• 1996—NCNM relocates to South Portland’s Failing School, vacated by PCC in 1995
• Zoned high-density residential—permitted for colleges for Conditional Use; the City has no record of a Conditional Use
• Five subsequent campus properties located in zones permitted for colleges
• Split zoning of contiguous properties
• Type III Conditional Use approval: Legalize current campus, and establish a “base case”
