परिचय

वस‍तर एव अपरल उदययोग भरारत म ववकससत पराचीनतम उदययोगो म स एक ह। फराइबर स लकर अपरल ववननमरामाण तक इसकी समगर मलय शरखलरा दश क भीतर ववदयमरान ह। कर वि क पशचरात यह सबस बडरा रयोजगरार पदरातरा ह। उदययोग म कौशल क अतर कयो पररा करन और पररधरानो और मड-अपस क सलए ववशि पकज क मराधयम स शर ककए गए इसक पयरासो कयो पररा करन क सलए सरकरार न सघटित कतर म सस‍पननग और ववववग कयो छयोडकर वस‍तर की समगर मलय शरखलरा क सलए 1300 करयोड रपए क पररवयय स विमा 2017-18 स 2019-20 तक की तीन विमा की अवधध क सलए ‘वस‍तर कतर कमतरा ववननमरामाण ययोजनरा (एससीबीिीएस)’ नरामक एक नई ययोजनरा अनमयोटदत की ह। इस ययोजनरा क टदशराननददश ननमनरानसरार ह:

1. योजनाकानामऔिउद दशय

1.1 वस‍तर कष‍रातर म लराभकरारी और सतत रयोजगरार क सलए यवराओ कयो कशल बनरान की ययोजनरा क वयरापरार उददशय कयो पररा करन वराली ‘वस‍तर कतर कमतरा ववननमरामाण ययोजनरा (एससीबीिीएस)’ कयो “समरमा” नराम स जरानरा जराएगरा।

1.2उद दशय:(i) सस‍पननग और ववववग कयो छयोडकर वस‍तर की समगर मलय शरखलरा कयो शरासमल करत हए सगटित

और सबधधत कतरो म नौकररयो करा सरजन करन म उदययोग कयो पयोतसराटहत करन और उनक पयरासो कयो पररा करन क सलए मराग आधराररत, पलसमि उनमखी रराष‍टीय कौशल ववकरास अहमातरा ढराचरा (एनएसकयएफ) करा अनपरालन करन वराल कौशल करायमाकरमो की वयवस‍ररा करनरा।

(ii) हरकरघरा, हस‍तसशलप, रशम उतपरादन और पिसन क परपररागत कतरो म कौशल करा सवधमान और कौशल करा उननयन करनरा।

(iii) दशभर म समराज क सभी वगगो क सलए मजदरी अरवरा स‍वय रयोजगरार दवराररा धरारणीय आजीववकरा करा परावधरान करनरा।

1.3 इस ययोजनरा करा लकष‍य तीन विगो की अवधध (2017-20) म 10.00 लराख वयसकतयो (सगटित कतर म 9 लराख एव परपररागत कतर म 1 लराख) कयो पसशककत करनरा ह।

2. सस‍ागतततर

2.1अति-मतरालयीसममतत2.1.1 वस‍तर मतरी की अधयकतरा म एक अतर-मतररालयी ससमनत (आईएमसी) करा गिन ककयरा जराएगरा

सजसकी सरचनरा अनबध-। म दी गई ह। 2.1.2 अदमाध-वराविमाक आधरार पर ययोजनरा की पगनत की ननगररानी करन क सलए आईएमसी की एक पणमा

पयमावकण भसमकरा हयोगी।

2.2अधधकािपापतसममतत(ईसी)2.2.1 सधचव (वस‍तर) की अधयकतरा वराली एक अधधकरार परापत ससमनत हयोगी। अधधकरार परापत ससमनत की

सरचनरा अनबध-।। म दी गई ह।2.2.2 ससमनत क ननमनसलखखत करायमा होग:(i) ययोजनरा की पभरावी मरानीिररग एव ककरयरानवयन।(ii) ककरयरानवयन एजससयो (आईए) दवराररा पस‍तत ववस‍तरत पररययोजनरा ररपयोिगो (डीपीआर) करा अनमयोदन।(iii) ययोजनरा क ववसभनन पहलओ स सबधधत मरानकीकर त पचरालन ककरयराववधधयो (एसओपी) करा अनमयोदन। (iv) पचरालनशील टदशराननददशो की वयराखयरा पस‍तत करनरा।(v) ववततीय मरामलो क अलरावरा सभी मरामलो कयो शरासमल करत हए ययोजनरा क टदशराननददशो म कयोई

सशयोधन।

2.3 जीएफआर क अनसरार परारदशशी बयोली पककरयरा क मराधयम स चयननत परियोजनापबधनइकाई(पीएमय)ययोजनरा क ककरयरानवयन म “समरमा” क पभरारी डडवीजन की सहरायतरा करगी।

2.4ससाधनसहायताएजसीवस‍तर ससमनत ससराधन सहरायतरा एजसी (आरएसए) हयोगी जयो ननमनसलखखत करायमा करगी:

(i) कतर कौशल पररिदो (एसएससी) और उदययोग क पररामशमा स कौशल ववकरास आवशयकतराओ की पहचरान करनरा और उनह अनतम रप दनरा।

(ii) अधययन वविय वस‍त कयो मरानकीकर त करनरा और उस ववकससत करनरा।

(iii) एनएसकयएफ पराठयकरमो स सबधधत पसशकण क दर की अवसरचनरा कयो ननटदमाषि करनरा।

(iv) इसकी ननरतरतरा और ववसभनन टहतधरारको दवराररा स‍वीकरायमातरा सननसशचत करन क सलए एसएससी और उदययोग क पररामशमा स पवश, मलयराकन, पमराणन और पतयरायन पककरयराओ कयो मरानकीकर त करनरा।

(v) मलयराकन एजससयो कयो पनलीकर त करनरा और उनक ननषपरादन की ननगररानी करनरा।

(vi) सबधधत एसएससी क समनवय स पसशकको करा पसशकण (िीओिी) और मलयराकनकतरामाओ करा पसशकण (िीओए) आययोसजत करनरा।

(vii) समय-समय पर कौशल म अतर करा अधययन करनरा और उदययोग क सलए कौशल डरािराबस तयरार करनरा।

(viii) वस‍तर कतर म कौशल पदरान करन क सलए वसशवक पररदशय तररा उतकर षि पककरयराओ करा अधययन करनरा।

2.5पसतावमलयाकनसममतत पनल बनरान क सलए ककरयरानवयन एजससयो (आईए) दवराररा पस‍तत ककए गए पस‍तरावो करा मलयराकन करन क सलए ननमनसलखखत सरचनरा वराली एक पस‍तराव मलयराकन ससमनत (पीईसी) हयोगी:

1. सयकत सधचव (“समरमा” क पभरारी), वस‍तर मतररालय अधयकष

2. ननदशक/उप-सधचव, आतररक ववतत पभराग (आईएफडबलय), वस‍तर मतररालय ससय

3. ननदशक/उप-सधचव, (“समरमा” क पभरारी), वस‍तर मतररालय ससय

जब ववकरास आयकत (हरकरघरा) करा करायरामालय, ववकरास आयकत (हस‍तसशलप) करा करायरामालय, वस‍तर आयकत, पिसन आयकत और क दरीय रशम बयोडमा क पस‍तरावो करा मलयराकन ककयरा जराएगरा तयो उनक पनतननधधयो कयो भी बिक म भराग लन क सलए भी आमततरत ककयरा जराएगरा।

3.करियानवयनकाढाचाकमतरा ननमरामाण करायमाकरमो की लरागत सटहत ककरयरानवयन करा सपणमा ढराचरा कौशल ववकरास अररामात कौशल ववकरास एव उदयमशीलतरा मतररालय (एमएसडीई) दवराररा अपनराए गए सरामरानय मरानदडो, रराष‍टीय कौशल ववकरास अहमातरा ढराचरा (एनएसकयएफ) आटद क ववस‍तरत नीनतगत ढराच क अनरप हयोगरा। इस ययोजनरा म पवश स‍तर क पराठयकरम और पसशकओ करा पसशकण करायमाकरम शरासमल ककयरा जराएगरा।

3.1करियानवयनएजमसया(आईए)कौशल करायमाकरमो कयो ननमनसलखखत ककरयरानवयन एजससयो क मराधयम स ककरयरासनवत ककयरा जराएगरा:

(i) वस‍तर उदययोग।(ii) पसशकण अवसरचनरा और वस‍तर उदययोग क सरार पलसमि कररार वराली वस‍तर मतररालय/रराजय सरकरारो

की सस‍रराए/सगिन। (iii) वस‍तर उदययोग क सरार पलसमि क कररार वराल वस‍तर कतर म सककरय पनतसषित पसशकण सस‍ररान/

एनजीओ/सयोसराइिी/‍टस‍ि/सगिन/कपननयरा/स‍िरािमा-अप/उदयम।

3.2करियानवयनएजमसयोकापनलतनमनमलखितमापडोपिआधारितहोगा:(i) सगिन की ववशवसनीयतरा (ii) वस‍तर कतर म कौशल पदरान करन करा ववगत अनभव (iii) ववततीय शसकत। (iv) पसशकण अवसरचनरा ववशि रप स नीनत आययोग दवराररा महतवराकराकी सजलो म।

3.3पमिकषणक दोकाअनमोनचयननत ककरयरासनवत एजससयो कयो स‍वय की लरागत पर अपककत अवसरचनरा और सववधराओ क सरार पसशकण क दर की वयवस‍ररा करनी हयोगी। इस ययोजनरा क अतगमात नए भवन क ननमरामाण की अनमनत नही दी जराएगी। पसशकण क दरो म ननमनसलखखत सववधराए हयोनी चराटहए :

(i) फनशीचर, लआउि और सकत बयोडमा। (ii) वयवहराररक और ससदधरात आधराररत पसशकण कक। (iii) मशीनरी- मशीन: पसशकओ करा अनपरात आरएसए दवराररा ननटदमाषि पराठयकरम की आवशयकतराओ

क अनसरार हयोगरा।(iv) उदययोग क बचमराकमा और आरएसए दवराररा ववननटदमाषि ककए अनसरार पसशकण सहरायतरा और उपकरण। (v) पसशकण क दरो म पसशकको और पसशकओ दयोनो क सलए आधरार अधधपमराखणत बॉययोमीट‍टक

उपसस‍रनत की सववधरा। (vi) असन-शमन उपकरण। (vii) परारसमक धचककतसरा, स‍वचछतरा, पयजल और शौचरालय की सववधरा।(viii) परावर बक-अप। (ix) ककराओ, पययोगशरालराओ और सरामरानय कतरो म सीसीिीवी ररकॉडडिग की सववधराए।

3.4पमिकषणक दकीबाडडगलककत लराभराधरमायो म जरागरकतरा लरान क सलए ककरयरानवयन एजससयो कयो ययोजनरा तररा उनक पसशकण क दरो की बराडडग और मराकद टिग सननसशचत करनरा अननवरायमा हयोगरा। भरारत सरकरार क सभी कौशल पहलो म समरानतरा कयो बनराए रखन क सलए एमएसडीई दवराररा दी गई सलराह क अनसरार इस ययोजनरा क सलए सरामरानय बराडडग कयो अपनरायरा जराएगरा।

3.5पमिकषओकोइकटाकिनाऔिउनकाचयन ककरयरानवयन एजससयरा उदययोग और अनय टहतधरारको की आवशयकतराओ कयो धयरान म रखत हए सभी इचछक वयसकतयो कयो अवसर पदरान करक परारदशशी तरीक स पसशकओ कयो पयोतसराटहत करन और उनकरा चयन करन क सलए सजममदरार होगी। मटहलराओ, एससी/एसिी, ववकलरागो, अलपसखयको, गरीबी रखरा स नीच की शणी वराल वयसकतयो जस सीमरात सरामरासजक समहो और नीनत आययोग दवराररा अधधसधचत 115 महतवराकराकी सजलो कयो वरीयतरा दी जराएगी। इसक अलरावरा, मतररालय एक वब और मयोबराइल ऐप आधराररत पलिफराममा पचरासलत करगरा जहरा पसशकण पर जरान क सलए इचछक अभयरशी अपनी इचछरा वयकत कर सकत ह।

3.5.1 पोतसाहहतकिनाअभयधरमायो कयो पयोतसराटहत करन क सलए आईए ननमनसलखखत मीडडयरा चनलो करा पययोग करग:(i) पपट/इलक‍टातनकमीडडया:रडडययो, िलीववजन, समराचरार पतर, तबलबयोडमा, मयोबराइल फयोन इतयराटद।(ii) सोिलमीडडया: फसबक, टवविर, वराटसएप इतयराटद।(iii) मिपविो/मदलोकद माधयमसदजागरकता (iv) मीडडयाकद अनयसवरप: पयोस‍िर, फलरायसमा, लीफलि, टदशराननददश, पसशकण सरामगरी, स‍िडएलयोन बनर

इतयराटद।3.5.2 पमिकषओकाचयनपसशकओ की पहचरान करन क सलए चयन की पककरयरा परारदशशी और समरावशी हयोगी। पसशक भरारत करा नरागररक हयोनरा चराटहए, उसकी आय 14 विमा स अधधक हयोनी चराटहए और उसक परास आधरार कराडमा हयोनरा चराटहए (जब तक उस आधरार अधधननयम, 2016 क अतगमात छि न पदरान की गई हयो)।

3.6आधािआधारितबायोमीह‍टकउपसस‍ततपसशकको और पसशकओ की वरास‍तववक समय पर उपसस‍रनत सननसशचत करन क सलए क दरीकर त एमआईएस स जडी अननवरायमा आधरार समधरमात बराययोमीट‍टक उपसस‍रनत पणराली कयो अपनरायरा जराएगरा। तररावप, ऐस कतर (असम, मघरालय और जमम एव कशमीर रराजय) सजनह आधरार (ववततीय और अनय सहरानयककयो, पसववधराओ और सवराओ करा लसकष‍यत पररदरान) अधधननयम, 2016 (2016 करा 18) क अतगमात छि पदरान की गई ह, म सस‍रत पसशकण क दरो क सबध म मरामलरा-दर-मरामलरा आधरार पर अननवरायमा आधरार समधरमात बराययोमीट‍टक उपसस‍रनत स सबधधत छि पदरान की जरा सकती ह।

3.7पमिकषकऔिपमिकषकोकापमिकषण(टीओटी)पतयक पसशकण क दर ययोय पसशकक और सहरायक स‍िॉफ दवराररा सचरासलत ककए जराएग। वयरापक पसशकको करा पसशकण (िीओिी) करायमाकरम क मराधयम स पसशकको की कमतरा म वरदधध की जराएगी। एमएसडीई क सरामरानय मरानदडो और टदशराननददशो क अनरप आरएसए और कतर कौशल पररिदो दवराररा पसशकको करा पसशकण आययोसजत ककयरा जराएगरा।

3.8पाठयरिमकीपवषय-वसतपतयक पराठयकरम/करायमाकरम की वविय वस‍त आवशयकतरा आधराररत हयोगी तराकक शम कराननो क बरार म जरागरकतरा सटहत सबधधत औदययोधगकी कतर क सववोचच मरानको और आवशयकतराओ कयो पररा ककयरा जरा सक।

इसकरा ननमरामाण उदययोग क पररामशमा स वस‍तर ससमनत (आरएसए) दवराररा ककयरा जराएगरा। मलिी मीडडयरा की वविय वस‍त तररा सचनरा पौदययोधगकी (आईिी) क अनय अनपययोगो क पययोग कयो पयोतसराटहत ककयरा जराएगरा। पसशकओ कयो कवल एनएसकयएफ क अनरप और वस‍तर ससमनत दवराररा अनमयोटदत पराठयकरमो की पशकश की जराएगी।

3.9सॉफटससकललककत कतर ववसशषि हराडमा सस‍कल क अलरावरा इस करायमाकरम करा उददशय पसशकओ कयो सॉफि सस‍कल (जीवन पबधन कौशल) पदरान करनरा भी ह। पसशकण क दरो कयो बरातचीत करन की ययोयतरा, भरािरा कौशल, वयसकतगत आदत, जरान अरवरा भरावनरातमक समरानभनत, समय पबधन, सरामटहक करायमा और नतरतव की भरावनरा सटहत व अनय ववियो म नयनतम 30 घि करा सॉफि सस‍कल पसशकण पदरान करनरा चराटहए।

3.10पमिकषणगणवतताककरयरानवयन एजससयरा पसशकण की गणवततरा सननसशचत करन क सलए ननमनसलखखत करा परालन करगी:

(i) पतयक पसशकण क दर म िीओिी क मराधयम स पमराखणत पयरामापत सखयरा म पसशकक और सहरायक स‍िराफ होग।

(ii) पसशकओ कयो पराठयकरम क अत म पसशकण क दर म पसशकको दवराररा पदरान ककए गए पसशकण की गणवततरा क बरार म (धरययोरी और पसकिकल क सलए) फीडबक दनरा हयोगरा सजस आरएसए दवराररा सतयरापन और मलयराकन क सलए आईए दवराररा रखरा जराएगरा। इन फीडबको क कछ नयनतम पनतशत कयो पीएमय दवराररा सतयरावपत ककयरा जराएगरा।

(iii) सपणमा पसशकण करायमाकरम की अननवरायमा रप स सीसीिीवी ररकॉडडिग की जराएगी। ककरयरानवयन एजसी (आईए) इन ररकराडडिगो कयो नयनतम एक विमा तक रखगी।

4. मलयाकनऔिपमाणनसभी परातर पसशकओ क सलए तरतीय पक मलयराकन और पमराणन अननवरायमा हयोगरा। आरएसए एमएसडीई क सरामरानय मरानदडो क अनरप मलयराकन पयोियोकॉल और ककरयराववधध कयो ननटदमाषि करगरा।

4.1मलयाकनपोटोकॉलसरामरानय मरानदडो क अनसरार आरएसए दवराररा एक वयरापक मलयराकन पयोियोकॉल तयरार ककयरा जराएगरा और पनलबदध मलयराकन एजससयो दवराररा पसशकओ क मलयराकन की परारदशशी पककरयरा सननसशचत की जराएगी।

4.2ततीयपकषमलयाकन4.2.1 आरएसए दवराररा पनलबदध की गई मलयराकन एजससयो दवराररा पसशकओ करा एक तरतीय पक

मलयराकन ककयरा जराएगरा। मलयराकन एजससयरा समगर मलयराकन पककरयरा की वीडडययो ररकॉडडिग करनरा सननसशचत करगी। मलयराकन करन क सलए पनलबदध मलयराकनकतरामाओ कयो ही अनमनत दी जराएगी। मलयराकन क पररणराम कयो मलयराकन क टदन एमआईएस पर अपलयोड ककयरा जराएगरा। इसक अलरावरा मतररालय मलयराकन पककरयरा ननगररानी करन क सलए एक पयमावकक भी ननयकत करगरा। आरएसए भी मलयराकन की पककरयरा कयो ननगररानी करन क सलए आकसस‍मक दौररा करगरा। यटद कयोई ववसगनत पराई जराती ह अरवरा ककसी मलयराकन एजसी दवराररा मलयराकन पककरयरा म समझौतरा ककयरा जरातरा ह तयो दड क मट‍टकस क परावधरानो क अनसरार उनकरा दडडत ककयरा जराएगरा।

4.2.2 अभयधरमायो क मलयराकन क पशचरात परापत अको क आधरार पर ननमनसलखखत शखणयो वरालरा एक पमराण पतर टदयरा जराएगरा:

4.3करियानवयनएजसीकीगणवततालदिापिीकषाटीमककरयरानवयन एजससयो कयो एक आतररक लखरा परीकरा गणवततरा िीम की स‍ररापनरा करनरा अपककत हयोगरा जयो ययोजनरा क टदशराननददशो और पयोियोकॉल क अनसरार आईए दवराररा पचरासलत पसशकण क दर क ककरयराकलराप की जराच करन क सलए सजममदरार हयोगी। गणवततरा िीम मराससक आधरार पर पसशकण क दरो करा दौररा करगी और उसी टदन एमआईएस पर ततसबधी ररपयोिमा पस‍तत करगी।

5. तनातीऔितनातीकद पशचात‍टककग

5.1िोजगािसहबदधताककरयरानवयन एजससयरा उदययोग क सरार सराझदरारी करन और सफलतरापवमाक पसशककत ककए गए अभयधरमायो क रयोजगरार क सलए औदययोधगकी इकराइयो की पनतबदधतरा क सलए सभी उपराय करगी।

5.2पलदसमट5.2.1 इस ययोजनरा क अतगमात सफल पसशकओ की 70% पलसमि की जराएगी। सगटित कतर क

पराठयकरमो क सलए सभी 70% वतननक रयोजगरार म हयोन चराटहए। तररावप, परपररागत कतर (हरकरघरा, हस‍तसशलप, रशम एव पिसन) क मरामल म सरामरानय मरानदडो क अनरप स‍वरयोजगरार म सतलन क सरार कम स कम 50% वतननक रयोजगरार हयोनरा चराटहए। इसक अलरावरा अधधकरार परापत ससमनत परपररागत कतर म पदरान ककए गए पसशकणो क सबध म पलसमि क मरानदड म छि द सकती ह और वतन तररा स‍वरयोजगरार की पनतशततरा म बदलराव कर सकती ह।

5.2.2 मलयराकन क पशचरात आईए पसशकण पररा हयोन क तीन महीन क भीतर सफल अभयधरमायो की पलसमि सननसशचत करगी।

5.2.3 वतननक रयोजगरार क मरामल म अभयधरमायो कयो ऐसी नौकरी दी जरानी चराटहए सजसम उनह ननधरामाररत नयनतम वतन क कम स कम समरान वतन पदरान ककयरा जराए और ऐस अभयधरमायो कयो नयनतम 3 महीनो तक नौकरी म रहनरा चराटहए।

5.2.4 स‍वरयोजगरार क मरामल म अभयधरमायो कयो आजीववकरा कयो बढरान वराल लराभपद वयवसराय म ननययोसजत ककयरा जरानरा चराटहए। यह दस‍तरावजी सराकष‍य जस एक उदयम की स‍ररापनरा करन अरवरा उतपरादक समह करा सदस‍य बनन क सलए वयरापरार लराइसस अरवरा अपनरा वयवसराय करन हत, सलए गए ऋण क सलए ऋण दस‍तरावज अरवरा अनतररकत आय (बक वववरण क मराधयम स) करा पमराण, क मराधयम स स‍ररावपत ककयरा जरानरा चराटहए।

5.2.5 स‍वरयोजगरार क मरामल म उपयमाकत 5.2.4 क अनसरार दस‍तरावजी सराकष‍य क अलरावरा अपन स‍वरयोजगरार की पसषि करत हए अभयरशी दवराररा टदयरा गयरा एक स‍वय करा घयोिणरा पतर आईए दवराररा पदरान ककयरा

जराएगरा। इसक अलरावरा आईए कयो ऐस अभयधरमायो कयो पधरानमतरी मदररा ययोजनरा क अतगमात ररयरायती ऋण उपलबधतरा कररानरा अपककत हयोगरा।

5.3पलदसमटपशचात‍टककगपसशकण क पमराणन की तरारीख स एक विमा की अवधध तक आईए दवराररा पतयक पसशक कयो ‍टक ककयरा जराएगरा। आईए सहरायक दस‍तरावजी पमराण क सरार पतयक महीन एमआईएस पर पलसमि और ‍टककग करा वववरण अपलयोड करगरा। एमआईएस म ‍टककग क सलए एक नई पणराली ववकससत की जराएगी जयो ‍टककग पणराली क सलए स‍वय पनतककरयरा करन क सलए पसशकओ क सलए पौदययोधगकी (वब एव मयोबराइल आधराररत) करा पययोग करगी। ‍टककग क मरापदड ननमनरानसरार होग:

(i) पराररशसमक।(ii) कयरा ‍टककग अवधध क अत तक उसी कराम कयो अरवरा उसस उचच कराम की भसमकरा कयो जरारी रखतरा

ह (चराह वही ननययोकतरा हयो अरवरा कयोई अनय)। (iii) कयरा ववसभनन नौ कररयो, ऐस अतरो की अवधध और नौकरी समल तबनरा पहल वराली नौकरी छयोडन

क करारण क बीच बरयोजगरारी की कयोई अवधध ह।

6. तनगिानीऔिपबधनसचनापणाली(एमआईएस)

6.2 ययोजनरा की ननगररानी और करायरामानवयन क सलए एक क दरीकर त वब-आधराररत पबधन सचनरा पणराली (एमआईएस) करायम की जराएगी। एमआईएस, ययोजनरा क अधीन आईए और अनय टहतधरारको क पजीकरण क सलए एक एकीकर त पलिफराममा की तरह कराम करगरा। करायमाकरम पबधन और करायरामानवयन क सभी पहलओ जस कक पस‍तरावो करा पस‍ततीकरण, ननधधयो करा ननगमाम, अभयधरमायो करा नरामराकन, पसशकण करा करायमाकरण, भौनतक सतयरापन, मलयराकन, पलसमि, पलसमि पशचरात ‍टककग आटद करा पबधन एमआईएस क मराधमय स ककयरा जराएगरा। वबसराइि पर एक क दरीय आवदन पस‍ततीकरण सववधरा उपलबध करराई जराएगी सजसक मराधयम स आईए अपन कयो पनल म शरासमल करवरान हत आवदन करग। एमआईएस वब क जररए ककसी टहतधरारक की सशकरायतो कयो पजीकर त करन, सदभमा सखयरा क मराधयम स इनक समराधरान की स‍ररापनरा करा पतरा लगरान, समय सीमरा बनराए रखन क सलए अलिमा सरसजत करन, ननधरामाररत समय सीमराओ क भीतर समराधरान न हयोन की सस‍रनत म सशकरायतो कयो अगल स‍तर तक ल जरान और सशकरायत दजमा कररान वराल टहतधरारक कयो इसक समराधरान क बरार म सधचत करन हत एक ढराचरागत सशकरायत ननवरारण सववधरा हयोगी।

(ii) नए पसशकण क दर क सलए पमराणन और कमतरा मलयराकन और चराल पसशकण क दर क इसक आकसस‍मक दौररा ररपयोिमा पस‍तत करन हत ननरीकण एजसी क सलए ऐप।

(iii) ववसभनन पसशकण पराठयकरमो क सलए इचछक उममीदवरारो दवराररा नरामराकन हत ऐप। (iv) सशकरायत दजमा करन और एमआईएस क जररए इसकी सस‍रनत करा पतरा लगरान हत ऐप।

6.5रिपोहटिगततर6.5.1 पीएमय मराससक आधरार पर ययोजनरा की पगनत ररपयोिमा और मखय बरात “समरमा” क पभरागराधयक कयो

पस‍तत करगरा जयो सधचव कयो उसक बरार म अवगत करराएगरा। 6.5.2 अधधकरार परापत ससमनत नतमराही आधरार पर ययोजनरा की पगनत की समीकरा करगी।

7 पवततपोषण

7.1 ययोजनरा सहरायतरा कवल ययोजनरा क अधीन मतररालय दवराररा सहमत एमएसडीई क सरामरानय मरानदडो क अतगमात शरासमल ककए गए लरागत शीिगो क सलए ही हयोगी। सचनरा वववरणी सजसम 1300 करयोड रपए क सभराववत पररवयय की तलनरा म पसशकण करायमाकरमो करा घिक-वरार ववतत पयोिण टदयरा गयरा ह, अनबध-IIIम दी गई ह।

7.2 जरारी की गई ननधधयो कयो एमआईएस पर अदयतन की गई वरास‍तववक पगनत स जयोडरा जराएगरा। आईए कयो ननधधयो क उपययोग क पनत जीएफआर पककरयरा करा परालन करनरा हयोगरा और दरावो क सरार आवशयक दस‍तरावज जस कक उपययोग पमराणपतर, वयय वववरणी, मलयराकन पमराण पतर, पररययोजनरा पगनत ररपयोिमा आटद लगराए जराएग। करायरामानवयन एजससयो कयो ययोजनरा क अधीन उपलबध करराई गई ववततीय सहरायतरा क सबध म पीएफएमएस (वयय अधगरम और अतरण मॉडयल) कयो करायरामासनवत करनरा हयोगरा। आईए ननमनसलखखत मरानदडो, जयो नीच टदए गए ह लककन उन तक सीसमत नही ह, करा परालन करनरा हयोगरा: (i) कल पररययोजनरा लरागत की 7.5% की ररासश करायमा ननषपरादन पनतभनत जमरा करनरा जयो पररययोजनरा

(v) मतररालय/पीएमय कयो लखरापरीकरा ररपयोिमा और लखरा परीककत ववततीय वववरखणयरा पस‍तत करनरा;(vi) मतररालय दवराररा मराग गए कयोई अनय दस‍तरावज पस‍तत करनरा।

7.4एमएसडीईकद सामानयमानडोकद अनसािलागतिीषष7.4.1 वस‍तर कतर क ववसभनन ‍टडो क सलए एमएसडीई दवराररा सरामरानय मरानदडो क अतगमात यररा अधधसधचत

7.4.3 पनलबदध एजसी कयो पसशककत अभयधरमायो क मलयराकन एव पमराणन क सलए लरागत करा भगतरान आरएसए क मराधयम स 800 रपए पनत अभयरशी की दर स अलग स ककयरा जराएगरा।

7.5.3 तीसरी ककशत की गणनरा तीसर पक क मलयराकन म सफल पराए जरान वराल पसशकओ क सलए 100% ररासश क आधरार पर की जराएगी, सजनम स कम स कम 70% नयनतम तीन महीन क सलए समरान अरवरा उचच स‍तर म, उसी अरवरा ककसी अनय ननययोकतरा क सरार, सरकरार दवराररा ननधरामाररत नयनतम मजदरी क बरराबर मजदरी क सरार रयोजगरार म बन रह हो। यटद पनतधरारण 70% स कम ह, तयो ककशत की गणनरा उस सखयरा क सलए की जराएगी जयो पनतधरारण पनतशत कयो 70% बनराती ह। तीसरी ककशत क जरारी ककए जरान क सलए, दसरी ककशत क तहत जरारी ककए गए फड क 100% उपययोग क पमराण पतर कयो पलसमि की तरारीख स कम स कम 3 महीन क सलए ननयसकत म रहन वराल पसशकओ क पलसमि पशचरात ररकॉडमा क सरार पस‍तत करनरा हयोगरा।

9.1 ककसी भी टहतधरारक स ययोजनरा क करायरामानवयन स सबधधत सशकरायतो कयो एक स‍वततर, ननषपक और परारदशशी तरीक स ननपिरायरा जराएगरा। ककसी भी सशकरायत कयो तीन तरीको स पस‍तत ककयरा जरा सकतरा ह - कॉल सिर, मयोबराइल ऐप यरा स‍कीम वबसराइि, जसरा ऊपर पररा 6.2 स 6.4 म बतरायरा गयरा ह। इस ततकराल एमआईएस म पजीकर त ककयरा जराएगरा और ऑनलराइन ‍टककग की सववधरा क सलए सदभमा सखयरा क सरार तरत परावती दी जराएगी।

9.2 पतयक सशकरायत कयो एमआईएस क मराधयम स सबधधत वयसकत/एजसी क ऊपर क एक स‍तर तक 15 टदनो क अदर ननपिरान क सलए अगरवित ककयरा जराएगरा। यटद 15 टदनो क भीतर सशकरायत करा ननवरारण नही ककयरा जरातरा ह, तयो इस एमआईएस दवराररा मतररालय म “समरमा” क पभरारी ननदशक कयो अगल 21 टदनो क भीतर ननवरारण क सलए आग बढरायरा जराएगरा, सजस सशकरायत ननवरारण अधधकरारी (जीआरओ) क रप म नरासमत ककयरा जराएगरा।

Introduction

The textile and apparel industry is one of the earliest industries developed in India. Its entire value chain from fiber to apparel manufacturing has a strong presence within the country. It is the biggest employer after agriculture. In order to meet the skill gap in the industry and also to supplement its efforts initiated through the Special Package for Garments and Made-ups, the Government has approved the new scheme titled “Scheme for Capacity Building in Textile Sector (SCBTS)” for the entire value chain of textiles except Spinning and Weaving in the organized sector, for a period of three years from 2017-18 to 2019-20 with an outlay of Rs. 1300 crore. The guidelines of the scheme are laid down as under:

1. NameandObjectivesoftheScheme

1.1 The ‘Scheme for Capacity Building in Textile Sector (SCBTS)’ shall be known by the name “समरमा (Samarth)”, signifying the broad objective of the scheme to skill the youth for gainful and sustainable employment in the textile sector.

1.2Objectives:(i) To provide demand driven, placement oriented National Skills Qualifications

Framework (NSQF) compliant skilling programmes to incentivize and supplement the efforts of the industry in creating jobs in the organized textile and related sectors, covering the entire value chain of textiles, excluding Spinning and Weaving.

(ii) To promote skilling and skill upgradation in the traditional sectors of handlooms, handicrafts, sericulture and jute.

(iii) To enable provision of sustainable livelihood either by wage or self employment to all sections of the society across the country.

1.3 The Scheme would target to train 10.00 lakh persons (9 lakhs in organised & 1 lakh in traditional sector) over a period of 3 years (2017-20).

2. InstitutionalMechanism

2.1Inter-MinisterialCommittee2.1.1 An Inter-Ministerial Committee (IMC) under the Chairpersonship of the Minister

of Textiles will be constituted with the composition as given in Annexure-I.

2.1.2 The IMC will have an overall supervisory role to monitor the progress of the scheme on a half-yearly basis.

2.2EmpoweredCommittee(EC)2.2.1 There shall be an Inter-ministerial Empowered Committee to be chaired by the

Secretary (Textiles). The composition of EC is given at Annexure-II. 2.2.2 The Committee shall have the following mandate:(i) Effective monitoring and implementation of the scheme.(ii) Approval of the Detailed Project Reports (DPR) submitted by the Implementing

Agencies (IA). (iii) Approval of Standard Operating Procedures (SOPs) relating to various aspects

of the scheme.(iv) Provide interpretation to the operational guidelines.(v) Any amendment to the scheme guidelines involving issues other than financial.

2.3 The Division in-charge of “समरमा (Samarth)” will be assisted in the implementation of the scheme by the ProjectManagementUnit(PMU) selected through a transparent bidding process as per GFR.

2.4ResourceSupportAgencyThe Textiles Committee will be the Resource Support Agency (RSA) which shall perform the following functions:

(i) To identify and finalize the skill development needs in consultation with the Sector Skill Councils (SSCs) and industry.

(ii) To standardize the course content and to develop the content. (iii) To specify the Training Centre’s infrastructure with reference to the NSQF

courses.(iv) To standardize the admission, assessment, certification and accreditation

processes in consultation with the SSCs and industry to ensure consistency and acceptability by various stakeholders.

(v) To empanel Assessment Agencies and to monitor their performance.(vi) To conduct Training of Trainers (ToTs) and Training of Assessors (ToAs) in

coordination with the respective SSCs.(vii) To conduct skill gap studies from time to time and build up skill database for

the industry. (viii) To study the global scenario and best practices in skilling in the textile sector.

2.5ProposalEvaluationCommitteeThere will be a Proposal Evaluation Committee (PEC) with following composition for evaluation of the proposals submitted by the Implementing Agencies (IAs) for empanelment:

The representatives from the Office of DC(Handloom), DC(Handicraft), Textiles Commissioner, Jute Commissioner and Central Silk Board may also be invited to attend the meeting when their proposals are evaluated.

3.ImplementationFrameworkOverall framework for implementation including costing for the capacity building programmes will be in alignment with the broad policy framework for skill development viz. Common Norms, National Skills Qualifications Framework (NSQF) etc. adopted by Ministry of Skill Development & Entrepreneurship (MSDE). The scheme would include Entry level courses and Training of Trainers programme.

3.1ImplementingAgencies(IA)The skilling programmes will be implemented through the following Implementing Agencies:(i) Textile Industry.(ii) Institutions/ Organizations of the Ministry of Textiles/ State Governments having training

infrastructure and placement tie-ups with the textile industry.(iii) Reputed training institutions/ NGOs/ Societies/ Trusts/ Organizations/ Companies /Start

Ups / Entrepreneurs active in the textile sector having placement tie-ups with textile industry.

3.2 The empanelment of Implementing Agencies will be based on the following parameters:(i) Organization credentials.(ii) Past experience of skilling in the textile sector.(iii) Financial strength.(iv) Training Infrastructure, particularly in Aspirational Districts notified by the NITI Aayog.

3.3ApprovalofTrainingCentres The selected implementing agencies shall have to provide the training centres with requisite infrastructure and facilities at their own cost. Construction of new building is not permitted under the Scheme. The training centers should be equipped with the following:(i) Furniture, layout and signage board. (ii) Practical and Theory training room.(iii) Machinery - Machine : Trainee ratio shall be in line with the course requirements

specified by the RSA. (iv) Training aids and equipment, as per industry benchmarks and specified by RSA.

(v) Aadhaar authenticated biometric attendance facility for both trainers and trainees in the training centres.

(vi) Fire-fighting equipment.(vii) First aid, hygiene, drinking water and washroom facilities.(viii) Power back up.(ix) CCTV recording facilities in classrooms, labs and common areas.

3.4BrandingoftheTrainingCentreIn order to create awareness amongst the targeted beneficiaries, the implementing agencies will be mandatorily required to ensure branding and marketing of the scheme as well as their training centres. To maintain a common thread in all skilling initiatives of the Government of India, common branding as advised by MSDE will be adopted for this scheme.

3.5MobilizationandSelectionoftheTraineesThe implementing agencies will be responsible for mobilization and selection of the trainees, keeping in view the requirements of the industry and other stakeholders in a transparent manner by giving opportunity to all willing persons. Preference will be given to the marginalized social groups like women, SC/ST, differently-abled persons, minorities, persons from the BPL category and 115 Aspirational Districts notified by the NITI Aayog. In addition, the Ministry will operationalize a web and Mobile App based platform where also the interested candidates can indicate their willingness to undergo training.

3.5.1 MobilizationThe IAs will use following media channels for the mobilization of candidates:(i) Print/ Electronic Media: Radio, Television, Newspapers, Billboards, Mobile

Phones etc.(ii) SocialMedia: Facebook, Twitter, Whatsapp etc.(iii) AwarenessthroughCamps/Melas(iv) OtherformsofMedia: Posters, Flyers, Leaflets, Guidelines, Training materials,

Standalone banners, etc.3.5.2 Selectionoftrainees

The selection process for identifying the trainees shall be transparent and inclusive. The trainee must be a citizen of India possessing an Aadhaar Card (unless exempted under Aadhaar Act, 2016) with age over 14 years.

3.6AadhaarBasedBiometricAttendanceMandatory Aadhaar Enabled Biometric Attendance System integrated with centralized MIS will be adopted to ensure real time attendance of the trainers and the trainees. However, relaxation with regard to mandatory Aadhaar Enabled Biometric Attendance may be given on case to case basis in respect of training centres located in the areas (States of Assam, Meghalaya and Jammu and Kashmir) which are exempted under Aadhaar (Targeted Delivery of Financial and other Subsidies, Benefits and Services) Act, 2016 (18 of 2016).

A minimum of 80% attendance is mandatory for a trainee to be eligible for assessment.

3.7TrainersandTrainingofTrainers(ToT)Each of the training centres will be run by a qualified trainer and support staff. The capacity of the trainers shall be enhanced through a comprehensive Training of Trainers (ToT) Programme. Training of Trainers will be conducted by the RSA and Sector Skill Councils in line with the common norms and guidelines of MSDE.

3.8CourseContentThe content for each course/programme shall be need-based to meet the highest standards and requirements of the related industry segment, including awareness about labour laws, and will be designed by the Textiles Committee (RSA) in consultation with the industry. Use of multimedia content and other applications of Information Technology (IT) would be encouraged. Only the courses which are aligned with NSQF and approved by the Textiles Committee will be offered to the trainees.

3.9SoftSkillsIn addition to the targeted domain specific hard skills, the programme shall also aim at imparting soft skills (life management skills) to the trainees. The training centres should provide minimum 30 hours of soft skills training, including but not limited to communication abilities, language skills, personal habits, cognitive or emotional empathy, time management, teamwork and leadership traits.

3.10 TrainingQualityThe IAs will adhere to the following to ensure the quality of training:

(i) Each of the training centres will have adequate number of trainers certified through ToT and the support staff.

(ii) Trainees will be required to give feedback about quality of the training provided by the trainers at the training centre (for theory as well as practical) at the end of the course which shall be kept by the IA for verification and evaluation by the RSA. Some minimum percentage of these feedbacks shall be verified by the PMU.

(iii) Mandatory CCTV recording has to be done of the entire training programme. Recordings have to be kept by Implementing Agencies (IA) for a minimum period of one year.

4. AssessmentandCertificationThird Party Assessment and Certification will be mandatory for all the eligible trainees. The RSA will specify the assessment protocol and procedure in-line with the Common Norms of the MSDE.

4.1AssessmentProtocolsA comprehensive assessment protocol will be developed by RSA as per the Common

Norms and ensuring a transparent process of assessment of the trainees by the empaneled Assessment Agencies.

4.2ThirdPartyAssessment4.2.1 A third party assessment of the trainees will be conducted by the Assessment

Agencies empanelled by the RSA. Assessment Agencies will be required to ensure video recording of the entire assessment process. Only empanelled assessors will be allowed to conduct the assessment. The result of the assessment will be uploaded on MIS on the day of assessment. In addition, the Ministry may also appoint an Observer to oversee the assessment process. RSA will also conduct surprise visits for monitoring the process of assessment. In case of any discrepancy or in case the assessment process is compromised by any assessment agency, penalty will be imposed on them as per the provisions of penalty matrix.

4.2.2 After assessment of the candidates, based on the marks obtained, a certificate with the following grades will be given:

4.3QualityAuditTeamofImplementingAgencyImplementing Agencies will be required to establish an internal quality audit team, which will be responsible to check functioning of the training centres operated by the IA as per the scheme guidelines and protocols. The quality team will be required to visit the training centres on monthly basis and submit a report thereof on the MIS the same day.

5. PlacementandPostPlacementTracking

5.1EmploymentLinkagesThe Implementing Agencies would take all steps to partner with industry and obtain the commitment of industrial units for employment of the successfully trained candidates.

5.2Placement5.2.1 There shall be 70% placement of the successful trainees under the scheme. For

the courses in the organised sector, all 70% should be in wage employment. However, in case of traditional sector (Handloom, Handicraft, Silk & Jute), atleast 50% should be in wage employment with balance in self-employment, in-line with the Common Norms. Further, the Empowered Committee may relax the criteria

for placement and alter the percentage of wage and self-employment in respect of the trainings imparted in the traditional sector.

5.2.2 After the assessment, the IA will ensure placement of successful candidates within 3 months of completion of training.

5.2.3 In case of wage employment, candidates should be placed in jobs that provide wages atleast equal to the minimum wages prescribed and such candidates should continue to be in job for a minimum period of three months.

5.2.4 In case of self-employment, candidates should be gainfully employed in livelihood enhancement occupations. This may be established through documentary evidence e.g. trade license for setting up of an enterprise or becoming a member of producer group or loan documents for loan taken to set up own business or proof of additional earnings (through bank statement).

5.2.5 In case of self-employment, besides documentary evidence as per 5.2.4 above, a self-declaration by the candidate confirming his self-employment will be provided by the IA. Further, the IA will be required to facilitate availability of concessional credit under the Pradhan Mantri MUDRA Yojana to such candidates.

5.3PostPlacementTrackingEach trainee will be tracked by the IA for a period of one year from the date of certification of training. The IA will be required to upload the details of placement and tracking on MIS every month alongwith the supporting documentary proof. An innovative system for tracking will be developed in MIS that shall use technology (web & mobile based) for the trainees to respond on their own to the tracking system. The parameters for tracking would be as under: (i) Remuneration.(ii) Whether continues to work in the same or higher job role till end of the tracking period

(whether with same or different employer).(iii) If there are periods of un-employment between different jobs, duration of such gaps

and reason for leaving earlier job without having a job in hand.

6. MonitoringandManagementInformationSystem(MIS)

6.1 The field offices of the Ministry viz. office of DC(Handloom), DC(Handicraft), Textile Commissioner, Jute Commissioner and Central Silk Board etc. will undertake physical verification of Training Centres (TC). The verification of training centres’ infrastructure, including evaluation of training centres’ capacity for target allocation will be carried out as per the course-wise criteria defined by RSA for approved NSQF courses. Monthly visits for inspection of live training centres will also be carried out. Mobile Application with features of Geo-tagging will be used for verification of the TC and uploading of reports on MIS, on a real-time basis.

6.2 A centralized web-based Management Information System (MIS) will be put in place for monitoring and implementation of the scheme. MIS shall act as an integrated platform for registration of IAs and other stakeholders under the scheme. All aspects of programme management and implementation such as submission of proposals, release of funds, enrolment of candidates, functioning of training, physical verification, assessment, placement, post-placement tracking etc. will be managed through MIS. A Central Application Submission Facility shall be made available on the website through which the IAs will submit applications for their empanelment. MIS will have a structured grievance redressal facility to register grievances of any stakeholder through web, track status on its redressal through reference number, generate alerts to maintain timelines, escalate to next level in case of non-redressal within prescribed timelines and intimate action taken to the stakeholder who lodged grievance on its resolution.

6.3CallCentre6.3.1 A call centre will be set up by the PMU which will collect feedback from

the trainees and placement agencies with call recording facility and regional helpdesk.

6.3.2 Call centre will have a Helpdesk/Toll Free Number linked to the MIS and Public Dashboard which will address the queries / grievances of different stakeholders.

6.4MobileApplicationA Mobile Application will be developed and linked to the MIS modules for strengthening the monitoring mechanism. It will provide details of the scheme alongwith information of beneficiaries as well as the IAs. It will provide details of the scheme alongwith information of beneficiaries as well as the IAs. It will be developed for different stakeholders with the following features:(i) App for TC Coordinator for uploading Geo-tagged and time stamped photos of the

Training Centre and Registration of New TCs.(ii) App for Inspection Agency to submit Accreditation and Capacity Evaluation for new TC

and its surprise visit reports of live TCs. (iii) App for enrolment by interested candidates for different training courses.(iv) App to register grievance and track its status through MIS.

6.5ReportingMechanism6.5.1 PMU will submit the progress report and highlights of the scheme on a monthly

basis to the Divisional Head of “समरमा (Samarth)” who will apprise the Secretary of the same.

6.5.2 Empowered Committee will review the progress of the scheme on a quarterly basis.

7. Funding

7.1 The scheme assistance will be only towards the cost heads covered under the Common Norms of the MSDE and agreed to by the Ministry under this scheme. The indicative statement giving component-wise funding of training programmes against the projected outlay of Rs. 1300 crore is given in Annexure-III.

7.2 The release of funds will be linked to physical progress updated on the MIS. The IA will have to follow the GFR procedure towards utilization of the funds and all claims shall be supported by the requisite documents such as Utilization Certificate, Expenditure Statement, Valuation Certificate, Project Progress Report etc. The Implementing Agencies shall be required to implement PFMS [Expenditure Advance & Transfer (EAT) Module] in respect of the financial support provided under the Scheme. The IA will follow the financial norms which include but may not be limited to the following:

(i) Furnishing Performance Security for an amount of 7.5% of the total project cost which will remain valid for a period of sixty days beyond the date of completion of the project;

(ii) Opening a dedicated Escrow Bank Account and mapping on PFMS;(iii) Appointment of an independent Auditor for conducting quarterly audit, annual audit and

final audit after completion of the project as per rules and regulations prescribed by the Institute of Chartered Accountants of India (ICAI);

(iv) Uploading the details of Auditor on MIS within one month of issue of the Sanction Order;

(v) Submission of Audit Report and audited Financial Statements to the Ministry/PMU;(vi) Submission of any other document(s) as sought by the Ministry.

7.3 Acknowledging the high levels of employment of women in the sector after the training, all partner institutions and employers will be required to comply with the guidelines regarding Internal Complaints Committee to be constituted under the Sexual Harassment of Women at Workplace (Prevention, Prohibition & Redressal) Act, 2013 to become eligible for funding under the scheme.

7.4 Cost Heads as per Common Norms of the MSDE7.4.1 Base cost shall be given to the implementing agencies as notified under the

Common Norms by the MSDE for different trades of textile sectors. The hourly rates for base cost under Common Norms cover the following cost components involved in skill development training:

(i) Mobilisation of Candidates(ii) Curriculum(iii) Trainers’ training(iv) Equipment(v) Amortization of infrastructure costs/utilities

(vi) Teaching aid(vii) Raw material(viii) Salary of trainers(ix) Placement expenses(x) Post-placement tracking/monitoring

However, in case the cost per trainee actually incurred by the implementing agency is less than the cost worked out as per the above base cost, only the actual cost will be reimbursed to the IA.

7.4.2 Where any Implementing Agency is already obtaining assistance from GOI or State Government under any other scheme for any cost component or where govt. infrastructure is involved in the training, appropriate deduction from GOI share shall be made as per the cost norms notified by MSDE from time to time.

7.4.3 Cost for assessment and certification of trained candidates shall be payable to the empaneled assessment agency @ Rs. 800 per candidate separately, through the RSA.

7.5ReleaseofFundstoIAs7.5.1 The following will be the schedule for release of funds:

7.5.2 2nd installment will be calculated on the basis of 80% of the amount due for the trainees actually found successful in the third party assessment with atleast 70% of them successfully placed within 3 months of completion of training. The provisions under para 5.2 above shall be followed for meeting the placement criteria. If the placement (within 3 months period) is less than 70% of the successful trainees, then the installment will be calculated for that number which makes the employment percentage as 70%. Certificate of 100% utilization of the fund released under 1st installment shall be submitted along with the requisite documents as prescribed by the Ministry from time to time. The payment made in the 1st installment in respect of dropouts is adjusted in this instalment.

7.5.3 3rd installment will be calculated on the basis of 100% of the amount due for the trainees who are found successful in the third party assessment with atleast 70% of them retained in placement for minimum three months, in the same or a higher level, with the same or any other employer, with the wages atleast equal to minimum wages prescribed by the Government. If the retention is less than 70%, then the installment will be calculated for that number which makes the retention percentage as 70%. For the release of 3rd installment, certificate of 100% utilization of the fund released under the 2nd instalment will have to be submitted alongwith post-placement record of placed trainees for atleast 3 months from the date of placement.

7.5.4 In mathematical terms, the installment amount can be calculated as described below.

8. SigningofAgreementEach IA will have to sign an Agreement with the Ministry for the project sanctioned and target allocated under the scheme.

9. GrievanceRedressal

9.1 Grievances relating to implementation of the scheme from any stakeholder will be redressed in a free, fair and transparent manner. Any grievance can be submitted through three modes – Call Centre, Mobile App or Scheme website, as stated in paras 6.2 to 6.4 above. The same will be immediately registered in MIS and promptly acknowledged with reference number to facilitate online tracking.

9.2 Each grievance will be forwarded, through MIS, to one level above the person/agency with whom it is related to, for redressal within 15 days. If the grievance is not redressed within 15 days, it will be escalated by MIS to the Director, handling “समरमा (Samarth)”, in the Ministry, for redressal within next 21 days, who will be designated as Grievance Redressal Officer (GRO).

9.3 If the stakeholder submitting grievance is not satisfied with the decision / solution given to him, he may appeal to the GRO within 15 days of intimation of decision/solution. Any appeal to the decisions of GRO will lie with the Joint Secretary, Incharge of “समरमा (Samarth)”, which will be resolved within a reasonable time.

9.4 GRO will monitor the progress on redressal of the grievances, on a monthly basis. Summary of the grievance reports alongwith action taken will be placed before the Empowered Committee for information and necessary guidance.
