    Microsoft Certified LearningConsultant (MCLC)Certification

    Microsoft certifies professional trainers and learning consultants whodemonstrate and maintain technical and instructional expertise using Microsoft

    technologies and who apply their skills to todays learning environment forinformation technology (IT) professionals.

    The Microsoft Certified Trainer credential allows students, training providers,and organizations to identify skilled professionals who can deliver training on

    Microsoft technologies and products. With an MCT Certification, trainers mayhave a competitive edge in their career and are a vital resource in todaystechnical training community.

    The Microsoft Certified Learning Consultant credential allows organizationsand training providers to identify skilled professionals who can design, develop,and deliver consultative learning solutions based on Microsoft technologies and

    products.

    To achieve MCLC status, in addition to other requirements detailed herein,MCLCs must first achieve MCT status. Therefore, unless stated specifically asapplying to MCLCs, all references to MCTs will also apply to MCLCs.

    In addition to industry recognition, Microsoft provides MCTs and MCLCs with

    a valuable set of resources to help them become some of the best technicalinstructional professionals in the world. These certified professionals willreceive a number of program benefits, including:

    Microsoft Certification Exam discounts. MCTs receive a forty-fivepercent (45%) discount on MCP and Microsoft BusinessSolutions/Microsoft Dynamics certification exams in countries wherethe exam cost is equivalent to US$125 or more. In countries where theexam cost is less than the equivalent of US$125, MCTs receive a twenty

    associated with your credential. You may only teach Microsoft Courses thatmap to the certifications you hold (see Section 3, MCT Competencies).

    The following requirements are for MCT candidates in North America.

    MCT candidates outside North America may complete one of thefollowing options, or may contact their localMicrosoft RegionalService Center(RSC) for alternative requirements in theirregion.

    To demonstrate that you possess instructional presentation skills, youmust have completed at least one of the following requirements (pleaseindicate on your MCT Application which one(s) you have achieved):

    Achieve the Certified Technical Trainer (CTT+)certification from CompTIA.

    Attend and pass an instructional presentation skills ortrain-the-trainer course taught by an approved Microsoft training

    provider, or by a training provider who is a member of theCompTIA Learning Alliance (CLA) Program. Find approvedtraining providers(http://w w w.microsoft.com/L earning/mcp/mct/guide/two.asp)

    Provide evidence of your certified instructor credential fromone of the following vendors:

    Cisco Systems

    Citrix

    Novell

    Provide evidence of your employment as an instructor by an Accredited

    Microsoft uses a program called Metrics that Matter (MTM) toenforce ongoing certification requirements. In order to enroll as aMicrosoft Certified Trainer, you must acquire anMTM account (MTMID)(http://www.knowledgeadvisors .com/ newmctinmtm/). If you are already auser of MTM, you may use your current MTM ID. The MCTEnrollment Tool requires you to enter your MTM ID during enrollment.See Section 4 for additional details.

    The MCT Enrollment Tool is available on theMCP Member Site(https://mcp.microsoft.com/mcp/enrol lment/enrollme n t.aspx). You mustcomplete the online Application, pay the annual program fee, and submitthe appropriate documentation to the address that is specified in the MCTEnrollment Tool.

    If you do not hold an MCP certification, you will need to provideyour Registration ID in order to access the MCP Member Site. Yourregistration ID is typically found on your exam score report and transcriptfor the following certifications:

    Microsoft Certified Business Management Solutions Professional

    When you enter the MCP Member Site using your Registration ID, you will beable to access the MCT Application, but you will not be able to access many ofthe other features of the MCP Member Site.

    Please allow at least two weeks for processing of required documents by theappropriate RSC. When your Application has been approved, you will be

    notified by e-mail, you will receive an MCT Welcome Kit, and you will begranted access to the MCT Member Site.

    Public, open-enrollment training using Official Microsoft Learning Products orMicrosoft Business Solutions/Microsoft Dynamics Learning Products may only

    be taught at a Learning Solutions Partner location, a Microsoft IT Academylocation, or on-line on behalf of a Learning Solutions Partner or a Microsoft ITAcademy. MCTs may provide private training using Official Microsoft

    Learning Products or Microsoft Business Solutions/Microsoft DynamicsLearning Products at a Learning Solutions Partners location or its customerslocation or via a Microsoft Certified Partner at its location, its customerslocation, or another classroom, as long as the hardware in any of such venuescomplies with the hardware requirements in the Trainer Kits that correspondwith the Microsoft Course being taught. MCTs must comply with the terms ofconditions of the EULA included with any Microsoft Courseware.

    Section 4: 2007 MCT ProgramRequirements

    Microsoft recognizes and promotes MCTs as professionals who are skilled inMicrosoft software, technologies, and learning products. Because MCTs playsuch an important role in the learning process, it is important that MCTs

    perform instructionally and technically at the level required to deliver the bestpossible training to IT professionals and developers. For this reason, the MCTProgram requires that MCTs consistently maintain a high level of customersatisfaction and a minimum level of training activity throughout the ProgramTerm.

    The 2007 Program Term is divided into four program quarters:

    Quarter 1: April 1, 2007 through June 30, 2007

    Quarter 2: July 1, 2007 through September 30, 2007

    Quarter 3: October 1, 2007 through December 31, 2007

    Quarter 4: January 1, 2008 through March 31, 2008

    To simplify the process of collecting evidence in support of requirements,Microsoft will use information collected by the Metrics that Matter program todetermine MCT Certification status. More information about the MTM

    program is available here (http://www.knowledgeadv isors.com).

    On a quarterly basis, no more than 10% of yourcustomer satisfaction scores as reported by theMTM program may be in the Dissatisfied(DSAT) range (1-4 points on a 9-point

    scale). Your MCT Certification will be rescinded if your DSAT scores exceed10% in each of two consecutive quarters.

    MTM reporting is provided to Microsoft automatically on an ongoing basis. Atvarious times during the Program Term, Microsoft will conduct reviews andaudits to ensure reporting compliance and integrity.

    To remain an MCT in good standing, you must deliver at least one course usingMicrosoft Coursesin a valid venue (Learning Solutions Partner, IT Academy,customer site, etc.) during your first year as an MCT,. using the approvedCourseware listed below. Compliance will be determined based on studentevaluations received and recorded in the Metrics that Matter program.

    The following are approved Microsoft Courses:

    Official Microsoft Learning Products, (including Microsoft OfficialCourses, Microsoft Official Workshops, Microsoft Official Seminarsand Microsoft Official Clinics, including both classroom and on-linetraining)

    Custom courses made up of at least fifty percent (50%) OfficialMicrosoft Learning Products or Microsoft Business Solutions/MicrosoftDynamics Learning Products or 3 Official Microsoft Learning Productmodules (whichever is less)

    Microsoft Official Academic Curriculum (MOAC) or Microsoft

    Academic Learning Series (ALS) courses when delivered at aMicrosoft IT Academy or other Accredited Academic Institution

    Microsoft will review MCT compliance withthe requirements listed above on a quarterly

    basis. Microsoft will use data provided by theMTM program to determine whether MCTs are compliant with programrequirements. Failure to remain compliant may result in decertification.

    Microsoft will conduct audits each year to ensure that MCTs are fulfilling MCTProgram requirements. You should prepare and keep a file with records thatindicate delivery of Microsoft Courses. These proofs of compliance should

    match the items that you list in your renewal Application. If you are contactedregarding an audit, you will be required to provide proof that you fulfilled theserequirements.

    Audit candidates are selected randomly. However, your chances of beingselected for an audit may increase if you meet one or more of the followingconditions:

    Your average customer satisfaction score ranks in the top quartile of allMCTs.

    Your average customer satisfaction scores change significantly betweentwo consecutive program quarters.

    A disproportionate number of your MTM evaluations (based on

    regional norms) are entered by you or a Learning Solutions Partneradministrator rather than your students.

    A disproportionate number of your MTM evaluations (based onregional norms) are anonymous.

    If the audit determines that you have intentionally falsified your credentials, oryou cannot produce evidence of compliance, you will be decertified.Depending on the severity of noncompliance, you may be permanentlydecertified. This strict application of MCT Certification requirements isintended to protect the value of the MCT credential for the vast majority ofMCTs who abide by the requirements of the MCT Program.

    In addition to reasons delineated in the Agreement, MCTs may lose theirMCT Certification for these reasons:

    Teaching a Microsoft Course without using student coursematerials in their original form (for example, using photocopiedstudent or trainer materials).

    Teaching a Microsoft Course without using the relevant MicrosoftCourseware.

    Teaching a Microsoft Business Solutions/Microsoft Dynamics Coursewithout using the relevant Microsoft Business Solutions/MicrosoftDynamics Learning Product.

    Cheating on MCT Program requirements.

    Falsifying MTM evaluations.

    Cheating on an MCP or Microsoft Business Solutions/MicrosoftDynamics exam or helping another candidate cheat on an MCP orMicrosoft Business Solutions/Microsoft Dynamics exam. In this case,you will also permanently lose your MCP certifications.

    Using the MCT Logo and/or MCLC Logo in a manner that violates theterms and agreement you signed in the MCT and MCLC Application.

    Not representing Microsoft or the Learning Solutions Partner, ITAcademy, or Microsoft Certified Partner professionally and ethically.

    Using trainer materials in a manner that is not consistent with the end-user license agreement (EULA) that accompanies the trainermaterials.

    Section 5: How to Become an MCLCTo become an MCLC, you must complete these steps, as further detailed below:

    1. Earn the MCT credential2. Submit a Case Study proving your consultative learning solution skills

    3. Submit an attestation letter from the customer profiled in your case study.

    Before you apply to be an MCLC, you must first be an MCT in goodstanding. Although there is no minimum tenure requirement, youmust have experience designing, developing, and delivering

    consultative learning solutions for your MCLC Application to beconsidered.

    To demonstrate that you have skills and experience designing,developing, and delivering consultative learning solutions, youmust submit a Case Study describing a project that you completed withinthe last two years, in which you played a lead consultative role,demonstrating the required competencies. For a furtherdescription of these competencies refer to Section H of the MCLCApplication.

    You may download the MCLC Application, which includes detailedinstructions and a Case Study format and requirements from the MCT

    Member Site. Case Studies submitted without using this format will not bereviewed or processed.

    MCLC Applications and Case Studies are accepted throughout the year.

    As part of the MCLC Certification approval process, the MCLC ReviewBoard will review, evaluate, and approve the Case Studies ofMicrosoft Certified Learning Consultant applicants. Microsoft willnot provide personal identifiable information from your MCLCApplication or MCT record to the Review Board (unless you put suchinformation in your Case Study). Microsoft, or its subcontractor, willreview your Application and Attestation Form; however, only theinformation presented in your Case Study will be used by the MCLC

    Review Board in evaluating your MCLC Application. You must notinclude any identifying information (including your name, customers

    company name or their identifying information, project name, or customer

    contact name) in your Case Study. Your MCLC Application will be

    disqualified if there is any personal identifying information in your Case

    Study.

    To verify the accuracy of your Case Study, you must submit an attestationform MCLC (Letter of Attestation) signed by an authorizedrepresentative of the customer profiled in your Case Study, attestingto your accuracy of the Case Study and your role in it. You may

    download the Letter of Attestation template from the MCT Member Site.Applications submitted without using this Letter of Attestation template willnot be reviewed or processed.

    You may submit the Letter of Attestation on customer letterhead toyourRegional Support Center(http://www.microsoft.com/learning/s upport/worldsites.asp) by fax.

    Upon confirmed receipt of both the MCLC Application and the Letter ofAttestation, the MCLC Review Board will review your Case Study (yourLetter of Attestation will not be forwarded to the Review Board to

    preserve anonymity). Following the MCLC Review Boards review andevaluation of your Case Study, you will receive one of the followingnotifications via email (to your email address on file).

    Approval notifications are sent to all successful candidates uponcompleted review ofall submitted Case Studies during theapplication period. Microsoft intends to send thesenotifications within 90 days of when the MCLC Applicationswere received.

    Incomplete notifications are sent by your RSC individually andimmediately if a preliminary review of your Application is notcomplete and/or does not include all of the required supportingdocuments and/or there is conflicting or incomplete information on thesupporting documents. The email notification will include what

    components of your Application need revision and/or need to beincluded when you resubmit Application. Your Application will not besent to the MCLC Review Board until this additional information has

    been received by the RSC.

    Incomplete notifications are sent individually if the MCLC ReviewBoard believes your Case Study needs more supporting evidence inone or more required competency sections. An MCLC ApplicationStatus Form that will note the competencies of your Case Study thatthe MCLC Review Board considers to be incomplete will be sent withincomplete notifications. You will need to complete the section(s) ofthis form that are marked incomplete and return it with yourApplication when you resubmit it. Depending on how much time

    remains in the program quarter, you may be offered an opportunity toresubmit an amended Case Study prior to the next application period.Otherwise, you may resubmit your Case Study and MCLC Applicationduring any subsequent application period.

    Section 6: MCT and MCLC CertificationStatus

    The MCT Program is an annual program for individuals. Individualswho are not currently MCTs may elect to join at any time during theProgram Term. Individuals who are MCTs in good standing may renewtheir MCT status during the renewal period (April 1, 2007 through April30, 2007). MCTs that do not renew their MCT status may still elect to re-enroll in the MCT Program later in the Program Term, but their transcriptwill reflect an interruption in their certification status.

    You may apply to renew your MCLC Certification at the same time youapply to renew your MCT credential. In order to maintain your MCLCCertification, you must meet the following requirements:

    1. You must submit a new Case Study within two years of the dateyour previous Case Study was approved.

    2. You must re-commit to the MCLC Program on an annual basis by accepting the MCLC terms and conditions when you renew yourMCT Certification.

    If you do not submit a new Case Study, or if you choose not to re-commit to the MCLC Program, you will be decertified as an MCLC, but youwill retain your MCT Certification if you successfully renew your MCTCertification.

    MCTs that are decertified for cause (see Section 4 above) will not beallowed to re-enroll in the MCT Program for a period of one yearfollowing their decertification. Where the cause is sufficientlysevere, the individual may be prohibited from re-enrolling in theMCT Program in perpetuity.

    Section 7: Applying for MicrosoftOfficial Distance Learning (MODL)Authorization

    Because the MODL experience differs from the traditional classroom trainingexperience, you must complete the MODL authorization process in order toteach MODL courses. This process includes attending or viewing four recordedMicrosoft Live Meeting sessions and reviewing the delivery of a MODL course

    by an authorized instructor. The final step is to demonstrate your distancelearning facilitation skills by conducting a live, on-line teachback that will bereviewed, evaluated, and scored by a MODL authorization reviewerafter yousubmit your teachback.

    The MODL authorization process consists of the following steps:

    1. Attend or view 4 recorded Live Meeting sessions on MCT Town Hall.

    2. Review or attend the delivery of a MODL course module by an authorizedinstructor who teaches an actual class.

    3. Deliver and submit your teachback in a non-commercial environment

    Section 8: Reinstating Your MCTCertification

    If you cannot or do not choose to renew your MCT Certification during theannual renewal period, you will be decertified. This means that you will loseyour MCT benefits and will no longer be certified to provide training usingOfficial Microsoft Learning Products or Microsoft BusinessSolutions/Microsoft Dynamics Learning Products. However, you may applyfor reinstatement at any time.

    To have your MCT Certification reinstated, you must apply by using the MCTEnrollment Tool, which you can access from the MCP Member Site. When youare reinstated, you maintain your MCT Certification start date although yourtranscript will reflect the interruption in your MCT Certification history. If youwere an MCLC and your most recently approved Case Study was no more thantwo years prior to your reinstatement date, your MCLC Certification will berestored as well.

    Accredited Academic Institution in the United States and Canada, means

    Competency means a classification system for MCTs that identifies the job

    roles and/or technologies in which the MCT has demonstrated proficiency byearning the Microsoft certification corresponding to a particular Competency.

    Metrics that Matter or MTM means a program conducted by KnowledgeAdvisors, in cooperation with Microsoft, for collecting, compiling, andreporting customer satisfaction information.

    Microsoft Authorized Customers (authorized education channels)include Microsoft Certified Partners for Learning Solutions (Learning SolutionsPartners), Microsoft Certified Partners, and institutions in the Microsoft ITAcademy Program (IT Academy).

    Learning Solutions Partnersis the premier training channel authorizedto teach Microsoft Courses to IT professionals. These companies areMicrosoft Certified Partners who meet specific requirements to earn theLearning Solutions competency, which include the proper hardware, trainer,and training environment for Official Microsoft Learning Products and/orMicrosoft Business Solutions/Microsoft Dynamics Learning Products.

    Microsoft Certified Partnersare independent companies that encompassa broad range of expertise and vendor affiliations. Microsoft CertifiedPartners who have not earned Learning Solutions competency status areauthorized to acquire Official Microsoft Learning Products and MicrosoftBusiness Solutions/Microsoft Dynamics Learning Products; however, theymay only offer private training as part of a larger customer solution or

    training to their internal staff. They do not need to meet all of the samerequirements as Learning Solutions Partners but may not advertise or offer

    public training using Official Microsoft Learning Products and/or MicrosoftBusiness Solutions/Microsoft Dynamics Learning Products.

    Microsoft IT Academy Program(IT Academy) includes accreditedinstitutions that are authorized to deliver Microsoft Courses (less than 12hours per week) to students enrolled at that institution.

    Program Term means the MCT 2007 program term, which runs from April1, 2007 through March 31, 2008. All MCT Program requirements must be metduring this period.
