    Following his experiences as 2009 Chairman of the Electoral

    Complaints Commission ECC, Mr. Kippen is contributing

    to a study of international standards for election complaintadjudication being conducted by the International Foundation

    for Electoral Systems IFES. This project will culminate in

    a guidebook for election law practitioners to use in the

    field while working to establish and reform complaint

    adjudication systems. Mr. Kippen and others experienced in

    election disputes are drawing on their experience to describe

    programmatic solutions that comply with the international

    standards identified by IFES legal experts. These range from

    systems for voter and election official education to alternative

    dispute resolution methods, with an emphasis on building

    public confidence in the process before voting begins.

    Election conflict and violence can develop during allphases of the electoral cycle. Therefore IFES programmingapproaches are designed to respond to threats throughoutthe electoral process in order to prevent, mitigate andresolve election-related conflict. Among the first election-support providers to study the role of conflict in the electoralprocess, IFES has developed applied research and offeredprograms for addressing election-violence in over a doencountries since 2001.

    One example is the IFES Election Violence Education andResolution project EVER. Through community-basedelection violence monitoring, education and advocacy,EVER provides early warning and response to electoralstakeholders. Other targeted tools, such as election violencerisk assessments and mapping, allow IFES to work withgovernment ministries, security managers and electionadministrators to manage threats of election-relatedviolence. By working with community peace committees andthrough media campaigns, IFES seeks to address electionconflict at the grassroots level as well.

    We are currently recruiting a Co-Director, Policy and Special Initiatives for our Mickey

    Leland International Hunger Fellowship program. In partnership with the Leland

    Co-Director, Program and Operations, this individual is responsible for directing the

    Mickey Leland International Hunger Fellows Program with particular emphasis on the

    policy component of the fellowship program. S/he takes the lead on food security

    policy development and food security policy training, host organization recruitment

    and selection, leadership development, external communication and publications. S/

    he will share responsibilities for fellowship advising, host organization communication,

    interviewing and selection of fellows with the Leland Co-Director, Program and
