WINCHESTER VA AREA MAIL PROCESSING (AMP)FINAL POST IMPLEMENTATION REVIEW (PIR)
EXECUTIVE SUMMARY BRIEF
Background:Capital Metro Area, with the assistance from the Northern Virginia Performance Cluster,has completed the Final Post Implementation Review (PIR) of the Area Mail Processing(AMP) that consolidated originating imd destinating mail from the Winchester, VA PostOffice to the Dulles VA P&DC. This final PIR used data for the first twelve monthsfollowing implementation and then annualized savings to determine if the Postal Serviceincreased efficiency by consolidating mail processing operations from the Winchester VAPO to the Dulles VA P&DC. The AMP was approved July 22, 2009 and moved all mailprocessing operations for the ZIP code 226 to the Dulles VA P&DC. The transfer ofvolumes to the Dulles VA P&DC was completed on January 2,2010.
The Winchester VA PO is located approximately 48 miles from the Dulles VA P&DC.

The consolidation shifted an approximate average daily volume of 316,195 first handlingmail pieces (Base Period) from the Winchester VA PO to the Dulles VA P&DC. Therewere numerous service upgrades and no downgrades for First Class Mail.
Customer Service Considerations:The AMP proposal identified overnight service commitment improvements as noted inthe evaluation. For Quarter 1 2011, the combined overnight percentage was 94% forDulles VA P&DC

Winchester VA PO EXFC First Class Mail Service Performance from TIM
Transportation Changes:The approved AMP projected an annual transportation cost of $26,140. The Final PIRprojects an annual savings of $665,293 due to modification of HCR routes and otherinitiatives at Dulles VA P&DC. The Final PIR also references changes to HCR routesthat were not associated with the AMP, but were initially identified as affected HCRroutes on the original AMP proposal. The changes are as follows:
22910:The original service to Winchester on part A, was eliminated with the AMP. The newmileage associated with part A is the result of the addition of service previouslyperformed on HCR 22936. HCR 22936 was canceled and the service was shifted toHCR 22910.
Staffing Impacts:Based upon the four full quarters of data following AMP implementation, the annualizedFunction 1 work hour savings is $1,513,494 compared to the proposed $1,320,548. EASwork hour savings amount to $329,833 compared to the proposed $104,498. Craftpersonnel changes are summarized from the staffing comparison for complement as ofthe end of Quarter 1 FY 2011 versus Pre AMP. There was a reduction of 12 craft and 7EAS employees.

The USPS has not had to lay-off any employees from the Winchester VA PO to achievecurrent complement levels and has aggressively worked with the impacted employeesfor placement in career positions within the identified area of consideration inaccordance with the Worker Adjustment and Retraining Notification Act (WARN).
Maintenance Impacts:The AMP projected net annual maintenance savings of $185,043 with the consolidationof the operations. This savings was attributed to the Winchester VA PO losing 1 AFCS,2 CSSCS, and 1 micro mark and the associated labor and non-personnel costs. As ofDecember 31,2010, Winchester's AFCS is not in use and has been relocated. OneDSCS and one DIOSS were relocated to the Dulles VA P&DC and the costs associatedwith the equipment relocation amounted to $18,244.
The AMP study represented the consolidation of operations and the PIR reflects allcurrent operational changes during the review period.
Space Impacts and One Time Facility Costs:The AMP projected $26,880 one time costs. The Final PIR identifies $18,244 for asavings of $8,636.
Other Concurrent Initiatives:
The Final PIR accessed an actual cost of $1,693,546 for Maintenance associated withthe additional FSS machines.
The AMP proposal to move originating and destinating Winchester VA PO volume to theDulles VAP&DC projected a first year savings of $1,583,944. The Final PostImplementation Review after implementation savings as $1,080,569. Additionally, theoriginating Dulles mail processing was AMPed into Merrifield VA P&DC and 3 new FSSmachines were added at the Dulles VA P&DC within the first PIR period. The 3additional FSS machines were not included in the initial study. FSS work hours wereaccessed at $2,711,966. The Final PIR accessed an actual cost of $1 ,693,546 forMaintenance as well in association with the 3 additional FSS machines.
