RIGHT IN YOUR OWN BACKYARD – ACTIVITIES AND EVENTS AT THE VENETIAN •Candidate Forum Although it probably won’t be as exciting as the recent Presidential debates, one of the well-attended events is the annual VG&RC Candidate Forum, which will be held on Tuesday, October 13th at 6 pm at the River Club. Featured will be the two candidates running for City Council, Emilio Carlesimo and Fred Fraize. You will also briefly hear from councilman-elect Rich Cautero who lives at the Venetian. As we have done in recent years, there will be an opportunity to ask questions of the candidates. We have a sizeable number of Venetians who are eligible to vote and hope that the Candidate Forum will help all become better informed voters. The event should last about an hour.

• Droughts = Wildfires in FloridaWith the drought that Florida is experiencing, all of us must be extremely careful with anything that can spark a wildfire. A casual flip of a cigarette or cigar into the brush may be the incendiary that starts a fire. Please note that currently there is a smoking ban on the Venetian’s golf course. Also, pay particular attention to your surroundings during a thunderstorm with lightning. There have been 1946 wildfires in Florida since January 1st with 95,007 acres burned. Let’s all be super careful during our current drought.

• Thank you Alan MaioThe Community Association will continue to bring key decision makers to meet in an informal setting with residents. On April 11th, Alan Maio (pictured right) Sarasota County Commissioner met with residents discussing a number of county related issues that impact our community. Thanks to those in attendance as well as Commissioner Maio who is always eager to meet with our residents. He has historically been the go to person for county related issues.

• Flag Placement at the Venetian-Can You Help?The VGRC Community Association has funded and supported the annual flag placement at the Venetian. Originally, only the front driveway had flags. A year ago, based on a resident’s recommendation, the program expanded to cover every corner of the Venetian. Memorial Day is the next holiday where flags will be placed to honor those that have served.

Volunteers are needed to assist with this project. Norm Lowe, U.S. Army, 101st Airborne Division, has assumed responsibilities for the flag placement this year. Thank you Norm!

• Big Brothers Gala…Save the DateThe committee planning the ever popular Big Brothers/Big Sisters has already started work on their outstanding gala for next season. Please save Saturday, November 18, 2017, at the River Club for this great event. It is usually a sell out so when the tickets go on sale, better grab them quickly.

• C’mon Fellas, Pay Attention to Your Health!The Community Association sponsored a new topic for its last educational seminar of the year. FWO (For Women Only) and FMO (For Men Only) were two separate one-hour seminars led by two doctors, one male, and one female. There were about 50 women for their session and only 19 for the men. When asked why there was such a difference in the numbers, one of the physicians commented that it reflects the difference of how men and women see their health. Women, he indicated, take a proactive approach to their health and look on the preventative side. Men, on the other hand, wait until something happen and then want a quick fix to their problem. Do you agree?

• Wall of SomethingThe Wall remains up 365/24/7 even though many residents have headed north. This season there were alone a total of nearly 350 posts. Awesome! We trust that during the summer when you have an item for the Wall, you will post it. You also might consider writing up a recommendation for a wonderful vacation trip that you took. Become a waller! • Venetian Resident Becomes Council CandidateVenetian resident, Mitzie Fiedler, filed on May 1st as a candidate for Venice Council, Seat 1. The Election will be held on Tuesday, November 7,2017. Although months away, Mitzie has indicated that she will spend much of her time, “on the ground” engaging voters in their neighborhoods, at local events and in their homes. In a recent press release, Mitzie stated that soon she will have a web site where more information about her qualifications and the issues at hand will be provided. Information regarding voter registration, vote by mail, vote in person or change of address can be found at the Sarasota County Supervisor of Election web site, http://www.sarasotavotes.com or calling 941-861-3760 or visit the Anderson Administration Building on Tamiami Tr., near Jacaranda.

• Hurricane Response Team (HRT)According to Fire Chief Shawn Carvey the Venetian has one of the best organized resident volunteer programs that will assist in the aftermath of a hurricane. The program, which was developed and funded by your Community Association, is called the Hurricane Response Team or HRT. For details go to www.vgrcca.usSoon you will hear more information about the program and the request for volunteers. This year, thanks to the Community Association’s Community Betterment Fund, the HRT will have access to a text system to alert those on the various teams.

OUTSIDE THE GATES

• A House of What?????Venice is known for its small shops, quaintness and peacefulness. But wait, did Parcels read in the paper that the Healing Touch on W. Miami Ave., one of the downtown businesses, was shut down by our Venice Police Department for pr….. Sorry, Parcels can’t get his fingers to type it…let’s say it is known as the world’s oldest profession. Venice P.D. Lt. Eric Hill was quoted in the paper saying “It is prostitution under the laws of Florida to offer any type of sexual act in exchange for money.” If you are reading about this for the first time, Parcels cannot be responsible for the loud gasp coming out of your mouth. But let’s be fair. In America, you are considered innocent before being proven guilty. Thus, the owner will have her day in court and will hope that this episode will have a happy ending.

• Status of the Laurel Road Cleanup Process. During the summer months, when many – but not all- of our residents, including our Road Warrior captain, are away, we don’t want the process of keeping Laurel Road cleaned up to languish. Accordingly, we are most grateful to Bruce Fiedler, a regular road warrior, for agreeing to be our captain “pro tem” during the summer. When Bruce feels circumstances dictate, he will put out the call for volunteers. Bruce will be calling upon our regular list of volunteers, BUT, if you’re going to be here this summer, let him know if you can help. The process normally takes only and hour or two and Bruce has promised us he will try hard to stay away from both golf and the heat. Maybe even rain also, if we ever have any again.

• Venice’s Comp Plan – Almost ThereApplause to the City’s Planning Commission under the leadership of VGRC resident Barry Snyder for its hard work in completing the City of Venice’s Comprehensive Plan, 2017-2027. With their work completed, the report is now in the hands of City Council and then off to the State. The 350-page document is located on the city’s web site, www.venicegov.com. Even it you take a glance at it, you will be impressed with its thoroughness and detail. Throughout the process, citizen input was sought and highly valued. Within the report you may want to jump to page 159, where the Northeast area of Venice is discussed. Again, applause to our City Planning Commission for their great work!

• Turtle SeasonAll of us who frequent the beaches need to be aware of the following distributed by the City:The official season for sea turtle nesting on the Gulf Coast of Florida begins May 1 and ends Oct. 31, but nesting turtles may be here sooner or hatch a little later, according to Mote Marine Laboratory. Five species of sea turtles inhabit the Gulf of Mexico: loggerhead (the most common), green, hawksbill, leather-back and Kemp’s Ridley. Nesting sea turtles had a record-breaking season in Sarasota County last year, building over 2,000 more nests than in 2015, according to Mote data. The total for 2016, 4,588 nests, far surpasses Mote’s count of 2,475 nests in 2015. Venice saw 638 loggerhead nests on its beaches last season, dwarfing the 2015 total of 255 loggerhead and one green. During the nesting season, City of Venice ordinances prohibit the use of artificial lights, including flashlights, vehicle lights and lights shining on the beach from windows and walkways of nearby structures. Sea turtle hatchlings are often drawn to light, which consequently causes them to move away from the water instead of toward it after hatching. If hatchlings do not get to the Gulf water right away, they can become dehydrated, are more likely to be eaten by other animals, or may end up in a street where they can be crushed by passing motorists. Sea turtles are protected under the Endangered Species Act. It is a violation of the law to touch or otherwise disturb a turtle, turtle nest, egg or hatchling.

• The Outparcels at Plaza VeneziaThere appears to be no movement on the outparcels located at Plaza Venezia. McDonalds has been the only company on the outparcel. Parcels spoke to the owner of the property who indicated that he has had limited interest, pointing to the delay of the anticipated SMH hospital across the street as the major reason businesses are cautious about purchasing a lot. The owner believes that if the hospital becomes a reality, then many businesses will come knocking on his door.

• Patriotic ProgramThe Venice- Nokomis Rotary has started a fund raiser aimed at supporting veteran issues in Venice- Nokomis. The unique program provides for the placement in your yard of an American Flag on five national holidays. The uniqueness is that the homeowner does no work. Details are on the flyer at the end of this edition of Parcels. Due to its patriotic nature, Parcels wanted to put this program in front of residents. All questions are to be directed to the contact person listed on the application.

• A Better GradeVenice Bayfront Hospital recently released a news release, which had the following content:“This morning, the Leapfrog Group released its spring 2017 Hospital Safety Grades. This is one of many resources consumers can use in consultation with their physician to make informed health care choices. I am pleased to share that our grade improved to a C rating, from the D rating we received last year.While we are encouraged that our culture of continuous improvement is reflected in the improved score, we are by no means satisfied. Our staff and physicians work hard every day to serve our patients with the latest and best practices to ensure quality and safety and enhance the patient’s experience. Our staff is committed to this goal, and we appreciate their passion in earning and maintaining the trust our patients place in us.”

• Efforts AppreciatedAfter discovering that the controversial Certificate of Need was being put on the table in the Florida Senate, the VGRCCA put out a plea to residents to send to State Senator Steube in order to help move the legislation along. It appears the legislation did not move forward in the Senate when the legislature’s session ended on May 5th. The Community Association’s interest is plain a simple…….get a new hospital built down the street. The next key date will be in late July, when the status of the proposed SMH will be reviewed.

UPDATES ON KEY EXTERNAL ISSUES

• A Stance Against Fee WaiverJohn Moeckel, President, VGRCCA, recently sent a letter to the Venice Planning Commission opposing the reduction in or complete waiver of various City of Venice fees normally placed on new residential construction in order to promote workforce housing. At the end of Parcels is the complete letter that we would recommend to read.

• Proposed Apartments at Portofino.The 53 acres on the northeast corner of Knights Trail and Laurel Roads, known as Portofino, is zoned Commercial Mixed Use. This zoning allows for up to 650 residential units to be built on that property along with other retail and commercial uses. Permitted residential uses include but are not limited to multifamily housing (rental and privately owned), assisted living facilities and convalescent homes.

The owner of this property is working with Zilber Ltd. on the possibility of constructing approximately 272 apartment units at the eastern end of the property. This would place the apartment buildings just west of Willow Chase. The units would be located to the north, approximately 300 feet from Laurel Road, allowing for future retail businesses between the apartments and Laurel Road. Preliminary plans show eight (8)-three (3) story buildings plus a clubhouse with a pool and other amenities. The 272 proposed units are well within the 650 presently permitted under the governing CMU zoning. As required by the City, the Portofino Advisory Board, consisting of three residents from the Venetian as well as three from Willow Chase, are working with the developer on this project in the early planning stages and as it threads its way through the City’s planning and development process. The Board’s advisory capacity is limited to suggestions relative to architecture, buffers and parking area landscape.For information regarding similar apartments being built by the same developer, go to https://www.echolakeatlakewoodranch.com and https://www.yourobserver.com/article/echo-lake-is-open-in-lakewood-ranch. If you do so, please note that the exterior architectural treatment will not be as shown but consist of Northern Italian Renaissance elements such as was applicable to the Venetian and CVS pharmacy. For proposed rental rates, go to the Echo Lake Articles. Rates for Portofino might be in the neighborhood of 5% to 10% lower than Lakewood Ranch.The update is that Zilber Ltd is planning to put in their application for approval to the City sometime during the month of May 2017. In addition, the Portofino Advisory Board will be meeting with representatives of Zilber in May.

NOTES FROM THE POA FOR MAYThe POA board meeting was held on May 3rd and 5 residents attended. Discussion topics included: • Updated policies – the board, with an ACC member present, discussed revisions to the standards

regarding the planting and removal of trees. These are subject to the City of Venice and Sarasota County requirements, who will need to approve our revisions.

• Irrigation compliance – the board reviewed fines for those homeowners who were in violation of the irrigation rules in March and April. (Residents are allowed 1 violation in a 90 day period before fines are assessed.) Residents who were reported by the front gate rover to be in violation will be contacted via email within 2 days of the report. It is hoped that this prompt action will remind homeowners to not violate the wet check rules, or will result in them correcting their irrigation timer programming or having it repaired.

• Real estate signs – the board, along with input from the ACC, decided not to allow real estate open house signs at intersections within the community. The property manager will continue to review and approve any temporary signage.

• 2016 audit – the board approved the 2016 audit and it will be made available on the POA website in the near future.

• Boardwalk signage – the property manager is working with a sign company to make and install new signs with maps and directions, so boardwalk users will see the full area of the walkway, the cabana, and the two overlooks to the river.

A SPECIAL REMINDER FROM YOUR POAThe Venetian community has a large problem with irrigation violations due to the dry and hot weather. Here are some reminders that everyone must follow if we are to avoid drastic changes in how irrigation water is provided to the community:1. There is a strict schedule of irrigation days, times, and durations that all homeowners MUST follow. 2. “Wet check” day is ONLY for wet checks!3. Be sure your irrigation timer has a backup battery in good condition. 4. Timers wear out or can be damaged by a surge -- you may need a new one. 5. Following the irrigation rules really matters! Fines from our water agency could amount to $50

per week per household, and are very possible if we do not reduce our water use.6. The front gate rover is monitoring compliance with the irrigation schedule, particularly on wet

check days. The POA and VCDD sincerely appreciate your cooperation to help us through this dry period and to avoid monetary penalties from the water agency!

Chairman and Commissioners City of Venice Planning Commission Re: Rezone Petition No.17-08RZ John Nolen Gardens There has been considerable discussion recently regarding the reduction in or complete waiver of various City of Venice fees normally placed on new residential construction in order to promote workforce housing. While we certainly agree that such housing is needed in reasonable amounts and in certain areas of our city, we question if “for profit” companies should be the recipient of such benefits at the expense of current and future City residents.

The John Nolen Gardens application which you will be considering on May 16, 2017 is a perfect example of our concern. While we may question if the large number of rental units being presently considered for the northeast Venice area can be supported economically, we do not question the need. In the application you will be considering, the petitioner states, when addressing Policy 3.2 of the Comp Plan, that “ The proposed John Nolen Gardens development does not rely on any federal, state or local housing subsidies to attain affordability”. Yet, they further state, when commenting on Policy 3.9 of the Comp Plan that “ The Applicant is specifically requesting the City provide reduced fees and benefit credits to aid in achieving economical rentals”. We find these two statements contradictory. Is not “reduced fees and benefit credits”, which can only be provided at the expense of others, truly a “subsidy” by any definition?

To the best of our knowledge, there is nothing presently in the City of Venice Code which would specifically allow the awarding of any “reduced fees and benefit credits” to a developer. Assuming this is the case, how does the Planning Commission or for that matter, City Council, comply with the applicant’s request? We suggest that any commitments to “reduced fees and benefit credits” must be denied until such time the incentives noted under Comp Plan Policy 3.9 has been codified.

It would seem reasonable that a cost estimate of requested subsidies and further, the increased cost burden this would put on other city residents, would be needed to consider such a request, even if the City Code permitted such subsidies. While we did not find an estimate of the cost impact in the application, the legal firm representing the applicant sent a letter to the City Manager dated March 22, 2017, stating the associated fees cost per single developable unit in the City amounts to approximately $11,000 per unit. In an email dated March 30, 2017, addressing the March 22, 2017 letter mentioned above, The Mayor indicated that, in addition to this amount of $11,000 per unit, this project would incur “nearly $500,000 in permit fees and $1 ½ million in water and sewer and hookup fees”. Taking the $11,000 per unit applied to 510 units and the $2 million in water and sewer and hookup fees, the potential subsidy for this project could be up to $7.6 million.

$7.6 million seems to be an unreasonable sum for the City to provide to a “for profit” developer in order to make his project more competitive. To the best of our knowledge, the City has not provided such subsidies to “non-profits” such as Habitat for Humanity, let alone to other “for profit” companies. We ask; “How would such subsidies on this project affect another developer who will yet this month submit an application to the City for up to 272 similar apartments units on Laurel Road just south and east of this proposed development”? While it is estimated that rental rents may be 20% higher or so for this Laurel Road complex than those proposed for John Nolen Gardens, projected housing costs will still be

well within the “Workforce Housing” category as it relates to medium income. Should one “for profit” developer of workforce housing be provided subsidies while the other is not, both providing a similar product in the same neighborhood?

The primary beneficiaries of the requested subsidies are (1) the developer, being able to maintain competitive rental rates while still receiving his desired return on investment and, (2) the companies that employ the occupants of the proposed John Nolen Gardens. Those that will profit from John Nolen Gardens, not the present and future residents of Venice, should bear the burden of making this a viable development.

In closing, please understand that we are not taking a position as to whether or not the John Nolen Apartments are needed or if they will be a benefit or be a detriment to the area. We do, however, believe the market place should make that determination based a truly and fully “free market rate” rental apartment complex, as is often stressed by the developer.

IMPORTANT IRRIGATION WATER NOTICE

To all Venetians:

The Venetian POA & VCDD CANNOT stress enough importance on the irrigation violations attributing to overwatering in the Venetian community. We need your help and understanding of WHY this is so important!

The recent increase in water usage has put our whole community well OVER the allotment provided to us by SWFTMD (the regional water agency). Continued usage at this level can result in severe fines of up to $10,000 per DAY!

Due to unusually hot and dry conditions we realize some lawns may be experiencing browning. While Block II, our second weekly watering period, is in effect to help offset this condition, some find it necessary to abuse the community’s irrigation rules in an attempt to keep their turf “green and bright”. Dormancy or “browning” during drought periods such as we are undergoing at the present time is common, and to be expected.

Here are some reminders that everyone must follow if we are to avoid a drastic changes in how irrigation water is provided to the community:

1. There is a strict schedule of irrigation days, times, and durations that all homeowners MUST follow. Do not set your timer for longer than the 2 hour period assigned to your address or to the wrong day.

2. "Wet check" day is ONLY for wet checks! Wet check means very brief test operation of cycles while the homeowner or landscaper is present. This should take approximately 10-15 minutes. Your timer should NOT have a wet check period programmed into the schedule. Please do not use this time as another day to water your lawn!

3. Be sure your irrigation timer has a backup battery in good condition. Check your control regularly in case an outage or surge has reset the time or the program. As your microwave would need to be reset from a power surge, so will your irrigation timer.

4. Timers wear out or can be damaged by a surge -- you may need a new one. Replacements are available on line (Amazon) or from a knowledgeable landscaper. RainBird and Hunter models are most common in the community.

5. Following the irrigation rules really matters! Fines from our water agency could amount to $50 per week per household, and are very possible if we do not reduce our water use.

6. The front gate rover is monitoring compliance with the irrigation schedule, particularly on wet check days. Homeowners are allowed 1 violation in 90 days, and succeeding violations will result in fines from $100 to $1,000.

Attached is the irrigation schedule which can also be found on the www.venetianpoa.com website under Documents. PLEASE make sure your timers are in compliance and wet check is NOT scheduled as a “run” day.
