Welcome
Thank you for volunteering as a Team board member and supporting CarthageABC
Youth Soccer. Being a board member of a competitive select team is an important role
and contributes to the success of the association as a whole. The Board member is
the liaison between the coach, the parents, and CSA. Your knowledge and
support of the team and the program makes the job easier for all. A good
team board member becomes a vital source of information for the players, parents
and coaches, and can have such a positive effect on the success of the team and
enjoyment for all.
This manual will help you understand the duties and responsibilities of being a team
board member, but the manager's role goes beyond this. Communication is critical in
the member's position. You must be available via email - checking it regularly and
responding promptly to all requests clearly and concisely. You are the lifeline of the
team!
In addition, you will need to ensure the team has sufficient volunteers to support the
team. Teams handle things differently but wed suggest each team has a member (or
two), a coach, vice technical, and a volunteer coordinator. Each team will need a
parent to handle game day items. If, for example, your age group has two different
teams, you would need two game day parents.
Finally, CSA is here to support you. There will be Age Group Coordinators (AGCs)
that can answer questions, find answers that we havent heard yet and be a sounding

board for issues you are seeing. The Director of Coaching (DOC) and vice technical can
help address technical soccer issues that your coach(es) are unable to address. The
Treasurer and Asst. Treasurer can help you with financial issues. Our Administrator can
help you with scheduling, uniforms, and practice fields. And your fellow members are
always willing to help out. You are not alone we are all here to help you make thesoccer season a great one for all the kids.
Team Formation, Registration, and Administration:Tryouts
CarthageABC younger tryouts will be held dates to be communicated soon during
school days. Older tryouts dates will also be announced but will be in later month of
the season. They are run by the Director/Head of Coaching (DOC) and staff. Each
player will be assessed by a number of coaches with the DOC and relevant team coach
having the final say on who should be selected for a team. Those players not selected
will still be able to take part in House Soccer. Any parent who wants their child to play
for a select team must be aware of the level of commitment required both financially
and in terms of the time spent traveling. They should be made aware of key dates in
the season including league games, play dates, tournaments and State Cups.
Immediately after tryouts have been completed, the members should
schedule a team meeting with parents. This is an opportunity for the parents
to agree to soccer and administrative issues. An example agenda could be:
Coach Introduction
o Team overview
o Training schedule
o rainny/dry plans dry League, Play dates/jamborees, tournaments
o Rainny plans rainny League, tournaments, State Cup
CEO/Manager agenda
o Registration timing and requirements
o Financial overview
o Volunteer requirements
o Contact list
CSA will be providing rooms for team meetings the week following tryouts, March 1-5,
as required.Contact League Administrator/vice technical, with requests.
Registration
Team registration will work a bit differently this year than in the past. Team
registrations will take place on (in later Months for older teams). At that time, all team

managers AGE group, will need to bring complete registration packets for all players.
The packet for each player will include:
Completed CSA Club Medical Authorization form
Passport sized headshot (1.25 x 1.5)
Proof of birth date birth certificate or passport Check for full registration fee
At that time, you will have a temporary roster which will be confirmed by the
Competitive Registrar/General secretary within 2 weeks.
To add a player to your roster, the same registration packet will need to be delivered
to the Competitive Registrar, either through the CSA PO Box (see contact information)
or directly to the Competitive Registrar G/eneral secretary.
Team Volunteers
A manager cannot run a team on his/her own. Its very important to get other peopleto help. The most important roles are the Treasurer and Fundraising coordinator. If two
teams are playing in an age group, each team should have a manager who can handle
all game day functions and decisions. Other potential volunteers could include
publicity/voluuteer coordinators (for tournaments), communications (to parents and/or
to newspapers), and uniforms/equipment coordinator or kit officer (for team benches,
canopies, or other equipment).
Contact List/RosterAll families should have a roster for the team. Each roster should include player
name, parent(s) name, contact phone(s) and e-mail, and jersey number. This should
also include all coach contact information.
Communication
Communication is possibly the most important role within a team. Weekly
communication regarding trainings, game times/locations, directions, and any other
specific instructions is crucial. Wed suggest several team meetings throughout the
year initial team meeting, following Rainny/Dry spell season, fall season kick-off, postseason close up. These can be brief touch base conversations after practice or a game but
should make sure there are no issues with the team, answer questions and generally make
sure all families feel like their child is having a positive experience. Each team should
have a bi-lingual representative to ensure all families can have questions answered.

Team Financial Management
Its crucial to put a budget together quickly ,so that all families know what
commitments they need to make for the season. We highly recommend our team to
have a follow ups. our team will need to have a bank account to write checks for each
member of academy. CSA has our accounts with Bank of stanbic Moyo. It is
significantly easier for our team accounts to be with Bank of stanbic as well since it
wiil allow electronic transfers where necessary. Please contact the Treasurer with any
questions about setting up a bank account. A sample budget is in the Appendix. We
suggest that each team will require fundraising budget to meet rainny/dry league fees,
play dates, tournament, coach travel, and other expenses for a season. Please contact
the carthageABC Treasurer with any questions or for some help in putting together a
budget.
CSA is putting a new payment schedule in place this year, due date will be
communicated to members,parents,players as CarthageABC youth soccer
commitment. Registration fees are due at Registration (March 9th and 10th for all teams
U14 and younger). Program fees will be collected in 3 payments. Financial Aid
decisions will be made by BODfor all applications received. These fees can be applied
to registration or program fees. For any family that cannot make the scheduled
payments, a payment schedule will be required. Payments can be made through the
league web site later on or directly to a bank account.
A financial review will occur for our team with the carthageABC youth Treasurer within
two weeks after each scheduled payment. This will allow our team to stay current with
budgets as well as allow the league to help any family that is unable to keep up with
scheduled payments.
Fees for the 2010 season are as follows:
Registration fees are up this year due to the large increase in field expenses the
league pays to Novato Unified School District and City of Novato. We have seen our

field fees double this past year and expect them to increase again in 2010. We
continue to work hard to keep the costs down to play select soccer and continuously
watch the costs of other programs.
CAAP Financial AidFinancial Assistance is available through our carthageABC Academy Player Assistance
Program (CAAP).in future upon approval from BOD.
Assistance is provided based upon financial need, the number of applications
received, and the amount of funds available for disbursement. No player will receive
full financial aid.
Assistance can be used for registration fees or coaching fees but not uniform fees or
league events.
An application needs to be filled in and turned into the league with requestedfinancial documentation. All information received will be treated confidentially and
shredded at the end of the determination process.
All recipients of CAAP funds are required to volunteer for the league. If you do not
follow through on your volunteer commitment, your childs player card may be held
and future financial assistance will not be disbursed.
Determinations of financial aid will be made by a committee appointed by the Board
of Directors on the schedule listed below. All decisions made by the committee and
approved by the Board are final. Funding for CAP comes from fund raising activities, sponsors, and general fund
allocations.

CAAP Applications are made available on the website soon and will be available at all
tryouts as well.
Equipment and Uniforms
All CSA competitive teams are required to wear the official uniform. CSA will negotiate
a player package with companies, at a Discount rate. Which will be supplied by our
Soccer Academy. The player package includes the following items:
2 Game Jerseys - one yellow/one blue, includes CSA logo and player number
2 Game Shorts one yellow/one blue, includes player number
2 Game Socks one pair yellow/one pair blue
1 Training Jacket blue, includes CSA logo
1 Training Pants black, includes player number
1 Training Jersey blue.
1 Training Short black
1 Training Socks 1 pair black
1 Backpack
Ordering Procedure New Players
Wearing of the approved CSA uniform is mandatory at all games. Uniforms for new
players are ordered by our team, after team selection is confirmed. Policies and
procedures are as follows:
Each new player will be required to order the full CSA player package, as listed
above.
Each new player will be required to attend one of the pre-scheduled Uniform Try-On
Sessions
Prior to each ordering session, contact your team managers and/or coach to confirm
your assigned player number.
Each player will be required make a full payment for the uniform package, directly to
their team treasurer. Full uniform without name embroidery will be or w/ name

Ordering Procedure Returning Players
Returning players needing additional pieces should order from the CSA Soccer
website, at time to becommunicated on the website. Pieces will be offered at a Discount.
Any questions regarding the uniforms or how to order, should be directed to the vice
technical/ League Administrator .
League and Tournament Registration and Scheduling
Each manager needs to create and/or verify the roster at youth soccer web site if its
correct for their team. Contact CSA Select VD in order to get your initial login for youth
soccer site if required.
DISTRICT/NATIONAL EVENTS
Each team U9 thru U17 is expected to participate in the district/national events. Each
team will also be expected to supply volunteers. The district/national will be
communicated this year. Volunteer posts include but are not limited to: Field
Marshalls, Field Set-up, Snack Shack, and Tournament Headquarters.
Game Scheduling
As a Team Manager or Coach, you are responsible for scheduling your 'Home' games.
You will need to contact league administrator and update the match dates (if requires
change), time and location.please obtain confirmation from your opponents and be
flexible in order to accommodate conflicts with other sports and activities.
Game Day Management
Game Day items can change from season to season. Weve shown updated
information from district/national youth activities from their 2010, team handbook but
things could change. Well work with all managers to alert you to changes but you
should also keep the latest copy of the CSA handbook available.
Team Binder
Each team manager will need a binder with all the information a manager requires for
a game. This binder should go to every game (and can be the means of ensuring a
replacement manager is well prepared if a manager has to miss a game). We will have
examples and a binder for our team at the managers meeting on dates to be set out.

We will provide a binder to any member that would like one. We feel some of the key
elements of our team three-ring binder:
Zipped pocket for player (and coach) cards
Ability to zip binder shut to avoid losing papers/keep them dry
One page summary with key contact information (see Appendix for league keycontacts)on website.
district/national Club Soccer roster (keep several copies just in case)
Medical releases for all players(if any).
Current and historical game cards.(if any)
Game day instructions.
League and/or State Cup Handbook, in case issues come up
At each district/national Game home or away team managers should have:
district/national Game Card district/national Certificate of Insurance Form
district/national Soccer roster of team
district/national Soccer passes for its players
Home Games Responsibilities
The first team to play during the day should arrive at the field 1 hour before game
time and will be responsible for:
Ensure the field is lined properly. If not, please call Field & Equipment/kit
Coordinator. Putting up goals (some just need wheeling into place), nets and corner flags.
Ensuring a referee is assigned and shows up. Check a day or two before that
referees have been assigned to your game. If no referee has been assigned 24 hours
before the game or a referee is not at the field 20 minutes before the game, contact
the Head Referee.
Provide DFA Referee Game Report to center referee(if required)
Provide roster and passes(if required).
Post-game, the home team has several responsibilities:(IF APPLICABLE) Both coaches and managers sign the game cards
If no red cards were issued in the game, the home team holds the game card until
the end of the season.
If a red card is issued, see the red card procedure below as immediate action is
required from the center referee and manager.

Post the score on CSA site within 24 hours.
The last team to play is responsible for dismantling and securing equipment goals,
nets, and corner flags.
Away Games
Manager must provide player passes plus CSA Player Roster (or DFA Club Player
Roster). In addition, the manager must make sure the coach signs the game card.
Send offs
If a player or coach is sent from the field by a match official the referee must follow
the procedures outlined below:
Referee will provide a Red Card Report to the home team manager (and DFA). The referee will NOT hold player or coach passes. This is a change from past years.
Please inform your AGC of the red card if it involves a CarthageABC player or coach
Please follow the verification procedures laid out in Appendix C
Issue Resolution
If a CarthageABC Youth Soccer Association player or parent has an issue or concern of
any kind, CSAs procedure is for that player or parent to discuss it first with their team
coach. If the issue cannot be resolved at that level, the coach may recommend that
the player or parent discuss the issue with the Team. vice- technical.
If the issue cannot be resolved at that level, the Team Manager may recommend that
the player or parent discuss the issue with the AGC and/or DOC. If the issue is still not
resolved, the Select
Subcommittee will be the final forum.
The Select Subcommittee is made up of the Vice administrative of Select, CSA
CEO,HEAD/ DOC, VICE TECHNICAL, and the Select AGCs.
Players, parents, and coaches are required to use this procedure for issue
resolution.

Field Locations
All CarthageABC field locations can be found on the web site
www.carthageabc.org/soccer All games will be played at chelachela stadium, or
possibly other fields in MOYO from time to time. All away field locations can be found
on the web site for league and State Cup games.
Where can I find other information about CSA?
All information you should need to find is there or information of who to contact with
other questions. CSA has website and administration software providers this year.
Where can I find information about NorCal?
CarthageABCs website can be found at www.carthageabc.org/soccerSome useful
information at the site includes:
Handbook (answers most questions about league play),printed available.
FAQ youth academy on site.
Team policies.What happens when it rains?
Field closure is not an CSA decision but is made by either DFA or district local govt,
welfare and sports department, depending upon the field. However, at any time, you
can check on the web site or call our rain line, which is posted on the web.
Game schedule information?
Game schedule information will also be posted on the web site. Our new web site will
have all schedule information available to CSA members.
What happens when our coach is unavailable for training or a game?It is inevitable that coaches will not be available for every training session and game
during a season. In times of absence coaches will ensure that they have cover for
training and/or games. It is important that longer periods of absence are
communicated well in advance so alternative arrangements can be made. When
arranging cover the coach will:

Notify the DOC or his/her deputy that you are going to be absent
Ensure the replacement:
o The person must have undergone a current background check within CSA in either
the Recreation or Competitive leagues.
o
Obtain permission of DOC or VICE TECHNICAL.o Preferably the replacement will be licensed
Communicate the absence in plenty of time to team manager and parents.
Plan the training and/or games with replacement coach.

Scheduling Steps and Responsibilities.
Forty-Eight Hours:
Please wait 48 hours after schedules are posted - before beginning to use the
schedules so that we have time to make any corrections that are brought to our
attention. If you notice any mistakes, please notify the proper administrator for each
league or cup.
Scheduling Responsibilities
It is the responsibility of team managers and coaches to work with each other to
schedule the games - on the dates we have given you. Changes may be made to
the schedules, provided they are agreed upon by both teams.
Database Contact information:
Once you have logged into the norcalpremier.com web site you will have access to all
managers, coaches and Club carthageABC Representatives.
Communication
You must respond to a teams communication within 24 hours Sundays excepted. It
is expected that all teams offcials will be using email as a primary source of
communication.

CSA Support
It is not necessary to contact us unless you are not receiving communication from
your opponents or you have reached an impasse. This should be rare. Please notify
administrator of any kicked back emailaddresses.
Posted Scheduled Games Once you have contacted your opponents and agreedupon a game time the home team, must provide vice technical the field and game
time. Once the date, time, and location have been negotiated, teams are expected to
abide by the final schedule. It is expected (unless it is an emergency) that teams
have enough players in there club to play regardless of injuries, illness, or players
missing for various reasons. Please remember that you are allowed to use players
from your club from younger teams or second teams in case you are short of players.
Appendix C CSA Team Red Card Procedure.
2010 2011 Red Card Procedure.
Team Responsibility.
It is the teams responsibility to ensure their Red Carded player(s)/coach(s) serve the
game suspensions. Referee report must be sent in within 48 hours of red being issued.
The teams must send in the verification form (below) confirming that suspensions
have been served.
Referee responsibility.All referees must provide Red Card report to the home team manager and district
Soccer.(DFA) It is
Automatic Suspensions:
Red Cards
All Straight Red Carded Player/Coach are automatically suspended for 2 games with
the PAD committee reviewing and considering additional suspensions. This suspension
is effective immediately.
Please note:The card carries over into other( CSA) Age Groups and Games. Forexample, if Coach A receives a card for his/her U12 Girls game and Coach A has a
game with his/her U15 Boys team Coach A is unable to coach this match.
Double Yellows All double yellow carded players/coaches are automatically
suspended for 1 game with the card being reviewed by the PAD committee for further

suspensions. For instance, a second card for dissent, especially involving swearing, will
most often result in additional games suspensions.
Please note:The card does not carry over into other( CSA ) Age Groups and Games. For
example, if Coach A receives a card for his/her U12 Girls game and Coach A has a
game with his/her U15 Boy
s team Coach A must serve suspension with U12 Girlsteam.
When do suspensions take affect?The carded Player/Coach must begin their
suspension immediately in the next game(s). Even if the official suspension has not
been awarded the one or two game suspension is effective immediately. It is the
teams and clubs responsibility to ensure this is followed. If the player sits out a
match, they should fill out the form for verification of the player or coach serving the
suspension. Failure to provide verification could result in a forfeit.
Verification procedureTeams must have signed verification form. The form must be signed by the Center
Referee and coaches of both teams, verifying that Player or Coach did not participate
in game. Please copy and or scanned the referee report or game suspension form to
assigned representative of games/tournament
