A word from the Mayor by Mayor Rob Schroder The city council’s search for anewcitymanagerhascometoanend and closes a six-month process that involved 42 applicants ofwhichweinterviewed9individuals.In the end we were fortunate toconvinceourinterimcitymanager,Don Blubaugh, to take the top city staff job for the next 2 years. Don hasover30yearsofcitymanagerexperienceandhas leadthecitiesof Walnut Creek, Hayward andPalm Springs. Most recently hefilled in for the cities of Orinda and Oakley while they searched for theirreplacements. The retirement of long timeCommunity Development Director and Transportation ProjectsManager,RichardPearson, createdanother opportunity for the cityto find the right person to help implement the Downtown Specific PlanandreallygettherevitalizationofMartinezontrack.Iampleasedto say that Karen Majors has been chosen as our newAssistantCityManager for Community andEconomic Development. Karen also has decades of experiencein Planning and EconomicDevelopment with the cities of

Oakley, Benicia, Livermore and San Pablo, These topmanagers alongwiththe Assistant City Manager forAdministrative Services, LianneMarshall, and Director Of Building and Public Works, Dave Scola make up the city’s “Dream Team”. Never hasthiscityhadsuchacombinationoftalentedprofessionalsassembledand ready to work togetherto implement the revitalizationof the entire city. And with thenewly elected city council now isMartinez’ “window of opportunity” tobuildonthefoundationwehavelaidoverthelastfouryears. On the financial side, Martinez is very healthy. Our fiscally prudent financial policies has allowed us to buildahealthyreserveandeventouseasmallportionofthatreservefor special capital improvementprojects such as paving, beautification, etc. We expect to closeout thisbudgetcyclewithareserveof$6.3million. The process of developing thecity’s budget for the next two-year period (7/1/2007-2009) has already begun. The staff is busydeveloping department budgets

andthecouncil’sbudgetcommitteewillbereviewingadraftbudgetinApril which will then go to thefull council for review and publiccomment. Myhope is that thecouncilwillcommit additional resources tothe maintenance of our parks, medians and roadways. Althoughourmaintenancecrewsworkveryhardtomaintainour122milesofstreets, 103 acres of developedparkland,230acresofopenspace,11 acres of medians, they needmore help to keepour city cleanand trimmed. I am appalled athowsomeofour fellowresidentsshow little if any respect for ourcommunity and environment bylittering and dumping unwanteditems in our parks and along ourstreets. Wealsoneedtomakeadditionalphysical improvements to theJohn Muir Amphitheatre such aspermanentbathrooms, lightingandseating. This will allow the venuetobeused throughout thespring, summer and fall months for alltypesofperformancesandeventswithout the huge start-up cost and effortthatisrequiredtoday.

TwoeventsthatwillsignalthestartofsomerealphysicalimprovementsinMartinez is the removal of theold ferry pier and the openingof the Campbell Theatre in theDowntown. As soon as the Army Corp of Engineers and the StateDepartment of Fish and Game giveustheword, theremovalwillbegin. AndtheCampbellTheatreis under construction with the first performances of Nunscense bytheWillowsTheatreCompanywillbeginonMay11th. IamexcitedaboutourplansforthenexttwoyearsandIknowthatonceyoustartseeingsomeofthepositive changes, you toowill feelthesame.
