BRIEF HISTORY OFALL INDIA INSTITUTE OF AYURVEDA

The All India Institute of Ayurveda has been conceived as an Apex Institutefor Ayurveda under aegis of Ministry of AYUSH, Govt. of India. It aims atbringing a synergy between Traditional Wisdom of Ayurveda and Moderntools and technology. The institute would offer postgraduate, doctoral coursesand super specialty fellowship programs in various disciplines of Ayurvedaand will focus on fundamental research of Ayurveda, drug development,standardization, quality control, safety evaluation and scientific validation ofAyurveda medicine.

Institute Hospital: Institute has a 200-bed multi-specialty referral hospitalfor offering medical facilities and facilitating clinical research. Shortly, theInstitute will have 18 Specialty Departments and 12 super specialty clinicswith 8 inter-disciplinary research laboratories wherein several Scholars willhave access for PG & PhD programs every year. The hospital will be equippedwith state of the art modern diagnostic tools and techniques, which will beused in teaching, training and research. The patient care will be done primarilythrough Ayurveda of tertiary level. The institute hospital is fully computerizedand integrated with Hospital Information & Management System.

Academic & Research divisions:

The institute is having twelve well-developed Academic departments. Everydepartment is having their own departmental library, seminar room and researchlabs. Faculty members of the institute are of national & international repute.Fully established and well-equipped Quality Control Laboratories are asset ofthe institute. Department of Translational Research &Bio-statistics takes careof needs of research projects, their monitoring and training in the area of GCP,Research methodology teaching and training.

Other Facilities:

• Learning Resource Centre (LRC) of the institute is having very goodand updated collection of books of Ayurveda, Medical sciences andother subjects of allied disciplines. Digital Library offers it’s servicesas online resource. An upcoming Skill Lab. will offer practical exposureand hand-on-training to the students in areas like CPR, Neonatalresuscitation, obstetrical procedures, surgical interventions,Panchkarma procedures etc. through very high end computerizedsimulators.

• Under Skill development Initiative, the institute is offering one-yeartraining program for Panchakarma technician. GENERAL INSTRUCTIONS

The candidates may obtain Bulletin of Information (BOI) and Application Formw.e.f. 20/07/2016 to 17/08/2016 from the office of the Joint Registrar, Facultyof Ayurvedic & Unani Medicines, 6th Floor, V.P. Chest Institute Building,University of Delhi, Delhi-110007 in the following manner:

(a) For General/OBC Category

(i) By hand in person against Bank Draft/Banker’s Cheque of ` 1500/-(One Thousand & Five Hundred Only in favour of Registrar, Universityof Delhi payable at Delhi between 09.30 A.M. to 03.00 P.M.(except lunch time) on all working days from Monday to Fridayupto 17/08/2016.

(ii) By Post against Bank Draft/Banker’s Cheque of `1550/- (OneThousand & Five Fifty Only) in favour of Registrar, University ofDelhi payable at Delhi by sending a self addressed envelope upto08/08/2016.

II. DURATION OF COURSE:

The duration of course for Ayurved Vachaspati shall be three years.

III. EXAMINATION:

The course of study for the Postgraduate Degree shall have twoexaminations as follows:(i) Preliminary Examination, at the end of the first academic year,

after admission.(ii) Final Examination, at the end of two academic years, after

passing the preliminary examination.

IV. MEDIUM OF INSTRUCTION:

Hindi, Sanskrit and English shall be the medium of instruction andexamination for Ayurved Vachaspati

V. ELIGIBILITY CONDITIONS FOR ADMISSION TO POSTGRADUATE DEGREE COURSE IN AYURVED VACHASPATI(MD/MS-AYURVED):

The Candidates must have completed satisfactorily one year compulsoryrotator internship after passing the Ayurvedacharya (BAMS) examinationfrom the University of Delhi on or before 30th September and musthave full registration with the State Council Board of Ayurvedic & UnaniMedicines/CCIM.

Or

The Candidate must have passed Ayurvedacharya (BAMS) or equivalentexamination from other university established by law and recognised bythe University of Delhi and CCIM and have also completed one year orsix months internship in a recognised Hospital on or before 30thSeptember and must have full registration with the State Council/Boardof Ayurvedic & Unani Medicines/CCIM.

VI. DISTRIBUTION OF SEATS:

50% of the total seats in Ayurved Vachaspati (MD/MS-Ayurved) Coursesare reserved for candidates who have passed Ayurvedacharya (BAMS)degree from the University of Delhi (Delhi University Quota) and therest 50% of the total seats are open to the candidates who have passedAyurvedacharya (BAMS) degree from other Universities (All IndiaQuota).

VII(A). RESERVATION OF SEATS:

Reservation for Scheduled Caste (SC) and Scheduled Tribe (ST) andOther Backward Classes (OBC) candidates: Fifteen percent (15%)seats are reserved for candidates belonging to SC and seven & halfpercent (7½%) seats for ST candidates and twenty seven percent (27%)seats for OBC candidates and it will be implemented as per 200 pointRoster. 200 point roster has been applied in alphabetic order ofthe discipline

Thereafter, if any reserved seat(s) for SC, ST & OBC remain un-filleddue to non-availability of eligible candidate(s) these seats shall be filledin the following manner:-(a) The reserved seats for SC and ST category will be filled-up by

interchanging among SC & ST.(b) If the reserved SC/ST seat(s) remain un-filled even after

interchanging, the same shall be left vacant.(DU Circular letter no. Aca.I/UG-PG:Admission/2014/759 dated22.05.2014)

(c) If any seat(s) reserved for the candidates belonging to OBCcategories remain unfilled due to non-availability of eligiblecandidate(s), the same would be filled up under open merit.

A SC/ST/OBC candidate while applying for admission to any of thecourses, should enclose a copy of the certificate alongwith the ApplicationForm to the effect that he/she belongs to Scheduled Caste/ScheduledTribe/Other Backward Classes Category from any one of the competentauthorities as listed below without which, concession of SC/ST/OBCshall not be given. However, for OBC category candidates the OBCstatus is to be determined on the basis of the Central List of OBCsnotified by the Ministry of Social Justice and Empowerment on therecommendations of the National Commission for Backward Classesavailable at their website (http:/ncbc.in.in/backwardclasses/index.html.)The authorities competent to issue Caste Certificates are indicated below.(i) District Magistrate/Additional District Magistrate/Deputy

Commissioner/Collector/Additional Deputy Commissioner/ DeputyCollector/ 1st Class Stipendiary Magistrate/City Magistrate (notbelow the rank of 1st Class Stipendiary Magistrate/ExecutiveMagistrate/Extra Assistant Commissioner).

(ii) Chief Presidency Magistrate/ Additional Chief PresidencyMagistrate/ Presidency Magistrate.

(iii) Revenue officer not below the rank of Tehsildar.(iv) Sub-Divisional Officer of the area where are candidate and/or

his/her family normally reside.(v) Administrator/Secretary to Administrator/Development Officer

Laccadive and Minicoy Islands).

The OBC category candidate should not belong to Creamy Layer.The proof of non-creamy layer certificate (for the current financialyear) issued by one of the Competent Authorities as mentioned aboveshould be submitted alongwith the Application Form.

(B). For Persons with Disabilities (PwD) Category:3% seats are compartmentally reserved on horizontal basis from thecategories viz General, SC, ST and OBC for Persons with disabilities(PWD) (only for locomotor disabilities of lower limbs between 50% to70%), provided that in case any seat in this 3% quota remains unfilledon account of unavailability of candidates with locomotor disability oflower limbs between 50% to 70% then any such unfilled seat in this 3%quota shall be filled up by persons with locomotor disability of lowerlimbs between 40% to 50% before they are included in the seats ofrespective category, MCI letter no. MCI-34(1)/Gen.)/2009-Med/2569dated 21.04.2009 However, candidates may kindly note that in case ofselection under Persons with Disabilities (PWD) category, they will berequired to produce Disability Certificate from one of the disabilityassessment boards/authorities before their scheduled date ofcounseling-:(i) Duly notified Medical Board of a District/Government Hospital

set up for examining the Persons with Disabilities (PWD) underthe provision of the person with Disability (equal opportunities,protection of rights and full participation) Act 1995. The certificateshould indicate the extent of permanent physical disability (i.e.percentage) and it should bear the photograph of the candidateconcerned and it should be countersigned by one of the Doctorsconstituting the Boards issuing the certificate.

(ii) Any other competent authority/medical institution/medical boardvested with the powers to issue a disability certificateunder thePersons with Disabilities (equal opportunities,protection of rightsand full participation) Act 1995. The certificate should indicatethe extent of permanent physical disability (i.e. percentage) and itshould bear the photograph of the candidate concerned and it shouldbe countersigned by one of the Doctors constituting the Boardsissuing the certificate.

(iii) The cost of BOI including application form for Persons WithDisabilities (PWD) shall be applicable at par with scheduled caste/schedule tribe candidates.[EC Resolution No. 64(24) dated23.06.2006].

(iv) The Persons with Disabilities (PWD) shall be exempted frompayment of fees, including examination fee and other Universityfees, except Admission fee, subscription towards Delhi UniversityStudents’ Union and Identity card fee. (Vide DU circular no. Aca.I/082/2001/PwD2012-13/355 dated 13th September, 2012).

VIII. ELIGIBILITY AND SELECTION OF CANDIDATES:

There shall be on Entrance Test for admission to the Ayurved Vachaspati(MD/MS–Ayurved) under the Faculty of Ayurvedic & Unani Medicinesand said test will be conducted by the University of Delhi.

Admission shall be made in order of merit basis of result of theEntrance Test. Minimum qualifying marks in the EntranceTest shall be 50 marks out of 100 i.e. 50% for General category45 marks out of 100 i.e. 45% case of OBC category and 40 marksof 100 i.e. 40% marks in case of SC/ST category.

The selected candidates will be required to undergo medical examinationby a constituted Medical Board at the assigned institution at their owncost on the specified date. A candidate shall not be allowed to join thecourse, if he/she is found medically unfit for the course.

IX. PROCEDURE FOR SUBMISSION OF APPLICATION FORM:

The application complete in all respects must also be accompanied byself-attested copies of the under-mentioned certificates as perrequirement of the course applied:1. High School /Higher Secondary Certificate for verification of date

of birth.2. Certificate in support of educational qualification BAMS.3. Detailed marks certificate of qualifying examination: I, II, III &

Final Professional Examination of BAMS or year wise detailedmarks Certificates of Bachelor’s Degree, as required.

4. The compulsory rotating Internship Certificate.5. BAMS Examination attempt Certificate6. Registration Certificate from State Council/Board of A&U

Medicine/CCIM.

7. Schedule Caste/Schedule Tribe /OBC Certificate, if applicable.8. Physically Handicapped Certificate, if applicable.9. Employer’s Certificate and a No Objection Certificate (NOC), if

employed (as given in the application form).

Note: No original certificate should be attached with the applicationform.

X. PROCEDURE FOR ENTRANCE TEST:

(a) The University of Delhi will hold a written Entrance Test at Delhi forselection of candidates for admission to Ayurved Vachaspati (MD/MS – Ayurved).

(b) The Entrance Test will consist of one paper consisting of 100 questionscovering all subjects of Ayurvedic Medicine of at the level ofAyurvedacharya (BAMS). The duration of the test will be of twohours and will carry a maximum of 400 marks.

(c) The questions will be of objective type with multiple choices (a), (b),(c) & (d) of which only one choice/response will be the most appropriate/correct one.

(d) The answer sheet will be placed inside the Test Booklet. Thecandidates will do rough work on the Test Booklet and not onthe Answer Sheet.

(e) Admission shall be made in order of merit on the basis of the result ofthe Entrance Test through counseling.

(f) In case there is tie of marks in the result of Entrance Test the followingprocedure will be adopted for breaking the tie:

(i) The candidate who has got more marks in the subject of disciplineat BAMS examination will be given preference for admission.

(ii) If the candidates have equal marks in the subject of discipline atBAMS, then the candidate having more marks in theaggregate of all Professionals BAMS, will be given preferencefor admission.

(iii) If the candidates have equal marks in all Professionals BAMS,then the candidate older in age will be given preference foradmission.

(g) The candidate admitted in a specialty shall not be allowed to changehis/her subject/specialty in any case.

(h) The question paper will be bi-lingual, i.e. in English and Hindi languagesfor Ayurved Vachaspati (MD/MS – Ayurved).

(i) No TA/DA will be admissible for appearing in the Entrance Test/Counseling.

XI. DECLARATION OF RESULT:

(i) Result of eligible candidates shall be notified on the Notice Boardof the Faculty and on the website i.e. www.fmsc.ac.in tentativelytwo/three weeks from the date of Entrance Test.

(ii) The answer key of the PGMET(A&U) will be uploaded on12/09/2016.

(iii) The candidates if, so desires, may make representation to theDean, Faculty of Ayurvedic & Unani Medicine regarding anydiscrepancies latest by 14/09/2016 at 03:00 P.M. No requestwill be entertained beyond 14/09/2016 at 03:00 P.M. Thename of the officers email address are following:-

XII. COUNSELLING:

The candidates in order of merit will be required to appear before theAdmission Committee on 29/09/2016 at 09:00 A.M. forcounseling in the Conference Centre, Opposite Departmentof Botany, University of Delhi, Delhi – 110007. No individualcommunication will be sent to the candidates for appearing forcounseling by Admission Committee. If any candidate is unable toappear on the date and time specified above, he/she may send his/herrepresentative authority letter (Performa) giving reasons for his/herabsence to the satisfaction of Admission Committee and also statingthat the selection made by his/her representative would be final andbinding on him/her. No TA/DA will be admissible for appearing in theCounseling. The candidate should bring, in original, the followingdocuments at the time of counseling:

1. Admit Card.2. High School/Higher Secondary (10th Class) Certificate for

verification of Date of Birth.

XIII. FEE STRUCTURE:

As soon as a candidate is allotted his/her selected seat, he/she will beprovisionally admitted in that course and will be required to submitthe following immediately:

Note: 2. Reference to University circular No. Aca.I/SC/ST/2015/863 dated12.11.2015 & letter No. F.No. 14-5/2013-SC/ST dated 13/01/2015Ministry of HRD. Facilitating admission of deserving and eligiblecandidates facing financial constraint:-

(a) No fee need to be charged at time of admission from those SC/STstudents who are eligible for Post-Metric Scholarship/ Top classScholarships. At the time of admission they may advised to depositthe fee the Institute as soon as they receive the scholarship amount.An undertaking to this effect may be taken from them at the time ofadmission. However, the CFHELs will responsible for timelyverification, etc. of documents and their submission to facilitate timelydisbursement of scholarship.

(b) In other cases, if any SC/ST students failed to deposit the fee in theInstitute then fee may be charged after making special efforts to getthem requisite load sanctioned, including facility of interest subsidy tothose whose income is below Rs. 4.5 lakhs where applicable.

(c) Special scheme under SCSP/TSP may also be drawn, in consultationwith the target group in respective CFHELs/ for providing otherfacilities like book, equipment etc. essentially required for completionof course, which are not covered under those Scholarships Schemes,for SC/ST students.(iii) Bond: A Bond worth Rs. 5.0 lac with two sureties should be

submitted by the candidates at the time of their counselling andadmission. The admission will not be valid until and unless theBond is submitted by the candidate.

The student shall have to pay the Bond money of Rs. 5.00 lac tothe Institution/ University in the following circumstances:-A. If the student does not join the course at the allotted institution

on or before the stipulated date.B. If the student leaves the course before its completion.C. If the admission/ registration of the student is cancelled/

terminated by the University on account of unsatisfactoryperformance/ misconduct/indiscipline.

The Original Certificates of the student would be kept in thecustody of the admitting Institution and would be returned onlyafter completion of the course or on payment of Bond money, asthe case may be.

(iv) Any candidate, who fails to fulfill the requirements as mentionedin clause XIII will forfeit his/her claim to the allotted seat andhis/her candidature shall stand cancelled.

XIV. JOINING REPORT:

Candidate shall not be allowed to join the course unless the originalcertificates are produced at the Faculty office for verification.Candidate shall be required to complete the formalities of admissionand join the course assigned when asked to do so and submit thejoining report through the Head of the Institution concerned.

(i) SECURITY DEPOSIT: The Candidate admitted to AyurvedVachaspati (MD/MS–Ayurved) is required to deposit 10,000/-as Security Deposit, which will be refunded on completion/leavingof the course.

(ii) ENROLMENT FORM: The students who are not enrolledwith the University of Delhi should deposit the UniversityEnrolment Form along with the requisite Fee to the Director,South Delhi Campus, Benito Juarez Road, Dhaula Kuan, NewDelhi-110021 through the Head of the Institution where theyare enrolled.

The Post-Graduate students are required to fulfill the requirementregarding thesis before being eligible for appearing in the Universityexamination. The students are required to deposit a sum of 100/- totheir respective institution towards thesis protocol fee and thesisevaluation fee of Rs. 5000/- by a crossed M.I.C.R. Demand Draft/Banker’s Cheque drawn on any nationalised Bank in favour ofDirector, South Delhi Campus, University of Delhi.

No extension of time shall ordinarily be granted for submittingthe thesis-protocol/ thesis beyond the last date stipulated forthe purpose. The JBRS may allow submission of the thesis-protocol/ thesis beyond the last date for genuine reasons onrecommendations of Head of the institution. Extension for thesissubmission for Ayurved Vachaspatai (MD/MS-Ayurved) beyondEnd of February may be granted to a maximum of one monthwith late submission fee of Rs. 1000/- per week.

XVI. REFUND OF FEE:

When a student applies for Full fee after deduction ofwithdrawal of admission on Rs. 1000/- and full examinationor after 1st August till three fee.working days before the lastdate of admission (includingthe last date of admission).

When a student applies for No fee will be refunded,withdrawal of admission after except the examination fee.the three clear days of thelast date of admission.

When admission is made Full Fee and Full examinationinadvertently due to error/ fee.omission commission on thepart of the University/College

When cancellation of admission No fee will be refundedis due to concealment/falsificationof facts, submission of false/fakecertificate (ss), providing misleadinginformation by the student or forany error/mistake on the part ofthe student.

XVII. CONFIRMATION OF ADMISSION:

The admission of the candidates shall be provisional in the first instance.The Head of the Department concerned after 4 months of thecommencement of the course, but not later than 6 months of the saidcommencement, shall submit through the Head of the Institution, areport to the Joint Board of Research Studies in Ayurved Vachaspati(MD/MS – Ayurved) regarding performance of the candidate and ifthe performance is stated to be satisfactory and such other informationas is required by the Faculty office is supplied by the candidateregarding his/her admission, his/her provisional admission shall beconfirmed. If the performance is not found satisfactory, the admissionshall be cancelled and the candidate will be informed about this withinone month of the receipt of the report of the Head of the Institution.

XVIII. STIPEND:

The Stipend will be paid to the candidates pursuing PostgraduateDegree Course in Ayurved Vachaspati (MD/MS–Ayurved) as perrules of respective College/Institution.

XIX. SPAN PERIOD:

Students admitted to any Postgraduate Degree Course should passthe final year examination within 5 years after passing the preliminaryExamination.

XX. INSTRUCTIONS TO THE CANDIDATES:

The Candidate should read the following instructions carefully:

1. For all legal matters, the jurisdiction will be the National CapitalTerritory of Delhi only.

2. The candidate should get the information with regard to thepayment of salary, hostel and other facilities from the concernedCollege/Hospital/Institution.

3. The candidate in service is required to produce ‘No ObjectionCertificate’ from his / her employer before Counselling.

4. After declaration of result of the Entrance Test, the candidatewho is in service and who is likely to get admission, should initiatethe process of study leave being relieved so that he/she is able tojoin the course concerned by the stipulated date. The candidatewho is unable to get relieving certificate/Study Leave sanctionedletter from the respective Employer on the stipulated date of Joining

must get any kind of leave (except Casual Leave) sanctionedfrom his/her employer to join the course concerned on the stipulateddate. Such candidate, however, must submit his/her relievingcertificate/Study Leave sanctioned letter from his/her respectiveemployer before joining.

5. The Joint Board of Research Studies in Ayurved Vachaspati (MD/MS – Ayurved) reserves the right not to admit any candidate in acourse.

INSTRUCTIONS FOR THE EXAMINATION

9.30 A.M. Reporting Time.

The candidate shall report at the Centre of Examination asindicated on the Admission ticket by 9.30 AM.

9.50 A.M. They will be given Test Booklet. They will be required to gothrough instructions printed on the booklet and fill in theparticulars on the test booklet in ink without breaking theseal open.

9.55 A.M. The candidates will be asked by the invigilators to breakopen the seal and take out the answer sheet. They will tallythe serial number of the answer sheet with that of the bookletand confirm that the two are the same. Discrepancy, if anyshould be brought to the notice of the invigilator and the testbooklet and answer sheet shall be got replaced with thenew one. They will also fill the particulars on the answersheet with the ball pen.

10.00 A.M. Paper starts.

Late entry: No entry will be permitted once the examination startsat 10.00 A.M. All gates will be closed and no one willbe permitted to enter in the examination hall for anyreason whatsoever.

12.00 Noon Paper ends.

Candidates must bring their own ball point pens, for writingthe particulars and marking their answers on the Answersheet. Eraser must be of good quality so that no mark isvisible after earsing any response.

Duration : The duration shall be of two hours.

The candidates will remain seated in their seats. They willhand over the answer sheet to the invigilator before leavingthe Examination Hall.

Candidates are required to go through the instructions givenbelow carefully particularly regarding the marking of theiranswers on the Answer Sheet with the ball pen.

MARKING OF ANSWER SHEET: There are 4 ovalcircles for each of the questions numbered 1 to 100. Theoval circles are marked 1,2,3,4. Candidates will find out theright answer to the question (item) and darken theappropriate oval circles completely with the ball pen.Candidates must darken only one oval circle for eachquestion. If they darken more than one oval circle it will betreated as a wrong answer.

SCORING: Each question carries 4 marks. For eachincorrect response/answer, there will be a deduction of onemark.

RIGHT METHOD: Candidates must NOTE that there isonly ONE correct method of marking the response to anyquestion as indicated below

WRONG WAYS OF MARKING: If a candidate darkensmore than one oval circle for any question, the answer willbe treated as wrong. If candidates mark the response toany question in any of the ways indicated below, theiranswer to that question will be treated as wrong.

ROUGH WORK: The candidates will NOT do any roughwork on the answer sheet. All work is to be done in the TestBooklet itself.

PROCEDURE TO BE FOLLOWED

1. During the examination time, the invigilators will check admission ticketsof the candidates to satisfy themselves about the identity of each candidate.The invigilators will also check that candidates have filled in the particularscorrectly. The invigilator will also put his signature on the Answer Sheet.

2. After completing the Test and before handing over the Answer Sheet(OMR), it should be checked again that all the particulars required in thethe Answer Sheet (OMR) have been correctly written.

3. A signal will be given at the beginning of the examination and 5 minutesbefore the closing time and at the closing time, when the candidatesmust stop marking the responses.

4. Each candidate must show, on demand, his/her Admission Ticket bearinghis/her Roll Number for admission to the Examination Hall.

5. A seat with a number will be allotted to each candidate. Candidates mustfind out and occupy their allotted seats.

6. No candidate, without the special permission of the Superintendent, or theInvigilator concerned, is to leave the seat or the Examination Hall until he/she finishes his/her paper. Candidates should also not leave the Hall withouthanding over their Answer Sheets to the Invigilator on duty.

7. The candidates are also advised to bring with them a card board or a clipboard on which nothing should be written so that they have no difficulty inmarking responses in the Answer Sheet even if the tables provided in theExamination Hall do not have even or smooth surface.

8. The candidates should not take any article in the Examination Hall exceptadmission tickets and their instructions and pens and erasers for useduringthe examination. All books and notes etc. should be kept outside theExamination Hall.

9. Smoking in the Examination Hall is strictly prohibited.

10. Candidates must keep perfect silence during the examination and mustNOT indulge in any conversation or gesticulation.

11. Tea, coffee, cold drinks or snakes are not allowed to be taken into theExamination Rooms during examination hours.

12. Use of any calculating device like slide rule, log table or electronic/manualcalculator isstrictly prohibited.
