhari Community Development Organization (DCDO) in Kaski and Aadhikhola Community Development Center (ACDC) in Syangja organized the utilization of new loan product training at local level to different farmer groups. By the end of the project a total of 43 events of the training were organized by the districts where 852 participants from different farmer groups participated (women-672 and men-180). All farmers have also received crop loans for growing Cole vegetable commercially. In the training, the project team provided a briefing on NTFS concept, including the improved agriculture loan modality, to the farmers in the presence of Muktinath bank staffs. The beneficiaries of the improved loans have received some technical training such as nursery management, disease and pest management. Table 1: Loan clients of MEDA Innovate

Progress Status of Farmer Loan: By the end of the project, a total of 1,014 farmers were provided with crop loans of total amount Rs. 22,667,000 (USD 273,096 @ exchange rate NPR 83/CAD) with average loan size is NPR 22,354 (CAD 269) with a minimum loan of NPR 5,000 and a maximum loan size of NPR 300,000. The loans were promoted by seven CBFs (3 female and 4 male) from five branches of MNBBL- Chhorepatan and Hemja branch in Kaski and from Galyang, Putalibazar and Waling branch in Syangja. In total, ACDC Syangja has promoted 458 loans amounting NPR. 12,321,000 (CAD 148,446) and DCDO Kaski promoted 556 loans with amount NPR 10,346,000 (CAD 124,651). The loans were taken by the farmers for cole crop/Cucurbits and tomatoes cultivation. The average time taken to approve/ release the loan from time of application submitted is around 7.5 days with ranging from minimum same day approval to maximum 14 says in some case. Among the total 204 loan farmers, there were 82% of women including 22% disadvantaged group (DAG) who received the loan. In the rural communities of Nepal women farmers are heavily engaged in vegetable crop production/kitchen gardening with their involvement in all agricultural production increasing due to male outmigration for employment.

Improved Agriculture technologies and climate smart technologies demonstration for demand creation of loan: The project is not only concerned with HHs who are directly linked with the program but also to those HHs who could benefit from the program through demonstration of technologies which are climate smart and efficient to use. So in both district Kaski and Syangja the team conducted demonstration supporting 4 new farmers in each districts, who were interested to demonstrate and adopt new agriculture/climate smart technology. In Kaski NTFS provided 3 plastic for plastic house construction for 3 different farmers & 1 drip system to the farmer who was planning to construct his own plastic house with his own funding. Similarly in Syangja, team supported famers in construction of Green house and an innovative foggy irrigation system. Marketing and Planning Committee (MPC) strengthening There are total six MPCs currently working with the NTFS program in both Kaski and Syangja districts. All the MPCs required support, resources and trainings such as reforming new executive committee if the MPC was not functional, needed resources support like weighing machine, building materials, packaging materials/ plastic tray or light support like training and exposure visits so as to smoothly implement the business correspondent (BC) model with improved agriculture loan program. Project implementation support cost Marketing and Planning Committee (MPC): To enhance the capacity of MPCs in smooth functioning, the NTFS program provided funds to MPCs. The MPCs are responsible for both creating demand and reimbursing the innovative agriculture loan to the bank. MPCs provide embedded services like information and knowledge to the farmers on different agriculture technologies and trainings. Funds provided were used to support regular meeting, technologies to connect, and staffing support. In Kaski district, the local implementing team took implemented a novel approach, using the MPC training funds as a revolving fund. The initial, repaid over time with modest interest, were then leveraged to support additional activities. Revolving fund for Lumle MPC/ Samjhauta Coop. 25,000 (12%) Crop insurance orientation and management training to the MPC/ staff and fund support Crop insurance is a new concept to most of the rural farmers who are engaged in subsistence farming and will be key to supporting a transition to commercial farming. Most of the people in Kaski and Syangja district who are interested in commercial agriculture are also hesitant due to risks from hailstone and insect/pest problems. iDE will implement the crop insurance program through the management and implementation by MPC/CC in one MPC in each district from next crop season. On March 2019, the crop insurance orientation was conducted in Kaski district with the purpose to enhance management skill and the process of crop insurance. As a resource person Mr. Shankar Timilsina from the government Agriculture Development Bank, Bagar Branch facilitated the crop insurance training. Mr. Timilsina shared about the type of insurance like private & government, investment based & productivity based insurance, difference between insurance & assurance, and process of assurance. 22 participants participated in the program (14 women and 8 men). Similarly in Syangja orientation program was conducted on 18 Dec 2018 in Pelakot Sana Kisan Krishi Upaja Sankalan Kendra Galyang -7, Syangja. The program focused on crop insurance policy briefing to the MPC and staffs. MPC executive committee and farmers who have taken the new loan product have agreed implementing crop insurance program through the MPC. 18 participants attended the training 15 female and 3 were from disadvantaged communities. The project has been able to prepare the implementation guidelines and procedure of crop insurance program in Nepali language. The Nepal project team (Shailendra Shrestha and Bal Krishna Thapa) coordinated with Mr. Calvin Miller, from the MEDA team to improve the crop insurance guidelines and procedures. Base line Survey The baseline survey took place as planned in Kaski district on September 5-6, 2018 followed by the staff orientation. The program focused on the household questionnaire and Focus Group Discussion (FGD). Three loan supervisors each from both Kaski and Syangja were involved in the collection of information of HHs whereas Program Officers and Program Coordinators were involved in FGD information collection. Our initial findings from the survey shows that most HHs are members from Marketing and Planning Committee (MPC) and these HHs have been taking loan mostly from the local cooperatives, Banks and microfinance institutions. Loans are mostly used for household expenses and agriculture technologies. Fewer HHs have participated

in crop insurance. There is a separate Endline study report. During the baseline survey, 70% of those surveyed were women as per our previous experiences with general program activity participation. With this project we will identify the social and economic status of those women from the very beginning of the project activity implementation. By careful monitoring disaggregated by gender, the project will be able to measure women’s participation in crop insurance, adoption of technologies, and influence factors (such as gender of CBF) that impact participation. Staff meeting and regular follow-up/ backstopping Both Kaski and Syangja district project team organize monthly meetings to update the field progress status and to discuss and overcome major issues/challenges. In the meeting, the team prepare the field progress report, discusses proper loan utilization by the farmers, activities plan for next month, coordination with Muktinath bank field staff and these are documented and reported to Project regional office in Pokhara. By the end of the project both the districts organized 12 events each. Preparation of crop calendar, business plan, and factsheet for crop insurance, IPM/disease and pest management The project has prepared factsheet documents for crop insurance, recommended crop calendar, and business plan of different profitable crops for the loan farmers in collaboration with local stakeholders and building their capacity. Crop calendar and business plan are the most essential tools that the farmers should be able to learn and use to become commercial farmers. The project team worked in preparation of crop calendar for major vegetable crops in hilly region along with business plan that helps farmers to recognize the varieties of crops, nursery management, cultivation practices and production. Similarly, a business plan supports the farmers on how much they can earn from the varieties of crop seasonally in comparison with other crops. The disease and pest information helps them to identify the pests and diseases and apply the necessary solutions. Furthermore, a factsheet on crop insurance provides sufficient information against crops, their insurance information and help them to participate in insurance program. MIT (Micro Irrigation Technologies) Training to MPC/farmer This activity was conducted in 3 different locations Dhikurpokhari, Chisapani & Bhidabari of Kaski district. With the financial support of Frankfort school of Management & technical support of iDE Nepal, this activity was completed. In this training resources person from iDE and other facilitated the training on MIT technologies. There were around 81 participants where 59 of them were female while 22 male. And all of the participants are the NTFS beneficiaries. Plant Clinic Performance Monitoring training Different Projects like ANUKULAN-X, CABI and Government of Nepal (Office of Plant Quarantine) organized the plant clinic performance monitoring training. The training was more field based and was conducted at Lumle, Kaski. Mr. Dhananjay Devkota (Kaski) and Mr. Ganesh Bhandari (Syangja) who are community business facilitator for NTFS participated in the training. The training has helped our NTFS CBFs in identifying the different insect and pest and they are also able to recommend farmers with different IPM Packages to treat these insects and pest. So through these trainings there will be increase in adoption of IPM technologies which is good for health and for the environment.

Technical/demand creation program to MPC/CBF/ Agro vet/ Muktinath development bank In order to enhance the capacity of the staff working on the district, NTFS project facilitated a two days Technical/Demand Creation Training to MPCs, CBFs, Agro-vets and MNBBL staffs in Kaski and Syangja. The participants in the training were trained on different IPM packages and agriculture components. Altogether there were 63 (M/F 39/24- Kaski-20-M/F: 10/10; Syangja-26: M/F-17/9; Palpa-17:12/5) in all three districts. The training was mainly focused on the IPM/MIT technology, tools, approaches, methods and the packages: Training Session Covered: Conceptual clarity of on Integrated Pest Management and its approaches in vegetables

cultivation: Approaches on developing IPM packages, components for tomato & cucurbit crops

Crop Calendar and its recommended varieties and its usability in the MPC used in respective districts; vegetable cultivation technique in plastic house, tunnel and Gumboose technique for tomato & cucumber

Mapping insect pest and diseases on vegetable crops of respective districts Brief description, identification and damage symptoms caused by Tuta Absoluta;

strategies for its management and recommendation for farmers Different types of traps, lures used for crop pest managements Available byproducts and use of different biological & botanical pesticides for pest

control Irrigation session: importance of irrigation; drip; sprinkler; solar pump and other

technologies Exposure Visit From 24-28 Jan, 2019 an exposure visit program was conducted with the objective of cross project learning and sharing. The program included MNBBL staff, MPC members, and Agro vets. Bardiya District the mid-western region of Nepal was selected where the DFID funded, iDE managed Anukulan project is currently being implemented with the same approaches as NTFS. The participants in the exposure visit were very interested in the SMS system that provided weather data and plant clinic related information. Similarly, the exposure team visited International Agro Expo 2019 at Chitwan, where the team learned about machinery equipment, IPM technologies, and irrigation technologies for agriculture. In total, 65 participants participated in the event of which 24 were women and 41 men. Tuta Orientation to Cooperative/MPCs & CBF Tuta Absoluta is a devastating tomato pest. It was reported to have entered Nepal for the first time in 2016. Because tomatoes are one of the most important vegetable crops in Nepal, iDE and others have undertaken an all out effort to quickly develop and publicize effective control measures. If control measures are not taken, Tuta Absoluta will likely cause tomato yield losses in Nepal of up to 80-100%. So as to provide knowledge to farmer about this pest, its damage, symptoms & management ways, district Kaski this activities on Jun 2019. Sixty-seven HHs participated. From this training the participant knew about the Tuta’s life cycle, damage,

symptoms, larvae identification methods & management process like traps, lure & chemical methods as well. Business literacy for Improved agriculture loan Both the districts Kaski and Syangja have been able to provide multiple trainings on business literacy for improved agriculture loan to MPC members, farmers, and CBFs. The event was mostly focused on business the correspondence model, banking process, business & saving strategies. A total of 239 participants were in this event where Mr. Nagendra Raj Paudel from Kaski and Deepak Pant from Syangja both monitoring officer from Muktinaath Bikas Bank Ltd. (MNBBL) who are closing working with the program facilitated the event. There were around 77% female and 15% were from the disadvantaged communities. Vegetable Nursery Training In Kaski district the project conducted trainings on vegetable nursery raising which benefitted 126 HHs. This training was done by local market actors including CBFs trained by the iDE. There was around 87% women participation in the trainings with 7% from disadvantaged communities. The purpose of the training is to provide field based knowledge to farmers on commercial vegetable production and market based production. Planting Training with Mulching plastic Similarly this training in Kaski was initiated by local market actors including CBFs who supplied demonstration materials. The NTFS team also supported the training to provide knowledge to farmers about mulching technology to prevent weeds and retain soil moisture. The trainings were conducted from July to Sept. 2019. From this activity 26 HHs were trained about mulching technologies. The training covered following important points:

• Mulching insulates the soil helping to provide a buffer from heat and cold temperatures. • Mulching retains water helping to keep the roots moist. • Mulching keeps weeds out to help prevent root competition. • Mulching prevents soil compaction.

Adoption of Improved Climate Smart Agriculture Technologies After providing training to the famers on utilization of loan product, commercial vegetable trainings, and IPM there has been demand and adoption of agriculture technologies by the farmers. To date farmers have adopted 5,278 different agricultural technologies like micro irrigation technologies (drip irrigation, IPM, plastic House, hail net, sprinklers, and more). The project has been able to facilitate farmers to purchase 5,278 technologies like drip, sprinkler, plastic house etc to date. Breakdown of the technology adoption are given below. Key Issues and Challenges Experienced Frequent transfer of Muktinath bank staffs: The improved agriculture loan promotion has been affected due to the frequent transfer of bank staffs in July-August month. The monitoring officer, who is directly coordinating our NTFS program and branch managers in Galyang, Putali bazar, Hemja were transferred. Such frequent movement of the bank staffs that hinders overall implementation of the program has been a difficult in the field implementation of farmer loan to the team. The new staffs that were not oriented with the NTFS program which created confusion in loan investments. In order to resolve this challenge, one orientation to the new recruited staff was provided for the smooth implementation of the activities in the field. Investment in Dalit communities: Another challenge that we faced is to invest into the Dalit group who are very poor and marginalized. The bank staffs have bad experiences with the Dalit communities on the repayment of their loans on time. On the other hand, some of the MPC members and including Dalit community leaders also suggested problem with repayments and misuse of the loan amount. Therefore, the bank staffs are showing hesitation to investing Dalit communities. Thus, we should focus on this issue and in coordination with MNBBL field staffs and senior team; the program should come to the solution so that these farmers can have access to improved agriculture loan easily. Delay in implementing BC model Up to third quarter NTFS program was not able to implement the business correspondence model (BC) due to MNBBL bank sorting and selecting process of the for the MPCs. And as per their policy the bank has to do a rigorous assessment of the capacity of the MPC. To sort out the problem both Bank and iDE team had a meeting and was able to implement the BC model. Wild animal issues and climatic hazards Monkey and rodents have been a problem in both districts. They are devastating the farmer’s produce and there is no policy in the insurance managed by the collection center since the project is following the policy which is based on the policy developed by the government. Which is making hard to address this? With the start of rain there is a problem of hailstone and some parts of the Kaski and Syangja was highly affected by the hailstone. Subsidy by the Government Subsidy by the government for agriculture and other which don't reach out to all the farmers creates a problem because it has to go all over the districts and ward. And farmers have expectation on that subsidy these results in less participation in taking loans.

Lessons Learned The farmers who were trained on use of IPM technologies has been able to minimize the use of chemical pesticides which is really harmful to the farmer itself and the consumers. The MPC/Cooperatives who were capacitated through different trainings were able to increase their efficiency in promoting new loan product to the commercial farmers. More collaborative approach with the Government and Non Government has benefitted the NTFS beneficiaries Even the minimum loan amount has been able to benefit from the project activities. Though the MNBBL have bad experiences in the past on the participation of Disadvantaged Groups in NTFS activities but with coordination with both Senior and Field team of MNBBL it was be resolved. Implementing BC model is a rigorous process from the bank side since the bank had to go through lots of process before selecting the MPC with that capacity. Increased adoption of technologies has been able to increase in the production and income of the farmers which also resulted in transforming the subsistence famers into commercial. Constant damage of production of farmers by climatic hazards, insects, certain wild animals farmers are growing their interest towards crop insurance.

Objectively Verifiable Indicators (OVIs), Targets, and Endline Data Matrix

The table below shows the project has met or exceeded basic performance goals set in the MEDA Innovate project agreement. The information utilized is from comparison of baseline and endline surveys and from project information. One key achievement is the formal recognition by Muktinath Bikas Bank of the Business Correspondent loan model for utilizing of collection centers to wholesale and manage loans to their small farmer members. The due dilengence required by Muktinath Bikas Bank to develop the BC NTFP product and then assess the individual collection centers was more time consuming than expected. Only 2 collection centers were able to issue loans as formal business correspondents, the others are in process to becoming business correspondents.
