36 Borough Council of Wellingborough Wellingborough Town Centre 04 Key Spaces Bespoke Treatment Whilst all open spaces will be expected to complement the specifications included in the Materials Palette, select key spaces have been identified where bespoke and highly creative designs solutions will be particularly encouraged. These key spaces, identified in Figure 3.1, comprise: Church Street / Market Square; Jackson’s Lane / High Street; Gloucester Place; the Cultural Quarter; the two new neighbourhood squares in the new residential quarter north of St John’s Street; and the seven gateway spaces on each of the principal approach roads. These pages illustrate provisional design ideas for bespoke solutions that should be developed relating to: Sculptural lighting; public art; play; feature seating; waterside treatment; and renewable energy / recycled materials. The precise specifications and adaptability of this street furniture will be reviewed on a scheme-by- scheme basis. 06Deliveryofprojects

ThephasingofpublicrealmworkswillcomplementthephasedapproachtodevelopmentsitessetoutintheAreaActionPlan,asshowninfiguretotheright.AlthoughtheprecisenatureofthephasingstrategywillchangeoverthecourseoftheAAPplanperiod,thefollowingsequenceisexpected:

Earlywins(2009–2011)Itisproposedthatstreetscapeimprovementworksfocusonthe‘cruciform’arrangementofprincipalstreetsandfootpaths,asindicatedinthefigure.Thenorthwest-southeastaxiswillbeintegratedwiththefirstphaseoftheCountyCouncil’sbusprioritymeasuresonSheepStreet,SilverStreetandthelowerendofHighStreet.ThiswouldencompassanewlandscapesettingandaccessarrangementstothenewTreshamInstituteatthenorthernend,andbemarkedbygatewayimprovements(landscape/publicrealm/interpretation)atthesouthernendatthejunctionofSheepStreet/DoddingtonRoadandCastleWay/LondonRoad.Thenewpedestrian‘sharedsurface’willformthecentre-pieceinfrontoftheHindHotel.Thenortheast-southwestwillbedefinedbyimprovementstoGloucesterPlaceandMarketStreetatitsnorthernendandimprovementstoCroylandGardensatthesouthernend.Theseprojectswillsetthebenchmarkofqualitythatistobeachieved.

Shortterm(2011–2014)Thiswouldinvolvestreetscapeimprovementworksintroducedinconjunctionwiththesecondphaseofthebuspriorityprogramme,whichincludesthecreationoftheNorthernInterceptorlink(betweenQueenStreetandAlmaPlace),constructedinapproximatelythe2012-13periodfollowingrelocationofTreshamInstitute.ThiswouldbefollowedbyremodellingofChurchStreettomakethispedestrian/busonly.Associatedwiththesestreetscapeimprovements,gatewayproposalstothenorthwest,westandeastofthetowncentrecouldbeintroduced,togetherwithkeynew/improvedpublicspaceslandscapedaspartofthedevelopmentsitesscheduledtobeprioritisedintheshortterm,namelyHighStreet/Jackson’sLaneandChurchStreet/MarketStreet.AlandscapeprogrammelookingcomprehensivelyatthewholelengthofSwanspoolBrook,includingreeplantingassociatedwiththearboretumtrail,wildlifehabitatandpublicaccessimprovements,lightingandpublicartcouldalsobeintroducedintheshortterm.Itispossiblethatthelightingstrategycouldbeadvancedinconjunctionwiththeselandscapeimprovementsasameansofcelebratingthetown’sheritageandassistingwithwayfinding.
