earlier history. From 1791 to 1802, the United States

government was supported by internal taxes.

The high cost of the War of 1812, brought the nation’s first taxes on gold, silverware, jewelry, and watches.

The Act of 1864, however, established the office of Commissioner of Internal Revenue.
