McCord Road Grade Separation with Norfolk Southern Railroad In Lucas County – Update Meeting Public Open House Springfield High School – Field House Lobby March 26, 2009 – 4:00 P.M. TO 7:00 P.M Project Description McCord Road is a primary north-south road in Lucas County. It currently carries approximately 23,000 vehicles per day at the location encompassing the Norfolk Southern (NSRR) crossing. The railroad tracks currently carry about 94 trains a day at this location. Freight trains may travel at speeds up to 60mph, and passenger trains may travel at speeds up to 79mph on that section of railroad. There are currently two railroad tracks with a potential for a total of four tracks. For these reasons, this railroad crossing was selected for inclusion in the Governor’s Railroad Grade Separation Program. As a result of this inclusion, the Ohio Department of Transportation (ODOT) has selected the consulting firm of the Mannik and Smith Group to perform the necessary studies and project design. The project looked at various possibilities and after evaluation of many alternatives two were selected as feasible alternatives in 2006. Further evaluation of the alternatives has resulted in the formation of an alternative similar to the alternatives selected in 2006 with two primary changes. A roundabout has been selected as the intersection design for the intersection of McCord Road and Hall Street and North Mall Drive, and a temporary road to maintain traffic during construction has been provided to the east of the project. The alternative remains an underpass, where McCord Road would go under the railroad tracks. Some project features include: A single span railroad bridge would be constructed to carry the railroad over McCord Road. The intersection of North Mall Drive / Hall Street and McCord Road would be designed as a roundabout, replacing the existing traffic signal at this location; the intersection would be about 6 feet lower in elevation than at present. North Mall Drive and Hall Street would be lowered at the intersection to match the new McCord Road profile. A temporary railroad runaround would be constructed to maintain rail traffic while the underpass is being built. The temporary railroad runaround is proposed to be constructed on the south side of the NSRR. The temporary railroad runaround would have temporary impacts on the Springfield Schools property. However, no permanent building structures would be impacted with the runaround on the south side of the existing tracks. The Village Meadows Trail intersection with McCord Road will be relocated about 300’ to the north of the existing location. Construction of the project is expected to take 24 to 30 months. The underpass would have sidewalks on both sides of the roadway, with 3:1 side slopes on both sides of the road. The sidewalk on the west side of McCord will be a shared use path that will accommodate bicycles as well. There will be right-of-way impacts to a total of 19 parcels.
