The City of Mill Valley is pleased to announce a street maintenance and sewer rehabilitation project that will take place this summer on East Blithedale Avenue. The project will involve improvements to the road surface to promote a smooth and quiet ride, new traffic markings, sewer pipe repair, and new manholes. While the project will cause short-term delays and traffic congestion over a period of two months, the benefits of this project will be significant, including the repair of sewer infrastructure and improved pavement conditions.

Construction on East Blithedale from Elm/Alta Vista Avenue to Camino Alto will take place from June 24th through August 23rd, while schools are not in session, Monday through Friday, from 8:00 am to 5:00 pm. While East Blithedale will not be entirely closed to through traffic at any point, traffic will often be limited to one lane, and therefore delays and traffic congestion can be expected.

If possible, we encourage you to plan alternate routes to avoid travel on East Blithedale. If you must drive on East Blithedale, add time to your travel estimates and anticipate delays.

the oldest clichés are often human wisdom, as ‘haste makes waste’ is always true. A contractor with ambitions to ‘roll the dice’ in nevada joins two others with questions about ‘time and money’...

Q: We are a CA “B” General Building contracting company and are ap-plying for a new license in the State of nevada. We typically do smaller re-modeling jobs; we don’t build new homes or buildings. We submitted our application and requested a bid limit of $50,000. The nevada Board sent a letter stating that as “B” contractors we are required to request at least a $200,000 bid limit, and further stated that our financial statement must “support” that bid limit request.

We don’t need a bid limit that high, nor are we sure that our financials “support” a limit that high. My boss suggested I contact you to see if you know of any way around this requirement. Just to throw in another wrench, we need this license in a hurry and we don’t have time to wait for our ac-countant to prepare a new financial statement! A: First of all, “B” contractors must request a limit of at least $200,000, there is no way around that. The Nevada Board assumes that most “B” contractors are doing ground-up construction and therefore the majority of their jobs will go over $200,000. However, it’s possible that your company would not need a General Build-ing “B” license if you are only doing repair and remodel work and no ground-up construction. Nevada has close to 100 classifications of contrac-tor licenses, so you may want to consider obtaining a specialty license for the specific type of work you perform. Please call my office and we can discuss the nature of your typical jobs and determine whether a different classification may work for you.

Q: We are starting a new contracting business in CA and we need to find a Responsible Managing Employee (RME) or Responsible Managing Officer (RMO) so that we can obtain a license. What type of formal agreement is necessary and what is the typical salary for an RME/RMO?

A: We get asked this question frequently, but like any other employee, RME/RMO salaries vary and that is something determined internally within your company and worked out between you and your RME/RMO. The CSLB has certain duties that are required of an RME/RMO, however they do not involve any type of “formal agreement” beyond the require-ment that the individual be an employee or Officer of the company.

Q: Will the CSLB take a letter or credit from our bank for both bond amounts required (Contractor’s Bond and Bond of Qualified Individual) in lieu of the actual bonds? We have established a letter of credit for the bonds with our current bank.

A: The CSLB will not accept a letter of credit. However, a cash deposit can be filed in lieu of the bonds. The cash deposit must be in the form of a cashier’s check, bank certified check, certificate of deposit, savings account passbook, savings and loan association investment certificate or share ac-count, or credit union certificate for funds or share account.

June, 2013 IMPORTAnT InFORMATIOn RELATED TO THE STATEWIDE PORTABLE EQUIPMEnT REGISTRATIOn PROGRAM (PERP) Associates Environmental is providing this notice to inform you of recent changes in the Statewide Portable Equipment Registration Program (PERP). Effective January 1, 2013 portable diesel engines (off-road engines) rated from 50 horsepower (hp) to 74 hp need to meet the Tier 4 Final (Tier 4f) emission standards to qualify for registration in the PERP. Since 2008, engines in this horsepower range needed to meet Tier 4 Interim (Tier 4i) emission standards to qualify for registration in the PERP. The PERP program requires that engines meet the most stringent emission standard in order to qualify for registration (except for flex units under the provisions of 40 CFR Part 89.102 and CCR 2423(d)).

The PERP regulation provides a six month window to register a non-road engine if the application is submitted within six months of the effective date of the change in emission standard. Therefore, Tier 4 Interim engines rated from 50 hp to 74 hp can still be registered through June 30, 2013. The table below indicates the engine tiers required for registration in this horsepower range:

Engines rated at 75 hp and greater currently must meet Tier 4 Interim standards to qualify for registration in the PERP. As you’re probably aware, at the end of 2009 the California Air Resources Board (CARB) granted regulatory relief to operators of Tier 0 engines. An operator of Tier 0 engines was allowed to keep one Tier 0 engine greater than 500 hp or up to five (5) Tier 0 engines not to exceed a combined total power of 500 hp. Please keep in mind that any Tier 0 engines held as a result of this regulatory relief should have been retired or replaced by December 31, 2010. You can still elect to designate Tier

0 engines as low use (operate no more than 80 hours per year) or emergency use. However, each Tier 0 engine designated as low use or emergency use will need to be replaced within two years of the first engine being offered for sale that satisfies the Tier 4 Final (Tier 4f) emission standards.

Workplace Accidents Can be Costly We all know that safety is essential in construction, but do you realize just how costly a job site injury can be? According to the Occupational Safety and Health Administration (OSHA), the average eye injury costs $1,463. It may not seem like much money, but the extra expense to pay for injuries has a powerfully negative effect to a company’s bottom line. Why is profitability also an important issue to you? The only way that can stay in business is to operate at a profit, and that ability can be threatened by a serious workplace injury. The Real Cost of Workplace Injuries It may be surprising to hear that most companies do not have a high profit margin – 3 percent is about average. Expenses take a large chunk of the income, and competition limits how much we can charge for the services we provide. Each time an accident occurs, the cost of the injury must be subtracted from profits. Consider the following two examples: • At a 5 percent profit margin, an

extra $20,000 in income is needed to compensate for a $1,000 injury.

• If the profit margin is nearer to 1 percent, an additional $100,000 worth of new income is necessary to maintain that profit level for the same injury.

As you can see, that adds up to a lot of extra contracts just to compensate for a

single injury. Plus, every time a worker gets hurt on the job, other employees are affected too. You may need to work extra hours to make up for the injured worker, the cost of insurance can go up, or the company may be forced to make difficult budget decisions such as cutting hours or having temporary layoffs. Also, recovering from an injury can mean time away from work, reduced compensation, painful rehabilitation and frustrating adjustments to daily life. Practice Prevention Though operating at a profit is essential to our success, our top priority is to keep our employees safe and healthy. That’s why we are counting on you to help practice good safety principles on the job site, including wearing personal protective gear, following all safety procedures and noticing unsafe situations. Safe work behavior will contribute directly to our bottom line as well as to everyone’s job security. By observing safety precautions, we can limit on-the-job accidents. It is always wiser to spend a bit more time doing the job safely than to risk getting a serious injury. Be sure to always follow our safety guidelines and stay alert for unsafe conditions. Think of practicing good safety as both pain-free and profitable – a win-win situation for everyone!

Los accidentes en el lugar de trabajo pueden ser costosos

Todos sabemos que la seguridad es esencial en la construcción, ¿pero se da cuenta cuán costoso puede ser sufrir una lesión en el lugar de trabajo? Según la Administración de Seguridad y Salud Ocupacional (Occupational Safety and Health Administration, OSHA), la lesión ocular promedio cuesta $1,463.Quizás no parezca mucho dinero, pero los gastos adicionales para pagar las lesiones tienen un efecto poderosamente negativo en el resultado de la empresa. ¿Por qué es un asunto importante para usted la rentabilidad? La única manera de que pueda permanecer en el negocio es obteniendo una ganancia y esa capacidad puede verse amenazada por una lesión grave sufrida en el lugar de trabajo. El costo real de las lesiones sufridas en el lugar de trabajo Puede ser sorprendente escuchar que la mayoría de las empresas no tienen un margen alto de ganancia, el 3 por ciento se encuentra en el promedio.
