A. Judging Qualifications. each Band governing body will be the sole judge of the constitutional qualifications of its voters and may, by official action, delegate this responsibil-ity to its general reservation election Board.

B. Eligibility to Vote: Generally. eligible voters are enrolled members of the tribe, 18 years of age or over. all eligible voters shall vote by secret ballot. to be eligible to cast a bal-lot a voter must meet all constitutional requirements. in addition, to be eligible to cast a vote for Committeeperson, a voter must have resided within that dis-trict for at least (30) days immediately preceding the election, unless the voter casts an absentee ballot as permitted by this ordinance.

C. Eligibility to Vote: Absentee Whenever, due to absence from the reservation, illness or physical dis-ability, an eligible voter is not able to vote at the polls and notifies the General election Board consistent with this or-dinance, he/she will be entitled to vote by absentee ballot in the manner and un-der the procedures as provided by Chap-ter ii, section 2.B. of this ordinance. to cast an absentee ballot for commit-teeperson, an eligible voter must have resided within that district for a period of at least thirty (30) days as his/her last reservation residence. in the event an eligible voter has never resided on the reservation of his/her enrollment, he/she must declare in his/her request which district has been selected in which to cast the ballot for Committeeperson. a voter may not thereafter change his/her district for absentee voting purposes without actually residing within a dif-ferent district on his /her reservation of enrollment for at least thirty (30) con-secutive days immediately preceding the election.

Cass Lake, minnesota – May 8, 2012 – Bob Hopkins, U.s. tribal Liaison

for transCanada, presented the Leech Lake Band of ojibwe emergency re-sponse department a check for $50,000 on may 1, 2012 for the Leech Lake emergency interoperability Project. the support is part of transCanada’s invest-ment in the areas where they operate and do business. “the donation from trans-Canada will make a difference in mov-ing the emergency system forward, and we’re happy to be a supporting partner on this project.” says Vern meier, Vice President, U.s. Pipeline operations for transCanada. the Project will allow for the state of minnesota to have common backbone of radio systems. the Leech Lake interoperabil-ity Project is designed to create a unified tribal reservation band emergency com-munication system as part of the Leech Lake Band of ojibwe and the state of minnesota Participation Plan. the Par-ticipation Plan accounts for all tribal de-partments that would need to respond to daily emergencies, and those responding to a reservation or county emergency or disaster. it is intended to integrate with the statewide communication system that allows the Leech Lake tribal government to respond to state and national emer-gencies and disasters. the Plan includes the purchase of all required equipment,

system training, and system testing; and should be in full operation by november 2012. the system allows all bands, upon the state of minnesota armer conver-sion, to continue to operate emergency ambulance and rescue services. it also aids in honoring our medical mutual aid agreement within the four counties of itasca, Beltrami, Cass and Hubbard, as well as our Cooperative Law enforce-ment agreement with those same coun-ties of which are all asset areas for trans-Canada. With more than 60 years expe-rience, transCanada is a leader in the responsible development and reliable operation of north american energy in-frastructure including natural gas and oil

the Udall Founda-tion announced

Leech Lake tribal College student Lucas Bratvold as one of 80 students selected - from a total of 585 candidates nominated by 274 col-leges and universities - as a 2012 Udall scholar.

the 2012 Udall scholars will assem-ble aug. 8-12, in tucson, ariz., to receive their awards and meet policymakers and community leaders in environmental fields, tribal health care and governance. each scholarship provides up to $5,000 for the scholar’s junior or senior year. the Udall Foundation is an indepen-dent federal agency that was established by Congress in 1992 to provide federally- funded scholarships for college students who intend to pursue careers related to the environment, as well as to american indian students who are pur-suing tribal public policy or health care careers. Prior to enrolling at LLtC, Bratvold, an enrolled member of the red Lake Band of ojibwe, served six years in the U.s. air Force. He is an honor student and one of only two U.s. tribal college students selected for this prestigious award.

LLTC Student Selected for Costa Rica Internship

tribal College student, Cedric Fairbanks, has been accepted into a select 2012 summer internship in Costa rica by the organiza-tion for tropical studies through its native amer-

ican and Pacific Islander Research Education (naPire) program. Cedric will spend eight weeks this summer in Costa rica conducting research on mammal behavior and tropical biology under the supervision of a research mentor. the organization for tropical stud-ies (OTS) is a nonprofit consortium of over 60 universities and research institutions from the United states, Costa rica, australia, méxico, Perú and south africa. since 1963, ots has provided leadership in education, research, and the responsible use of natural

resources in the tropics. the naPire program provides a graduate-level research experience to about 20 undergraduate students from the United States and Pacific Islands each year. the program is designed to provide an understanding of tropical ecology that is grounded in a foundation of the so-cial, political, economic, and scientific aspects of resource use and conser-vation. the combination of theoretical research and hands-on field work in one of the world’s most diverse ecosystems makes this a unique experience for the students involved. after completing his studies at Leech Lake tribal College, Fairbanks plans on pursuing a four-year degree and a career in an environ-mental science-related field.

memorial Feast at Bug-o-Nay-Ge-Shig

Bug o nay ge shig school will hold its annual memorial Feast on tuesday, may

22th beginning at 5:30 p.m. in the school gym-nasium. the memorial Ceremony and Feast is held in memory of all deceased students and staff who have been a part of the Bug o nay ge shig school family. all of their family members are encouraged to attend.

Leech Lake tribal College student Lee robinson has been selected as a 2012

summer intern at the john F. Kennedy space Center, located on the merritt island nation-al Wildlife refuge near Cape Canaveral, Fla. Kennedy space Center internships were created to provide full-time students with 10 weeks of training that will help them develop skills and exposure necessary for successful careers in nasa/KsC-related professions, and with financial income to promote their retention in school and encour-age their completion of a college education. robinson is currently part of a team of tribal College students who are designing and building a rocket to enter in the Colle-giate rocket Launch Competition to be held in green Bay, Wis., in late april.

Boozhoo, I hope this message finds you well. The summer months are fast approaching and the warmer weather and longer days beckon us to many fun outdoor activities with family

and friends. it is also a time where politics on our reservation are at their height, with an elec-tion looming and tainting all areas of our business, tribal government, and decision-making. I have been in office now for seven months, more than half a year and I wanted to share with you an observation that i have made and a path to a better, stronger, more stable Leech Lake. First, my observation is this: the Leech Lake tribal government needs to put in place real planning if we are ever going to solve any of our problems. the basis for all of our decision-making needs to be solid planning, where we look into all aspects of an issue rather than jump to a conclusion and make a hasty decision. mean-ingful planning is not taking place right now and the benefits of planning seem to be ignored. We can no longer blame all of our problems on a lack of resources; the lack of meaningful planning is doing much more damage to our government than any lack of resources. Yes, re-sources are scarce, yes, we have many unmet needs. But how many of those needs could have been met right now if we had put a solid plan in place four years ago and closely followed it? By planning, i’m talking about a process that involves identifying barriers or chal-lenges and developing attainable action plans to address their root causes through reasoned steps with realistic benchmarks that will lead to breaking down the barrier or ending the chal-lenge. We have not had any substantial or meaningful planning in the past four years. the rtC office is a physical manifestation of this lack of planning and what happens: our systems and processes decay from the lack of proper planning. the idea of a new government center has also shown the problems inherent with this poor approach to decision-making: sites are pro-posed and the person who made the proposal doesn’t even know who owns the land, possible grants are ignored while obtaining loans is a priority. There are real benefits to implementing a plan, and Leech Lake has seen it before. With proper planning, from 2004-2008, we came out of a deficit of more than $12 million and had a general fund positive balance of more than $2 million. We can see this type of progress again, but we must have people in place who understand and appreciate the concepts of plan-ning and can appropriately implement a plan. We need to be laying the groundwork right now for the next five to ten years, realisti-cally forecasting our government’s financial resources and developing meaningful manage-ment plans in line with those forecasts. instead, the haphazard approach this government has taken regarding planning (if it is done at all), does not take into account any real financial constraints or long-term impacts. our government’s decision-making process in current form is reactionary and off-the-cuff. the systemic issues and root causes of our problems are never fully addressed in this short-sighted approach and that’s why so many of the same problems keep resurfacing. if we would take the time to develop and implement a real comprehensive plan for our tribal government, we could address many of these issues. the problem is that i have not seen the ability or capability to allow this type of planning. it’s as though the only style of decision-making known to these two incumbents is the short-sighted reactionary process that continues to fail our people. it is not all bad news though. We simply need to change course. We need to elect people who understand that a well thought out, considered, and reasoned decision-making process that embodies meaningful planning will help our community and our tribal govern-ment progress in a positive direction and address the real barriers facing our people. i see a clear path forward, and it is in electing new, educated and experienced people to our tribal Council so that real planning can take place. there is a stark choice that the people of Leech Lake can make. We can either con-tinue down the broken path we’ve been following for the past four years or we can start fresh and truly tackle the great issues facing us. i see a new movement rippling through our reservation. the strong silent majority is growing. it contains elders, working people, and young people, all segments of our reservation population. We need this strong silent majority to come through for all the Leech Lake people in order to get us on the right track. that is why i fully support Carri jones and Leroy Fairbanks. i have had a chance to work with them over the past several months and i know they have the ca-pabilities and characteristics to move Leech Lake into the direction we need. i enthusiastically and whole-heartedly support Carri and Leroy for Chair and district iii, respectfully. they are the kind of people we need on the Council. Please vote june 12 for Carri and Leroy. mii-gwetch.
