    SE7 SEND Pathfinder Factsheet May 2013

    Following the publication of The Support and Aspiration: A new approach to SEND GreenPaper in March 2011 the SE7 Councils collectively were accepted on to the Department for

    Educations and Department of Healths pathfinder programme. The programme has beenextended until September 2014.

    The Pathfinders are testing:

    Coordinated assessment and planning across education, health and care for children andyoung people with SEND aged 0-25

    Personal budgets in education, health and care Comprehensive information on the provision and services The Local Offer

    Joint commissioning across education, health and care Central participation of parent carers and young people

    Improved preparation for adulthood including employment

    The Children and Families Bill 2013 was introduced to Parliament in February 2013 with royalassent expected in April 2014 and implementation from September 2014.

    Every month we will update this factsheet on the work of the SE7 areas in progressing thePathfinder Programme. The specific data for each area can be found at the end of thisfactsheet.

    Education, Health and Care Plans (EHCP):

    There are now 244 families recruited to trial the new ECHP process across SE7.The new integrated process and Education, Health and Care plan has been trialled with a

    range of children and young people, with a variety of need and age. Feedback from childrenand young people, their families and professionals has meant the process and plan arecontinually being updated and improved. In order to prepare for full implementation of thenew processes, we are moving into an accelerated phase of the Pathfinder, which involvesconstructing new systems and workforce development to be ready for the new legislation inSeptember 2014. East Sussex has developed a Family Portal IT system which is currentlybeing tested by families. This portal would hold the new plans and allow families to accesstheir information securely on line.

    In Surrey 12 young people with social care needs are taking part in a single planning/assessment pathway that includes, social care, education and health. In West Sussex phase 2of their new processes has just begun with 15 school age children undertaking the new ECHP

    progress rather than the current statutory assessment format.

    Personal Budgets:

    East Sussex, Kent and West Sussex are working with the DfE to develop personal budgets ineducation. All SE7 areas are offering personal budgets in social care or are working towardsthis. East Sussex and Kent are also offering personal health budgets to families eligible forcontinuing care. In Hampshire the first funding allocations are about to be made with thesupport plans being created by the families, with support from other parent carers and thevoluntary sector, as well as social workers. In West Sussex 35 families are accessing a socialcare personal budget and in work is also underway with schools to develop personal SENbudgets for families. Brighton and Hove and East Sussex are piloting personal budgets forhome to school travel.

    The Local Offer

    SE7 has produced a Local Offer Regional Framework and each area is now completing themore detailed content that is area specific. In Brighton and Hove they are working closely withparents, schools and services to complete the information together.

    Kent is holding Information Roadshows across the county called Building the Local Offer.Medway has published a partial local offer on their website, whilst investing in IT development toincorporate the Local Offer within the Family Information Service website.

    SE7 Pathfinder Champion role:

    SE7, in partnership with Southampton, have been chosen as Pathfinder Champions by theDepartment for Education to work with the 11 non pathfinder local authorities in the south east.

    An initial planning meeting, a conference and series of themed workshops have been arranged.SE7 is also supporting 10 London Boroughs.
