Dear Judge Spencer:

Thank you for your extensive service to the federal judiciary and prior to that to the JAG corps.

I write today to ask that you extend maximum leniency when you sentence fonner governor Bob McDonnell.

I have known Bob McDonnell over twenty years. I met him when he first ran for the Virginia House of Delegates. During that time I was on the faculty of the Regent University Law School and also served on various community groups in Virginia Beach. I continued to have contact with Bob when I served as Director of the Virginia Department of Professional and Occupational Regulation. (DPOR).

During that time Bob continued to serve in the Virginia House of Delegates and also was involved in private practice. He represented clients before various boards at DPOR. Being the statutory secretary to the boards at DPO~ I had the opportunity many times to observe Bob as he appeared before the boards representing his clients. At all times he conducted himself with proper decorum, was totally honest, and truthful.

During my tenure at DPO~ I had occasions to seek and advice and counsel. When such times arose, I knew I could have confidence in the advice and guidance I received from Bob.

Again, I thank you in advance for your deepest consideration in extending a very lenient sentence to Bob McDonnell.
