Measure A – a community investment!

Thanks to voter-approved school facilities bonds passed in 1998 (Measure D) and 2002 (Measure A), the San Ramon Valley Unified School District continues to move forward with major modernization projects, promoting safe, healthy and highly functional facilities for our children to learn!

Measure A, a $260 million bond, is allowing the district to reduce overcrowding (particularly at our high schools), upgrade and replace outdated electrical and HVAC systems, upgrade and renovate classrooms that are 25 years old, add science and technology labs and replace temporary portable classrooms with permanent buildings. The designs of these facilities are functional, cost-effective, and of high-quality construction making the buildings easier to maintain and reducing future maintenance costs. In addition, the district has been able to secure more than $60 million in state matching funds, giving taxpayers a higher return on their investment.

Measure A Oversight Committee

State law requires that Measure A, a Proposition 39 Facilities Bond, has a citizens' oversight committee that conducts independent financial and performance audits to ensure funds are spent specifically on school improvements. The Measure A Facilities Oversight and Advisory Committee was appointed by the Board of Education in January 2003.  The Committee, commonly referred to as the "FOAC," meets monthly and is charged with the following:

• Provide oversight of Measure A expenditures in order to assure bond proceeds are utilized to complete the Measure A projects.• Inform the public about the expenditure of bond proceeds, including the submission of an annual report to the Board of Education.• Provide design and cost recommendations to the Board at the conceptual design and construction document phases of projects consistent with the intent of Measure A. • Provide recommendations on priorities for remaining Measure A projects.• Provide input and recommendations on future facilities needs of schools and district. • Provide recommendations on specific related issues as requested by the Board of Education.

Through this committee, the community as a whole is able to participate in the process of reviewing school facilities and planning for the future. The committee began its work in February 2005. Regular meetings are held once a month on Tuesday evenings. The FOAC is an official Board oversight committee; as such, committee meetings are open to the public and subject to all provisions of the Brown Act. For more information about the oversight committee, contact the Facilities Department at 925-552-5986.
