Biggest problem for some is mismarks. Majority are parallel
Positive response/does it help? Are you checking it? Did you download the APP?
Problem with positive response – requires you to call in 3 hour short notice ticket
Some tickets can involve 40+ homes on 1 ticket
Generalizations are not proof
A perfect storm of work
Safety & money issues when locates are not done
Everything we do is based on underground facilities
Dead lines are an issue with time & having locators come out for an emergency that really is not
USIC is great to work with
The best thing to do is to call in separate locates for all addresses instead of 1 ticket for a quarter mile that might involve 40 properties which will in fact get more locators out there
Facility owners are told to call in tickets from one location to the other NOT 1 ticket per property
Money driven instead of safety driven
No clear way to describe what USIC does
Locates should be a safety thing NOT a money thing
Shawn with USIC would like to know if lines were marked incorrectly & will find out WHY
PNG is working behind the scenes to make locating a better process on our end & working with USIC to get more workers out there. Take 30% off the top, stop calling in unnecessary tickets that won’t be worked for a while
Blanket tickets bogs down the system
Tickets have to be taken as they are given
The more we can help each other the better
Tickets need to be called in to the exact address where the work is going to be done
The more exact the ticket is called in the better it is going to be
NC811 & USIC educate about everything where locating is concerned
Put a small committee together just to focus on locate requests that meet biweekly
Sam’s last time at the meeting working for TWC
Certain areas like Mecklenburg County are high volume areas for USIC locators
Metro Tech, PNG, TWC, USIC & Google agreed to the small committee meetings
USIC is the largest locating company in America
USIC cannot higher sub-contractors when their volume increases & are short handed in Mecklenburg County
Duke Energy/PNG merger is great for USIC
Personal contact with the person who locates for your job is key The next meeting will be Wednesday, November 25, 2015 @ PNG on the Lower Level @ 11am Lunch will be provided by Badger Day Lighting.

White paint/flags should be a vital part of a successful excavation operation
White is the only color that should be used to mark the proposed site
White markings help eliminate confusion, reduces “Industrial Graffiti” & is the standard in the APWA color code
FAQ this month –Does a destroyed marks ticket get immediate response from locators?
No. Member facility owners have 3 full working days (excluding the day of notice) to provide a response & to mark any affected underground facility. These types of locates may be given a higher priority by the member facility owner, but that is not known by NC811. State law does not address a locate by time frame for “re-marks”. It is the responsibility of the excavator to maintain & preserve any marked/staked areas.

The Common Ground Alliance (CGA) manages call811.com as well as the development of 811 educational tools for industry & public use. The 811 materials are free for educators, troop 4-H leaders or parents to download & use in teaching children about 811.

Three Hour Notice/Ticket This means that if the excavator has waited the three full working days & “is aware of or observes indications of an unmarked facility” then NC811 will create a 3 hour notice/ticket when they receive the call from the excavator.
A 3 hour notice/ticket can be issued regardless if there is a Positive Response 999 code on the locate request
The 3 full working days for the initial locate must be complete or ALL members must have supplied positive response
The excavator is aware of or observes indications of an unmarked facility

Three Hour Notice/Ticket – How the law reads:
If an operator fails to respond to the positive response system, the excavator may proceed if there are no visible indications of a facility at the proposed excavation or demolition area, such as a pole, marker, pedestal, meter, or valve. However, if the excavator is aware of or observes indications of an unmarked facility at the proposed excavation or demolition area, the excavator shall not begin excavation or demolition until an additional call is made for the facility to be marked by the operator within three hours from the time the additional call is received by the Notification Center.

Some people are getting 3 hour tickets that are not due. They still have 12 hours left. Some are circumventing the law, using 3 hour tickets while others are not getting their tickets entered.
If the locater responds in a positive manner but there is a mistake will they give a 3 hour ticket? Yes, there should be a 3 hour ticket given. (Tami) She will check on this.
Locator marks a communication line in 3 areas; will they come out and give correct info before digging starts? If there are 2 marks for one utility it’s because they are getting a signal & must mark it or they will have to pay for a cut line. How accurate should it be? Call & they will get somebody out there to verify per (USIC personnel).

People are being told by utility companies; it’s ok to dig without marks. If there are no marks you should wait – what the law SHOULD say. It could be a matter of life or death! A photo example was passed around & shared by USIC. They are getting way too many requests to compensate & get them done on time.
What can we do with update tickets to help the situation? Stop calling in unnecessary updates? How can we all make it better? What parameters can we put in place to accomplish this? SUGGESTION: Take pictures of freshly marked lines to prevent calling in an update. Contractors keep tickets open until the job is finished & job has been inspected.
Use probe on marked lines to gage how deep line is.
USIC – they have 120 more locators this year. Project tickets are getting pushed back from all locating companies.

Destroyed marks ticket – why mark only one side of the road & then mark the other side on the remark when it was asked to mark both sides in the first place? Customer told by USIC employee that they were told to mark only one side. It’s a judgment call per USIC.
USIC gave an example of water main being close to fire hydrant. Respect among contractors must be given. We all make mistakes. Things are going to happen.
An APP by USIC called Dig Check allows you to look at your tickets. It gives you the numbers, pictures, locator’s notes and other information. It is free right now but there may be a charge next year.

We are required to teach so NC811, Ingles & Van Wingerden Nurseries have partnered in a sticker program to help educate homeowners about 811 & calling before you dig. Stickers will be placed on mums this fall and on hanging baskets in the spring & sent to 10 stores in 6 states hoping to reach 100,000 people.
